INTRODUCTION
Yvonne Ziel Traffic Consultants, Inc. was retained to perform a Traffic Impact Analysis to assess
the traffic impact of a proposed 111,720 square foot (SF) light industrial project with 27,930 SF of
storage (warehousing) to be located at the southwest comer of High Ridge Road and Miner Road.
Refer to Figure 1 for a site location map. Build-out is anticipated in 2004.

EXISTING CONDITIONS

The major roadway adjacent to the project is High Ridge Road, which is currently a two lane road.
Table 1 shows the existing (2001) average daily traffic (ADT) conditions on the impact area
roadways and Table 2 provides the peak hour traffic conditions at the same locations. The ADT
volumes were obtained from the Palm Beach County 2001 Traffic Volumes Map and the peak hour
volumes were determined by factoring the ADT volumes by 0.093.

ASSURED CONSTRUCTION
The Palm Beach County Five-Year Road Program does not include any widening projects within
the vicinity of the site.

BACKGROUND TRAFFIC
Growth Rate Analvsis
The Palm Beach County Urban Study Area Traffic Volume Growth Tables provided by the Palm
Beach County Engineering Department, includes historical traffic count data for the roadways within
the impact area of the project. The growth rate for the roadways were determined from these tables,
and were applied to the individual links to determine background traffic growth to 2004. Appendix
A contains a table with the growth rate calculations.
MAJOR PROJECTS
The Palm Beach County (PBC) Engineering Department's major project map and list were consulted
to locate those projects needed to be reviewed for consideration in projecting background traffic.
There were no major projects with traffic impacts in the projeccts' vicinity.
TRIP GENERATION
Trip generation was performed using the rates found in the Palm Beach County Impact Fee
Ordinance, and the Institute of Transportation Engineers', Trip Generation, 6th Edition for the peak.
hour. Table 3 shows the trip generation rates used and Table 4 shows the trips generated by the
proposed project, Table 5 provides the IntemallExtemal Trips and Table 6 the Pass-By and New
Trips. Trip generation resulted in 846 daily trips, 107 AM peak. trips and 114 PM peak. trips. Based
on the daily trips generated by the project, the radius of development influence is one mile.

TRIP DISTRIBUTION
Trip Distribution was based on current travel patterns and the FSUTMS model. Figure 2 shows the
percent project trips and the project volumes on the impact area roadways.

Test One
Table 7 shows the ADT capacity analysis with the project trips and background growth with the
performance standards analysis on those links with project impact greater than one percent of the
LOS D capacity and Table 7 shows the same information for the peak hour. Figure 3 shows the
above information on a map. All of the roadway links meet the LOS standards.

Test Two
There are no Test Two impacted roadways within the project impact areas; therefore the project
meets the Test Two Standards.
Driveway Analysis
The project's turning movements and daily driveway volumes are shown in Figure 4. The project
has one driveway with full access.
CONCLUSION
This project meets the Palm Beach County Traffic Performance Standards Ordinance, and may be
approved.
