Site Characteristics: The subject property is a rectangular-shaped tract of undeveloped land,
composed of four separate parcels, lots 9 through 12. Parcels 9 and 12
occupy the western half of the subject property and lots 10 and 11 occupy the
eastern half of this quadrant. The Commerce Road right-of-way terminates at
the subject property providing street frontage on all four (4) lots
According to the July 2001 Preliminary Environmental Assessment, the site is
sparsely vegetated and highly disturbed The disturbances include a small-
scale sand mine (approximately ~ of the project site), ATV use, trash,
previous clearing activity, and the presence of exotic and / or nuisance plant
species. In order to determine the presence and / or distribution of any listed
species of plants or wildlife, pedestrian transect surveys were conducted
throughout the property According to the report, the mapped soils of the
property are Immokalee fine sand, Paola, and Pomello fine sand. These soils
typically support sand pine scrub and oak vegetative communities Only a few
scattered native vegetative species remain, mixed between clumps of exotic
species The remaining native vegetation includes slash pine, cabbage palm,

saw palmetto, scrub oak, bracken fern, love vine, and grape
revealed no presence of "listed" species of wildlife or plants
jurisdictional wetlands occur on the subject property.

Proposal:
Mr. Winston Lee of Winston Lee & Associates is requesting site plan approval
to construct two buildings to total 78,030 square feet for office / industrial
use(s) on the above-referenced lots (see Exhibit "B" - Proposed Site Plan) As
currently proposed, the specifications for each bay area within the retail area
are conceptual and may vary in size in order to satisfy the needs of the
individual tenant and applicable codes The entire project is to be constructed
in one phase (see Exhibit "B" Proposed Site Plan). This site plan is being
processed concurrently with the Master Plan Modification (MPMD 01-004).
Concurrency:
a. Traffic - A traffic statement for this project was submitted and sent to the Palm
Beach County Traffic Division for their review and approval. The
Traffic Division has determined that the proposed project is part of the
previously approved High Ridge Commerce Park PID, therefore, it
meets the Traffic Performance Standards of Palm Beach County.
b. Drainage - Conceptual drainage information was provided for the City's review
The City's concurrency ordinance requires drainage certification at time
of site plan approval The Engineering Division is recommending that
the review of specific drainage solutions be deferred until time of permit
review, when more complete engineering documents are required.
Driveways: On-site traffic circulation will consist of one (1) main entrance providing access
from Commerce Road Since the project intent is to combine all four parcels
together to make one 538-acre parcel, the need to have street frontage on
Lots 10 and 11 has been eliminated This proposal reduces the eastward
extent of the Commerce Road right-of-way and relocates the cul-de-sac 95
feet to the west. As a result, only Lots 9 and 12 will front on the cul-de-sac.
This relocated cul-de-sac reduces the public right-of-way and allows for more
intensive development opportunity on the subject property. The Master Plan
modification proposes to dedicate this relocated cul-de-sac as an access
easement. The actual "driveway" will be located west of the cul-de-sac,
perpendicular to the centerline of Commerce Road, and horizontal with the
western property line of the combined four lots The proposed changes will
require a replat of the PID prior to the issuance of any permits for the subject
project (see Exhibit "C" - Conditions of Approval) The project intent is to have
this entrance serve as the focal point for large-size commercial vehicles The
cul-de-sac (50-foot radius) will allow commercial and service vehicles to
maneuver into the loading areas to the north or south The dumpster
enclosures and loading zone areas have been strategically located to the west
of the proposed buildings in order to accommodate larger size vehicles and
their respective turning radius. The dumpster enclosures face south and are
angled for easier refuse removal All vehicles (including emergency), will have
adequate room to maneuver between the proposed buildings and circulate
throughout the site. A two-way drive aisle 27 feet in width would provide
service and customer access to proposed parking areas located east of the
buildings

Parking Facility:
A total of 156 parking spaces are required based on one (1) space per 500
square feet of gross floor area (see Exhibit "C" - Conditions of Approval) The
number of parking spaces provided equals 186 including seven (7) spaces
designated for handicap use All spaces, except handicap spaces will be
dimensioned nine feet by eighteen feet (9' x 18') The parking spaces and
drive aisles will surround all sides of the buildings, except in locations where
loading zones are proposed. All handicap spaces will be located near the
entrances of each building. Little pedestrian traffic is anticipated
Landscaping:
The proposed pervious or "green" area is 52,442 square feet or 22.3% of the
total site Live Oak trees will be in the front landscape buffer adjacent to Lot
13 and Lot 8. In addition, the front landscape buffer will contain a continuous
Wax Myrtle hedge. A total of five (5) Royal Palm trees will be clustered at
each side of the main entranceway. The entranceway will also contain Wax
Jasmine, Boston Fern, and Crinum Lily.
The interior and terminal landscaped islands in the parking areas will contain a
Royal Palm, Live Oak, Brazilian Beautyleaf, or Sabal Palm trees The
entrance feature located along the east property line at the terminus of
entrance drive contains Bougainvillea, Varigated Shell Ginger, Brazilian
Beautyleaft, Philodendrum, and Crinum Lily. The four (4) dumpster enclosures
located along the west property line will have Wax Jasmine on all three (3)
sides
In the north 40-foot wide landscape buffer, Live Oak trees will be planted to
overlap each other. These Live Oak trees will be spaced approximately 15
feet on-center and will exceed the standards that were used in similar projects
in the past for this PID. The Live Oaks will form a formidable upper-level
continuous screen from the residentially zoned property. Hibiscus hedges will
be planted outside the six (6)-foot high masonry wall
A 25-foot wide buffer easement will separate the rear parking area from the
C S.x. railroad right-of-way. This landscaped buffer will contain a continuous
Hibiscus hedge along the entire eastern perimiter of the property. It will also
contain Dahoon Holly and Lavender Crape Myrtle.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings A masonry wall six (6) feet in height
has been provided along the north property line to buffer the subject property
from the residentially zoned property (Cedar Ridge townhouses). The 40-foot
wide landscape buffer coupled with the wall (lower level buffer) and the
proposed Live Oaks (upper level buffer) will provide a formidable barrier
between the subject property and the PUD Furthermore, most of the area
inside the PUD, immediately north of the subject property has been set aside
as the PUD's retention area, therefore, minimal or no adverse impact is
expected to the residential property as a result of this proposal
Community Design: The proposed buildings will be one-story structures with the top of the flat roof
to stand 31 feet in height. The top of the roofline will be 34 feet in height at the
entry feature. The overhead doors for loading zones are proposed in the front
of the building (see west elevations) but will not be seen from High Ridge
Road. The overhead doors will only be seen upon entering the property The

main building colors vary between yellow-gold and cream. The proposed
building fayade facing the C.S.X. railroad (which can also be seen by motorists
traveling on Interstate 95) has been appropriately designed to exceed the
architectural quality and appearance of existing buildings in the industrial park.
The rear fayade (facing the C S.x. and 1-95) will have dark green canopy
shutters.
Signage:
The wall signage area is based on one (1) square-foot of sign area for each
one (1) linear foot of building frontage. The maximum allowable area for all
wall signs shall not exceed 66441 square feet (see Exhibit "C" - Conditions of
Approval). The elevations indicate that the wall signs will appear on the rear of
the building above the entrance to each bay. They will be red, green or blue
channel letters.
The applicant is proposing one (1) PID identification monument sign to be
located in the 25-foot wide eastern perimeter buffer. It will be an aluminum
type sign with sand painted finish that reads "High Ridge Commerce Park"
The structure will stand 14 feet in height and be nine (9) feet wide
Another monument sign, as proposed in the Master Plan Modification (MPMD
01-004), is an entry sign located in the western landscape buffer, near the
project entrance This monument sign will be eight (8) feet in height and five
(5) feet in width. It will match the other proposed monument sign with regard
to lettering, sign color and materials
Two wall mounted directory sings are proposed on the front wall of Building A
and Building B, closest to the main entrance. Each sign, 20 inches long and
24 inches wide will contain changeable slats for tenant names.
The project signage will conform to both Chapter 21 of the Land Development
Regulations and with the modified Sign Program of the High Ridge Commerce
Park P.I D. as detailed in the Conditions of Approval
RECOMMENDATION:
Staff recommends that this site plan request be approved contingent upon approval of the Master
Plan modification (MPMD 01-004) and subject to the comments included in Exhibit "C" - Conditions
of Approval The Technical Review Committee (TRC) recommends that the deficiencies identified in
this exhibit be corrected on the set of plans submitted for building permit.

RE Security Gates and Emergency Access
To Whom It May Concern
Boynton Beach Fire Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations The proliferation of secunty gated
communities has resulted in many problems for responding emergency apparatus trYing to gain
entry
The minimum performance for all security gates shall be as follows
1 All security/entrance gates must have an electronic key number pad
2 The keypad will allow entrance by the simple act of pushing four (4) or five (5) buttons
3 All gates must have a security entry code approved In advance by the Fire Marshal
4 Gates may be operable by telephone from our dispatch office A phone call from our
dispatchers will open the gate and a second call will be required to close the gate
5 In case of power failure, the gate shall open automatically and remain open
6 An exception will be where a 24-hour security guard is stationed at the gate
7 A back-up device such as an authorized security box or key switch is required to operate the
gate in the event the number pad entry does not work
8 A key box shall be installed for such areas or buildings when the Fire Marshal determines
that access is necessary for all life-saving or fire-fighting purposes The type and location of
the key box shall be approved by the Fire Marshal and shall contain
· Keys to locked points of egress, whether in common areas or on the interior or exterior
of such buildings,
· Keys to locked mechanical equipment rooms,
· Keys to locked electrical rooms,
· Keys to elevator controls
9 No other code numbers, operating methods, or key systems Will be kept on file by the Fire
Rescue Department.
10 In the event that our units are unable to gain rapid entry with the above methods, it will
require the use of rapid forcible entry methods to gain entry The City of Boynton Beach
and/or the Fire Rescue Department shall not be responsible for, or incur any costs as a
result of gaining access to a specific area
11 Information on where authorized key security boxes can be purchased is available from
Boynton Beach Fire Rescue, Fire and life Safety Division by calling (561) 742-6600 during

It is now a requirement to install an approved keyed lock box to store safety data sheets, floor
plans, site plans, and building access keys for authorized use in the case of an emergency by
the Fire Rescue Department The approved keyed lock box must be installed within ninety (90)
days of receipt of this written notice from the Fire Rescue Department. The specifications and
location of the required keyed lock box shall be as designated by the Fire Rescue Department
The National Fire Protection Association (NFPA) Standard 704, Standard System for
Identification of the Fire Hazards of Materials, shall be incorporated with the application of the
keyed lock box to provide exterior warning symbols for emergency responders Hazardous

9.71 BOYNTON BEACH FIRE CODE
INFORMATION LETTER
Hazardous substances and hazardous waste which are present in the community may pose
acute and chronic health hazards to individuals who live and work in the City of Boynton Beach
if such individuals are exposed to these substances as a result of fires, spills, industrial
accidents or other types of releases or emissions Emergency service personnel in the City
have a need to know of the use and dangers of hazardous materials in the community in order
to plan for the response to potential emergencies and exposure to such materials Basic
information on the location, type and the health risks of hazardous materials being used or
stored in the City is not now sufficiently available to firefighters, health officials, planners, and
other emergency response personnel Disclosure of such information is essential to these
persons in meeting their responsibilities for the health and welfare of the community
Hazardous Material means any substance or product for which the manufacturer or producer is
required to prepare a Material Safety Data Sheet (MSDS) for the substance or product pursuant
to the Superfund Amendments and Reauthorization Act (SARA) Title, III, October, 1986 and/or
Chapter 252, Florida Statutes the Florida Hazardous Materials Emergency Response and
Community Right-To-Know Act, July, 1988, provided that a substance may additionally be
deemed a hazardous material or hazardous waste upon a finding by the Fire Chief that the
substance, because of its quantity, concentration or physical or chemical characteristics, poses
a significant potential hazard to human health and safety or to the environment if released into
the community Should the Fire Chief at any time determine that otherwise exempted materials
should be subject to disclosure, the Fire Chief may require the submission of a disclosure form
Hazardous waste means any material that is identified in the Code of Federal Regulations,
Title, 40, Sections 261 31-261 33
DISCLOSURE FORM REQUIREMENTS AND EXEMPTIONS

1 Any person who uses or handles a hazardous material must semiannually,
dunng the months of January and July, submit a complete disclosure form to the

c) Any person, while engaged in the transportation or storage of hazardous
materials, within the provisions of Title 49 of the Code of Federal
Regulations, Subchapter c, as exists or as hereafter amended or
changed
d) Infectious waste generated by hospitals, medical centers, clinics, and
other health care facilities
7 Record keeping, exemption from public disclosure.
a) Upon receipt of a disclosure form, the Fire Rescue Department shall
maintain files of all disclosure forms received
b) Under the provisions of 25288(3), Florida Statutes, any and all
information, including but not limited to, site plans and specific location
information on hazardous materials furnished to the Fire Rescue
Department pursuant to this section shall be confidential and exempt from
the provisions of 119 07(1), Florida Statutes
Enforcement. The Fire Chief or designee is authorized and empowered to enforce the
provisions of this Chapter The enforcement may include the inspection of hazardous materials
in use, storage, or disposal, review of hazardous materials records, the sampling and testing of
hazardous materials, and other activities directly related to the enforcement of this section No
,
person shall obstruct or interfere with the Fire Chief or designee in the performance of these
duties
Violations In addition to the penalties and remedies provided in section 252 66, Florida
Statutes, any Violations of the provisions of this section shall be punishable as provided for in
section 2-91 and 9-61 of the City of Boynton Beach Code of Ordinances

2 Any person, who, during the calendar year, for the first time becomes a user or
handler of any hazardous material, must submit a completed disclof:)ure form to
the Boynton Beach Fire Rescue Department within fifteen (15) days of becoming
a user or handler Thereafter, any such user or handler shall comply with the
provisions of Subsection (b) (1) above
3 The City of Boynton Beach Fire Rescue Department may, upon written notice,
require the submittal of a disclosure form of any user or handler The user or
handler shall submit a completed disclosure form within fifteen (15) days
4 Any person required to submit a disclosure form pursuant to this Section shall file
with the Boynton Beach Fire Rescue Department an updated disclosure form'
within fifteen (15) days of any of the following
a) A change in business address
b) A change in business ownership
c) A change in business name
d) Cessation of business operations
e) The use or handling of a previously undisclosed hazardous material
f) A significant change in the use, handling, or manufacturing of a hazardous
material for which disclosure has been previously made
g) The hazardous characteristics of every hazardous material disclosed,
including, but not limited to, toxicity, flammability, reactivity, and corrosivity as
may be required by the Fire Rescue Department.
5 Upon request, all users must provide the following information
a) To the Fire Rescue Department, any information determined by the
Department to be necessary to protect the public health, safety, or the
environment.
b) To any physician, where the physician determines that such information is
necessary to the medical treatment of his or her patient and to the extent
allowed by law
6 Exemptions From Disclosure The following materials or persons are exempt
from disclosure requirements
a) Hazardous materials or substances contained in food, drug, cosmetic, or
tobacco products
b) Hazardous materials contained solely in consumer products packaged for
use by and distributed to the general public unless the product is
repackaged or altered in any way, provided, however, the manufacture

1. Add to the buildings that are depicted on the drawing titled site plan a labeled
symbol that identifies the location of the handicap accessible entrance doors to
each tenant space. Florida Accessi8bility Code for Building Construction, Section
4.1.2, 4.3.
2. On the floor plan drawings, add a labeled symbol that identifies the location of the
handicap accessible entrance doors to each tenant space. The location of the
door s shall match the location of the accessible entrance door s that are
depicted on the site plan drawing. Florida Accessibility Code for Building
Construction, Section 4.1.2, 4 3.
3. Site data calls out seven (7) handicap parking spaces are required per F.A.C., only
six (6) are provided.
4. Identify within the site data the finish floor elevation (lowest floor elevation) that is
proposed for the building(s). Verify that the proposed elevation is in compliance
with regulations of the code by adding specifications to the site data that address
the following issues [Section 3107.1.2, Chapter 31 of the Boynton Beach
Amendments to the 1997 edition of the Standard Building Code].
a) The design professional-of-record for the project shall add the following text to
the site data. "The proposed finish floor elevation _' _ NGVD is above the
highest 100-year base flood elevation applicable to the building site, as
determined by the South Florida Water Management Distnct's surface water
management construction development regulations."

b) From the FIRM map, identify in the site data the title of the flood zone that the
building is located within. Where applicable, specify the base flood elevation.
If there is no base flood elevation, indicate that on the plans.
c) Identify the floor elevation that the design professional has established for the
building within the footprint of the/each building that is shown on the drawings
titled site plan, floor plan and paving/ drainage (civil plans).
6 The building plans are not being reviewed for compliance with the applicable
building codes Therefore, add the words "Floor plan layout is conceptual" below
the drawing titled Floor Plan found on sheets A.4.0 & A.4.1. However, add to the
floor plan drawing a labeled symbol that identifies the location of the handicap
accessible entrance doors to the tenant spaces. The location of the doors shall
match the location of the accessible entrance doors that are depicted on the site
plan drawing.
7. On the site plan, indicate within the footprint of the buildings the number of stories
that are in the building including, where applicable, mezzanines. Also, add to the
site data the number of stories in each building.
8. On all floor plan drawings, indicate within the footprint of the building the number of
stories that are in the building including, where applicable, mezzanines.
9 At time of permit review, provide a completed and executed City unity of title form.
The form shall describe all lots, parcels or tracts combined as one lot. A copy of
the recorded deed with legal descriptions of each property that is being unified are
required to be submitted to process the form. The property owner that is identified
on each deed shall match.
10. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
11. At time of permit review, submit a copy of the recorded resolution that verifies the
abandonment of the allev. riaht-or-wav or easement.
12. At time of permit review, submit for review an addressing plan for the project.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments. Comments should be e-mailed to
Sherie Coale and I no later than 5:00 P.M. on. November 6. 2001. When preparing your comments,
please separate them into two categories; code deficiencies with code sections referenced and
recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental impro\ements

5 When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of

frame stated above, to me The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.

way in order for SIte plan approval.
The proposed bmldmg heIght on the site plan applIcation (35 feet) does not match the
proposed build heIght on the elevatIOn drawmgs (34 feet). Please correct the one that IS
wrong.
The SIte plan must indIcate the dIstance in feet between the relocated Commerce Road
right-of-way and the boundary of the eastern plat lIne.
The area of Buildmg A on the floor plan (34,135 square feet) does not correspond to the
buIlding area of Building A mdlcated In the SIte plan tabular data (34,965 square feet).
Both figures should match.
The area of Bmlding B on the floor plan (28,523 square feet) does not correspond the
building area on Buildmg B indicated in the site plan tabular data (29,065 square feet).
Both figures should match.
The floor plan should indIcate (without great detail) each use because thIS has a dIrect

The methodology regarding the number of required parkmg spaces in the SIte plan tabular
data does not show the breakdown of areas dedIcated to each use. ThIS breakdown is

parking spaces. Please clarify.
Label the locatIOn of fire hydrants on the SIte plan.
The landscape plan shows 567 Hill but the tabular data only indIcates 536 HIB. ThIS
discrepancy between the two must be corrected.
The landscape plan shows 315 JY but the tabular data mdlcates 325 JY. The two figures
must match.
The landscape plan shows 55 PHI but the tabular data mdlcates only 54 PHI. ThIS
dIscrepancy between the two must be corrected.
The landscape plan shows no "YO" plants but "VS" IS referenced m the tabular data. If
the "YO" plants are the "YS" plants, when counted, the plan shows 120 YO but the
tabular data indicates only 151 YO. Please clanfy.
The 25-foot buffer easement symbols (arrows) on the southern and eastern property sIdes
do not completely deSIgnate the entire wIdth of the easement area.
The site plan tabular data must mdlcate the reqmred and proposed setbacks for the subject
property in the Pill (required front - 30 feet, rear - 30 feet, sIde - 20 feet).
The proposed buildmgs are setback only 13 feet from the front property line and do not
meet the required 30-foot front setback of the Pill (Chapter 2, Section 7.H.16). A
variance wIll be required.
A variance will be required for the dnveway separatIOn distance requirement.
All above ground mechamcal eqmpment such as exterior utIlity boxes, meters, and
transformers shall be visually screened with appropnate landscaping / hedge material.
(Chapter 9, SectIOn 10.CA.) The backflow preventer shall be pamted to match the
pnnciple structure.
A change to the Pill SIgn program reqmres a major SIte plan modificatIon subject to
Planning & Development Board and CIty CommIssion reVIew ThIS SIte plan's SIgn
program must match the slgnage proposed In the concurrent master plan modIficatIOn
(MPMD 01-004). Show the proposed changes in the SIte plan and master plan and how
they relate to each other.
On a separate sheet, provide the corresponding details of the following SIgnS found on the
site plan: S-I, S-2, S-3, S-4. Show the relationshIp between these SIgnS and the signs on
the sheet labeled "PID SIgn Package High RIdge Park Of Commerce". Label and cross-
reference these proposed signs as they relate to the SIte plan's SIgnS ( S-l through S-4).
All proposed sIgnage shall comply WIth both the High RIdge Commerce Park SIgn
program and Chapter 21, ArtIcle IV, SectIOn 5.
Provide a detail of the proposed monument sign, mcludIng exterior dImensIOns, SIgn area,
matenals, and colors. The monument SIgn must be at least ten (10) feet from the property
line and meet the High RIdge Pill master SIgn program cnteria. A vanance WIll be
required for any monument SIgn that is placed less than 10 feet from the property line
The HIgh RIdge Pill sign program lImIts wall signs to HelevetIca Bold or Strafford Bold
lettenng.
The color of the sign face (wall signs) may be green, orange, black, or whIte and may not
be illummated.
The maximum vertical heIght of the wall SIgn letters shall not exceed three and one-half
(3 12) feet.
The directory sign can not be more than six (6) feet in height and eIghteen (18) feet m
area. It shall not be placed withm the bmldmg setback area (Chapter 21, Article IV,
