comments with respect to the small scale proposal for the Charter
School. There appears to be sufficient public access and there will be
no adverse impact to the public roadway system or the original Nautica
Master Plan.

labeled symbol that identifies the location of the handicap accessible

The location of the doors shall match the location of the accessible

15 Add a labeled symbol to the site plan drawing that represents and
delineates the path of travel for the accessible route that is required
between the accessible parking spaces and the accessible entrance
doors to each building. The symbol shall start at the accessible
parking spaces and terminate at the accessible entrance doors to the
buildings. The symbol shall represent the location of the path of
travel, not the location of the detectable warning or other pavement
markings that are required to be installed along the path. The
location of the accessible path shall not compel the user to travel in a
drive/lane area that is located behind parked vehicles. Identify on the
plan the width of the accessible route. (Note: The minimum width
required by the code is forty-four (44) inches). Add text to the
drawing that would indicate that the symbol represents the accessible
route and the route is designed in compliance with Section 4.3
(Accessible Route) and 4.6 (Parking and Passenger Loading Zones)
of the Florida Accessibility Code for Building Construction. Please
note that at time of permit review, the applicant shall provide detailed
documentation on the plans that will verify that the accessible route
is in compliance with the regulations specified in the Florida
Accessibility Code for Building Construction. This documentation
shall include, but not be limited to, providing finish grade elevations
along the path of travel.
16. Identify within the site data the finish floor elevation (lowest floor
elevation) that is proposed for the buildings. Verify that the proposed
elevation is in compliance with regulations of the code by adding
specifications to the site data that address the following issues
[Section 3107 1.2, Chapter 31 of the Boynton Beach amendments to
the 1997 edition of the Standard Building Code]
a) The design professional-of-record for the project shall add the
following text to the site data. "The proposed finish floor
elevation _ _ NGVD is above the highest lOO-year base
flood elevation applicable to the building site, as determined by
the South Florida Water Management District's surface water
management construction development regulations."
b) From the FIRM map, identify in the site data the title of the
flood zone that the building is located within. Where applicable,
specify the base flood elevation. If there is no base flood
elevation, indicate that on the plans.
c) Identify the floor elevation that the design professional has
established for the building within the footprint of the building
that is shown on the drawings titled site plan, floor plan and
paving! drainage (civil plans).

overall height of a building shall be measured from finish grade to the
highest point of the roof or parapet wall. The overall height of the
buildings shall not exceed the height limitations of the Zoning Code.
21. Add to the site plan drawing all existing easements that are shown on
the survey Also, add all proposed easements. The location, type and
size of the easements shall be shown and identified on the site plan.
Where applicable, amend the plans so that structures do not encroach
into an easement.
22. Place a note on the elevation view drawings indicating that the wall
openings and wall construction comply with Table 600 of the 1997
edition of the Standard Building Code.
23 On the site plan, indicate within the footprint of the buildings the
number of stories that are in the buildings. Also, add to the site data
the number of stories in each building. Indicate the overall height of
the buildings within the site data. The overall height of the buildings
shall not exceed the height limitations of the Zoninl7 Code.

27 Identify on the site plan drawing the actual distance that the buildings
are set back from the north, east, south and west property lines. Please
note that overhangs, covered walkways, canopies, awnings or other
appurtenances that are attached to the buildings shall be considered
when identifying building setbacks. Therefore, identify the width of
the proposed overhangs, covered walkways, canopies, awnings, and/or
other roofed areas that extend out beyond the main walls of the
buildings, The building setbacks shall comply with setback
regulations specified in the Zoning Code. Identify whether the area
located on the ( ) side of the building is covered. Also,
indicate the use of the area.
28. To verify that the proposed buildings are in compliance with the
applicable building setbacks, show and dimension on the site plan the
width of the overhang of the buildings. Also, identify the size or width
of the covered walkways, awnings, canopies and/or other roofed areas
that extend out bevond the main walls of the buildings.
29 At time of permit review, provide a completed and executed Lease
Agreement with the Citv
30. At time of permit review, submit signed and sealed working drawings
of the orooosed construction.
31. To properly determine the impact fees that will be assessed for the
project, identify on the site plan the number of students and faculty for
each building.
32. Add to the submittal a partial elevation view drawing of the proposed
perimeter fence. Identify the type of the fence material and the type of
material that supports the fence, including the typical distance between
supports. Also, provide a typical section view drawing of the fence
that includes the depth that the fence supports are below finish grade
and the height that the fence is above finish grade. The location and
height of the fence shall comolv with the fence regulations specified in

the Zoning Code.
33 Add to the drawing the calculations that were used to identify the
minimum number of required handicap accessible parking spaces.
Also, state the code section that is applicable to the computations.
34 At time of permit review, submit for review an addressing plan for the
project.
35 Add to all plan view drawings of the site a labeled symbol that
represents the location and perimeter of the limits of construction
proposed with the subject request.
36. At time of permit review, building plans shall meet with the
requirements of Rule 6A-2 Florida Administration Code, which is
entitled "State Reauirements for Educational Facilities"
PARKS AND RECREATION
Comments:
37 If the school is temporary, provisions should be added to the lease
agreement that the site should be thoroughly cleared of any amenities,
unless it has been previously agreed upon (such as parking lot), at the
point in time when the school leaves the site.
38. If the school is temporary, any items (such as parking lot, landscaping,
irrigation, roads, etc.) that are to be left on site should be coordinated
in its desi2:n in such a way that it can be used for the future park.
39 Would suggest that the location of the temporary school be moved to
the west border of the site, versus the east border, thereby increasing
the area of land available for parkland. The master plan at this time
shows approximately 4 acres to the east and 5 acres to the west of the
school. When the site became a park, more land would be available to
use for any recreation needs that are programmed (such as soccer field,
football field, etc.) and still be able to leave the previously agreed upon
site amenities on the site.

1 All access to the parcel from the public roadway and internal traffic movements shall be
designed to allow for school buses.
2. The final plan documents shall accommodate pedestrian movements onto the site from the
adjacent public roadway I suggest that pedestrians should be encouraged to cross the public
roadway at a point east of the private driveways to the site. This will avoid any potential
conflict between pedestrians and automobiles.

We offer the following comments on the above noted project:
GENERAL COMMENTS
I) All utility easements shall be shown on the rectified site plan and landscaping drawings so that we
may determine which trees may interfere with utilities.
2) Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE Sec. 26-12).
3) Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m.
as stated in LDR Chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters
whichever is greater (refer to CODE Sec. 26-16(a)).
4) CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this project either upon
the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
5) Comprehensive Plan Policy 3 C.3 4 requires the conservation of potable water. City water may
not, therefore, be used for irrigation where other sources are readily available.
6) Provide an engineer's written certification that drainage will conform to all rules of the City and
the South Florida Water Management District (SFWMD) (per LDR Chap. 4, Sec. 7F), if the
calculations reflect the need. Allowance for sheet flow into the adjacent lake parcel should be
considered for determining the stormwater runoff that will have to be treated on the subject
property

SPECIFIC CONDITIONS
7) As previously stated to the engineering consultant, water service is available via the water main
located on the north side of Springfield Boulevard. Sewer service can only be available via an
extension of the existing sanitary collection system currently located at the intersection of Providence
Road and Newport Avenue, one block northwest of the intersection of Providence Road and
Springfield Boulevard (refer to Comment #2 above).
8) LDR Chap. 6, Art. IV, Sec. 16 requires that all points on each building will be within 200 feet of an
existing or proposed fire hydrant. Please demonstrate that the plan meets this condition by showing
all hydrants.
9) Appropriate backflow preventer will be required on the domestic water service to the building(s) in
accordance with CODE Sec. 26-207

I have reviewed the above referenced Site Plans forwarded to me on June 15, 2001 Following are my
comments with the appropriate Code and Land Development Regulations (LDR) referenced.
I) On the Site Plan, add a general note that all plans submitted for specific permits shall meet the
City's Code requirements at time of application. These permits include, but are limited to, the
following: paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required
from other permitting agencies such as FDOT, SFWMD, LWDD, FDEP, PBCHD, PBCED, and
PBCDERM, shall be included with the permit request.
2) Provide topography of the adjacent lands and depict the finished grades between the proposed
development and twenty-five (25) feet into the abutting properties.
3) Provide rendering or photograph of the proposed site with application (LDR, Chapter 10, Section
3 C.I).
4) Provide landscaping around the entire perimeter of the site (LDR, Chapter 10, Section C.7.a-c).
5) Provide irrigation in accordance with LDR, Article II, Chapter 7.5, Section 5.B.
6) On the Site and Landscape Plans, identifY the clear sight triangular areas on both sides of the
driveway(s) and adjust the landscaping accordingly (LDR, Chapter 7.5, Article II, Section 5.H.2.).
Add a note to the Landscape Plan that within the sight triangles, there shall be an unobstructed
cross-visibility as a level between 2.5' and 6' above the pavement. Use FDOT Standard Index
546 for the sight triangles along all collector and arterial roadways.
7) Indicate driveway widths and traffic flow pattem(s) on the site plan. The maximum width of all
driveways (with the exception of gasoline stations) is 32 feet unless otherwise approved by the
Director of Development. The minimum width of one-way drives is 12' and 20' for two-way
drives measured at the right-of-way line. (LDR, Chapter 23, Article II, Section H.I). Show
sidewalks continuous through the driveways with a minimum thickness of 6" (LDR, Chapter 23,
Article II, Section P ). Show a flush header curb within the right-of-way areas of the driveway on
the Site and Civil Engineering Plans.

Sidewalks shall be required for all new developments and shall be 4 feet wide along local streets,
and 5 feet wide along streets of higher classification (LDR, Chapter 6, Article IV, Section IO.T.,
and Chapter 22, Article 1, Section 5). Show all applicable buffer walls or vegetative buffer to
screen any loading zone from the public right-of-way
8) Develop a roadway swale in accordance with City Standard Drawing B-98002 within the right-of-
way
9) Provide a drainage plan and an engineer's certification as specified in LDR, Chapter 4, Section
7(F). Add a note stating "The drainage system shall conform to the Utility Department's 'Utilities
Engineering Design Handbook and Construction Standards " and the City Standard Drawing B-
91007" Reflect on the Drainage Plan the proposed elevations and drainage flow arrows. Indicate
any changes that may be required in pond sizing for "Lake 3" due to increased runoff from the
proposed charter school location.
10) On the Site and Civil plans, show all necessary traffic control devices such as stop bars, stop signs,
double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
Delineate and stripe the "Loading Area" (where applicable); include a pavement message in
yellow indicating "No Parking - Loading Zone"
Provide a typical detail showing all post-mounted signage (including HIe signage) installed and
grouted per City Standard Drawing B-98001
11) Show on the Site and Civil plans the proposed site lighting (LDR, Chapter 4, Section 7.B.4 ). On
the Lighting Plan, specify that the light poles shall withstand a 110 MPH wind load. Add a note
that the fixtures shall be operated by photo-electrical control and to remain on until 2 :00 a.m.
(LDR, Chapter 23, Article II). Add a note that the lighting design shall provide a minimum
average of one foot-candle lumen at ground level. Artificial lighting used to illuminate any
property shall be directed away from all residential districts. Lighting shall not be used as a form
of advertising (LDR, Chapter 2, Section 4.N.7 & Chapter 9, Section 10.F.5).
Replace any large canopy trees adjacent to light fixtures to eliminate shadowing on the parking
surface.
12) All plans submitted shall be signed and sealed by the appropriate design professional. Provide a
recent site survey, signed and sealed by a Professional Land Surveyor, showing all the
requirements ofLDR, Chapter 4, Section 7.A.
13) No person shall begin to work in or upon any area of public or private rights-of-way in the city
without first obtaining a permit (LDR, Chapter 22, Article II, Section 7 ).
No one shall engage in land clearing, filling or removal in the city without first obtaining the
necessary permit (LDR, Chapter 7.5, Article I, Section 5.B.). Applicant shall apply for an
excavation and fill permit in accordance with LDR, Chapter 8.

Florida Accessibility Code for Building Construction. This documentation shall include,
but not be limited to, providing finish grade elevations along the path of travel.
5 IdentifY within the site data the finish floor elevation (lowest floor elevation) that is
proposed for the buildings. VerifY that the proposed elevation is in compliance with
regulations of the code by adding specifications to the site data that address the following
issues [Section 31071.2, Chapter 31 of the Boynton Beach amendments to the 1997 edition
of the Standard Building Code]
a) The design professional-of-record for the project shall add the following text to the site
data. "The proposed finish floor elevation _ _ NGVD is above the highest 100-
year base flood elevation applicable to the building site, as determined by the South
Florida Water Management District's surface water management construction
development regulations."
b) From the FIRM map, identify in the site data the title ofthe flood zone that the
building is located within. Where applicable, specify the base flood elevation. Ifthere
is no base flood elevation, indicate that on the plans.
c) Identify the floor elevation that the desigu professional has established for the building
within the footprint of the building that is shown on the drawings titled site plan, floor
plan and paving/ drainage (civil plans).
6. On the drawing titled site plan, identify and label the symbol that represents the property
line.
7 As required by Chapter 4, section 7 ofthe Land Development Regulations, submit a current
survey of the subj ect property
8. As required by Chapter 4, section 7 of the Land Development Regulations, submit a floor
plan drawing. The building plans are not being reviewed for compliance with the
applicable building codes. Therefore, add the words "Floor plan layout is conceptual"
below the drawing titled Floor Plan found on sheet(s) _ However, add to the floor plan
drawing a labeled symbol that identifies the location ofthe handicap accessible entrance
doors to each building. The location of the doors shall match the location of the accessible
entrance doors that are depicted on the site plan drawing.
9 As required by Chapter 4, section 7 of the Land Development Regulations, submit elevation
view drawings of the buildings. Dimension on the drawing the overall height of the
buildings. The overall height of a building shall be measured from finish grade to the
highest point of the roof or parapet wall. The overall height of the buildings shall not
exceed the height limitations of the Zoning Code.
10. Add to the site plan drawing all existing easements that are shown on the survey Also, add
all proposed easements. The location, type and size of the easements shall be shown and

identified on the site plan. Where applicable, amend the plans so that structures do not
encroach into an easement.
II Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 ofthe 1997 edition of the Standard Building Code.
12. On the site plan, indicate within the footprint of the buildings the number of stories that are
in the buildings. Also, add to the site data the number of stories in each building. Indicate
the overall height of the buildings within the site data. The overall height of the buildings
shall not exceed the height limitations ofthe Zoning Code.
13 On all floor plan drawings, indicate within the footprint of the building the number of
stories that are in the buildings.
14 Indicate on the site plan within the floor area of the new buildings the primary use of each
structure/facility
15 Indicate on the floor plan drawing within the footprint of the buildings the primary use of
each structure/facility
16. Identify on the site plan drawing the actual distance that the buildings are set back from the
north, east, south and west property lines. Please note that overhangs, covered walkways,
canopies, awnings or other appurtenances that are attached to the buildings shall be
considered when identifying building setbacks. Therefore, identify the width of the
proposed overhangs, covered walkways, canopies, awnings, and/or other roofed areas that
extend out beyond the main walls of the buildings. The building setbacks shall comply
with setback regulations specified in the Zoning Code. Identify whether the area located on
the ( ) side of the building is covered. Also, indicate the use ofthe area.
17 To verify that the proposed buildings are in compliance with the applicable building
setbacks, show and dimension on the site plan the width of the overhang of the buildings.
Also, identify the size or width of the covered walkways, awnings, canopies and/or other
roofed areas that extend out beyond the main walls of the buildings.
18. At time of permit review, provide a completed and executed Lease Agreement with the
City
19 At time of permit review, submit signed and sealed working drawings of the proposed
construction.
20 To properly determine the impact fees that will be assessed for the project, identify on the
site plan the number of students and faculty for each building.
21 Add to the submittal a partial elevation view drawing of the proposed perimeter fence.
Identify the type ofthe fence material and the type of material that supports the fence,
including the typical distance between supports. Also, provide a typical section view

drawing of the fence that includes the depth that the fence supports are below finish grade
and the height that the fence is above finish grade. The location and height ofthe fence
shall comply with the fence regulations specified in the Zoning Code.
22. Add to the drawing the calculations that were used to identify the minimum number of
required handicap accessible parking spaces. Also, state the code section that is applicable
to the computations.
23 At time of permit review, submit for review an addressing plan for the project.
24 Add to all plan view drawings of the site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request.
25 At time of permit review, building plans shall meet with the requirements of Rule 6A-2
Florida Administration Code, which is entitled "State Requirements for Educational
Facilities"

1 If the school is temporary, provisions should be added to the lease
agreement that the site should be thoroughly cleared of any amenities,
unless it has been previously agreed upon (such as parking lot), at the
point in time when the school leaves the site.
2. If the school is temporary, any items (such as parking lot, landscaping,
irrigation, roads, etc.) that are to be left on site should be coordinated in its
design in such a way that it can be used for the future park.
3 Would suggest that the location of the temporary school be moved to the
west border of the site, versus the east border, thereby increasing the
area of land available for parkland. The master plan at this time shows
approximately 4 acres to the east and 5 acres to the west of the school.
When the site became a park, more land would be available to use for any
recreation needs that are programmed (such as soccer field, football field,
etc.) and still be able to leave the previously agreed upon site amenities
on the site.

PLANNING AND ZONING
Comments:
1. All plans shall show general information such as the north arrow, scale and
location sketch. The location sketch should show the subject site in relation to
the surrounding properties, including the distance from major north-south and
east-west roads.
2. Include a survey, not older than six months, showing all adjacent streets, alleys,
and driveways.
3. The survey should indicate existing natural features, including but not limited to
lakes, trees, and other vegetation and soils and topography It should indicate
existing utility lines and all easements,
4 The site plan should indicate all proposed buildings, uses, and accessory
structures. Setbacks, traffic control markings, and signage are necessary
elements of the site plan. The site plan shall indicate the following items:
a. Proposed fences and walls, including location, dimension, setbacks, height,
material, and color;
b. Proposed location and height of free-standing outdoor lighting;
c. Proposed location of dumpster and recycle bin. Provide the typical detail of
the dumpster and recycle bin;
d. Location and setback of all free standing / entrance signs;
e. Provide the Official Future Land Use and Zoning district designation of the
adjacent properties;
f. Location of all streets, driveways, ingress/egress points on adjacent
properties;
g. Location and dimension of all major plan elements, such as access points,
building footprints, and vehicular use areas (parking lots and drive aisles);
h. Label each structure with use, square footage, and number of seats /
children;
i. Label and identify all water management tracts, lakes, and ponds (including
depth), retention / detention areas, preserves, and other special use areas;
J. Label and identify the height, number of stories, and floors of each structure.
Provide the floor area including mezzanine and storage area.
5. Provide pedestrian paths to the building entrance from the parking area and
all rights-of-way Label and dimension such paths with regard to width,
surface and/or paving material. Include possible alternative modes of
transportation such as school bus access or bicycle paths I racks.
6. Provide typical dimensions and striping detail of standard and handicapped
parking spaces. Provide typical dimensions of terminal islands, landscaped
islands and wheel stops.
7 The master plan reflects recreation (City Park) use. Use as shown on master
plan or attain master plan modification.
8. The City of Boynton Beach owns the subject property Provide evidence of
the City's consent to utilize the property for the proposed use.
9 Provide elevation drawings or photographs of all planned structures.
10. Show the planned vehicular and pedestrian circulation through the Meadows
Planned Unit Development (PUD). Traffic originating from this direction
should be provided for in a safe manner without connecting with Springfield
Boulevard.
II On the site plan, each row of parking spaces shall indicate the total number
of spaces in that row
12. The tabular data shall include the following elements:
a. Proposed use(s) - principal and accessory;
b. Future Land Use and Zoning designation;
c. Section, Township. Range;
d. Total gross acreage;
e. Total gross floor area and percentages of floor area dedicated to each use
(principle & accessory);
f. Percentage of building coverage, impervious surface, pervious surface and
open-space;
