Site Characteristics: The site is a vacant, fiat, triangular-shaped lot, overgrown with grasses but
containing no other vegetation of any significance.
Proposal:
The developer proposes to construct a one (1) story, 4,992 square foot medical
office building located on a 0.52-acre lot (see Exhibit "B" - Proposed Site Plan).
The proposed building height is sixteen feet (16'-0"), which is below the 25-foot
maximum allowed in the C-2 zoning district.
Concurrency'
a, Traffic-
A traffic statement for this project was submitted and sent to the Palm
Beach County Traffic Division for their review and approval. Staff has
received confirmation from Palm Beach County's Traffic Division
regarding standards compliance.
b, Drainage-
Conceptual drainage information was provided for the City's review The
City's concurrency ordinance requires drainage certification at time of
site plan approval. The Engineering Division is recommending that the
review of specific drainage solutions be deferred until time of permit

review, when more complete engineering documenls are required.
On-site traffic circulation will consist of two (2), new driveway entrances
providing ingress and egress from S.E. 2nd Street and S.E. 23rd Avenue. The
first entrance along S.E. 23rd Avenue is 26 feet wide and provides access to the
parking area located to the north of the building. This northern driveway is
proposed at approximately 50 feet from an intersection. As this driveway is
proposed along a roadway classified greater than a local street, it must be
separated from an intersection by not less than 180 feet. Therefore, the
comments require the relocation or elimination of the driveway The second
entrance is 20 feet wide and is located along the eastern property line (S.E. 2nd
Street). A two-way drive aisle provides access to proposed parking areas at the
southern portion of the site.
A total of 24 spaces are required for the proposed use based on 4,800 gross
square feet of office using the ratio of one (1) space per 200 square feet of
medical office use. The number of parking spaces provided equals 24 including
one (1) space designated for handicap use. Twenty (20) of the proposed
parking spaces are located at the southern portion of the site. The remaining
four (4) are adjacent to S.E. 23rd Avenue. All spaces, except handicap spaces
will be dimensioned nine feet by eighteen feet (9' x 18').
The landscaping of the site will fully meet code requirements when staff
comments are incorporated. The foundation plantings around the building are
extensive, exceed code requirements and further enhance the site. The
development will be provided with the required amount of perimeter and internal
landscaping as required in the Land Development Regulations, Chapter 7.5
Article II. However, the applicant will provide the required six (6) foot masonry
wall at the southwest portion of the site to separate the office use from the
adjacent single-family zoning district.
Building and site regulations will be fully met when staff comments are
incorporated into the permit drawngs.
Community Design: The proposed Castaneda Medical Building is a simple, contemporary style,
rectangular-shaped, one-story structure. The building surface will have stucco
walls and will be painted "Champagne" with white doors and recessed windows.
The surrounding structures offer a variety of colors ranging from light earth
tones to yellow and light shade of gray However, the architectural design will
contrast the predominantly single-family architectural character of the area with
the following two (2) exceptions: the flat roof and absence of louvered storm
shutters. The proposed front fayade will have a single door entry with a covered
porch facing S.E. 2nd Street and the building height, as proposed, is below the
maximum requirement of25 feet for the C-1 district.
Signage:
The applicant is proposing to have one (1), four (4) foot high, twelve foot and
five inches (12'-5") wide monument sign. The sign dimensions conform to the
sign code regulations for commercial nonresidential districts. The monument
sign will receive color and texture treatments similar to those ofthe building, with
cast aluminum lettering.

RECOMMENDATION:
Staff recommends that this site plan request be approved, subject to the comments included in Exhibit
"C" - Conditions of Approval. The Technical Review Committee (TRC) recommends that the
deficiencies identified in this exhibit be corrected on the set of plans submitted for buiiding permit.

I No utility plan was included with this submittal; therefore the Utilities
Department considers this plan incomplete as submitted. However, since
this proposal is located where utility support is available, we are providing
only a cursory review on the plan submittal. It is normally required that
utility services be shown in order to assure that potential conflict with other
utilities and/or landscaping are avoided. Provide the service locations to the
respective buildings.
2. Fire flow calculation will be required demonstrating the City Code
requirement imposed by the insurance underwriters, whichever is greater
(see CODE Sec. 26-16(a)). The Fire Department flow test indicates that
only 714 g.p.m. is available to the site. It will be required to add another fire
hydrant on the six-inch line to get close to the 1,500 g.p.m. requirement.
This can be coordinated with the Utilities Department upon submittal of the

I was swamped this week. I will not be at TRC next Tuesday I have to take a few days to do the last family thin9s before
school starts. I did not get a chance to send a formal response to Castaneda plans. Suffice it to say I have no traffic
related comments. Please know I looked at the plans but don't have time to formalize my review Also, I looked at the
second review plan for the new grade school. Although they did not address all my comments, they did improve the plans
somewhat. I would still prefer that the crosswalk at Hypoluxo be moved south.

We offer the following comments on the above noted project:
NO PLAN SUBMITTAL COMMENT
1) No utility plan was included with this submittal, therefore the Utilities Department
considers this plan incomplete as submitted. However, since this proposal is located
where utility support is available, we are providing only a cursory review on the plan
submittal.
GENERAL COMMENTS
2) All utility easements shall be shown on the rectified site plan and landscaping drawings
so that we may determine which trees may interfere with utilities. In general, palm trees
will be the only tree species allowed within utility easements. Canopy trees may be
planted outside of the easement so that roots and branches will not impact those utilities
within the easement in the foreseeable future. LDR Sec. 7.5-18.1 give public utilities the
authority to remove any trees that interfere with utility services, either in utility
easements or public rights-of-way
3) Palm Beach County Health Department permits mav be required for the water and sewer
systems serving this project (CODE Sec. 26-12).
4) Fire flow calculations will be required demonstrating the City Code requirement of 1,500
g.p.m. at stated in LDR Chap. 6, Art. IV, Sec. 16, or the requirement imposed by the
insurance underwriters, whichever is greater (see CODE Sec. 26-16(a)).
5) CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this project
either upon the request for the Department's signature on the Health Department
application forms or within 30 days of site plan approval, whichever occurs first. This
fee will be determined based upon final meter size, or expected demand.
6) Comprehensive Plan Policy 3 C.3 4 requires the conservation of potable water City
water may not, therefore, be used for irrigation where other sources are readily available.
7) LDR Chap. 6, Art. IV, Sec. 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this
condition, by showing all hydrants.
8) Appropriate backflow preventers will be required on the office water service to the
building, and the fire sprinkler line if there is one, in accordance with CODE Sec. 26-207

I have reviewed the above referenced Site Plans, forwarded to me on July 23,2001, against the
Site Plan Review requirements outlined in the City of Boynton Beach Code of Ordinances.
Following are my comments with the appropriate Code and Land Development Regulations
(LDR) referenced:
Code and Land Development Regulation Requirements
1 Show all existing utilities on Site Characteristics Map (Survey) and Site Development plan
(LDR, Chapter 4, Section A.3). Catch basin and manhole covers shall be bicycle proof (LDR,
Chapter 6, Article IV, Section 5.A.2.f).
2. Show holes and metal sleeves set in pavement for securing gates in the open and closed
positions for dumpster enclosure area (City of Boynton Beach Standard Drawing A-88007).
3 Provide an engineer's certification attached to the front of the plans and on the Drainage Plan
as specified in the LDR, Chapter 4, Section 7.F.2.
4 Provide a statement on the plans showing that the containment capacity of the drainage
system shall contain the first 2\1, inches of storm water on the site per LDR, Chapter 23,
Article II, Section F
5 Provide a typical swale section in conformance with City Standard Drawing B-98002.
6. Correct the dumpster detail to shown a clear, unobstructed interior width of 10 foot for the
dumpster enclosure (per City Standard Drawing A-88007).
7 Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6
in. thick within driveways (LDR, Chapter 23, Article II, Section P).

8. Add a note to the Landscape Plan that within the sight triangles there shall be an
unobstructed cross-visibility at a level between 2.5' and 6' above the pavement (LDR,
Chapter 7.5, Article II, Section 5.H.).
Indicate sight triangles graphically on Landscape plan. Sight triangle requirements must be
met at all points of ingress and egress, as well at all intersections (only sight triangle shown
on Sheet L-I is at the intersection of SE 23rd Ave. with SE 2nd Street).
9 On the Site and Civil plans, show and identify all necessary traffic control devices such as
stop bars, stop signs, double yellow lane separators striping, directional arrows and "Do Not
Enter" signage, etc. All markings, signage and striping shall conform to City Standard
Drawings B-98001 and B-90013
10. Provide lighting information as specified in the LDR, Chapter 23, Article II, Section A.I.a.
II Provide lighting for front and rear sidewalks between parking lot and building (LDR, Chapter
23, Article II, Section A.l.b).
12. Provide flood zone elevations, finish floor elevations, and certifications as specified in the
LDR, Chapter 4, Section 7.D I and Chapter 20, Article VII, Section 2.C.
13 Provide an accessible route from the public sidewalk to the front entrance per the Florida
Accessibility Code. Align, if possible, with the 5 foot handicap accessible path.
Recommendations/Corrections
I Indicate what standards are to be used for asphalt and concrete work. Also indicate, if used,
which edition of the FDOT Standard Specifications for Road & Bridge and Standard Index
are to be used - the 2000 Specifications are recommended since they incorporate both
English and Metric units.
2. Please provide details for sidewalk, curb & gutter, curb stops, etc.
3 Indicate, by note, what type curb & gutter is being used around the perimeter of the parking
area. Indicate, by note, to what standards and specifications curb & gutter is being
constructed to.
4 At the Handicap Stall (on Site and Paving & Drainage plans) show the sidewalk at the same
elevation as the five foot accessible path. If necessary provide a I 12 ramp to sidewalk (FL
Accessibility Code 4.6.3).
5 Handicap pavement symbol (per City Standard Drawings B-9800 I) should be 5' x 5', not 7'
x 7' (as scaled from Sheet PD-I).
6. By note, indicate that trash enclosure and stucco wall on west side of building will match
building finish.

7 Indicate parking stall dimensions on the north side of the building and the west side of the
south parking lot.
8. Add curb stops at west parking spaces in north parking area.
9 Correct spelling of "Length" on notes for Delta, radius, tangent and arc length dimensions.
10. Correct reversed note on Sheet SL-l ("New Light Pole Typ." west side of parking lot).
11 The survey indicates a 3 foot diameter catch basin 23 feet north of the south property line.
What is the disposition of this structure?
12. If fill is imported, an excavation/fill permit will be required through the Building Division.
13 Consider relocating the dumpster to the south end of the parking lot to allow the truck to
back up within the parking lot for turn around purposes and not into the ingress driveway
14 Since the use of one half of the building is unknown and it may be used for medical
purposes, it is recommended that a second handicap stall be incorporated in the plan. Site
parking requires only one handicap space for the required 24 spaces; however, if 25 spaces
are required, two handicap spaces would be required.

working drawings submitted for permits.

1 Add to the building that is depicted on the drawing titled site plan a labeled symbol that
identifies the location of the handicap accessible entrance door to the building. Florida
Accessibility Code for Building Construction, Section 4 1.2, 4.3
2. On the floor plan drawing, add a labeled symbol that identifies the location of the
handicap accessible entrance door to the building. The location of the door shall match
the location of the accessible entrance door that is depicted on the site plan drawing.

3 Add a labeled symbol to the site plan drawing that represents and delineates the path of
travel for the accessible route that is required between the accessible parking spaces and
the accessible entrance door to the building. The symbol shall start at the accessible
parking space and terminate at the accessible entrance door to the building. The symbol
shall represent the location of the path of travel, not the location of the detectable warning
or other pavement markings that are required to be installed along the path. The location
of the accessible path shall not compel the user to travel in a drive/lane area that is
located behind parked vehicles. Identify on the plan the width of the accessible route.
(Note: The minimum width required by the code is forty-four (44) inches). Add text to
the drawing that would indicate that the symbol represents the accessible route and the
route is designed in compliance with Section 4.3 (Accessible Route) and 4.6 (Parking and
Passenger Loading Zones) of the Florida Accessibility Code for Building Construction.
Please note that at time of permit review, the applicant shall provide detailed
documentation on the plans that will verify that the accessible route is in compliance with
the regulations specified in the Florida Accessibility Code for Building Construction.
This documentation shall include, but not be limited to, providing finish grade elevations
along the path of travel. Sheet A-I, Site Data calls out twenty-four parking spaces to be
provided and only twenty-three are shown on the plan. The number ofrequired
accessible parking spaces shall comply with Section 41.2 (5) (d) (i) of the Florida
Accessibility Code for Building Construction.

4 Identify within the site data the finish floor elevation (lowest floor elevation) that is
proposed for the building. Verify that the proposed elevation is in compliance with
regulations of the code by adding specifications to the site data that address the following
issues [Section 3107 1.2, Chapter 31 of the Boynton Beach amendments to the 1997
edition of the Standard Building Code]
a) The design professional-of-record for the project shall add the following text to the
site data. "The proposed finish floor elevation _ _ NGVD is above the highest
1 OO-year base flood elevation applicable to the building site, as determined by the
South Florida Water Management District's surface water management construction
development regulations."
b) From the FIRM map, identify in the site data the title of the flood zone that the
building is located within. Where applicable, specify the base flood elevation. If
there is no base flood elevation, indicate that on the plans.
c) Identify the floor elevation that the design professional has established for the
building within the footprint of the building that is shown on the drawings floor plan.
5 On the drawing titled site plan, identify and label the symbol that represents the property
line.
6. As required by Chapter 4, section 7 ofthe Land Development Regulations, submit a floor
plan drawing. The building plans are not being reviewed for compliance with the
applicable building codes. Therefore, add the words "Floor plan layout is conceptual"
below the drawing titled Floor Plan found on sheets A-2. However, add to the floor plan
drawing a labeled symbol that identifies the location of the handicap accessible entrance
door to the building. The location of the door shall match the location of the accessible
entrance door that is depicted on the site plan drawing.
7 As required by Chapter 4, section 7 of the Land Development Regulations, submit
elevation view drawings of the building. Dimension on the drawing the overall height of
the building. The overall height of a building shall be measured from finish grade to the
highest point of the roof or parapet wall. The overall height of the building shall not
exceed the height limitations of the Zoning Code.
8. Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 of the 1997 edition of the Standard Building Code.
9 On all floor plan drawings, indicate within the footprint of the building the number of
stories that are in the building including, where applicable, mezzanines.
10 Identify on the site plan drawing the actual distance that the building is set back from the
north, east, south and west property lines. Please note that overhangs, covered walkways,
canopies, awnings or other appurtenances that are attached to the building shall be
considered when identifying building setbacks. Therefore, identify the width of the
proposed overhangs, covered walkways, canopies, awnings, and/or other roofed areas
that extend out beyond the main walls of the building. The building setbacks shall

comply with setback regulations specified in the Zoning Code.
II At time of permit review, provide a completed and executed City unity of title form. The
form shall describe all lots, parcels or tracts combined as one lot. A copy of the recorded
deed with legal descriptions of each property that is being unified is required to be
submitted to process the form. The property owner that is identified on each deed shall
match.
12. At time of permit review, submit signed and sealed working drawings of the proposed
construction.
13 Add to all plan view drawings ofthe site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Sherie Coale no later than
5:00 P,M. on. Auaust 1. 2001, When preparing your comments, please separate them into two
categories; code deficiencies with code sections referenced and recommendations that you
believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of

6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
