Site Characteristics: The subject site is a rectangular-shaped lot that includes an abandoned portion (54 feet) of the
Miner Road right-of-way According to the survey, a temporary electric box is located along the
center of the western property line and will be removed prior to developing the parcel.
Proposal: This proposal is to construct a one-story, 16,980 square-foot office I warehouse building on a
1.26-acre parcel. The design of the building will accommodate four (4) individual tenants. As
currently proposed, Space A will be 4,980 square feet and Space B, C, and D will be 4,000
square feet each. The specifications for each bay area are conceptual and may vary in order to
satisfy the needs of the individual tenant and applicable codes. The dumpster will be located in
the southwest corner of the site. Four (4) loading zones are proposed in the front of the building
(see west elevation). The entire project is to be constructed in one phase (see Exhibit "B"
Proposed Site Plan).
Concurrency'
a. Traffic.
A traffic statement for this project was submitted and was sent to the Palm Beach County
Traffic Division for their review and approval. The Palm Beach County Traffic Division
determined the project met the Traffic Performance Standards of Palm Beach County
b. Drainage-
Conceptual drainage information was provided for the City's review. The Engineering
Division is recommending that the review of specific drainage solutions be deferred until
time of permit review.

Driveways: On-site traffic circulation will consist of one proposed two-way driveway providing access from
Commerce Road. This entrance is 27 feet wide and is located in the northwest corner of the
property
Parking Facility' A total of 34 parking spaces are required for the proposed use based on the ratio of one (1)
space per 500 square feet of total floor area. The total number of parking spaces provided
equals 39, of which, two (2) spaces are designated for handicap use. All 900 spaces, except the
two handicap spaces will be dimensioned nine feet by eighteen feet (9' x 18') and will include
wheelstops. All parking spaces and drive aisles will be located along the west and north sides of
the building. The east and south sides of the building will be landscaped and contain no
provision for parking.
Landscaping: The plan exceeds the minimum landscape requirements as set forth in the City Code. A Wax
Myrtle hedge exists on the adjacent property along the east property line. Redtip Cocoplum
hedges are proposed along the north, west, and south property lines. The north (front) property
line will contain four (4) clusters of Ixora "Nora Grant" mixed with Indian Hawthorne. Each cluster
of plant material will surround a Live Oak Tree. Five (5) Live Oaks are also proposed along the
rear property line. Staff recommends that these Live Oaks be substituted with Sweet Mahogany
trees in order to be consistent with the trees found in the rear perimeter landscape buffers of
surrounding properties. Seven (7) West Indies Mahogany trees are proposed along the east
property line. Wax Jasmine and Dwarf Shefflera plants will accent the north and west building
foundation.
Building and Site: Building and site regulations will be fully met when staff comments are incorporated into the
permit drawings.
Community Design: The proposed building will be a one-story structure 22 feet - 8 inches in height with a flat roof
The architectural design will consist of the CBS walls painted tan (MAB Paints - Oat Cakes
5080P) accented with stucco score lines and stucco bands painted white (MAP - Camelia
5889P). The proposed building fa<;:ade, facing Commerce Road, has been designed to be
architecturally compatible with this predominately industrial use area. The loading zones on the
west building side will have a blue canvas roof. The overhead bay doors will not be visible from
Commerce Road. The building side facing Commerce Road (north elevation) will have a false
outside entryway, identical to the actual entryways. This false entryway serves no other purpose
than for aesthetic enhancement.
Signage: The west elevation drawing indicates four (4) walls signs, which will be centered over each
individual tenant entryway The wall sign dimensions and design graphics shall be submitted as
part of this plan review process. No wall sign is proposed on the north side facing Commerce
Road where the false entryway is to be located. No freestanding monument sign has been
submitted with this request.
RECOMMENDATION:
Staff recommends site plan approval, subject to the comments included in Exhibit "C" - Conditions of Approval. The
Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of
plans submitted for building permit.

This department is assisting the Department of Public Works in the plan technical review process, Our
engineering review will be preceded by our review on behalf of the Department of Public Works,
Therefore, we offer the following comments on the above noted project:
PUBLIC WORKS
A, Add a note to the dumpster plans specifying that the gates shall have linch pins that shall drop into
metal sleeves within the pavement to maintain the gates in both open and closed positions,
ENGINEERING
1 On the Site Plan, add a general note that all plans submitted for specific permits shall meet the City's
Code requirements at time of application, These permits include, but are not limited to the following:
paving, drainage, curbing, site lighting, landscaping and irrigation, Permits required from other
permitting agencies such as FDOT, SFWMD, L WOD, FDEP, PBCHD, PBCED, PBCDERM and any
others shall be included with the permit request.
2, Provide topography of the adjacent lands and depict the finished grades between the proposed
development and twenty-five (25) feet into the abutting properties,
3 Provide a cross-section thru the swale and the outfall structure to show the grate elevation a minimum
of 6" above the finished swale bottom for percolation,

5 As an option, the 4' sidewalk may be widened to 6' to act as a continuous wheel stop, which will
eliminate the individual wheel stops and associated paving,
6, Removal of on-site fill will require an excavation/fill permit in accordance with chapter 8 of the City's
LDR.
7 The maximum runoff distance over impervious surfaces before diversion to percolation areas is fifty
(50) feet (Ch. 6, Art .IV, Sec, 5B2a). Modify the drainage system along the west parking lot to
provide inlets and piping to deliver stormwater to the rear, swaled area,

2, Correct the following discrepancies in the tabular data on the site plan:
a) The street label "Miner Road" is misspelled;
b) The subject lot is incorrectly identified as "lot 14" instead of "lot 17"
3, Include a color rendering prior to the Planning & Development Board meeting,
4. The survey shall indicate existing natural features, including but not limited to lakes, trees, and other
vegetation.
5 Provide the official Future Land Use designations of the site as "Industrial" in the tabular data on sheet

6, Provide the typical dimensions and striping detail (City standards drawing # B-90012) for the loading
areas.
7 The landscape plan's tabular data indicates three hundred eighty-four (384) Chrysobalanus icaco
(Redtip Cocoplum) plants but only graphically shows three hundred seventy-two (372) plants, This
discrepancy between the two must be corrected so that they match,
8, No vehicle encroachment is permitted within the landscaped area,
9 The landscape plan shall include the following notes, "FDOT Type D or F curb shall be provided along
the perimeter of all landscape, drainage and grassed areas adjacent to paved vehicular use areas, except
where wheel stops are provided"

II The Ixora . Nora Grant' along Cononerce Road shall be planted at a minimum of 24" in height with

12, The proposed two-hundred (200) Chrysobalanus icaco (Redtip Cocoplum) which form a continuous
hedge along the western property line shall be planted no less than four (4) feet nor greater than six (6)
feet in height (Chapter 7,5, Article II, Section 5 E), The landscape plan is not in compliance with this
requirement because the plant list indicates that all proposed Redtip Cocoplum will be planted 24" in
height.
\3, A minimum of one (I) interior tree is required for every 10 parking spaces" (Chapter 7.5), The
landscape data on the landscape plan should indicate the following notation, "4 trees are required - 4
trees provided" rather than what it currently reads "3 trees are required - 3 trees provided.
14, On the elevations, staff recommends the stucco bands I score lines on the exterior walls on the building
located in the area designated as "fire truck turn around" be continued to connect with the stucco bands
and score found on the remainder of the building,
15, Staff recommends solid decorative gates on the dumpster enclosure rather than chain link fencing with
infill and vision obstruction inserts.
16. By defmitioll, the proposed monument sign near the entrance is technically a "'directional sign" per
Chapter 1, Article II Definitions, Directional signs must conform to the building setbacks of the
respective zoning district.

the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand,
3) Comprehensive Plan Policy 3,C.3 4 requires the conservation of potable water. City water may
not, therefore, be used for irrigation where other sources are readily available,

7 The building plans are not being reviewed for compliance with the applicable building

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to BIy1he Williamson and I no
later than 5:00 P,M, on March 09. 2001. When preparing your comments, please separate them
into two categories; code deficiencies with code sections referenced and recommendations that
you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments,
2, The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents,
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or

when the location and installation of their departmental required improvements may conflict with
other departmental improvements,
5, When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6, If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me, The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process,
All comments shall be typed, addressed and transmitted or e-mailed to Blythe Williamson and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-maiL Lusia Galav will be the Planning and Zoning staff member coordinating the review
of the project. First review comments will be transmitted to the applicant along with a list of Technical
Review Committee (TRC) members.
