Dear Mr Rumpf'
Pursuant to our recent telephone conversations and meeting on-site, please accept this
letter as a request forthe City of Boynton Beach to process and approve an Administrative
Modification to the Landscape Plans for Belmont PUD The proposed modifications are as
follows:
The South East Landscape Buffer
As mentioned in our on-site meeting with Kevin Hallahan, the required berm south of
Southwest Congress Blvd shown on Sheet L-5does not meet the three (3) foot height
requirement as stated in Condition 36 However, due to the fact that the existing
grade to the east of the site is much lower than the grade of the subject site, the 3
foot difference in grade between the adjacent properties has been accomplished. Due
to the fact that the required landscape has been installed, as well as irrigation and
Fiber Optic utility lines, the developer is proposing to supplement the landscape
material in lieu of removing all of the existing landscape and infrastructure and
increasing the height of the berm. Therefore, pursuant to your request, I have
prepared two cross sections of existing conditions along with what is being proposed.
These cross sections have been incorporated into the revised Landscape Plans and
are also located on Sheet L-5.
As shown on the revised plan, the developer is proposing to supplement the
southeast landscape buffer with the addition of a row of Southern Red Cedar plants.
The Southern Red Cedar is a small tree/large shrub. However, it is only available in

the southern region of the state in sizes ranging from 3 to 10 gallon containers.
Therefore, I have specified it at a five foot height. On site, we also discussed using
the multi trunk Wax Myrtle species which is also a large shrub mass or small tree. I
have included that species as an alternative in case the contractor cannot find all 43
Southern Red Cedar plants and may have to substitute the Wax Myrtle within the
southernmost portion of the east buffer In addition to the Cedar, the developer is
proposing a chain link fence along the entire east property line. The fence shall have
opaque slats along the portion of property adjacent to the three northern most single-
family lots south of the Southwest Congress Blvd right of way The slats within the
fence are to screen the properties that do not have a wood privacy fence located in
their back yards and to provide an additional screen.
Lakes of Tara PUD Lot 111
Lot 111 is the northern most lot located south of the Southwest Congress Blvd. right-
of-way Pursuant to your request, Mr Elie Berdugo has approached the owner ofthe
lot to obtain consent for the work done adjacent to her back yard. A copy of his
correspondence is attached. In addition, Mr Berdugo has agreed to sod the portion of
her yard where ground cover or sod does not currently exist. Sheet L-5 also shows
this cross-section.
Condition 35
Condition 35 relates to the "proper dead ending" of Southwest Congress Blvd. As
discussed, this condition has not yet been satisfied. Mr Jim Drotos with Shah, Drotos
and Associates, Inc., has prepared drawings and will proceed through the required
process to satisfy the condition. No changes are required to the Landscape Plans to
address this issue.
Interior of the site
Pursuant to Mr Hallahan's request, a note has been added to the plans near the
open space tracts and recreation area stating that the plant material may be field
adjusted, as the sidewalk layouts within those areas have not been constructed
exactly as shown on the Landscape Plans. However, as mentioned in my letter to Mr
Hallahan, dated January 8,2001, I have confirmed that the total number of plants as
specified on the landscape plans have been installed.

All modifications to the Landscape Plans have been demarked with a number 7 located
within a triangle outside of a revision cloud. I would appreciate it if you would please review
the proposed modifications and respond at your earliest convenience.
