RIDER TO SITE PLAN APPLICATION
The undersigned as applicant for Final Site Plan Approval does hereby acknowledge, represent and agree that
all plans, specifications, drawings, engineering, and other data submitted with this application for review by the
City of Boynton Beach shall be reviewed by the various boards, commissions, staff personnel and other parties
designated, appointed or employed by the City of Boynton Beach, and any such party reviewing the same shall

Please be advised that all applications for the following land development orders and permits which are
submitted on or after June 1, 1990 will be subject to the City's Concurrency Management Ordinance, and
cannot be approved unless public facilities (potable water, sanitary sewer, drainage, solid waste, recreation,
park, and road facilities) would be available to serve the project, consistent with the levels of service which are
adopted in the City's Comprehensive Plan

of copies specified by the Planning and Zoning Division, together with a Site Plan Review application and a fee
adopted by resolution by the City Commission

DRAINAGE STATEMENT
This project is comprised of 3.21 acres of land located on the SE corner of Vista Hermosa
Road and Federal Highway within the City of Boynton Beach, Florida. The surface water
management system will conform with all rules, regulations, codes, etc. including, but not
limited to, Chapter 6, Article IV, Section 5 of the City of Boynton Beach Land Development
Regulations.
The on-site drainage system will consists of a series of catch basins and exfiltration trench
which will direct runoff to the Intracoastal Waterway via an existing 24" reinforced concrete
pipe. The on-site drainage system will be designed for a 3 year storm event. The water
quality volume required for the project will be retained in a subsurface exfiltration trench
system prior to discharge into the Intracoastal Waterway. Discharge into the Intracoastal
Waterway will be limited to the pre-development rate.
The design water level is 2.00 feet NGVD.
Since the project is adjacent to the Intracoastal Waterway, discharge will be included in the
100 year - 3 day calculation used to determine the finished floor elevations. The finished
floors will be set at or above the calculated elevation or FEMA whichever is higher. Minimum
road crown will be set at or above the 5 year - 1 day storm event. Perimeter grading will be
at or above the 25 year - 3 day storm event.

Dear Mr. Rumpf
Yvonne ZIel Traffic Consultants, Inc was retained to prepare a trip generatIOn analYSIS for the above-
referenced project. The proposed facility IS located on the southeast comer of Gateway Boulevard
and US Highway One/Federal Highway in the CIty of Boynton Beach, as shown in Figure 1 The
proposed project involves the constructIOn of 54 multi-family units. The vested used on the SIte
consists of 11,400 square feet (SF) of quality restaurant and 11,400 SF of a drinking establishment
(mghtclub), formerly known as Shooters.
Based on the ITE Trip Generation Rate (peak hour) and consultation with the Palm Beach County
Traffic DIVision for a drinking establIshment, the use generates 115 4 tnps per dayll 000 SF The
ITE Rate for quality restaurant IS 89.95 daily tnpsll,OOO SF. The ITE rate for multi-famIly umts is
7 tnps per unit per day. The vested used generates 1,815 daily trips. The tnp generation calculatIOn
for the proposed project equates to 378 trips per day. Refer to Tables 1, 2, 3 and 4 for traffic
generation mformatIOn used to develop thIS data.
Since there is a decrease in the total average daily traffic generation expected from the proposed
project, a traffic study is not required.

Infill Planned Unit Development (IPUD).
I. Intent and Purpose.
The Infill Planned Unit Development (IPUD) District standards and regulations are
created for the purpose of allowing flexibility to accommodate infill and redevelopment
on parcels less than five (5) acres in size. Parcels five or more acres in size shall
comply with normal Planned Unit Development regulations found in Chapter 2.5 of the
Land Development Regulations.
The IPUD regulations are intended to be used in situations where new development or
redevelopment is proposed within an already developed area or neighborhood located
in the designated Community Redevelopment Area of the City. A mixture of uses,
including residential, retail commercial and office, may be allowed to the extent that no
land use conflicts will result and the basic intent of the Zoning Code and the
Comprehensive Plan will be followed.
It is a basic public expectation that landowners requesting the use of the IPUD district
will develop design standards that exceed the standards of the basic development
standards in terms of site design, building architecture and construction materials,
amenities and landscape design. The extent of variance or exception to basic design
standards, including but not limited to requirements for parking spaces, parking lot and
circulation design, and setbacks, will be dependent on how well the above stated
planning expectations are expressed in the proposed development plan.
II. Application Process
The procedures and requirements for applying for rezoning to the IPUD district are the
same as those for rezoning to the PUD district as stated in Chapter 2.5, Section 10 of
the Land Development Regulations. When the IPUD is to be developed in a single
phase, the Site Plan for the development may also represent the Master Plan

IV. Additional Standards
a Appropriate screening and buffering will be required. Such screening should
be intended to shield neighboring properties from any adverse external
effects of the proposed development. Screening and buffering should also be
used to shield the proposed development from the negative impacts of
adjacent uses. Special emphasis should be placed on screening the intrusion
of automobile headlights on neighboring properties from parking areas and
driveways.
b Pedestrian circulation should be carefully planned to prevent pedestrian use
of vehicular ways and parking spaces In all cases, pedestrian access shall
be provided to public walkways.
c The usable open space, such as recreation areas and passive common-
ownership areas, required for residential development projects and mixed-use
residential projects shall be designed to be available to every dwelling unit
proposed. This required usable open space shall be designed to maximize
privacy and usability to the residents. Private courtyards, natural areas and
water bodies shall not count toward required open space.
d. Special emphasis shall be placed on trash collection points. Trash containers
or dumpsters shall be screened and designed so as to be conveniently
accessible to their users and collectors.
e. Within the IPUD, mixed land uses may be proposed. Commercial uses shall
only be allowed for developments fronting on streets classified as "arterial" on
the "Functional Classification of Roadways" map in the Boynton Beach
Comprehensive Plan; however, such development must be found compatible
with adjacent uses and established design charateristics. (Compatibility will
also be judged on how well the proposed development fits within the context
of the neighborhood and abutting properties.)
f. Lighting of the exterior and parking areas of the planned development shall
be of the lowest intensity and energy use adequate for its purpose, and shall
not create conditions of glare that extend onto abutting properties.
g. The physical attributes of the site shall be respected with particular concern
for preservation of natural features, tree growth and open space.
