Site Characteristics: The subject property is currently zoned Community Commercial (C-3) zoning
district. The Sam Brown Jr's Subdivision was platted in 1924 with typical lot
sizes varying between five (5) acres to ten (10) acres. Subsequent to platting,
some of the original parcels had been subdivided to create smaller parcels. It
is a rectangular-shaped tract of undeveloped land located in Planning Area
Number 1 of the Federal Highway Corridor Study On May 15, 2001, the City
Commission approved a variance (ZNCV 01-008) to allow the development of
a carwash facility on this 9,908 square foot parcel in lieu of the 15,000 square
foot minimum lot area required by the C-3 zoning district. The survey shows
that a Royal Palm and Sabal Palm tree are located on the property
Proposal:
Mr Beril Kruger of Beril Kruger Planning & Zoning Consulting is requesting
site plan approval to construct an automated 1,490 square-foot carwash facility
and an accessory 375 square-foot "Knock Down Detail Tent" on the above-
referenced lot (see Exhibit "B" - Proposed Site Plan). As currently proposed,
the main building would be comprised of a wash bay, carport, and storage
area. One (1) employee will be present onsite during regular business hours
to collect money for the car-wash service. Although the same property owner
proposing the car wash is the same property owner as the abutting gas station

could be sold off to another party in the future. The entire project is to be
constructed in one phase
Concurrency'
a. Traffic - A traffic statement for this project was submitted and sent to the Palm
Beach County Traffic Division for their review and approval. The
Traffic Division has determined that the proposed project generates
less than 200 new daily trips, and therefore meets the Traffic
Performance Standards of Palm Beach County
b. Drainage - Conceptual drainage information was provided for the City's review
The City's concurrency ordinance requires drainage certification at
time of site plan approval. The Engineering Division is recommending
that the review of specific drainage solutions be deferred until time of
permit review, when more complete engineering documents are
required.
Driveways: On-site traffic circulation will consist of one (1) main entrance providing access
from Las Palmas Avenue. The driveway would be 24 feet in width. The project
intent is to have a fully automated car wash for customers who would remain
in their vehicles as they drive through the facility The entranceway will be
closed with a rolling 5-foot high gate during non-business hours.
Parking Facility' According to Chapter 2, Section 11.H.5 no fewer than four (4)-parking spaces
shall be provided for any nonresidential use. However, the Land Development
Regulations do not specifically address the parking requirements for
automated car wash facilities. The site plan provides one (1) parking space in
the carport. It is staffs determination that the site plan meets the intent of the
Code based on the use, characteristics, and performance of an automated
car-wash facility Customers remain Inside their vehicles, drive through the
car wash facility, and exit the site without the need for on-site parking, similar
to accessory car washes of contemporary gas stations. The nature and
operation of said business requires one on-site employee to monitor, handle,
and accept payment for service. Only one (1) parking space is necessary to
accommodate this employee. It is the intent to discourage individuals from
parking their cars at the facility, walking to and from the gas station, and
working outside their vehicles on the subject property for activities such as
detailing, vacuuming, etc. Limiting the amount of on-site parking will minimize
potential impacts to the adjacent residential neighborhood. Also, no pedestrian
traffic from an automated car-wash facility is anticipated.
landscaping:
The proposed pervious or "green" area is 1,891 square feet or 19.09% of the
total site. The landscape plan exceeds the minimum landscape requirements
for a commercial property The front landscape buffer will contain Pink Ixora,
Indian Hawthorne, and Viburnum. The two (2) proposed Yellow Elder trees,
considered as "signature trees" must be relocated from the swale to inside the
property line, within the front landscape buffer All plant material proposed
outside the property boundary would not count towards meeting minimum on-
site landscape requirements (see Exhibit "c" - Conditions of Approval). The
landscaping proposed within the safe-sight triangles shall be maintained
between two and one-half (2 Y2) feet and six (6) feet above the pavement in
order to provide unobstructed cross-visibility The applicant has placed a note

on the landscape plan outlining this requirement of the Engineering
Department.
The landscape strip that separates the building from the drive-through lane will
contain sod, a Sabal Palm tree, and Redtip Cocoplum hedge.
The west landscape buffer will contain a Royal Palm, three (3) Sabal Palms,
and a Pigeon Plum tree. The majority of this strip will be occupied by the
existing five (5) foot high masonry wall.
The north landscape buffer will consist of Pigeon Plum and Dahoon Holly trees
spaced approximately 12 feet apart. The plan proposes a concrete block wall
six (6) feet in height along this rear property line.
In the east landscape buffer, abutting the residential neighborhood, Dahoon
Holly and Pigeon Plum trees will be planted to overlap each other These trees
will be spaced approximately 12 feet on-center and will exceed the standards
normally required when commercial properties abut residentially-zoned
properties. This landscape buffer will also contain Viburnum hedges and a
concrete block wall six- (6) feet in height. The combination of the trees and
wall will form a formidable screen from the residentially zoned property.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. A masonry wall six (6) feet in height
has been provided along the north property line to buffer the sUbject property
from the residential buildings and along the east property line from the
residentially zoned property (Las Palmas). To minimize the visual impact of
this project on the residential area, staff recommends that the wall be
enhanced with details such as scoring, cornices, cap, etc. The landscape
buffer coupled with the wall (lower level buffer) and the proposed trees (upper
level buffer) will provide a formidable barrier between the subject property and
the residential neighborhood.
Community Design: The proposed building will be a one-story structure with the top of the cupola
to stand 32.83 feet in height. The maximum allowable height in the C-3 zoning
district is 45 feet. The top of the ridge (the majority of the roofline) will be
27.83 feet in height. The design of the building is to resemble a single-family
residence in order to blend with the adjacent residential neighborhood. The
main building colors will be Benjamin Moore "San Antonio Gray" with Benjamin
Moore "Brilliant White" accents. The front raised panel metal door will be
painted Benjamin Moore Chrome Green. The top portion of the cupola
appears to be a light blue-green. The cement roof tile will be colored gray and
be of the flat broom swept variety
Signage:
The applicant is proposing one (1) monument sign to be located in the
southwest corner of the site within the front landscape buffer The sign will
stand five (5) feet - six (6) inches in height and be six (6) feet wide. The
monument sign base would be made of stucco clad masonry material and
painted to match the building. It will have six (6) inch smooth textured stucco
decorative opening banding. The sign face would be 15 square feet in area
and consist of a custom acrylic sign panel. No wall signs are proposed.

RECOMMEDA TION:
Earlier this year, a variance was approved for the automated car wash facility for a lot that does not
meet the minimum lot size criterion of the C-3 zoning district. Staff recommends that this site plan
request be approved contingent upon the project's ability to successfully comply with the comments
included in Exhibit "C" - Conditions of Approval. The Technical Review Committee (TRC)
recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted
for building permit.

I Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. as stated in LDR Chap. 6, Art. IV, Sec. 16, or the
requirement imposed by insurance underwriters, whichever is greater (see
CODE Sec. 26-26(a)).
2. A grit chamber will be required on the discharge side of the wastewater
lateral. Oil-water separator appurtenance will be required on the discharge
wastewater lateral. Show the proposed location of these units on the site plan.

6. Sidewalks shall be four (4) feet wide along local streets, and five (5) feet wide
along streets of higher classification (LDR, Chapter 6, Article N, Section
I a.T., and Chapter 22, Article I, Section 5). This condition may be omitted if
an administrative sidewalk waiver is approved.
7 Sidewalks adjacent to parking lots shall be continuous through all driveways
and shall be six (6) inches thick within driveways (LDR, Chapter 23, Article
II, Section P). This condition may be omitted if an administrative sidewalk
waiver is approved.
8. Sidewalks shall meet or exceed State Handicap Code requirements and
comply with the Standard Building Code and amendments thereto (LDR,
Chapter 23, Article II, Section K). This condition may be omitted if an
administrative sidewalk waiver is approved.
9 Proof of other agency permits shall be required prior to the issuance of the
paving and drainage permit.
BUILDING DNISION
Comments:
10 IdentifY on the site plan drawing the actual distance that the building is set
back from the north, east, south and west property lines. Please note that
overhangs, covered walkways, canopies, awnings or other appurtenances that
are attached to the building shall be considered when identifYing building
setbacks. Therefore, identifY the width of the proposed overhangs, covered
walkways, canopies, awnings, and/or other roofed areas that extend out
beyond the main walls of the building. The building setbacks shall comply
with setback regulations specified in the Zoning Code.
11 To verifY that the proposed building is in compliance with the applicable
building setbacks, show and dimension on the site plan the width of the
building overhang. Also, identifY the size or width of the covered walkways,
awnings, canopies and/or other roofed areas that extend out beyond the main
walls of the building.
12. At time of permit review, submit signed and sealed working drawings of the
proposed construction.

18. Relocate the Yellow Elder trees at the project entrance so that they are planted
within front landscape buffer inside the property boundary and not outside in
the swale (Chapter 7.5, Article II, Section 5.0).
19 The plan exceeds the minimum landscaping requirements. However, no
credit will be given proposed plant material located outside the property line,
such as in the swale. Modify the landscape counts for the Pigeon Plum,

beyond the property line. Special consideration should be made for the downspouts and gutters so that

CODE REQUIREMENTS
I The site plan and master plan design documents shall adhere to Chapter 9 of the
Code of Ordinances of the City of Boynton Beach entitled "Fire Protection and
Prevention." This ordinance adopts NFPA I, Fire Prevention Code, 1997 edition,
and NFPA 101, Life Safetv Code, 1997 edition.
2. Design documents shall demonstrate compliance with LDR Chapter 6, Section 16,
which provides requirements for hydrants. Hydrants in commercial applications
shall be no more than 300 ft. apart and the remotest part of any structure shall be
no more than 200 ft. from a hydrant. Connections shall be to mains no less than 6
inches in diameter. In addition to domestic requirements at a residual pressure of
not less than 20 psi, a fire flow of at least 1500 gpm is required.
3 Design documents where underground water mains and hydrants are to be
provided, must demonstrate that they will be installed, completed, and in service
prior to construction work per NFP A I, (1997) Section 41-2.3.2.
4 Pursuant to City Ordinance 9-3F, the Fire Marshal has developed an
Administrative Order dated May 9, 200 I, that provides the minimum performance
for all security gates and emergency access. Another Administrative Order dated
May IS, 2001 addresses Knox Box storage of information for responding
emergency personnel.
5 Design documents must demonstrate compliance with the requirements for fire
lanes that are provided in Section 9-21 of the City Ordinances. Signing and
marking are described in LDR Chapter 23 Section B2
6. Fire Lanes shall be provided at the start of a project and be maintained throughout
construction for access per NFPA I, Section 41-2.1
7 City Ordinance Section 9-6, 3 17-11 requires approved automatic fire sprinkler
systems throughout the following:
a) Institutional or educational buildings, hospitals, nursing homes, homes for
the aged, convalescent centers, rehabilitation facilities, day care centers for
more than 12 clients under I year of age, adult congregate living facilities,
and all occupancies and uses of similar nature.
b) All wood or partial wood frame buildings or structures which are 2 stories
or more than 20 ft. in height as measured from finish ground floor grade to
the underside of the topmost roof assembly
c) All buildings or structures regardless of the type of construction which are
3 stories or more in height or all buildings or structures in excess of 30 ft.

It is now a requirernent to install an approved keyed lock box to store safety data sheets, floor
plans, site plans, and build-Ing access keys for authorized use in the case of an emergency by
the Fire Rescue Departrnent. The approved keyed lock box must be installed within ninety (90)
days of receipt of this written notice from the Fire Rescue Department. The specifications and
location of the required keyed lock box shall be as designated by the Fire Rescue Department.
The National Fire Protection Association (NFPA) Standard 704, Standard System for
Identification of the Fire Hazards of Materiais, shall be incorporated with the application of the
keyed lock box to provide exterior warning symbols for emergency responders. Hazardous
materials identification placard(s) shall be installed in accordance with NFPA Standard 704

INFORMATION LETTER
Hazardous substances and hazardous waste which are present in the community may pose
acute and chronic health hazards to individuals who live and work in the City of Boynton Beach
if such individuals are exposed to these substances as a result of fires, spills, industrial
accidents or other types of releases or emissions. Emergency service personnel in the City
have a need to know of the use and dangers of hazardous materials in the community in order
to plan for the response to potential emergencies and exposure to such materiais. Basic
information on the location, type and the health risks of hazardous materials being used or
stored in the City is not now sufficientiy available to firefighters, health officials, planners, and
other emergency response personnel. Disclosure of such information is essential to these
persons in meeting their responsibilities for the health and welfare of the community
Hazardous Material: means any substance or product for which the manufacturer or producer is
required to prepare a Material Safety Data Sheet (MSDS) for the substance or product pursuant
to the Superfund Amendments and Reauthorization Act (SARA) Title, III, October, 1986 and/or
Chapter 252, Florida Statutes the Florida Hazardous Materials Emergency Response and
Community Right-To-Know Act, July, 1988, provided that a substance may additionaliy be
deemed a hazardous material or hazardous waste upon a finding by the Fire Chief that the
substance, because of its quantity, concentration or physical or chemical characteristics, poses
a significant potential hazard to human health and safety or to the environment if released into
the community Should the Fire Chief at any time determine that otherwise exempted materials
should be subject to disclosure, the Fire Chief may require the submission of a disclosure form.
Hazardous waste' means any material that is identified in the Code of Federal Regulations,
Title, 40, Sections 261 31-261 33
DISCLOSURE FORM REQUIREMENTS AND EXEMPTIONS

Any person who uses or handles a hazardous material must semiannualiy,
during the months of January and July, submit a complete disclosure form to the
Boynton Beach Fire Rescue Department.

c) Any person, while engaged in the transportation or storage of hazardous
materials, within the provisions of Title 49 of the Code of Federal
Regulations, Subchapter c, as exists or as hereafter amended or
changed.
d) Infectious waste generated by hospitals, medical centers, clinics, and
other health care facilities.
7 Record keeping; exemption from public disclosure.
a) Upon receipt of a disclosure form, the Fire Rescue Department shall
maintain files of all disclosure forms received.
b) Under the provisions of 252.88(3), Florida Statutes, any and all
information, including but not limited to, site plans and specific location
information on hazardous materials furnished to the Fire Rescue
Department pursuant to this section shall be confidential and exempt from
the provisions of 119 07(1), Florida Statutes.
Enforcement. The Fire Chief or designee is authorized and empowered to enforce the
provisions of this Chapter The enforcement may include the inspection of hazardous materials
in use, storage, or disposal, review of hazardous materials records, the sampling and testing of
hazardous materials, and other activities directly related to the enforcement of this section. No
,
person shall obstruct or interfere with the Fire Chief or designee in the performance of these
duties
Violations In addition to the penalties and remedies provided in section 252.66, Florida
Statutes, any violations of the provisions of this section shall be punishable as provided for in
section 2-91 and 9-61 of the City of Boynton Beach Code of Ordinances.

2. Any person, who, during the caiendar year, for the first time becomes a user or
handler of any hazardous materiai, must submit a completed disclo$ure form to
the Boynton Beach Fire Rescue Department within fifteen (15) days of becoming
a user or handler Thereafter, any such user or handler shall comply with the
provisions of Subsection (b) (1) above
3. The City of Boynton Beach Fire Rescue Department may, upon written notice,
require the submittal of a disclosure form of any user or handler The user or
handler shall submit a completed disclosure form within fifteen (15) days.
4 Any person required to submit a disclosure form pursuant to this Section shall file
with the Boynton Beach Fire Rescue Department an updated disclosure form
within fifteen (15) days of any of the following:
a) A change in business address.
b) A change in business ownership
c) A change in business name.
d) Cessation of business operations.
e) The use or handling of a previously undisclosed hazardous material.
f) A significant change in the use, handling, or manufacturing of a hazardous
material for which disclosure has been previously made
g) The hazardous characteristics of every hazardous material disclosed,
including, but not limited to, toxicity, flammability, reactivity, and corrosivity as
may be required by the Fire Rescue Department.
5 Upon request, all users must provide the foliowing information:
a) To the Fire Rescue Department, any information determined by the
Department to be necessary to protect the public health, safety, or the
environment.
b) To any physician, where the physician determines that such information is
necessary to the medical treatment of his or her patient and to the extent
allowed by law
6 Exemptions From Disclosure The following materials or persons are exempt
from disclosure requirements:

RE. Security Gates and Emergency Access
To Whom It May Concern:
Boynton Beach Fire Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations. The proliferation of security gated
communities has resulted in many problems for responding emergency apparatus trying to gain
entry
The minimum performance for all security gates shall be as follows:
1 All security/entrance gates must have an electronic key number pad.
2. The keypad will allow entrance by the simple act of pushing four (4) or five (5) buttons.
3 All gates must have a security entry code approved in advance by the Fire Marsllal.
4 Gates may be operable by telephone from our dispatch office. A phone call from our
dispatchers will open the gate and a second call will be required to close the gate
5 In case of power failure, the gate shall open automaticaliy and remain open.
6 An exception will be where a 24-hour security guard is stationed at the gate
7 A back-up device such as an authorized security box or key switch is required to operate the
gate in the event the number pad entry does not work.
8 A key box shall be instalied for such areas or buildings when the Fire Marshal determines
that access is necessary for all life-saving or fire-fighting purposes. The type and location of
the key box shall be approved by the Fire Marshal and shall contain:
. Keys to locked points of egress, whether in common areas or on the interior or exterior
of such buiidings;
. Keys to locked mechanicai equipment rooms;

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P.M. on Mondav. November26. 2001, When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental impro\€ments.

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-

GENERAL COMMENTS
1) Palm Beach County Health Department permits may be required for the water system serving this
project (CODE Sec. 26-12). See Comment #A. below
2) Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m.
as stated in LDR Chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater (see CODE Sec. 26-16(a)).
SPECIFIC CONDITIONS
A. LDR Chap. 6, Art. N, Sec. 16 requires that all points on each building will be within 200 feet of an
existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing
all hydrants. An additional fire hydrant may be required to achieve this requirement.
B. A grit chamber mav be required on the discharge side of the wastewater lateral. Oil-water separator
appurtenance will be required on the discharge wastewater lateral. Show the proposed location of
these units on the site plan.
C Utility construction details as shown on Civil Engineering (CE) sheet 3 will not be reviewed for
construction acceptability at this time. All utility construction details shall be in accordance with the
Utilities Department's "Utilities Engineering Design Handbook and Construction Standards" manual,
they will be reviewed at the time of construction permit application.
D Paving, Drainage and site details as shown on CE sheet 3 will be reviewed for constructability at the

Florida Accessibility Code for Building Construction, This documentation shall include,
but not be limited to, providing finish grade elevations along the path of travel.
5 Identify within the site data the finish floor elevation (lowest floor elevation) that is
proposed for the buildings. Verify that the proposed elevation is in compliance with
regulations of the code by adding specifications to the site data that address the following
issues [Section 3107 1.2, Chapter 31 of the Boynton Beach amendments to the 1997 edition
of the Standard Building Code]
a) The design professional-of-record for the project shall add the following text to the
site data. "The proposed finish floor elevation _ _ NGVD is above the highest

b) From the FIRM map, identify in the site data the title of the flood zone that the
building is located within. Where applicable, specify the base flood elevation. Ifthere
is no base flood elevation, indicate that on the plans.
c) Identify the floor elevation that the design professional has established for the building
within the footprint ofthe building that is shown on the drawings titled site plan, floor
plan and paving! drainage ( civil plans).
6. On the drawing titled site plan, identify and label the symbol that represents the property
line.
7 As required by Chapter 4, section 7 of the Land Development Regulations, submit a floor
plan drawing. The building plans are not being reviewed for compliance with the
applicable building codes. Therefore, add the words "Floor plan layout is conceptual"
below the drawing titled Floor Plan found on sheet(s) _ However, add to the floor plan
drawing a labeled symbol that identifies the location of the handicap accessible entrance
doors to the building. The location of the doors shall match the location of the accessible
entrance doors that are depicted on the site plan drawing.
8. As required by Chapter 4, section 7 of the Land Development Regulations, submit elevation
view drawings of the building. Dimension on the drawing the overall height of the
building. The overall height of a building shall be measured from finish grade to the
highest point ofthe roof or parapet wall. The overall height ofthe building shall not exceed
the height limitations of the Zoning Code.
9 Add to the site plan drawing all existing easements that are shown on the survey Also, add
all proposed easements. The location, type and size of the easements shall be shown and
identified on the site plan. Where applicable, amend the plans so that structures do not
encroach into an easement.

10. Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 ofthe 1997 edition of the Standard Building Code.
liOn the site plan, indicate within the footprint of the building the number of stories that are
in the building including, where applicable, mezzanines. The overall height of the building
shall not exceed the height limitations of the Zoning Code.
12. On all floor plan drawings, indicate within the footprint ofthe building the number of
stories that are in the building including, where applicable, mezzanines.
13 Indicate on the site plan within the floor area of the new and existing building the primary

15 Identify on the site plan drawing the actual distance that the building is set back from the

canopies, awnings or other appurtenances that are attached to the building shall be
considered when identifying building setbacks. Therefore, identify the width of the
proposed overhangs, covered walkways, canopies, awnings, and/or other roofed areas that
extend out beyond the main walls of the building. The building setbacks shall comply with
setback regulations specified in the Zoning Code
16. To verify that the proposed building is in compliance with the applicable building setbacks,
show and dimension on the site plan the width ofthe building overhang. Also, identify the
size or width of the covered walkways, awnings, canopies and/or other roofed areas that
extend out beyond the main walls of the building.
17 At time of permit review, submit signed and sealed working drawings of the proposed
construction.
18. Add to the submittal a partial elevation view drawing of the proposed perimeter fence.
Identify the type of the fence material and the type of material that supports the fence,
including the typical distance between supports. Also, provide a typical section view
drawing of the fence that includes the depth that the fence supports are below finish grade
and the height that the fence is above finish grade. The location and height of the fence
shall comply with the fence regulations specified in the Zoning Code.
19 Add to the drawing the calculations that were used to identify the minimum number of
required handicap accessible parking spaces. Also, state the code section that is applicable
to the computations.

I have reviewed the above referenced Site Plans, forwarded to me on November 14, 2001, against the Site
Plan Review requirements outlined in the City of Boynton Beach Code of Ordinances. Following are my
comments with the appropriate Code and Land Development Regulations (LDR) referenced.
PUBLIC WORKS
Code Requirements
I Construction of the site dumpster enclosure is required (City Standard A-8807). The dumpster shall be
supplied by Public Works (561-742-6200).
2. A minimum dumpster pad is required measuring 10 ft x 10 ft (inside dimension). (LDR, Chapter 7.5,
Article II, Section 5.1 and Article III, Section 9.A.9.a)
3 The required gates for the dumpster shall contain long steel rods to drop into the pavement in order to
secure the gates in the open and closed positions. Drilled holes (for concrete) or metal sleeves (for
asphalt) shall be provided for the locking rods.
4 Walls for the enclosure shall be provided on three sides and are to be a minimum of 6 ft high and shall
be CBS construction with a finish matching that of the adjacent building(s). Accent shrubs shall be
provided along the screen wall(s) (LDR, Chapter 7.5, Article II, Section 5.J, Section 5.1 and Article
III, Section 9.A.9.a, and Chapter 9, Section 10.C.3)
5 Provide a minimum turning radius of 60 ft to approach the dumpster Provide a minimum backing
clearance of 60 ft (measured from the front edge ofthe dumpster pad.

6. On the Site Plan, add a general note that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are not limited to, the following:
paving, drainage, clearing & grubbing, excavation & fill, curbing, site lighting, landscaping and
irrigation. Permits required from other permitting agencies such as Florida Department of
Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage
District (LWDD), Florida Department of Environmental Protection (FDEP), Palm Beach County
Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach
County Department of Environmental Resource Management (PBCDERM) and any others, shall be
included with the permit request.
7 The survey provided is older than six (6) months (LDR, Chapter 4, Section A).
8. Identify the Point of Commencing and the Point of Beginning of each parcel (MTS, Chapter 61Gl7-
6.003 (1)(g)(2)).
9 A bearing basis shall be stated and shown on the Survey map (MTS, Chapter 6IG7-6.003 (2)(g)).
10. Every survey map and report shall describe the type of survey depicted (MTS, Chapter 6IG7-6.003
(2)(a)-(k)).
II Adjoiners shall be shown on the survey map, specifically if it's part of the deed description ((MTS,
Chapter 61G7-6,003 (g)(4)).
12. US Highway I is written twice side by side on the survey map.
13 A minimum of two site benchmarks on or near the survey shall be established and indicated upon the
survey map.
14 Indicate if the beginning of the point of curvature at the southwest comer of "Parcel A" is "set" or
"found"
15 Abbreviations relating to survey matters must be clearly shown within a legend or notes appearing on
the face of the map or report (MTS, Chapter 6IG7-6.003(2)(l)-(2)), therefore a Legend for the
curve( s) data is needed.
16. Show all existing utilities on Site Characteristics Map (Survey) and Site Development plan (LDR,
Chapter 4, Section A.3).
17 On Site Development plan show proposed off-street parking spaces, proposed sidewalks, including
location, dimensions and setbacks, traffic control markings and signage. (LDR, Chapter 4, Section
7.B.2)
18. On the Site Development plan show proposed location of site lighting (LDR, Chapter 4, Section
7.B.4).

existing facilities within the right-of-way of US Highway 1 will require review, approval and

22. Provide data of underground soil conditions (LDR, Chapter 6, Article N, Section 9).
23. Provide a Lighting Plan including photometrics, pole wind loading, and pole details in conformance
with the LDR, Chapter 6, Article IV, Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23,
Article II, Section A.
24 Sidewalks shall be 4 feet wide along local streets, and 5 feet wide along streets of higher classification
(LDR, Chapter 6, Article IV, Section 10.T., and Chapter 22, Article I, Section 5).
25 Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in. thick
within driveways (LDR, Chapter 23, Article II, Section P).
26. Sidewalks shall meet or exceed State Handicap Code requirements and comply with the Standard
Building Code and amendments thereto (LDR, Chapter 23, Article II, Section K).
27 Add a note to the Landscape Plan that within the sight triangles there shall be an unobstructed cross-
visibility at a level between 2.5' and 6' above the pavement (LDR, Chapter 7.5, Article II, Section
5.H.). Show sight triangles graphically on the Site Plan and Landscaping Plan. Reference FDOT
Standard Index 546 for the sight triangles along all collector and arterial roadways.
28. Site and Landscape Plans shall be at the same scale (LDR, Chapter 4, Section 7 C.l). No scale is
shown on the Landscape Plans.
29 Provide Signing and Striping Plans in accordance with the LDR, Chapter 6, Article II, Section 17 and
Chapter 23, Article II, Section B, which identifies all necessary traffic control devices such as stop
bars, stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter"
signage, etc. Also see City Standard Drawings B-98001 and B-90013 for striping details.
30. Provide details for curb, curb & gutter, and sidewalk conforming to the LDR, Chapter 23, Article ILE.
Provide a typical section for parking lot pavement conforming to LDR, Chapter 23, Article ILQ

to be used - the 2000 Specifications are recommended since they have both English and Metric units.
2. Indicate the current version of the Manual on Uniform Traffic Control Devices in the Paving and
Drainage General Notes.
3. Proof of other agency permits shall be required prior to the issuance of the paving and drainage
permit.
4 The Pavement Specifications on Sheet 3 refer to Sections A-A, B-B, and C-C, which were not found

plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P.M. on Mondav. November26. 2001. When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental impro-.ements.

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members.
