Approval of this site plan is contingent upon the approval of rezoning to Infill Planned Unit
Development (IPUD),
Since the site plan functions as the master plan for the Planned Unit Development (PUD), sheet
"SPI of I" shall be labeled as both as a "Site Plan" and "Master Plan"
Parallel parking spaces shall be dimensioned nine (9) feet in width by 25 feet in length,
The directional arrows shown on the site plan must be corrected.
Clearly identify and label emergency vehicle turn-around areas,
The width of the internal driveways (private rights-of-way) shall be approved by the Engineering
Division.
Submit a request to abandon any easements.
On the site plan tabular data, indicate that five (5) parking spaces are required for the clubhouse
area,
The proposed dimensions of the garages are adequate to have a cars parked inside, however, the
swing of the internal door that leads into the garage may conflict with a parked car, Re-evaluate

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments, Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P.M. on Fridav, December 20. 2002. When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2, The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and!or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself
3, Each comment shall reference the section of the code that is incorrectly depicted on the
documents,
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental impro\ements.

5, When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of

frame stated above, to me. The memorandum shall state that the plans are approved and that they

The above referenced Site Plans, forwarded on December 10, 2002, were reviewed by representatives
from Public Works, Engineering, Utilities against the requirements outlined in the City of Boynton Beach
Code of Ordinances. Following are our comments with the appropriate Code and Land Development
Regulations (LOR) referenced,
PUBLIC WORKS - GENERAL
1 Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse, The dumpster will be supplied by Public Works,
2, Pickup sites for roll-out carts will need to be established across the street from homes on the left side
of a one-way street. The roll-out cart pick-up mechanism operates from the right-hand side of the
garbage truck.
PUBLIC WORKS - TRAFFIC
1 Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering,
2. All work done within the Federal Highway right-of-way shall require FOOT approval and permitting.
3, On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc,
See City Standard Drawings B-98001 and B-90013 for striping details,
4 No direction of flow is shown for the northernmost section of the subdivision, Please correct.
5, Provide a secondary access per the LOR, Chapter 4, Section 8.C,2, and Ordinance 02-033 - LOR,
Chapter 6, Article IV, Section 1.AA A preferred access point would be onto SE 23rd Avenue (Golf
Road),
6, The LOR, Chapter 6, Article IV, Section 10,C requires 2 -11 foot lanes for two-way local roads, This
width may not include curb and gutter The widths shown for two-way roads within the subdivision do
not meet this criteria. Please correct.

ENGINEERING
1 All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets,
2, Show zoning and land use on Site Characteristics Map (Survey) (LOR, Chapter 4, Section 7,A,)
3. Lots 16, 17, and 18 of Robinson's Addition appear to be part ot "Parcel One" but are not designated
as such on the survey; please clarify
4 Upon satisfactory Commission approval of the site plan, the applicant shall enter the plat process
through the City's Engineering Division. A preliminary plat application may be initiated during the site
plan review to expedite issuance of the Land Development Permit.
5, Show proposed site lighting on the Site and Landscape plans (LOR, Chapter 4, Section 7,B.4) The
lighting design shall provide a minimum average light level of one foot-candle, Include pole wind
loading, and pole details in conformance with the LOR, Chapter 6, Article IV, Section 11, Chapter 23,
Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the Lighting Plan, If possible please
provide photometries as part of your TRC plan submittals - it is much easier to identify and correct
any deficiencies now than while you are waiting on a permit!
6, It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LOR, Chapter 23, Article II, Section A,1,b).
7 Show sight triangles on the Landscape plans (LOR, Chapter 7,5, Article II, Section 5,H,), Reference
FOOT Standard Index 546 for the sight triangles along all collector and arterial roadways,
8, Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5' and 6' above the pavement (LOR, Chapter 7,5, Article II,
Section 5.H.),
9 Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb
(LOR, Chapter 7.5, Article II, Section 5.A, and Chapter 22, Article II, Section E.) Curb appears to be
missing around the "driveway" in the southeast corner of the subdivision,
10 The City has an irrigation system and landscaping in the median of Federal Highway (US Highway
1), Any damage to the irrigation system and/or landscaping as a result of the contractor's operations
shall be repaired or replaced to the equivalent or better grade, as approved by the City of Boynton
Beach, and shall be the sole responsibility of the developer Please acknowledge this notice in your
comments response and add a note to the plans with the above stated information.
11 The Live Oaks trees depicted along SE 23rd Avenue are not within the developers property, but
rather are in the SE 23rd Avenue right-ot-way; please correct,
12. Shade trees should be placed a minimum of 10 (ten) feet inside the property line to allow for
maintenance access,
13, Ensure all trees and palms are clear of overhead power lines at maturity There appear to be
possible conflicts between Royal Palms and the power lines along Federal Highway

14 Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7,F,2. The certification should refer to this project (i.e. not Marano Bay),
15, At a minimum, existing and proposed elevations are required on the Paving and Drainage System
Plan in accordance with the LDR, Chapter 4, Section 7 F Provide preliminary calculations showing
pre- and post-development permeability areas and storage requirements,
16, Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting, The drainage system shall conform to City
Standard Drawing B-91 007
17 The two sets of parking spaces on the south side of the project should be moved inward sufficiently
to provide a minimum 24 foot backup distance to the edge of curb or sidewalk.
18, The parallel parking spaces on either side of the main entryway shall have dimensions of 9' x 25'
(City Standard Drawing B-90013).
19 The roadway north of the entryway is incorrectly dimensioned as 16 feet. Please correct to 20 feet.
20, Indicate to what standard the project is to be constructed; if the FDOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units,
21 Provide written and graphic scales on all sheets.
22. Paving and Drainage System details as shown on sheet PD2 of 2 will not be reviewed for
construction acceptability at this time, All engineering construction details shall be in accordance
with the applicable City of Boynton Beach Standard Drawings and will be reviewed for constructability
at the time of construction permit application.
23. Correct the center, inbound dimension of Section A-A to read 17,333' (Sheet Number PD2 of 2),
24 In section D-D include the 6 foot concrete wall and it's relation to the property line, Also show the
Type "D" curb,
UTILITIES
1 No utility plan was included with this submittal; therefore, the Utilities Department considers this plan
incomplete as submitted, However, this proposed master site plan is located where utility support is
available, We are providing only a cursory review of the master site plan as submitted at this time.
Additional comments will be required after a utility plan has been submitted.
2, All utility easements shall be shown on the site plan and landscape drawings (as well as a new Water
and Sewer Plan Sheet) so that we may determine which trees may interfere with utilities, In general,
palm trees will be the only tree species allowed within utility easements, Canopy trees may be
planted outside of the easement so that roots and branches will not impact those utilities within the
easement in the foreseeable future, The LDR, Chapter 7.5, Article I, Section 18,1 gives public
utilities the authority to remove any trees that interfere with utility services, either in utility easements
or public rights-of-way

3, Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).
4 Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p,m, as
stated in LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (see CODE, Section 26-16(b)).
5. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
6, Comprehensive Plan Policy 3,C.3.4 requires the conservation of potable water City water may not,
therefore, be used for irrigation where other sources are readily available,
7 Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a).
8, This office will not require surety for installation of the water and sewer utilities, on conditions that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy
9 The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building be within 200 feet
of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by
showing all hydrants, (The applicant has reflected hydrants on the Site Plan sheet, but no support
lineage is shown or the source direction of supply)
10, PVC material is not permitted on the City's water system, All lines shall be DIP
11 Appropriate backflow preventers will be required on the domestic water service to the building, and
the fire sprinkler line if there is one, in accordance with the CODE, Section 26-207
12, A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15,
13. The LDR, Chapter 3, Article IV, Section 3(0) requires Master Plans to show all utilities on or adjacent
to the tract. The plan must therefore show the point of service for water and sewer, and the
proposed off-site utilities construction needed in order to service this project.
14 The LDR, Chapter 3, Article IV, Section 3(P) requires a statement be included that utilities are
available and will be provided by appropriate agencies, This statement is lacking on the submitted
plans,

CODE REQUIREMENTS
Hydrant connections shall be to mains no less than 6 inches in diameter
In addition to domestic requirements at a residual pressure of not less
than 20 psi, a fire flow of at least 1500 gpm is required,
Design documents where underground water mains and hydrants are to
be provided, must demonstrate that they will be installed, completed, and
in service prior to construction work per the Florida Fire Prevention Code,
(2000) Section 29-2.3.2,
Emergency access shall be provided at the start of a project and be
maintained throughout construction per the Florida Fire Prevention Code,

We have reviewed the subject plans and recommend that the request be forwarded for
Board review with the understanding that all remaining comments will be shown in
compliance on the working drawings submitted for permits.

1 Identify within the site data the finish floor elevation (lowest floor elevation) that is
proposed for each building. Verify that the proposed elevation is in compliance with
regulations of the code by adding specifications to the site data that address the
following issues [Section 31071,2, Chapter 31 of the 2001 Florida Building Code]:
a) The design professional-of-record for the project shall add the following text to
the site data. "The proposed finish floor elevation _ _ NGVD is above the
highest 100-year base flood elevation applicable to the building site, as
determined by the South Florida Water Management District's surface water
management construction development regulations,"
b) From the FIRM map, identify in the site data the title of the flood zone that the
building is located within, Where applicable, specify the base flood elevation, If
there is no base flood elevation, indicate that on the plans.
2, On the site plan and floor p!an, indicate the number of stories that are in the leach
building including, where applicable, mezzanines. Indicate the overall height of the/
each building,
3 At time of permit review, provide a completed and executed City of Boynton Beach
Unity of Title form. The form shall describe all lots, parcels or tracts combined as
one lot. A copy of the recorded deed with legal descriptions, of each property that
is being unified, is required to be submitted to process the form. The property
owner that is identified on each deed shall match
4 At time of permit review, submit signed and sealed working drawin,
proposed construction.

5 To properly determine the impact fees that will be assessed for the one-story
pool/clubhouse, provide the following:
Submit a notarized affidavit on the letterhead of the property owner, company or
association. The letter shall list and contain an answer to the following questions.
a) Will the pool/clubhouse building be restricted to the residents of the entire
project only?
b) Will the residents have to cross any major roads or thoroughfare to get to the
pool/clubhouse/recreation building?
c) Will there be any additional deliveries to the site?
d) Will there be any additional employees to maintain and provide service to the
site?
Please have the applicant provide the City with a copy of the letter that will be sent
to the impact fee coordinator To allow for an efficient permit review, the applicant
should request that the county send the City a copy of their determination of what
impact fees are required for the pool/c1ubhouse/lease office building
6 Add to the submittal a partial elevation view drawing of the proposed perimeter
wall/fence, Identify the type of the wall/fence material and the type of material that
supports the wall/fence, including the typical distance between supports. Also,
provide a typical section view drawing of the wall/fence that includes the depth that
the wall/fence supports are below finish grade and the height that the wall/fence is
above finish grade, The location and height of the wall/fence shall comply with the
wall/fence regulations specified in the Zoning Code,
7 Add a labeled symbol to the site plan drawing that represents and delineates the
path of travel for the accessible route that is required between the accessible units
and the recreational amenities that are provided for the project and other common
area elements located at the site. The symbol shall represent the location of the
path of travel, not the !ocation of the detectable warning or other pavement
markings required to be installed along the path. The location of the accessible
path shall not compel the user to travel in a drive/lane area that is located behind
parked vehicles, Identify on the plan the width of the accessible route, (Note: The
minimum width required by the Code is 44 inches), Add text that would indicate
that the symbol represents the accessible route and the route is designed in
compliance with regulations specified in the Fair Housing Act. Please note that at
time of permit review, the applicant shall provide detailed documentation on the
plans that will verify that the accessible route is in compliance with the regulations
specified in the Florida Accessibility Code for Building Construction. This
documentation shall include, but not be limited to, providing finish grade elevations
along the path of travel.
8 Add to the floor plan drawing of the clubhouse a breakdown of the floor area. The
area breakdown shall specify the total area of the building, covered are outside,
covered area at the entrances, total floor area dedicated for the clubhouse and
other uses located within the building. Specify the total floor area that is air-
conditioned, Label the use of all rooms and floor space,
