Pursuant to a conversation I had recently with Kevin Hallahan, the City of Boynton Beach Forester, I understand that you would like to see a copy of the Landscape Plans that were approved for the project and will be installed in conjunction with development of the physician's parking areas. I have also attached a cross section showing the proposed improvements and buffering that will provided by the landscaping. Fax (561) 689-2592 E-Mail.info@kildayinc com December 5, 2003 Mr. Kevin Hallahan, City Forester City of Boynton Beach 100 East Boynton Beach Blvd. Boynton Beach, FL 33415 Re: Bethesda Hospital Physicians Parking Petition # NWSP02 - 011 Letter Amendment Request for Landscape Plans Our File No. 352.18 Dear Mr. Hallahan: You have brought to my attention that several of the tree species specified in the Landscape Plans approved with the above referenced petition do not comply with the City of Boynton Beach requirement for a 3" diameter breast height (DBH) measured at 4.5' above grade. These trees are Sweet Acacia, Orange Gieger Tree, Pigeon Plum and Pitch Apple. I have had an opportunity review this plant material with Grant Merrick from Grajada Farms, the landscape contractor for the project, and he has confirmed that these species are not available at the above referenced specifications. (They are available in compliance with the specifications shown on the original approved plans.) As the plant palette was developed in conjunction with the adjacent residents as well as City staff and elected officials, it is our desire to not deviate from the original palette approved. Therefore, please accept this letter as a request for a Letter Amendment to the Landscape Plans to address the short fall in measurement that will occur due to the revised specifications. There are a total of thirty (38) trees that will not comply with the 3" DBH requirement measured at 4.5' above grade. This results in a 38" short fall in DBH measurement. To make up for this short fall, it is proposed that six (6) new Cabbage Palms will be planted. The six Cabbage Palms removed for the site and shown in the Tree Removal Chart resulted in a loss of 48" DBH. Replanting six new Cabbage Palms will mitigate for this lost, which will result in an excess of 110" provided for the project. This overage mitigates for the 38 trees being installed at the smaller size specified on the original plans. Mr. Kevin Hallahan December 5,2003 Page 2 From our discussion, I understand that it would be your intent to utilize these six Cabbage Palms to fill in any "gaps" that may occur when viewing the project from Southwest 4th Street, therefore no exact placement is proposed for these Palms. Once the other trees and palms have been installed on site, the landscape contractor will coordinate with you to perform an inspection. At that time, you will identify where these Cabbage Palms should be located to help further minimize views from Southwest 4th Street to the structures. If it is determined that an adequate coverage exists based on the approved plan, these six Cabbage Palms will then be located in the "Park" between the covered parking areas in conjunction with clusters of Cabbage Palms already proposed. Attached for your review is a copy of the revised Landscape Plans reflecting the changes and specifications, and the addition of six (6) Cabbage Palms. I would appreciate it if you could review this Letter Amendment Request and let me know if it is acceptable to you to address issue. If it is acceptable, I have enclosed a second set of the plans so that you may denote them as "Approved" and return for my file. Thank you very much for your assistance. Box 310 Boynton Beach, Florida 33425-0310 '---- From: Beau Spurlock Subject: Permit Comments from Kevin Hallahan, Forester/Environmentalist City of Boynton Beach Permit Application No. 03-1035 Bethesda Physicians' Parking Our File No. 352.18 I have had the opportunity to speak with Kevin Hallahan this week on his single permit review comment and we are in agreement that the current landscape plans meet Condition #17, however Mr. Hallahan felt that I needed to memorialize our discussions in writing to you. Condition of Approval No. 17 states that we are to "provide more tree variety along the west landscape buffer". This Condition of Approval was placed on the project during the Zoning Commission meeting on January 28,2003. During this meeting, Scott Pape, spokesman for the homeowners along 4th Street, felt that the percentage of Geiger trees was too great in the west buffer. He felt that there should be fewer Geiger trees and more variety of other tree species in this buffer Our office agreed to a Condition of Approval and subsequently revised the landscape plan to show Sweet Acacia trees, Southern Red Cedar trees and additional Pigeon Plum trees replacing many of the proposed Geiger Trees. The number of Geiger trees proposed on the site went from 29 trees down to 11 total on the site. Please note that I specifically asked Mr. Pape if I needed to eliminate the Geiger trees from the Plan entirely and he said it was not necessary. Simply reducing the number on site and replacing them with various other trees would suffice. Another landscape issue that Mr. Hallahan and I discussed that was not a permit comment concerns an existing Live Oak that was to be relocated to the west buffer. Mr. Hallahan had a discussion with Jim Sellucy with Bethesda Hospital, and it appears that survival of Karen Main April 16, 2003 Page 2 this tree is questionable if it is to be relocated. Mr. Hallahan stated that if a Certified Arborist reached this same conclusion, he would be willing to allow mitigation for this existing Live Oak by either requiring us to add more trees to equal the diameter of the Live Oak or increase the size of trees already proposed on the site to make up for the tree's loss. An Arborist has confirmed that the tree is in decline so the revised plans reflect it's removal and the tree removal chart has been updated to provide mitigation. The plans that our office will resubmit for permit review will reflect this change. I will no longer be employed at Kilday & Associations.
