Please find enclosed a Traffic Impact Study for the proposed First Baptist Church of Boynton
Beach to be located at the northwest comer of the Boynton Beach Boulevard/Seacrest Boulevard
intersection in the City of Boynton Beach, Florida. The proposed church is to be expanded for
a total 54,232 square-feet. The project is to be built expeditiously by the end of the year 2003.
Our study has been performed using traffic engineering principles to determine compliance with
the Traffic Peiformance Standards in Article 15 of the Palm Beach County Land Development
Code.

INTRODUCTION
The FIrst Baptist Church of Boynton Beach is proposing to expand an eXIstIng church located at
the northwest comer of the intersection of Boynton Beach Boulevard and Seacrest Boulevard In
the City of Boynton Beach, Florida (See Figure 1). The proposed expansion will add 31,192
square-feet to the existing 23,040 square-feet facility for a total 54,232 square-feet church.
Access to the site is to be provided through Seacrest Boulevard, NW 151 Street and Boynton Beach
Boulevard. With the exception of the Boynton Beach Boulevard driveway which provides
entrance-only to the site, other driveways provide full access to/from the site. The project is to
proceed expedItiously WIth a buildout date in the year 2003.
MTP Group, Inc. has been retaIned to conduct a traffic study to determine compliance with
Palm Beach County Traffic Peiformance Standards. The purpose of thIS study IS to determine the
traffic generation associated with the project and evaluate traffic Impact in the surroundIng
roadway system.

TRAFFIC GENERATION, DISTRIBUTION AND ASSIGNMENT
The trip generation characteristics of the project have been determined usmg the offiCIal daily trip
generation rate contained 10 Sec. 10.8 Fair Share Road Impact Fees of the Palm Beach County
Land Development Code. Peak hour tnp generation characteristics of the project have been
determined using the Institute of Transportation Eng1Oeers, "Trip Generation Report", 6th &htIOn.
Table 1 presents the tnp generatIOn charactenstics of the proposed development.
It should be noted that traffic from the exist10g church is conSIdered vested for purposes of Palm
Beach County Traffic Peiformance Standards.
As show in Table 1, the net daily trip generation of the proposed expansion is 290.
Project traffic has been distributed and aSSIgned to the roadway network based on existing and
approved developments 10 the area, functIOnal claSSIficatIOn of the surround1Og roadways, and
travel time charactenstics of the network system. The daily project traffic aSSignment is depleted

EXISTING ROADWAY CONDITIONS
The major roadway serving as primary access to this project are Boynton Beach Boulevard and
Seacrest Boulevard. Both roadways have a four-lane-dIvIded section.
Existing traffic volumes were obtaIned from the Palm Beach County Metropolitan Planmng
Organization (MPO), 2000-2001 Traffic Count Volumes Map. FIgure 4 depIcts eXIsting (2000-
2001) traffic volumes and level of service standards for the roadway area network. Existing peak
hour traffic volumes have been generated using a "K" factor of 0.093 as indicated In the Palm
Beach County Traffic Peifonnance Standards.
Based on Table 2A from the Palm Beach County Traffic Peifonnance Standards, the radius of
development influence for a project generating 290 daily tnps is one-half mIle. The follOWIng
roadway lInks have been analyzed:
~ Boynton Beach Boulevard from 1-95 to Seacrest Boulevard
~ Boynton Beach Boulevard from Seacrest Boulevard to US-l
~ Seacrest Boulevard from Gateway Boulevard to Boynton Beach Boulevard
~ Seacrest Boulevard from Boynton Beach Boulevard to Woolbright Road.

LINK/BUILD OUT TEST EVALUATION
Test One
The Compound Growth Rate Analysis table prepared by the Metropolitan Planmng Organization
was reviewed to determine the appropriate growth rate to estimate background traffic on the
roadways within the study area. With the exception of the link of Seacrest Boulevard north of
Boynton Beach Boulevard which has a 0.69% growth rate per year, all other links within the study
area show negative growth during the past three years. Therefore, a nommall % per year growth
rate is used in the analysis for all roadway links. This annual growth rate was used in the analysis
and compounded annually for a period of two and a half years to determine background traffic.
There are no major projects WIthin the vicinity of the proposed development which WIll be adding
traffic to roadway lmks within the study area.
In order to meet Test One of the Traffic Performance Standards, the total traffic on any major
thoroughfare lmk within the project's radius of development influence shall not exceed the adopted
level of servIce during the bUlldout period of the project. Tables 2 and 3 summarize total traffic
at bUlldout of the project for both daily and AM peak hour traffic condItions respectively.
As shown m Tables 2 and 3, roadway links withm the study area meet the adopted level of
servIce. Therefore, this project meets Test One of the Palm Beach County Traffic Peiformance
Standards Ordinance.
It should be noted that the Impacted roadway links will be carrying less than 0.5 % of the adopted
level of servIce. Therefore this project is conSIdered to have "de mImmus traffic significance
level "

MODEL TEST EV ALVA TION
Based on the tnp generatIon estimated for thIS project, the Model Test or Test Two needs to
address the directly accessed lmk on the first accessed major thoroughfare. The "Roads on Test
2 Network Projected to be over Capacity wzth Existing and Committed Development Traffic" map
revised July 2001 and prepared by Palm Beach County, has been used to evaluate Test Two. The
first accessed major thoroughfares are Boynton Beach Boulevard and Seacrest Boulevard. Based
on this map, these roadway links are not projected to be over capacity. Therefore, Test Two has
been met.

CONCLUSIONS
The proposed First Baptist Church of Boynton Beach to be located on the northwest comer of the
Boynton Beach Boulevard/Seacrest Boulevard IntersectIOn has the potential of generating 290 new
external daIly trips, 22 AM and 21 PM peak hour tnps, respectIvely. The proposed church
expansion has a buildout in the year 2003. This proposed development has been evaluated
following the procedures established in the Palm Beach County Traffic Peifonnance Standards.
The results of the evaluation follows:

Model Test or Test Two has been met.
ThIS analYSIS has shown that the proposed FIrst Baptist Church of Boynton Beach IS In compliance
