Location: West side of Winchester Park Boulevard, north of Boynton Beach Boulevard (proposed 389 Winchester Park Boulevard) Land UselZoning: Local Retail (LRC) / Community Commercial (C-3) Type of Use: Restaurant (390 seats) Project size. Site Area: Building Area: 2.65 acres (116,154 square feet) 10,330 square feet Adjacent Uses: (see Exhibit "A" - Location Map) North - Entrance drive into Wal-Mart Super Center, and farther north is Sonny's Bar-B-Q restaurant, zoned C-3; South - Truck / Service Entrance drive for Wal-Mart Super Center zoned C-3; East Winchester Park Boulevard right-of-way, and farther east is Boynton Commons Shopping Center, zoned PCD; and The Wal-Mart Super Center, zoned C-3. West - Site Characteristics: The subject property is a vacant outparcel of the Wal-Mart Super Center, comprised of two lots (Lot 4 & Lot 5), located along Winchester Park Boulevard. According to the January 2000 Environmental Resource Permit Staff Review Summary for the Wal-Mart Super Center, the project site does not contain preferred habitat for wetland-dependant endangered / threatened species or species of special concern. No wetland dependant endangered / threatened species or species or special concern were observed on-site, and submitted information indicates that potential use of the site by such species is minimal. The site has been cleared and no vegetation exists except, the perimeter landscaping that Wal-Mart was required to install during its site development process. Proposal: Jeffrey Silberstein of Silberstein Architects, Inc. is requesting site plan approval to construct a one-story 10,330 square foot restaurant on the above- Page 2 Golden Corral - Site Plan Review Staff Report Memorandum No. PZ 02-010 referenced lots (see Exhibit "B" - Proposed Site Plan). As currently proposed, there will be a total of 390 seats. The entire project is to be constructed in one phase (see Exhibit "B" Proposed Site Plan). The proposed restaurant will be located on an out-parcel of the Wal-Mart Super Center site. Concurrency' a. Traffic - A traffic statement for this project was submitted and sent to the Palm Beach County Traffic Division for their review and approval. At this time, the project is still under review and staff has not received confirmation from the Traffic Division that it meets the Traffic Performance Standards of Palm Beach County (see Exhibit "C" - Conditions of Approval). b. Drainage - Conceptual drainage information was provided for the City's review The City's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred until time of permit review, when more complete engineering documents are required. Driveways: On-site traffic circulation will consist of three (3) points of ingress I egress. Two (2) entrances are proposed to connect and align with existing Wal-Mart Super Center drive aisles. The third point of ingress I egress will connect to one of the Wal-Mart Super Center's main access drives. The proposed southern entrance is to be utilized by service and emergency vehicles. The dumpster enclosure and loading zone areas have been strategically located to the south of the building, near this proposed southern entrance in order to accommodate larger size vehicles and their respective turning radius. The dumpster enclosure is angled in such a way to facilitate efficient refuse removal. The third entrance, which is proposed along the Wal-Mart Super Center main access drive, provides ingress I egress from the Wal-Mart site directly to Winchester Park Boulevard. No entrances are proposed which directly access Winchester Park Boulevard from the subject site. Parking Facility. Two-way drive aisles 27 feet in width will provide service and customer access to parking areas located east and north of the building. Required parking for restaurants are based upon either one (1) space per 100 square feet of gross floor area or one (1) space per 2.5 seats, whichever is the more stringent methodology of the two. Since 390 seats are proposed, the more stringent scenario is based upon the total number of seats. Therefore, a total of 156 parking spaces are required. The number of parking spaces provided equals 170, including six (6) spaces designated for handicap use. However, since the southern drive aisle to the Wal-Mart Super Center would eliminate six (6) existing parking spaces, the same number of excess parking spaces for the Golden Corral must be preserved for Wal-Mart's use (see Exhibit 'C" - Conditions of Approval). Therefore, the total number of excess parking spaces for the Golden Corral site will be eight (8) spaces rather than 14 spaces. All spaces, except handicap spaces will be dimensioned nine feet by eighteen feet (9' x 18'). The parking spaces and drive aisles will surround Page 3 Golden Corral - Site Plan Review Staff Report Memorandum No. PZ 02-010 Landscaping: the north, east, and south sides of the building, except in locations where loading zones are proposed. All handicap spaces will be located near the front entrance of the building. No parking is proposed west of the building. The proposed pervious or "green" area is 26,996 square feet or 23.5% of the total site. Typically, landscape buffers adjacent to public rights-of-way are required to be seven (7) feet in width. However, the Wal-Mart Center Master Plan Design Standards exceeds this Land Development Regulation buffer width requirement. Therefore, the front landscape buffer along Winchester Park Boulevard will comply with the Design Standards and be ten (10) feet in width. This front landscape buffer currently contains existing trees and shrubs such as Sabal Palmetto, Sweet Mahogany, Viburnum, Green Buttonwood, Indian Hawthorne, Crinum Lily, and Liriope. Staff recommends that the existing plant material in this perimeter buffer should not be altered with in order to maintain consistency with the Wal-Mart Super Center and Sonny's Bar-B-O's perimeter landscaping (see Exhibit "C" - Conditions of Approval). In addition, the landscape plan proposes Drake Elm, Purple Glory Tree, Downey Jasmine, and Dwarf White Indian Hawthorne. Four (4) Washintonia Palm trees and 18 Plumbago shrubs are proposed at the front entry sidewalk near the center of the eastern property line. The plan proposes Washingtonia Palm, Wax Jasmine, Purple Glory Tree, and Gold Lantana in the northern perimeter buffer The southern and western perimeter buffer will contain Sweet Mahogany trees and Viburnum hedges. The interior and terminal landscaped islands in the parking areas will contain Washigtonia Palm, Drake Elm, DwarfYaupon Holly, and Parson's Juniper Downey Jasmine, Gold Lantana, and two (2) Purple Glory Trees are proposed at the southern project entrance. The north entrance will contain Washingtonia Palm, Downey Jasmine, Gold Lantana, and four (4) Purple Glory Trees. Building and Site: Building and site regulations will be fully met when staff comments are incorporated into the permit drawings. The building will be 150 feet - 6 inches in width and approximately 65 feet in depth. Community Design: This project is reviewed in part, according to the standards as specified in the Wal-Mart Center Master Plan Design Standards June 1999 (see Exhibit "C"- Conditions of Approval). The proposed building will be a one-story structure with the top of the roof to stand nearly 21 feet in height. The ends of the building (north and south elevation) will have faux chimneys that will reach a height of approximately 27 feet. The main wall color will be a light cream (Benjamin Moore Adobe White - 2166.70). The front entrance and the chimneys will be painted a tan color (Benjamin Moore Creamy Orange - 2166.50). The roof will be made of flat Terra Cotta concrete roof tiles, manufactured by Monier Lifetile. The front fa<;ade (east elevation) will have four (4) dormers to break up the expanse of roof area. These dormers will be painted to match the main wall color (Benjamin Moore Adobe White - 2166.70). The walls of the building will have a smooth stucco finish. All dormers will have white decorative aluminum shades. All windows will have white aluminum hurricane impact resistant windows with clear glass. All trim pieces, windows, door frames, and shades are to be painted white. The roof style, building color and design for the proposed project are compatible with the coiors used for the Wal-Mart building, Sonny's BBQ restaurant, and Boynton Commons Shopping Center The Steak & Shake restaurant was not subject to the Wal- Mart Center Master Plan Design Standards. Signage: The maximum allowable wall signage area is based upon the standard of one and one-half (1 - )1,) square-feet of sign area for each one (1) linear foot of building frontage. As proposed, the maximum allowable area for all wall signs shall not exceed 225 square feet (see Exhibit "C" - Conditions of Approval). The elevations indicate that the wall signs would be located above the front entrance and also on the sides (faux chimneys) of the building. The "Golden Corral" sign will have red channel letters and the "Buffet and Grill" will have white letters on a black background cabinet sign. As currently proposed, the total area of all wall signs would be 178.8 square feet. The applicant is proposing one (1) monument sign to be located at the northeast corner of the property This sign will be eight (8) feet - ten (10) inches wide and stand ten (10) feet in height. It will have a concrete block structure base with the finish and color to match the proposed building (either Benjamin Moore Creamy Orange or Adobe White). The "Golden Corral Buffet and Grill" sign will be internally lit and have a molded plastic lense with brown colored border The word "Golden" appears to be orange and the word "Corral" appears to be yellow The words "Buffet and Grill" appear to be white. All letters will be on a red background. The site address will be located on the base of the sign above the color groundcover plants. RECOMMENDATION: Staff recommends that this site plan request be approved subject to the comments included in Exhibit "C" - Conditions of Approval.
