Design documents where underground water mains and hydrants are to
be provided, must demonstrate that they will be installed, completed, and
in service prior to construction work per the Florida Fire Prevention Code,
(2000) Section 29-2.3.2.
Pursuant to City Ordinance 9-3F, the Fire Marshal has developed an
Administrative Order dated May 9, 2001, that provides the minimum
performance for all security gates and emergency access. (Attached)

The above referenced Site Plans, forwarded on May 8, 2003, were reviewed by representatives from
Public Works, Engineering and Utilities against the requirements outlined in the City of Boynton Beach
Code of Ordinances. Following are our comments with the appropriate Code and Land Development
Regulations (LDR) referenced.
PUBLIC WORKS. GENERAL
1 Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse.
2. Provide confirmation that arrangements have been made with Public Works/Solid Waste Division
regarding accessibility to the dumpster through both sets of gates.
3. Provide a dumpster enclosure per the LDR, Chapter 2, Section 11.J.2.b.
4 Indicate by note that the site dumpster enclosure shall be constructed in accordance with City
Standard Drawing G-4
5. Correct Dumpster Enclosure detail, Section "A", to reflect a ten (10) ft. inside opening. (LDR, Chapter
7.5, Article II, Section 5.J. and Article III, section 9.A.9.a.)
6. Indicate by note that the gates for the dumpster shall contain long steel rods to drop into the
pavement in order to secure the gates in the open and closed positions. Drilled holes (for concrete)
or metal sleeves (for asphalt) shall be provided for the locking rods.
7 Correct the note on the North and West elevations (Sheet A-4) to indicate that the walls for the
enclosure shall have a finish matching that of the adjacent buildings(s). Indicate accent shrubs shall
be provided along the screen wall(s) (LDR, Chapter 7 5, Article II, Section 5.J., and Article III, Section
9.A.9.a, and Chapter 9, Section 10.C.3.)

8. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.
9. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
Delineate and stripe the "Loading Area" (where applicable - LDR, Chapter 2, Section 11.J); include a
pavement message in yellow indicating "No Parking - Loading Zone" See City Standard Drawings
"K" Series for striping details.
1 O. Add double yellow lane separator at the stop bar at the entrance.
11 Increase width of the stop bar at the entrance to a minimum of twelve (12) feet.
12. Correct backing distance for the parking spaces along the east side of the west building (Sheet C-1)
to 25 feet in accordance with City Standard Drawing K-1
13. Reference City Standard Drawing K-3 for the Handicap Parking Stall and Parking Stall details.
14 On Parking Stall and Handicap Parking Stall Detail correct interior stripe color to white.
15. Correct Note #1 under the Handicap Parking Sign detail (Sheet C-5) to refer to FTP-25, not FTP-26.
ENGINEERING
16. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
17 Please note that changes or revisions to these plans may generate additional comments.
Acceptance of these plans during the TRC process does not ensure that addilional comments may
not be generated by the Commission and at permit review
18. Provide written and graphic scales on all sheets.
19. Indicate to what standard the project is to be constructed; if the FDOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units.
20. Show proposed utility easements on all appropriate sheets.
21 Show proposed site lighting on the Landscape plans (LOR, Chapter 4, Section 7.BA) The lighting
design shall provide a minimum average light level of one foot-candle. On the Lighting Plan, specify
that the light poles shall withstand a 140 MPH wind load (LOR, Chapter 23, Article II, Section A.1.a
and Florida Building Code). Provide a note that the fixtures shall be operated by photo-electrical
control and are to remain on until 2:00 a.m. (LDR, Chapter 23, Article II, Section A.1.a.) Include pole

wind loading, and pole details in conformance with the LDR, Chapter 6, Article IV, Section 11,
Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the Lighting Plan. Glare
which is readily perceptible at any point at or beyond the property on which the use is located is
prohibited (LDR, Chapter 2, Section 4.N.7). Lighting shall be directed away from any residential uses
(LDR, Chapter 2, Section 4.N.7). Lighting shall not be used as a form of advertising in a manner that
draws more attention to the building or grounds at night than in the day (LDR, Chapter 9, Section
10.F.5). If possible please provide photometries as part of your TRC plan submittals - it is much
easier to identify and correct any deficiencies now than while you are waiting on a permit!
22. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II, Section 5.H).
23. Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb
(LDR, Chapter 7.5, Article II, Section 5.A. and Chapter 22, Article II, Section E.) Add Type "D" curb
around the site as necessary to meet this condition.
24 Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in. thick
within driveways (LDR, Chapter 23, Article II, Section Pl.
25. Show 12-foot sliding gate along north property line (approximately 110 feet west of northeast corner)
connecting Lot 3 and Lot 4 (Phillips Industrial Park property). Provide proper driveway access, and
stripe/sign appropriately
26. The landscape islands require a minimum width of 6 (six) feet to provide for a 5 (five) foot landscape
width with 6 (six) inch curb on either side (LDR, Chapter 7.5, Article II, section 5.G).
27 Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7.F.2. The note provided on Sheet C-2 does not meet this requirement.
28. Full drainage plans in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at
the time of permitting.
29. Indicate by note that catch basin and manhole covers shall be bicycle proof (LOR, Chapter 6, Article
IV, Section 5.A.2.g).
30. Correct "Typ. Pavement Section at New Pavement Areas", "Type "D" Curb - Modified" and "Wheel
Stop" details to reflect eight (8) inches of shellrock. There are no Iimerock sources in Palm Beach
County
31 Indicate on the plans that the equipment storage area will be paved.
32. A complete review of details as shown on C-2, C-3 and C-5 will not be reviewed for construction
acceptability at this time. All engineering construction details shall be in accordance with the
applicable City of Boynton Beach Standard Drawings and will be reviewed for constructability at the
time of construction permit application.
33. Staff recommends placing the trees along the north, south and east property lines a minimum of ten
(10) feet off the property line to allow for proper maintenance.

UTILITIES
34 Use different line styles to differentiate between existing and proposed water, sanitary sewer, and
storm sewer Provide a legend.
35. On Sheet C-1 indicate whether the Fire Hydrant on the south property line is existing or proposed.
36 On Sheet C-2 show proposed water and sanitary sewer lines (screened).
37 On Sheet C-3 show proposed storm sewer lines (screened).
38. Indicate the use of Copper Type "K" tubing for the water service(s).
39 Provide details to show how conflicts between water, sanitary and storm sewers will be addressed.
40. Add a manhole at the connection to the existing 8 inch main at the point of connection. The service
shall be 6 inch diameter from the manhole to the properly line then may be down-sized to 4 inches
for the remainder of the run. Provide a manhole at the end of the sanity sewer run. Alternatively a 8
inch x 6 inch wye may be cut in on the existing 8 inch main. Again the new line shall be 6 inch
diameter to the properly line then down-sized to 4 inches for the remainder of the run. In this
alternative a c1eanout shall be provided at the properly line then at 75 feet 0 C.
41 Correct note from "Existing Fire Extinguisher" to "Existing Fire Hydrant" (upper left hand corner of
drawing - Sheet C-3).
42. All utility easements shall be shown on the site plan and landscape plans (as well as the Utility Plan
Sheet) so that we may determine which trees may interfere with utilities. In general, palm trees will
be the only tree species allowed within utility easements. Canopy trees may be planted outside of
the easement so that roots and branches will not impact those utilities within the easement in the
foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives public utilities the authority to
remove any trees that interfere with utility services, either in utility easements or public rights-of-way
It appears that the location of the proposed fire hydrant may require a closer 'look-see'
43. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12), primarily for the fire hydrant stub.
44 Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (see CODE, Section 26-16(b)).
45. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
46 Comprehensive Plan Policy 3.C.3.4 requires the conservation of potable water City water may not,
therefore, be used for irrigation where other sources are readily available.

47 Water and sewer lines to be owned and operated by the City shall be included within utility
easements. The easement(s) shall be dedicated via separate instrument to the City as stated in the
CODE, Section 26-33(a).
48. The Utility Plan does not indicate sanitary sewer service to the properly Even thought a sanitary
sewer system in available in the street. Please indicate how the properly will be served. A "Service
Connection" detail on Plan Sheet C-3 is insufficient, nor does it meet the City's standard for same.
49. Appropriate backflow preventers will be required on the domestic water service to the building, and
the fire sprinkler line if there is one, in accordance with the CODE, Section 26-207

RE. Security Gates and Emergency Access
To Whom It May Concern:
Boynton Beach Fire Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations. The proliferation of security gated
communities has resulted in many problems for responding emergency apparalus trying 10 gain
entry
The minimum performance for all security gates shall be as follows.
1 All security/entrance gates must have an electronic key number pad.
2. The keypad will allow entrance by the simple act of pushing four (4) or five (5) bullons.
3. All gates must have a security entry code approved in advance by tile Fire Marshal.
4 Gates may be operable by telephone from our dispatch office. A phone call from ollr
dispatchers will open the gate and a second call will be required to close llle gate
5 In case of power failure, the gate shall open automatically and remain open.
6 An exception will be where a 24-hour security guard is stationed at the gate
7 A back-up device such as an authorized security box or key switch is required to operate the
gate in the event the number pad entry does not work.
8 A key box shall be installed for such areas or buildings when the Fire Marshal determines
that access is necessary for all life-saving or fire-fighting purposes The type and location of
the key box shall be approved by the Fire Marshal and shall conlain.
. Keys to locked points of egress, whether in common are<)s or on the interior or exterior
of such buildings;
. Keys to locked mechanical equipment rooms;
. Keys to locked electrical rooms;
. Keys to elevator controls.
9 No other code numbers, operating methods, or key systems will be kept on file by the Fire
Rescue Department.
10. In the event that our units are unable to gain rapid entry with the above methods, it will
require the use of rapid forcible entry methods to gain entry The City of Boynton Beach
and/or the Fire Rescue Department shall not be responsible for, or incur any costs as a
result of gaining access to a specific area.
11 Information on where authorized key security boxes can be purchased is available from
Boynton Beach Fire Rescue, Fire and life Safety Division by calling (561) 742-6600 during
normal business hours.
Failure to comply will result in the violation of Boynton Beach Code of Ordinances Section 9-3F
and Section 9-15 The liability of delayed Fire Rescue response 10 an emergency in your
community should be a serious concern.

SUBJECT
We have reviewed the subject plans and recommend that the request be forwarded for Board review
with the understanding that all remaining comments will be shown in compliance on the working
drawings submitted for permits.

1 Indicate within the site data the occupancy type of each building as defined in Chapter 3 of the
2001 Florida Building Code.
2. Buildings, structures and parts thereof shall be designed to withstand the minimum wind loads of
140 mph. Wind forces on every building or structure shall be determined by the provisions of
Chapter 6 of ASCE 7, and the provisions of Section 1606 (Wind Loads) of the 2001 edition of the
Florida Building Code. Calculations that are signed and sealed by a design professional
registered in the state of Florida shall be submitted for review at the time of permit application.
3. Add to each building that is depicted on the drawing titled site plan and floor plan a labeled
symbol that identifies the location of the handicap accessible entrance doors to each building.

4 Add a labeled symbol to the site plan drawing that represents and delineates the path of travel for
the accessible route that is required between the accessible parking spaces and the accessible
entrance doors to each building. The symbol, required to be installed along the path, shall start at
the accessible parking spaces and terminate at the accessible entrance doors to each building.
The symbol shall represent the location of the path of travel, not the location of the detectable
warning or other pavement markings. The location of the accessible path shall not compel the
user to travel in a drive/lane area that is located behind parked vehicles. Identify on the plan the
width of the accessible route. (Note: The minimum width required by the code is forty-four (44)
inches). Add text to the drawing that would indicate that the symbol represents the accessible
route and the route is designed in compliance with Section 11-4.3 (Accessible Route) and 11-4.6
(Parking and Passenger Loading Zones) of the 2001 Florida Building Code. Please note that at
time of permit review, the applicant shall provide detailed documentation on the plans that will
verify that the accessible route is in compliance with the regulations specified in the 2001 Florida
Building Code. This documentation shall include, but not be limited to, providing finish grade
elevations along the path of travel.

5. Identify within the site data the finish floor elevation (lowest floor elevation) that is proposed for
the/each building. Verify that the proposed elevation is in compliance with regulations of the code
by adding specifications to the site data that address the following issues [Section 3107 1.2,
Chapter 31 of the 2001 Florida Building Code]:
a) The design professional-of-record for the project shall add the following text to the site data.
"The proposed finish floor elevation _ _ NGVD is above the highest 100-year base flood
elevation applicable to the building site, as determined by the South Florida Water
Management District's surface water management construction development regulations."
6. On the drawing titled site plan, identify and label the symbol that represents the property line.
7 The building plans are not being reviewed for compliance with the applicable building
codes. Therefore, add the words "Floor plan layout is conceptual" below the drawing titled
Floor Plan found on sheets A1 & A3. However, add to the floor plan drawing a labeled
symbol that identifies the location of the handicap accessible entrance doors to the. The
location of the doors shall match the location of the accessible entrance doors that are
depicted on the site plan drawing.
8. Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 of the 2001 Florida Building Code.
9. On the site plan and floor plan, indicate the number of stories that are in each building including,
where applicable, mezzanines. Indicate the overall height of each building.
10. At time of permit review, submit signed and sealed working drawings of the proposed
construction.
11 Add to the submittal a partial elevation view drawing of the proposed perimeter fence. Identify the
type of the fence material and the type of material that supports the fence, including the typical
distance between supports. Also, provide a typical section view drawing of the fence that inCludes
the depth that the fence supports are below finish grade and the height that the fence is above
finish grade. The location and height of the fence shall comply with the fence regulations specified
in the Zoning Code.
12. Add to all plan view drawings of the site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request
13. A water-use permit for the irrigation system is required from the South Florida Water Management
District. A copy of the permit shall be submitted at the time of permit application. Florida Statute
373.216.
14 Sheet A-1 - Both toilet rooms shall be handicap accessible per the 2001 Florida Building Code,
Section11-41.3(11). Lavatories shall comply with the 2001 Florida Building Code, Section 11-
4 19.1 through 11-4 19.6.
15. Clearly show the door on the toilet room marked "ADA" The swing of the door on both accessible
toilet rooms shall comply with the 2001 Florida Building Code, Section 11-4.22.2.
16. The accessible restroom in the warehouse area shall comply with the 2001 Florida Building Code,
Section 11-4 17.3 (exception: New Construction).

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P,M. on Thursdav. Mav 22. 2003. When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Eric Johnson, or myself
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.

5 When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail. Eric Johnson will be the Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members.
