Site Characteristics: The site is currently a pre-cleared, 0.633-acre lot. It is predominately
vegetated with a variety of overgrown grasses. The subject property is
surrounded by other industrial uses, and zoned M-1 The north property line
of the subject property is screened by a fence and vines. There is no other
vegetation of any significance.
Proposal:
The developer is proposing the construction of a 1,600 square foot, 20 foot
high, one-story addition to the existing paint and body shop facility, with
related parking (See Exhibit "B" - Proposed Site Plan). The proposed
building addition is similar to the existing facility The addition will be unified
by the application of identical building design, materials and colors, and will
be accessible by the same entrance off Industrial Avenue. The entire
proposed building addition will be used as an extension of the existing paint
and body business.

Concurrency'
a. Traffic - A traffic statement for this project was submitted and sent to the Palm
Beach County Traffic Division for their review and approval. The
Traffic Division has determined that the project meets the Traffic
Performance Standards of Palm Beach County
b. Drainage - Conceptual drainage information was provided for the city's review
The city's concurrency ordinance requires drainage certification at
time of site plan approval. The Engineering Division is recommending
that the review of specific drainage solutions be deferred to time of
permit review
Driveways: There is one (1), 25 foot wide existing driveway entrance proposed for this
project. The existing driveway entrance is located on Industrial Avenue. The
drive aisle spacing between the parking stalls exceeds the required 27 feet
back out distance.
Parking Facility' The parking spaces required for the proposed addition have been tabulated
based on the ratio of one (1) space per 300 square feet of gross floor area.
An additional six (6) parking spaces are allocated for the proposed building
addition including two (2) provided inside the building. The inside spaces
located behind overhead doors can be counted toward parking spaces as
indicated in Chapter 2, Section 11-H, paragraph 24 A total of 28 parking
spaces are allocated for the entire site. All spaces, except the handicap
space will be dimensioned nine feet by eighteen feet (9' x 18') and will
include wheelstops.

Landscaping:
The landscaping of the site will fully meet the code requirements when staff
comments are incorporated. The development will be provided with the
required amount of perimeter and intemal landscaping as required in the
Land Development Regulations, Chapter 7.5 Article II.

Regulations:
Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings.
Community Design
Plan"
The proposed building facade, as viewed from the south elevation (see
Exhibit "B"), is standard of the typical one story steel industrial structures
constructed in the M-1 zoning district. The new addition will be constructed
to be identical to the existing Ideal Paint and Body Shop, Inc. building
including Hawaiian blue wall panels with polar white accents and off white
overhead doors. The roof panels will be galvalune or gray in color

Sign age:
The applicant has not submitted any additional sign for this addition. The
existing sign for Ideal Paint and Body Shop, Inc. will remain without any
modification.
RECOMMENDATION:
The Planning and Zoning Division recommends that this request for site plan
approval be approved, SUbject to the comments included in Exhibit "c" -
Conditions of Approval. Staff also recommends that the deficiencies
identified in this exhibit "c" be corrected on the set of plans submitted for
building permit.

This department is now assisting the Department of Public Works in the plan technical review process.
Our engineering review will be preceded by our review on behalf of the Department of Public Works,
Therefore, we offer the following comments on the above noted project:
PUBLIC WORKS
A. Add to the dumpster note that the gates shall have steel rods to drop into drilled holes in the concrete
and asphalt to lock the door in open and closed conditions.
B. Orient the dumpster pad so that the opening faces 20 degrees to the southwest.
C Widen the loading zone an additional five feet to the east to provide back-up room for the dumpster
truck.
ENGINEERING
GENERAL CONDITIONS
I) Provide topography of the adjacent lands and depict the finished grades between the proposed
development and twenty-five (25) feet into the abutting properties,
2) Provide the proposed location of the site lighting as specified in LDR, Chap. 4, Sec. 7(B).
3) Provide the proposed signing and striping plan as specified in LDR, Chap. 4, Sec. 7(B). Add the

We have reviewed the subject plans and recommend that the request be forwarded for Board review
with the understanding that all remaining comments will be shown in compliance on the working
drawings submitted for permits.

I Add a labeled symbol to the site plan drawing that represents and delineates the path oftravel for
the accessible route that is required between the accessible parking spaces and the accessible
entrance doors to the building. The symbol shall start at the accessible parking spaces and
termmate at the accessible entrance doors to the building, The symbol shall represent the location
of the path of travel, not the location of the detectable warning or other pavement markings that are
required to be installed along the path, The location ofthe accessible path shall not compel the
user to travel in a drive/lane area that is located behind parked vehicles, Identify on the plan the
width of the accessible route. (Note: The minimum width required by the code is forty-four (44)
inches). Add text to the drawing that would indicate that the symbol represents the accessible
route and the route is designed in compliance with Section 4.3 (Accessible Route) and 4.6 (Parking
and Passenger Loading Zones) of the Florida Accessibility Code for Building Construction, Please
note that at time of permit review, the applicant shall provide detailed documentation on the plans
that will verify that the accessible route is in compliance with the regulations specified in the
Florida Accessibility Code for Building Construction. This documentation shall include, but not
be limited to, providing finish grade elevations along the path of travel.
2. The design professional-of-record for the project shall add the following text to the site data. "The
proposed finish floor elevation _ _ NGVD is above the highest I DO-year base flood elevation
applicable to the building site, as determined by the South Florida Water Management District's
surface water management construction development regulations."
3 From the FIRM map, identify in the site data the title of the flood zone that the building is located
within. Where applicable, specify the base flood elevation. Ifthere is no base flood elevation,
indicate that on the plans. ...

4 As required by Chapter 4, section 7 of the Land Development Regulations, submit a floor plan
drawing, The building plans are not being reviewed for compliance with the applicable building
codes, Therefore, add the words "Floor plan layout is conceptual" below the drawing titled Floor
Plan. Add to the floor plan drawing a labeled symbol that identifies the location of the handicap
accessible entrance doors to the building, The location ofthe doors shall match the location of the
accessible entrance doors that are depicted on the site plan drawing,
5 As required by Chapter 4, section 7 of the Land Development Regulations, submit elevation view
drawings of the building. Dimension on the drawing the overall height ofthe building. The
overall height of a building shall be measured from finish grade to the highest point of the roof or
parapet wall. The overall height of the building shall not exceed the height limitations of the

6. Add to the site plan drawing all existing easements that are shown on the survey Also, add all
proposed easements, The location, type and size of the easement(s) shall be shown and identified
on the site plan, Where applicable, amend the plans so that structures do not encroach into an
easement.
7 Place a note on the elevation view drawings indicating that the wall openings and wall construction
comply with Table 600 of the 1997 edition of the Standard Building Code.
8. The occupancy classification shall be as defined in the 1997 edition ofthe Standard Building Code,
including the Boynton Beach Amendments to the Building Code (Ordinance #99-16). *Note on
site plan and floor plan.
9 Indicate on the site plan, within the floor area of the new and existing buildings, the primary use of
the structures/facilities.
10 Indicate on the floor plan drawing, within the footprint of the building, the primary use of the
structure/facility Ifthe building is an expansion of an existing building, indicate with the footprint
of the new and existing building the primary use ofthe structure/facility
II Identify on the site plan drawing the actual distance that the building is set back from the north,
east, south and west property lines, Please note that overhangs, covered walkways, canopies,
awnings or other appurtenances that are attached to the building shall be considered when
identifying building setbacks. Therefore, identify on the plans the width of the proposed
overhangs, covered walkways, canopies, awnings, and/or other roofed areas that extend out beyond
the main walls of the building. The building setbacks shall comply with setback regulations
specified in the Zoning Code.

12. To verify that the proposed building is in compliance with the applicable building setbacks, show
and dimension on the site plan the width of the building overhang. Also, identify the size or width
of the covered walkways, awnings, canopies and/or other roofed areas that extend out beyond the
main walls ofthe building,
13 At time of permit review, submit signed and sealed working drawings of the proposed construction.
14 On the floor plan drawing, identify the location of the mechanical room and electric room, if
applicable,
15 The applicant has shown no interior improvements to the floor plan. It will be assumed that this
proposed addition shall be a shell building and separate permits shall be required for interior
improvements.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Blythe Williamson and I no
later than 5:00 P.M. on December 18. 2000. When preparing your comments, please separate
them into two categories; code deficiencies with code sections referenced and recommendations
that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or

when the location and installation of their departmental required improvements may conflict with
other departmental improvements,
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Blythe Williamson and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review
of the project. First review comments will be transmitted to the applicant along with a list of Technical
Review Committee (TRC) members.
