The above referenced Site Plans, forwarded on December 10, 2002, were reviewed by representatives
from Public Works, Engineering, Utilities against the requirements outlined in the City of Boynton Beach
Code of Ordinances. Following are our comments with the appropriate Code and Land Development
Regulations (LDR) referenced.
PUBLIC WORKS - GENERAL
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse The dumpster will be supplied by Public Works.
2. Indicate by note that the site dumpster enclosure shall be constructed in accordance with City
Standard A-8807.
3 A minimum dumpster pad (concrete) is required measuring 10 ft. x 10 ft. (inside dimension including
gates) (LDR, Chapter 75, Article II, Section 5.J and Article III, Section 9.A.9.a)
4. The required gates for the dumpster shall contain long steel rods to drop into the pavement in order
to secure the gates in the open and closed positions Drilled holes (for concrete) or metal sleeves
(for asphalt) shall be provided for the locking rods
5 Wall for the enclosure shall be provided on three sides and are to be a minimum of 6 ft high and shall
be CBS construction with a finish matching that of the adjacent building(s). Accent shrubs shall be
provided along the screen wall(s) (LDR, Chapter 7.5, Article II, Section 5.J, Section 5 J and Article III,
Section 9.A.9 a, and Chapter 9, Section 10.C.3)
PUBLIC WORKS - TRAFFIC
1. Provide notice of concurrency (Traffic Performance Standards Review) from Palm Beach County
Traffic Engineering
2. Indicate disposition of 20 foot road right-of-way shown along west property line Title may be
obtained by entering the abandonment process
3 Relocate the handicap parking space to the southernmost, angled space to provide the shortest,
required, route to the entrance

4. Minimum backup distance required for 450 parking is 14'-06" per City Standard Drawing B-90013.
Minimum perpendicular dimension required for 450 parking is 19'-01" (16'-00" shown on plans)
5. Reference City Standard Drawings B-98001 and B-90013 for all parking, handicap parking and
striping details. Note that concrete parking stops shall be 6 (six) feet in length.
6 Delete reference to "Tow-Away Zone" on the Handicap Parking Sign detail.
7. Two sign mounting details are provided which conflict with each other. Additionally one is a Broward
County standard detail which will not be acceptable here. Please resolve conflict(s) and provide
details for Boynton Beach/Palm Beach County.
ENGINEERING
1 Numerous errors and omiSSions have been noted on these proposed plans and in this review
comments report. Drawings need to be thoroughly checked and coordinated by the consulting
engineer. It is the responsibility of the consulting engineer to familiarize himself with and utilize the
City of Boynton Beach Land Development Regulations prior to submission of plans. Quality control is
the responsibility of the consulting engineering - not the City of Boynton Beach.
2 Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
3 All work done within the Federal Highway right-of-way shall require FDOT approval and permitting.
4 All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
5 Show zoning and land use on Site Survey (LDR, Chapter 4, Section 7.A.)
6 Show all existing utilities on Site plan (LDR, Chapter 4, Section 7.A.3)
7 Existing power poles and overhead lines within the subject property are depicted on the site survey
but nothing is mentioned regarding their disposition on the site or civil plans, please clarify.
8. Existing light poles and overhead lines exist along Federal Highway but are not depicted on the site
survey; please correct.
9. The lighting design shall provide a minimum average light level of one foot-candle. On the Lighting
Plan, specify that the light poles shall withstand a 140 MPH wind load (LDR, Chapter 23, Article II,
Section A.1.a and Florida Building Code). Provide a note that the fixtures shall be operated by
photo-electrical control and shall remain on until 2:00 a.m. (LDR, Chapter 23, Article II, Section
A.1.a.) Include pole wind loading, and pole details in conformance with the LDR, Chapter 6, Article

IV, Section 11, Chapter 23, Article I, Section 5.B 7 and Chapter 23, Article II, Section A on the
Lighting Plan Glare which is readily perceptible at any point at or beyond the property one of the
property on which the use is located is prohibited (LDR, Chapter 2, Section 4 N 7). If possible please
provide photometrics as part of your TRC plan submittals - it is much easier to identify and correct
any deficiencies now than while you are waiting on a permit!
10 It will be necessary to replace or relocate large canopy trees conflicting with adjacent light fixtures to
eliminate future shadowing on the parking and driving surface(s) (LDR, Chapter 23, Article II, Section
A.1 b)
11. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II, Section 5 H.). Reference
FDOT Standard Index 546 for the sight triangles along all collector and arterial roadways.
12. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5' and 6' above the pavement (LDR, Chapter 7.5, Article II,
Section 5.H ).
13. Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb
(LDR, Chapter 7.5, Article II, Section 5.A. and Chapter 22, Article II, Section E.)
14. The City has an irrigation system and landscaping in the median of Federal Highway (US Highway
1). Any damage to the irrigation system and/or landscaping as a result of the contractor's operations
shall be repaired or replaced to the equivalent or better grade, as approved by the City of Boynton
Beach, and shall be the sole responsibility of the developer Please acknowledge this notice in your
comments response and add a note to the plans with the above stated information.
15 The medians on Federal Highway and the chase area(s) adjacent to this project have existing
decorative brick pavers belonging to the City of Boynton Beach Any damage to the brick pavers as
a result of the contractor's operations shall be repaired or replaced to the equivalent or better grade,
as approved by the City of Boynton Beach, and shall be the sole responsibility of the developer.
Please acknowledge this notice in your comments response and add a note to the plans with the
above stated information.
16 Live Oak trees placed along the perimeter should be placed a minimum of 10 (ten) feet off the
property line to allow for future maintenance.
17. Ensure that all trees and palms are clear, at maturity, of all overhead wires
18. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7.F.2.
19. At a minimum, existing and proposed elevations, proposed drainage structures, proposed treatment
facilities and flow arrows are required on the Civil/Drainage Plan in accordance with the LDR,
Chapter 4, Section 7.F so that an evaluation may be made of the pre- and post-development
conditions. Specify storm sewer diameters, inlets types, etc. on drainage plan. Provide preliminary
calculations showing pre- and post-development permeability areas and storage requirements Full
drainage plans in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at the
time of permitting.
20. Indicate, by note, that the drainage system shall conform to City Standard Drawing B-91007 and
revise details accordingly

21 Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article

22. Indicate to what standard the project is to be constructed, if the FDOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units
23 Provide written and graphic scales on all sheets.
24 Correct lot acreage callouts under the Site Data.
25. Identify Phases I and II on the plans. If additional construction is planned, Staff recommends
improvements be shown on the plans to avoid a second review by Commission.
26 Details as shown on Civil sheet C.2 will not be reviewed for construction acceptability at this time All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and will be reviewed for constructability at the time of construction permit
application.
UTILITIES
1 No utility plan was included with this submittal, therefore, the Utilities Department considers this plan
incomplete as submitted. However, this proposed master site plan is located where utility support is
available We are providing only a cursory review of the master site plan as submitted at this time.
Additional comments will be required after a utility plan has been submitted.
2. All utility easements shall be shown on the site plan and landscape drawing so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only tree species
allowed within utility easements. Canopy trees may be planted outside of the easement so that roots
and branches will not impact those utilities within the easement in the foreseeable future. The LDR,
Chapter 7.5, Article I, Section 18.1 gives public utilities the authority to remove any trees that
interfere with utility services, either in utility easements or public rights-of-way
3. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g p.m. as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (see CODE, Section 26-16(b)).
4. Appropriate backflow preventers will be required on the domestic water service to the building, and
the fire sprinkler line if there is one, in accordance with CODE, Section 26-207
5 Comprehensive Plan Policy 3 C 34. requires the conservation of potable water. City water may not,
therefore, be used for irrigation where other sources are readily available.

CODE REQUIREMENTS
The site plan and master plan design documents shall adhere to Chapter
9 of the Code of Ordinances of the City of Boynton Beach entitled "Fire
Protection and Prevention." This ordinance adopts NFPA 1, Fire
Prevention Code, 2000 edition, and NFPA 101, Life Safety Code, 2000
edition (These codes, as amended, are identified as the Florida Fire
Prevention Code)
Hydrant must provide a fire flow of at least 1500 gpm in addition to
domestic requirements, at a residual pressure of not less than 20 psi.
Pursuant to City Ordinance 9-3F, the Fire Marshal has developed an
Administrative Order dated May 9, 2001, that provides the minimum
performance for all security gates and emergency access (Attached)
City Ordinance Section 9-6, 3 /7-11 requires approved automatic fire
sprinkler systems throughout institutional or educational buildings,
hospitals, nursing homes, homes for the aged, convalescent centers,
rehabilitation facilities, day care centers for more than 12 clients under 1
year of age, adult congregate living facilities, and all occupancies and
uses of similar nature.

RE Security Gates & Emergency Access
To Whom It May Concern
Boynton Beach Fire-Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations The proliferation of security gated
communities has resulted in many problems for responding emergency apparatus trying to gain
entry
The minimum performance for all security gates should be as follows
1) All gates must have one security entry code (0911)
2) The gate must remain open until the Fire-Rescue units have completed the call and have
reentered 0911 while leaving.
3) Gates may be operable by telephone from our dispatch office A phone call from our
dispatchers will open the gate and a second call will be required to close the gate
4) In case of power failure, the gate shall open automatically and remain open
5) An exception will be where a 24-hour security guard is stationed at ttle gate
6) Authorized key security boxes (i e Knox, NuTech, Supra) should be located on all
buildings where alarms and/or sprinkler systems are located to assist in minimizing
damage due to rapid forcible entry
7) Authorized key security boxes may be used on gates, provided each gate has one and it
is well marked A key security box on a gate will not be used in lieu of any other section
of this letter
8) No other code numbers, operating methods or key systems will be kept on file by the Fire
Department.
9) In the event our units are unable to gain rapid entry with the above methods I it will
require us to use rapid forcible entry methods to gain entry
10) Information on where authorized key security boxes can be purchased is available from
Boynton Beach Fire-Rescue Fire Safety Division by calling #(561) 735-0272 during
normal business hours
The liability of a delayed Fire-Rescue response to an emergency in your community should be a
serious concern

1. Indicate within the site data the occupancy type of the building as defined in Chapter 3 of the
2001 Florida Building Code. The proposed occupancy of the structure shall be clearly defined
on the plans per Section 306.1.2 and 313.1 of the 2001 Florida Building Code
2. The minimum required sanitary facilities shall comply with Table 403 1 of the 2001 Florida
Building Code, Plumbing for the proposed occupancy. See also Section 403.7
3. Add to the building that is depicted on the drawing titled site plan and floor plan a labeled
symbol that identifies the location of the handicap accessible entrance doors to the building.
Florida Accessibility Code for Building Construction, Section 4 1.2, 4 3
4. Add a labeled symbol to the site plan drawing that represents and delineates the path of
travel for the accessible route that is required between the accessible parking space and the
accessible entrance doors to the building. The symbol, required to be installed along the path,
shall start at the accessible parking space and terminate at the accessible entrance doors to
the building The symbol shall represent the location of the path of travel, not the location of
the detectable warning or other pavement markings. The location of the accessible path shall
not compel the user to travel in a drive/lane area that is located behind parked vehicles
Identify on the plan the width of the accessible route. (Note. The minimum width required by
the code is forty-four (44) inches) Add text to the drawing that would indicate that the symbol
represents the accessible route and the route is designed in compliance with Section 4.3
(Accessible Route) and 4.6 (Parking and Passenger Loading Zones) of the Florida
Accessibility Code for Building Construction. Please note that at time of permit review, the
applicant shall provide detailed documentation on the plans that will verify that the accessible
route is in compliance with the regulations specified in the Florida Accessibility Code for
Building Construction. This documentation shall include, but not be limited to, providing finish
grade elevations along the path of travel.

5. Identify within the site data the finish floor elevation (lowest floor elevation) for the building
Verify that the proposed elevation is in compliance with regulations of the code by adding
specifications to the site data that address the following issues [Section 3107.1.2, Chapter 31
of the 2001 Florida Building Code]:
a) The design professional-of-record for the project shall add the following text to the site
data. "The proposed finish floor elevation _' _ NGVD is above the highest 1 DO-year
base flood elevation applicable to the building site, as determined by the South Florida
Water Management District's surface water management construction development
regulations."
b) From the FIRM map, identify in the site data the title of the flood zone that the building is
located within. Where applicable, specify the base flood elevation If there is no base
flood elevation, indicate that on the plans
c) Identify the floor elevation that the design professional has established for the building
within the footprint of the building that is shown on the drawings titled site plan, floor plan
and paving/ drainage (civil plans).
6. On the drawing titled site plan, identify and label the symbol that represents the property line
7. As required by Chapter 4, section 7 of the Land Development Regulations, submit a current
survey of the subject property.
8 The building plans are not being reviewed for compliance with the applicable building codes.
Therefore, add the words "Floor plan layout is conceptual" below the drawing titled Floor Plan
found on sheet A-1.
9. Considering that the occupancy classification of the existing building will be changing,
indicate on the floor plan drawing the floor load capacity of the existing floors. Specify on the
plan the existing and proposed occupancy classification as defined in the 2001 Florida
Building Code. Also, indicate the floor load capacity that is required for the new occupancy
classification. Changing the occupancy classification of a building will require that the building
comply with Chapter 34 of the 2001 Florida Building Code. The change of occupancy requires
that an engineer certify that the floor loads will comply with specifications of the new
occupancy classification. Certification of the floor loads and compliance with Chapter 34 of
the 2001 Florida Building Code will be required at time of permit review
10 At time of permit review, submit signed and sealed working drawings of the proposed
construction.
11 Add to the submittal a partial elevation view drawing of the proposed perimeter wall/fence
Identify the type of the wall/fence material and the type of material that supports the
wall/fence, including the typical distance between supports. Also, provide a typical section
view drawing of the wall/fence that includes the depth that the wall/fence supports are below
finish grade and the height that the wall/fence is above finish grade. The location and height
of the wall/fence shall comply with the wall/fence regulations specified in the Zoning Code
