The Extended-Slay Hotel which has, over the past few years, been one of the fastest growing new products
in the hotel industry, is essentially a hybrid of a full-service hotel and a rental apartment complex. Facilities
function more as temporary residences than short-term lodging.
Typically, a mix of 100 to 175 furnished studio and one-bedroom suite units are provided, along with the
following project features: Coin operated laundry within a common area; fitness center, or, alternatively, local
health club privileges; swimming pool, and conference room fro smaI1 business meetings. In addition, some
facilities provide a complimentmy daily continental breakfast and/or nigbtly happy hour, and dry-cleaning and
grocery-store shopping service.
Units, oriented primarily to business clientele, contain features not normally associated with the needs of
tourist guests, including: kitchen or kitchenette, including microwave oven; desk; double telephone lines, with
local calls at no charge; personalized voice mail; VCR and CD player, bulleting board; iron and ironing boatd;
and extra chair(s) for in-room meetings.
The extra costs associated with the above features are offset by a smaller staff (typically 6 to 10 workers)
and weekly versus daily maid service.
Typically, a guest at an Extended-Stay Hotel is a visiting worker or independent consultant, team of workers
or people in transition who need a place to temporarily reside prior to relocating to a permanent residence.
Facilities provide an alternative for those guests who desire neither an apartment lease nor high nightly rates
of a more conventional hotel.
Rents are nonna1ly available on either a nightly or weekly basis. However, less than 20% of the guests tend
to be registered for a single night; rather, the normal stay ranges from one to two weeks in duration. On a
national basis, rents range from $150 to $550 per week, depending upon location and classification (i.e.
economy or moderate-priced).
Occupancy rates, upwards of 90% on an annual basis, in Extended-Stay Hotels tend to be substantially higher
than traditional hotels since the nonnallonger stay minimizes gaps between guests.

unernpl<l,ment rate and location in relation to concentrations of industriallbusiness parks) of demand for an
Extcn,kd-Sta} Hotel within the defined Primary Trade Area indicates that conditions are favorable for the
implementation of the proposed development concept.
Hotei "ccupanc} and daily room rates both have increased during the past five-year period, indicating a
progressl' cly lmpro\ing market. These trends further substantiate the previous conclusion regarding favorable
mark~: support for the proposed facility
The Pnmar;. Market Area contains only one competitive use (Residence Inn). Although other hotel facilities
exist. me} are not directly competitive due to the lack of one or more of the following characteristics: (I) Inland
locanon. (2) lOa units or more in size; (3) unit type (studio and one-bedroom units); and (4) include kitchens
in the \Inns. An additional facility (Extended Stay America) is planned; however, due to a lengthy approval
process. It may be several years before this facility is constructed.
Onl} one competitive facility is known to be planned (Homestead Village). This facility will be locateddirect1y
adjacent to the exisnng Residence Inn. An additional facility (Extended Stay America) is proposed; however,

Usin!; the site deSIgn of the above facilities, the development potential for the Subject Site (44 acres) is defined

1 Lnit Potential- At a density of28 to 32 units per acre, site development potential is estimated at 123
to 140 units; however, since outparcel uses will be incorporated within a planned concept, it is
assumed that the Extended-Stay Hotel component will consist of approximately 100 units.
2. Intensity. At a FAR. of 0.33 to 0 45, potential gross building area is estimated at 37,375 sq.ft. to
50.965 sq.ft..
It is concluded that a budget or mid-range variety, as opposed to an upper-end Extended-Stay Hotel facility
is most appropriate for the Subject Site for the following reasons:
The unmediate SUlTOunding area of the Subject Site, particularly to the east, is less supportive ofa
lu!;h-end facility than it is a budget or mid-range facility
2. The Subject Site is fairly narrow and is not conducive to the provision of extensive project amenities
such as a large swimming pool.
3 -\lthough there are several industriallbusiness facilities in the vicinity, most are located at the
~xtrerrutles of the 5.roile site radius.
It is concluded that a budget or mid-range concept is better oriented to offset the potential development of
addi!lon3.1 oompetitive facilities, particularly in the Boca Raton area.
It is ~"pected that a Hawthorne Suites, Limited (Hawthorne) Extended-Stay Hotel will be constructed. Based

Sec;. 28-2, Definitioll6.
The fOllowing words, terms and phrases, when used in this chapter, shall have
the meanings asc;ribed to them in this section, except where the context clearly indicates
a different meaning:
"Ac:_ory bulldlnu" shall mean a subordinate building or structure on the
same plot and not III part of the main building.
"Ac:c:eNOrY II.." shall mean a use naturally and CUStol1Ullily incidental to,
subordinate to, and devoted exclusively to the main use of the premi8es.
"Adult bookstore" shall mean an establishment having as a substantial or
significant portion Qf Its $tock-in-trede book5, mllllaEineS, and other periodical. and
goods and Items held for iiale which are distinguished or characterized by their
emphasis on matters depicting, describing or relating to specified eexual activllles or
lipeCifted anatomical areas, or an establishmllr1t With Ii segment or section devoted to
the Nle or dl$play of auc;h material.
"Adult ~"' c:en.r" shall mean any buildin!jJ or buildings, or other place,
whether operated for prof~ Qr not, which underllilkliS through its ownership or
management to provide for a par1 of the 24-hour dllY, basic services to 3 or more adufis,
not related by blood or marriage, who require basic services, which receillM . plIyment,
fee or grant fOr any of tile adult8 rec:.lving Cilre, whether or not operating for profit or
which Is helcl out to the public to be an liStablishment which regUlarly provides adult
cu&todial services. These basic services or tasks for self care may include llflSialance
with telephones, shopping, mobility, meal preparation and eating, housework, laundry,
money management, &elf-administered medillation, grooming, bathing, dressing and
undre$lling, and other personal hygiene activities.
"Adult consrega. living facillty" shell mean any building or buildings, section
of a bllilding, or distInct plIrt of . building, residence, private home, boarding home.

topleflS dilncers, exotic dilllcers, strippers, male or female impersonators, the modeling
of clOtlling revealing or IeSll than compllltely anll opaquely covering specified anatomical
areas, or similar activities.
"Adult heillth studio" SIlall mean an establishment where, for iIIlY fOrm of
consideration or gratuity, manipulation of the human body occurs as part of or in
connection with specified sexual activity or where any person providing such

shall include any such establiahment regard leu of whether the owner or operator
descrlbes1he establishment as a health studio, spa, mOdeling studio, relaxation center,
encounter center or other appellation.
"Adult mowr' shall m8lll1'1 any motel or hotel where motion pic;tures having as
their dominant or primary theme matters depicting, describing or relating to specified
&exual activities or specified anatomical areas are shown in rooms designed primarily for
lodging.
"Adult motion pk;tul'lt theater"lhall mean an en~ building, or any area or
section within an enclosed building, used for pr_nting motion pictur8s distinguished or
characterized by an emphasiS on matters depic;ting, describing or relilting to specified
sexual activities or specified anatomical areas.
"Alcoholic beverage" shall mean any beverage containing more than 1 percent
of alcohol by wlilight, measured in the manner described in F S. t 561.01(4)(b) and
successor provilliom; thereto.
"Aley" shall mean a public thoroughfare or way, not more than 30 feet in width,
and which normally providfi a secondary means of 1ICC8&S to abutting property.
"AW' or "alteration" shall mlllilll any change in size, shape, challlcter,
occupancy or use of a building or structure.
"Bant, nlghtz;luba and drfnking ....bIiWimem" shall mean any establishment
devoted primarily to thB retamng and on-premi_ conliumption of alcoholio beverages
with or without entltltainment. The term includes, without limiling the meaning of the
term, bottle clubs.
"Bloc:k" shaU mean all land fronling on 1 side of a street between the nearest
streets, alleys, railroild rights-of-way, cana., or watelWays intersecting, meeting or
crossing the aforesaid street and bounding such land, and not necessarily as shown on
a BUbel ivision plat.
"Boilrd" shaQ mean the board d adjustment of the city
"Bottle Club- shall mean any estabtishment engaged in the business of catering
to patrons who bring to the estabtishment an alcohclic bellerage to be consumed on the
premises with a mixer or other beverage, ice, food or container fumished by the
establishment for a oonslderatlon, or in connection with the viewing of entertainment for
a consideration, or where admission to the premiMS is for a consideration.
"Building" shall mean any structure, either tempolllry or permanent, having a
roof, and used or built for the shelter or enclosure of pel'$Ons, animalS, chattels or
proP6lrty of any kind. This definition shall include tents, awnings or vehicles situated on
private property and serving in any way the func;tion of a building.
"Bungalow or hOUH c::ourtll" shlIlI mean a group of 2 or more separate
residential buildings on the same plot, having uparate outside entran~s for eac;h
dwelling uM.

"Change of occupanqt" shall mean a discontinuance of an exi6ting use and the
substitution therefor of a use of a different kind or class. Change of occupancy is not

in the type of use.
"Child care centltf' lihall mean any building or shelter in which custodial care is
rendered for a part of the 24-hour clay to e or more children and which receives a
payment. fee or grant for .ny of tI'Ie child ran receiving care, whether or 1I0t operating for
profit or which is held cut to the public to be an establishment which regularly provides
child c::ustoc:lial services.
"Community residential home" shall mean a dwelling unit licensed to lieNe
clients of the department of health and llIhabilitative services, which provides a living
environment for 7 to 14 unrslllted residents who opel'llte as the functional equivalent of a
family, including such superviSion and carll by &upportill8 staff as may bll necessary to
meet the physical, emotional, and social needs of the residents.
"Conv."_At home" shall mean a building, or portion thereof, wherein for
c:ompen58bon living accommodations and care are provided for persons suffering from
illness, other tI'Ian mentlll or lXlntagious. which ill n91 of sufficient severity to require
hospitalization, or for personll requiring further institutional care after being discharged
from a hospital other than a mental hospital. Oc:c:upancy of a lXlnvalescent home by any
patient shall not eXlleeQ 30 days within lIOY calendar year

pavement on the public or private streets abutting the plot. However, if iI public or private
street abutting the plot is elevated because of the construc:lion of II bridge or overpass,

and fIllly encloeed garage., provided that this allowance shall not exceed 200 equare
feet.

vicinity, and providing only incidental services to such vahicles as are stored tharein.

However, at no time shall the foregoing definition permit the highest point of the structure

are required by this chapter A plot may consist of 1 or more or portions of a platted lot or
unplatted land.
"Plot, comer," shall mean a plot of which at least 2 adjacent sides abut for their
full length upon streets, provided that such 2 sides interaect at any interior angl8 of not
more than 135 degrees. Where a plot is on a curve, if tangents through the intersections
of the lot lines with the street lines make 811 inlBrior angle of not more than 135 degrees,
such a plot is a comer plot. In the case of a comer plot with a curved etreet line, the

Staff has reviewed the documents submitted for the above-referenced applications and have found significant
deficiencies which must be addressed prior to comment of the respective reviewers.
The application deficiencies are described as follows, and organized for each respective application.
1) Code Review
This application is to be represented by a letter which is to specify the exact code amendment
requested, including the code section to be amended and new or amended text. This portion of the
application is particularly important as it may affect project design; the designed or application process or
even fees.
2) Land Use Amendment! Rezoning
Attached, please find the list of required application elements with the missing items circled.
In summary, deficiencies range from a warranty deed to a traffic study Additional deficient elements
include a sealed survey and a complete comparison of the maximum impacts that would be created by
development under the proposed zoning/land use with the maximum impacts that would be created under
the existing zoning.

With respect to the application, the application is not signed, an agent is not authorized to
