Enclosed you will find a copy of the 2nd review comments for your project as well as a memo
from the engineering department regarding the existing infrastructure surrounding the
proposed site.
At this time you will not be able to stay on schedule for the July CRA meeting. A third TRC
meeting is required to resolve the outstanding engineering issues before you can proceed to
the CRA meeting.
Please review the attached comments and provide a letter to me indicating how you wish to
proceed with the project.

Subsequent to our meeting with Mr Bailey on Tuesday, May 28th, we have researched our records to
determine exactly the availability of existing water and sewer utilities surrounding the proposed site. The
following recapitulation is presented for your information.
Roadwav (Pavement)
The right-of-way for NE 5th Avenue (fka Raymond Street in the ARDEN PARK subdivision of 1913) is
40 feet in width. The roadway has not been constructed as such, but there exists a roadway-driveway
back to the applicant's property approximately 20 feet in width. His property is located approximately
155 feet west ofNE 3rd Street and at the dead-end ofNE 5th Avenue. Waiver for the proper construction
ofNE 5th Avenue would be considered provided other elements of the required improvements are met.
Roadwav (Drainage)
No roadway drainage is available around the applicant's property All site improvements shall require on-
site drainage containment as required by the LDR.
Water Svstem Utilitv
The alley on the north side of the property contains a 2-inch galvanized water main. The water meter
located on NE 5th Avenue (in froilt of the subject property) is fed by a 2-inch galvanized water main,
branched off from a 2-inch galvanized water main along the west side ofNW 3rd Street.

The closest fire hydrant is located on the east side of NE 3'd Street, approximately 165 feet south of the
centerline of NE 5th Avenue, which places it approximately 350 feet away from the southeast property
comer, or 420 feet from the closest building comer. One of the TRC comments stated at the conceptual
plan review was as follows:
"Fire flow calculations are required demonstrating the City Code requirements of 1,500
g.p.m. as stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed
by insurance underwriters, whichever is greater (see CODE Section 26-l6(a)). Since no
fire hydrants are readily available to this property, demonstrate how this will be
accomplished. LDR, Chapter 6, Article IV, Section 16 requires that all points on each
building will be within 200 feet of an existing or proposed fire hydrant."
To date, this requirement has not been demonstrated. The applicant will be required to provide two (2)
fire hydrants (with sufficient water main extension(s)) to meet the above noted requirement.
Sewer Svstem Utilitv
Sanitary sewer exists along both the west property line and in NE 5th Avenue.
Allev Abandonment Issue
The applicant can petition the city for the abandonment. There are four (4) property owners adjacent to
the 20-foot alley However, with an existing 2-inch water main located within this alley and the
requirement to add one of the fire hydrants (probably along the north side of the property) in support of
the fire protection requirement noted above, the alley would remain active, or as a minimum, be converted
to a utility easement to accommodate the water system improvements. A second fire hydrant would be
required within the NE 5th Avenue right-of-way

L It appears the designer has reduced the total impermeable area on the
property and increased/improved landscaping and water retention on this
site and will meet all LDR requirements. Please provide an engineer's
certification on the drainage plan as specified in the LDR, Chapter 4,
Section 7.F.2., and design data for site drainage as specified in the LDR,
Chapter 6, Article IV, Section 5 Additionally provide existing elevations at
the site entrance showing that storm water runoff will not be directed off-
site.
2. A lighting plan including photo metrics, pole wind loading, and pole details
in conformance with the LDR, Chapter 6, Article IV, Section I I, Chapter
23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A will be
required at the time of permitting. There were no conflicts noted between
landscaping and lighting. Show lighting on sheet C-l
3. Landscaped areas shall be protected from vehicular encroachment by a
continuous, raised curb (LDR, Chapter 7.5, Article II, Section 5.A. and
Chapter 22, Article II, Section E.). The site plan indicates curb around a
portion of the landscaped areas. The amount of curb needs to be extended.

4 Indicate, by note, that the new six (6) foot masonry wall color and finish
will match that of the adjacent buildings. Show on Sheet C-I

11. Indicate the Land Use desil!llation of the narcels under site data.
12. The site plan must identify the future Land Use designation as defined by
the City's Comprehensive Plan for adjacent properties.
13 Include a color rendering of all elevations prior to the Community
Redevelopment Agency Board meeting (Chapter 4, Section 7.D.2.).
14. Submit a color sample/swatch of all major exterior finishes. Each sample
and/or elevation shall include the manufacturer's name and color code
(Chapter 4, Section 7.D 1 ).
IS Landscape at project entrances shall contain a minimum of two (2) colorful
shrub species on both sides of the entrance and a signature tree (Chapter
7.5, Article IT, Section 5.N.) Note that signature trees do not contribute
toward the total number of required perimeter trees or parking area interior
landscaping (Chapter 7.5, Article IT, Section 5 G.). Provide one (I)
signature tree, such as Yellow Elder Tibouchina Granulosa, or
Bougainvillea at the project entrance.
16. The signature tree shall have a minimum of six (6) feet of clear trunk to
preserve the clear sight area.
17 On the site of a building or structure or open lot use providing an off-street
parking area or other vehicular use area, such area shall be provided with a
landscaped barrier, preferably a hedge not less than 4' nor greater than 6' in
height to form a continuous screen between the off-street parking area or the
other vehicular use area and such abutting property (Chapter 7.5, Article IT,
Section 5.E.).
18. Provide additional landscaping along the foundation of the east elevation
where the wall is void of windows, awnings, or doorways for more than 25
feet in length. This foundation landscaping shall be placed in a strip ofIand
not less than five (5) feet in width. It shall contain colorful shrub and
groundcover compatible with perimeter landscaping. In addition, the height
of trees when planted shall be a minimum of one-half (1/2) the building
height at the time of planting. Eligible palm tree species include the
following: Pygmy Date Palm, Paurotis, Adonida, Foxtail, and Royal
(Chaoter 7.5 Article IT Section S.M.),
19 Provide a traffic statement, which provides a comparison of trip generation
between the existing use and the proposed use.

aligned with the building wall. The wall as proposed is not permitted by
code. Revise plans or request and obtain relief from the code requirement.

Please find attached the first review comments for your project. To stay on the
current review schedule, please do the following steps listed below, and bring all
documents to the TRC scheduled for March 19,2002.
1 Revise your plans incorporating all comments listed herein, including the addition of
notes on plans to confirm response to general statementsl comments, and bring 10 copies
to the TRC review meeting (full sets including all pages originally submitted);
2. Submit the additional information as requested within the attached comments; ( i.e. traffic
analysis, engineering certification, etc.)
3 Prepare a written response (7 copies) consisting of a list briefly summarizing how each
comment has been addressed on the revised plans or with the supplemental information
including location on the plans ( this promotes an expeditious 2nd review by staff and
your project representatives during the TRC meeting );and
4
Submit reductions (8 Yz X 11) for the proposed
site plans, elevations and landscaping plan (this
is required for the final report and public
presentation).

The applicant should not attend a TRC (2nd review) until all documents have been revised and
copied for staff review If plans will not be fully revised and brought to the scheduled TRC
meeting, contact Lusia Galav in this office by the Thursday prior to the scheduled meeting date.
Projects deviating from the original schedule are eligible for review at subsequent meetings,
which are held every Tuesday To reschedule, contact Sherie Coale, by the Thursday prior to the
Tuesday TRC meeting that you desire to attend. The remainder ofthe review schedule will be
adjusted accordingly If you have questions on the attached comments, please contact the
respective reviewer using the attached list of TRC representatives.
If the plans are reasonably complete and all significant comments are addressed following TRC
(2nd review), the project is forwarded to the Planning and Development Board Meeting that falls
approximately 2 to 3 weeks following the TRC meeting. An "*,, by any comment identifies a
comment that must be addressed prior to moving forward to the Planning and Development
board.
Note: Items recognized by staff as typically outstanding at this point include a traffic report
and/or confirmation of the traffic concurrency approval from the Palm Beach County
drainage certification by a licensed engineer, signed "Rider to Site Plan Application"
form and colored elevations of the proposed project. This information is necessary for
the project to proceed. If you have submitted this information, please disregard this note.
