DEPARTMENT OF DEVELOPMENT Memorandum PZ 00-084 Kurt Bressner, City Manager Michael Rumpf, Planning & Zoning Director Quintus Greene, Director of Development May 8, 2001 High Ridge Commerce Park PID, Lot #17 (NWSP 01-002) Perimeter Buffer Requirement On May 1, 2001, the City Commission reviewed the above-referenced project, and approved all aspects of the project except for the landscaping proposed within the perimeter buffer The buffer landscaping (trees) was held from approval in order to evaluate the method by which Live Oaks could replace Sweet Mahogany trees, as considered by staff to be the required tree for the buffer The purpose of this desired switch was to place a tree specie on the site which was more drought tolerant and less of a water consumer TO' FROM: THROUGH: DATE: RE. Staff has researched this issue, and contrary to our understanding, the specific landscaping elements of the buffer cannot be found on the original master plan. The master plan only shows the perimeter buffer as required in Chapter 2. Zoning, Section 7 H.17 -Peripheral Greenbelt. This section requires that all Planned Industrial Developments (PIDs) be enclosed on all sides with a landscaped area with a minimum width of twenty-five, except where the PID abuts a residential district, the area must be no less than 40 feet wide. By virtue of these regulations applying to planned developments, staff has assumed that they also intend to provide continuity in landscaping design. For example, the Quantum Park PID has a similar greenbelt, and the species and planting pattern is pre-established. There are approximately three (3) different planting patterns that correspond with the different portions of the buffer With respect to the High Ridge Commerce Park PID, four (4) out of five (5) projects that have been approved to date along the south buffer, were approved with, or conditioned upon, use of the Sweet Mahogany specie as the buffer tree. Given the finding that the greenbelt specie and planting pattern were not established on the respective master plan, the plants that have been consistently recommended by staff may be replaced by what is considered now a more preferable species. Therefore, the City Commission was able to modify the intended plant species, and approve conditions regarding greenbelt plant species without being limited by the approved master plan. The conditions of approval where modified to omit condition #8, thereby allowing use of the Live Oak specie, and a condition was added that requires the replacement of the Dwarf Schefflera with a native shrub. Furthermore, as several perimeter trees have not, or will not survive the drought, ultimate replacement of them could be to the currently desired Live Oak.
