Dear Mr. Flattery:
In response to your request dated August 24,2004 for the administrative review and approval of the
modifications proposed to the above-referenced approved site plan, depicting the following:
· Reduction in the building square footage to 10,388, effectively changing to a one-story building,
reducing the required parking, increasing the amount of pervious space and eliminating the
need for off-site improvements at the water tank site and SW 26th Street (as depicted on the
attached plan).
· Adjustment to the exterior elevations (as depicted on the attached plan).
· Adjustment to the landscaping to correspond with the above-noted changes (as depicted on the
attached plan).
Please be informed that the proposed changes on the revised plan date stamped 8/24/04 are
"minor" as defined within the Land Development Regulations, Chapter 4 - Site Plan Review. This
project may continue to be processed by the Building Division as a permit application, subject to the
following conditions:
1. Provide an off-site improvements plan indicating all work to be performed, including
demolition, signing, striping, paving, etc.
2. Provide verification from Palm Beach County that the two proposed median cuts are
acceptable.
3. Lengthen the nose of the center median to allow no left turn movements into the apparatus
bay egress. Add signing accordingly.
4. Reevaluate the turning radius into the apparatus bays. The space available does not
appear sufficient to allow a fire truck to be able to make a single turning movement into the
bays.
5. Balloon out the curb on the east side of the drive into the apparatus bays to facilitate turning
movements.
6. Increase curb returns from 20 feet to 30 feet to facilitate emergency vehicle turning
movements.

7. Previous plans provided for a security gate to prevent personal vehicles from entering into
the fire bay area. Staff believes this is still desirable.
8. Add signage at the north end of the parking area/main drive indicating "Authorized Fire
Equipment Only."
9. Indicate by note that all off-site striping shall be thermoplastic.
10. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the
City's Code requirements at time of application. These permits include, but are not limited to,
the following: paving, drainage, curbing, site lighting, landscaping and irrigation. Permits
required from other permitting agencies such as Florida Department of Transportation (FDOT),
South Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD),
Florida Department of Environmental Protection (FDEP), Palm Beach County Health
Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach
County Department of Environmental Resource Management (PBCDERM) and any others,
shall be included with the permit request.
11. All comments requiring changes and/or corrections to the plans shall be reflected on all
appropriate sheets.
12. Please note that changes or revisions to these plans may generate additional comments.
Acceptance of these plans does not ensure that additional comments may not be generated by
at permit review.
13. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II, Section 5.H.).
Reference FDOT Standard Index 546 for the sight triangles along all collector and arterial
roadways.
14. Staff recommends substituting Saw Palmetto for the Areca Palms specified against the back of
the buffer wall. Saw Palmetto is a native plant and will require less maintenance than Areca
Palms.
15. Staff recommends placing the Variegated Shell Ginger in contained beds with no other
plantings. The Shell Ginger tends to be intrusive (suckers) and will have higher maintenance
when placed with other plants.
16. Staff recommends placing the Pink Tabebuia 20 to 30 feet from the edge of roadway.
17. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4,
Section 7.F.2.
18. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6,
Article IV, Section 5 will be required at the time of permitting.
19. Please provide a timeline that clearly illustrates when water and sewer services will be required
to serve the proposed project. Your starting date for the timeline should be the date of City
Commission approval. Also provide milestone dates for permit application, the start of
construction, and the setting of the first water meter. This timeline will be used to determine the
adequacy of water and wastewater treatment capacity for your project upon the project's
completion, so please be as accurate as possible.
20. Fire flow calculations will be required demonstrating the City Code requirement of 1 ,500 g.p m.
(500 g.p.m. some residential developments) with 20 p.s.i. residual pressure as stated in the
LDR, Chapter 6, Article IV, Section 16, orthe requirement imposed by insurance underwriters,

whichever is greater (CODE, Section 26-16(b)).
21. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a
minimum width of 12 feet. The easements shall be dedicated via separate instrument to the
City as stated in CODE Sec. 26-33(a).
22. Staff has noted a significant change to the water line layout. It is first recommended that the original
layout be used in order to minimize such a long dead-end section. If this is not possible
mechanically, it recommended that the 8 inch water main be continued to the southwest comer of
the building and then split to the meter and fire line.
23. Add a valve between the 8x6x4 tee and detector check valve assembly.
24. Call out all water and sewer line sizes, materials and fittings.
25. Consider relocation of backflow devices behind or in line with front building line.
26. The Japanese Privet depicted around the parking lot must be a minimum of 12' tall at time of
planting or should be replaced with Live Oaks at 12' in height.
27. The Pink Tabebuia trees should be consistent in size and a minimum of 12' in height.
28. The Orange Geiger trees should be consistent in size and a minimum of 12' in height.
29. Extend the wall, hedges and trees along the north property line westerly to the west edge of the
retention area to increase the buffering of the parking lot and headlights from residences to the north.
30. Plant understory plant materials around the palms and canopy trees along the southem portion of
the site (along Woolbright). Suggest utilizing firebush.
31. It is difficult to determine if, or how, the generator and fuel cell are screened. At a minimum, they
should be enclosed within a masonary wall matching that previously approved along the north
property line, screened with comparable landscape material.
32. All other conditions of approval from the original Development Order must be complied with.

The above referenced Site Plans for a minor modification, received on August 27, 2004, was reviewed
for Public Works, Engineering, and Utilities against the requirements outlined in the City of Boynton
Beach Code of Ordinances Following are our comments with the appropriate Code and Land
Development Regulations (LDR) referenced.
PUBLIC WORKS - GENERAL
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse per the CODE, Article II, Section 10-26 (a).
PUBLIC WORKS - TRAFFIC
2. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering
3 Provide an off-site improvements plan indicating all work to be performed, including demolition,
signing, striping, paving, etc.
4. Provide verification from Palm Beach County that the two proposed median cuts are acceptable.
5 Lengthen the nose of the center median to allow no left turn movements into the apparatus bay

UTILITIES
22 Please provide a timeline that clearly illustrates when water and sewer services will be required to
serve the proposed project. Your starting date for the time line should be the date of City Commission
approval. Also provide milestone dates for permit application, the start of construction, and the setting

of the first water meter. This timeline will be used to determine the adequacy of water and
wastewater treatment capacity for your project upon the project's completion, so please be as
accurate as possible.
23. Palm Beach County Health Department permits may be required for the water and sewer systems
serving this project (CODE, Section 26-12).
24. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g p.m. (500
g.p.m. some residential developments) with 20 p.s.i. residual pressure as stated in the LDR, Chapter
6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater
(CODE, Section 26-16(b))
25 The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
seven (7) days of site plan approval, whichever occurs first. This fee will be determined based upon
final meter size, or expected demand.
26 Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
CODE Sec. 26-33(a)
27 A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15

Minor Modification Site Plan Narrative
The minor changes to the project includes the following:
1. Reduce the total building square footage to 10,388.
2. Change the building to One-Story.
3. Increase the previous area and decrease the impervious area.
4. Adjust the exterior elevations, maintaining the mediterrane style.
5. Adjust landscaping to compliment the one story facility.
6. Reduce the number of parking spaces.
7. Eliminate the work at the existing water tank site and the road site improvements
to SW 26th Street.
We trust above provides the documentation rquired to proceed with the MMSP submittal
