The purpose of the meeting was to discuss the request by city staff that additional ,trees beh1stalled by the Wood Partners to enhance the west buffer This request is in accordance with comments made by Wood Partners as recorded in the minutes of the City Commission meeting held on January 16,2001. The request for additional trees includes tree species, height, canopy spread, diameter, spacing, location, and quantities. Species: select from Mahogany (Swietenia mahogoni), Southern Magnolia (Magnolia grandiflora), Gumbo Limbo (Bursera simaruba), Pink Trumpet Tree (Tabebuia heterophylla), or. Pongam (Pongamia pinnata). Height: all trees selected should be a minimum of 15'-18' in height at time of planting. Canopy Spread: all trees selected should be a minimum of 6'-8' of canopy spread at time of planting. Diameter: all trees selected should be a minimum of 4" in diameter at time of planting. Spacing: all trees selected should be installed at 15' on center the entire length of the Western property perimeter measuring approximately 1, 010 linear feet in length. Location: all trees selected should be installed approximately midway between the existing Western perimeter landscape buffer and the existing buildings and improved structures along the entire length of the Western perimeter (1 ,010 linear feet). Quantities: there should be approximately 60 to 65 additional trees selected to meet each of these requests. Please review this letter of request and respond in writing by July 19, 2002. The site, currently under construction, will consist of 216 rental apartments in nine buildings. This application IS for a Minor Modification to the Landscape Plan approved on January 16, 2001. A Minor Modification for the site plan was recently approved WhICh incorporates changes to the site plan that mcluded adjustment to building five (5) and eIght (8), revIsed the recreation area and the removal of the mulch path. This Minor Modification adjusts the landscape planting to match these SIte plan changes plus the addition of buffer plantings to match the plantmg detail approved on the Master Plan for Woolbright Place PUD and to match the final utIlity plans. The following is a summary of the plant changes to the landscape plans dated 2/24/02. Per Boynton Beach Landscape Code requires 559 trees/palms for this site. The approved landscape plans provided 573 trees/palms. This Landscape Modification provides a total of 597 trees/palms, an increase of 24. Three tree varieties where substituted; Geiger tree, was substituted due to the lack of market availability; the Dahoon Holly was substituted for Southern Red Cedar that is part of the required buffer planting; and the Yellow Trumpet Tree was substituted because of its susceptibility to wind damage. The four new varieties include Gumbo Limbo, Southern Red Cedar, Slash Pine and Strawberry Guava. Six additional palm varieties have been added, including, Canary Island Date Palm, Royal Palms and Washington Palms, to provide more visual diversity. The overall quantity of trees/palms and the number of plant varieties will increase and the overall quality of the SIte will be dramatically improved. Boynton Beach Landscape Code requires foundation plantings around each building and hedges along the perimeter. This Landscape Modification continues to meet thIS code requirement even thought the quantity of shrubs has decrease by 43% from the approved plan. The variety of shrubs has increased from seven to fourteen adding more visual interest. The quantIty of groundcovers has mcreased by over four times te previous quanity and the plant varieties mcreased from three (3) to eight (8). Chapter 4, Section 9.C of the Boynton Beach Land Development Code provides seven standards to help determine whether this submittal is a minor/major modification. The following are responses to those standards: 1. Does the modification increase the buildable square footage of the development by more than five (5) percent: The Landscape modification does not increase (or decrease) the buildable square footage of the development. Does the modification reduce the provided number of parking spaces below the required number of parking spaces: The Landscape modification does not reduce the required number of parkmg spaces of the development 3. Does the modification cause the development to be below the development standards for the zoning district in which it is located or other applicable standards in the Land Development Regulations; The project IS zoned Planned Unit Development (PUD) (Chapter 2.5). The landscape code requirements for PUD zoned property is defined in Chapter 7.5, Article II. The approved landscape plans exceeded the 559 required trees/palms by fourteen (14) providing a total of 573 trees/palms. The proposed landscape modification continues to exceed the reqUIred trees/palms providing 597, an increase of twenty-two (24) additional trees/palms over the approved plan. 4. Does the modification have an adverse effect on adjacent or nearby property or reduce required physical buffer, such as fences, trees, or hedges; The Landscape modification does not have an adverse effect on adjacent property. In fact, the Landscape ModificatIOn has a substantial increase in the number of plants located within the perimeter buffer located on the north, west and south property line. Condition 20 find in Exhibit "C" of the New Site Plan Development Order dated 1-16-01, requires the 25' buffer landscaping to match the planting detml approved on the Master Plan for Woolbright Place PUD. The Landscape ModificatIOn complies with this condition. There are no reductions in buffer widths or fencing and an mcrease in the number of trees and hedges within the buffers, particularly on the west property line. 5. Does the modification adversely affect the elevation design of the structure or reduce the overall design of the structure below the standards stated in the community design plan; The Landscape Modification does not alter the design of any structure. 6. Does the modified development meet the concurrency requirements of the Boynton Beach Comprehensive Plan; The site plan meets concurrency requirements of the Boynton Beach Comprehensive Plan. This Landscape Modification does not have any impact on concurrency reqmrements. 7. Does the modification alter the site layout so that the modified site plan does not resemble the approved site plan; The Landscape Modification does not modify the site plan layout.
