Attached please find 12 sets of the required plans for site plan approval, as well as two
variance application packages Pursuant to the meeting that Seth Wise, the applicant, had
with both yourself and Lusia Galav, as well as meetings this office attended with Lusia and
David Kelley, the platted cul-de-sac located at the entrance of this project is being shifted
to the west and a re-plat application will be submitted to the City following site plan
approval This revision also necessitated that a revised master plan be completed and that
application was submitted to the City on August 31,2001, along with a new master signage
program for the PID.
Also, included with this application is a copy of the proposed use list for the lots which are
the subject of the site plan approval request. In addition, development standards for these
lots are attached With regard to the method for calculating parking and wall signage for the

As part of this submittal, I would like to request that the aforementioned master plan and
master signage program submittal, currently scheduled for the October 16, 2001, Technical
Review Committee meeting, be deferred so as to follow the same approval schedule as the
site plan and variance applications submitted herewith

We are requesting your approval of a waiver to allow $wo truck access driveway widths to exceed the 32'
standard, as well as an auto oriented driveway. As you are aware, Chapter 23, Article II H.A. of the zoning
code prohibits access points to projects to exceed 32' in width, unless approved by the Director of
Development. The above referenced site plan, submitted to the Planning & Zoning Division this date,
proposes three access points to the project, all of which exceed 32' in width
This project is located within Q, approved Planned Industria! Park and will consist of 78,030 sq ft. of light
industrial space Access to the site is provide off of a public cul-de-sac Two of the access points which are
the subject of this request are designed for the use of tractor trailer trucks and are tile driveways located at
the northern and southern areas of the cul-de-sac The trucks will enter the site and utilize the loading areas
and truck wells located on the west side of the buildings, both north and south of the cul-de-sac Due to the
nature of the business which will be located in this facility, as typical of most uses in industrial settings, the
semi-tractor trailers whicn deiiver to these businesses require greater than 32' to maneuver adequately into
and out of these type projects
The subject of the third driveway request is the eastern driveway, which will be utilized primarily for
automobile circulation The roadway itself is your standard code two way drive width However, when
maintaining the minimum drive aisle width as allowed by code, the turning radius geometry where the
driveway intersects the right of way line would cause the opening to exceed 32' in width This is a result of
cul-de-sac dimensions and the fact that the code measures at the right of way versus roadway throat width

from the government approximately two years ago. Hence there Is a
partially completed storm water management area, rererred to as Lake
Veronica, that lies on site and serves the entire PUD, as well as the
pm.
Tbe developer is proposing construction or 110 townhouse units
contained in seventeen (17) buildings. ranging from four (4) to eight
(8) units, and a private recreation area consisting or a swimminS pool,
a club bouse, a Jogging trail, a turf play field, a playground and a
pauive park on 18.88 acres (see Exhibit "8" - Site Plan). Recreation
provided will serve the entire PUn; the 110 town homes. as well as the
single.ramily homes Immediately to the nortb.
The proposed use is vested from traffIC levels or service as the
site is located within a subdivision (Cedar Ridge a PUD, and
High Ridge Commerce Park, a PID) that was platted prior to
the effedlve date of tbe dty's concurrency management
ordlll2Dce.
Insufficient drainage inronnation has been submitted for the
Engineering Division to certify compliance with the City's
drainage levels of service at the time ot site plan approval. as
required. Tbe Engineering Division is recommending tbat this
be postponed to time of permit review.
Four, 22 foot wide driveways to the property are proposed as per the
approved master plan. The southwestern drinway, whicb Is an
utenslOD of Forest Road, Is already In place to provide access to the
single-ramily homes and a sales office.
Tbe residential units contain either l-ear, or 1-car garages.

Yvonne Ziel Traffic Consultants, Inc. was retamed to prepare a tnp generatIOn analysis for a
proposed industrial project to be located within the approved High Ridge Commerce Park PID
project located along HIgh Ridge Road. The proposed project will consIst of 78,030 square feet
of light industrial.
Tables 1 through 3 provide the tnp generation rates, trip generatIOn and pass-by and new tnps
for the proposed project. Trip generation resulted in 517 dally tnps, 68 AM and 72 PM peak
tnps.

Since the project was approved for hght industnal, a complete traffic report is not required.

ESI's objective was to conduct a preliminary environmental assessment to
document vegetative communities and to observe for the occurrence of any
listed plant or wildlife species and any areas of potential jurisdictional
wetlands.
The site comprises approximately 5.2- acres and is located at the end of
Commerce Road and west ofI-95 in Palm Beach County, Florida (Figure 1).
The site is currently undeveloped and sparsely vegetated. The site is highly
disturbed. The disturbances include a small-scale sand mine (approximately
half of the project site), ATV use, dumping of trash, previous clearing
activities, and encroachment of exotic and nuisance plant species.
The field review was conducted on 9 July 2001. Wetland protection is
mandated under both federal and state regulations. The U.S. Army Corps of
Engineers (CE) regulates activities in Waters of the United States pursuant to
The Clean Water Act (PL92-500 Section 404) as further defined in the CE
regulatory program (33 CFR 320-330). The State of Florida Department of
Environmental ProtectIOn (DEP) has established wetland identification and
permitting processes at Chapters 62-330, 62-340 and 62-312 of the Florida
Administrative Code (F AC). Current federal and state wetland definitions are
derived from the original definition found in 33 CFR 328.3, identifying
wetlands as "those areas that are inundated, or saturated by surface or ground
water at a frequency and duration sufficient to support, and that under normal
circumstances do support, a prevalence of vegetation typically adapted for life
in saturated soil conditions." Delineation of federally regulated jurisdictional
wetlands is determined by the Corps of Engineers Wetlands Delineation

Manual (USAE Waterways Experiment Station Environmental Laboratory
1987). Delineation of wetlands regulated by DEP and South Florida Water
Management District (SFWMD) is done according to Chapter 62-340 FAC,
Delineation of the Landward Extent of Wetlands and Surface Waters. The
Florida Wetlands Delineation Manual (Gilbert et al. 1995) serves as a guide
to Chapter 62-340. Both manuals, which emphasize the identification of
hydric soils, hydrophytic vegetation, and wetland hydrologic conditions in
making wetland determinations, were used in this investigation.
In order to determine the presence and/or distribution of any listed species of
plants or wildlife, pedestrian transect surveys were conducted throughout the
property. Observations were recorded in field notebooks and on aerial
photographs. Plants and wildlife or signs were noted and compared against
the species listed in Florida's Endangered Species, Threatened Species and
Species of Special Concern, Official Lists (Florida Game and Fresh Water
Fish Commission 1997) and Preservation of Native Flora of Florida, Chapter
5B-40 (Florida Department of Agriculture and Consumer Services, Division
of Plant Industry, 2000).
Palm Beach County aerial photographs and mapped soils (Soils Survey of
Palm Beach County, Florida, USDA, 1978) of the property were reviewed
prior to the site visit for purposes of locating potential wetlands and typical
vegetative communities.

Findings: Soils
The mapped soils of the property are Immokalee fine sand, Paola, and
Pomello fine sand (Figure 2). These soils typically support sand pine scrub
oak vegetative communities.
Vegetative Communities
The subject property has been cleared of almost all vegetation and is
disturbed by a small-scale sand mine. Only a few scattered native species
remain mixed in with a few scattered clumps of exotic species. The exotics
include Brazilian pepper (Schinus terebinthifolius), earleaf acacia (Acacia
auriculiformis), and Australian pine (Casuarina equisetifolia). The
remaining native vegetation includes slash pine (Pinus elliottii), cabbage
palm (Sabal palmetto), saw palmetto (Serenoa repens), scrub oak (Quercus
geminata), bracken fern (Pteridium aquilinum), love vine (Cassytha
filiformis), and grape (Vitis sp.).
