PZ 02-126 TO' Chairman and Members Planning and Development Board THROUGH: Michael W Rumpf Director of Planning & Zoning FROM: Eric Lee Johnson, Planner DATE: June 18, 2002 SUBJECT Grove Plaza - File No. MPMD 02-001 Master Pian Modification (Change of use on Parcel "E") PROJECT NAME: Grove Plaza - MPMD 02-001 LOCATION: Grove Plaza, southeast corner of Lawrence Road and Hypoluxo Road LAND USElZONING: Local Retail Commercial (LRC) / Community Commercial (C-3) NATURE OF REQUEST Daszkal Development, LLC is requesting to modify the Master Plan for Grove Plaza. This development is located on the south side of Hypoluxo Road, just east of Lawrence Road (see Exhibit "A" - Location Map). The specific request is to construct a one-story 3,596 square foot car wash facility with 3,582 square feet of covered porch and fabric shelter areas (NWSP 02-007). Parcel "E" was approved for 3,600 square feet of restaurant. This master plan modification is required for the development of the car wash facility instead of a restaurant on Parcel "E" BACKGROUND/ANALYSIS The entire master plan was once the location of a landscaping and nursery business. The master plan was originally approved on September 19, 1995. It was approved for six (6) separate parcels, each of which would be required to go through site plan review In 1999, the master plan was approved for a major modification for the development of the first parcel (Parcel "A") and several changes to the remaining parcels. Parcel "A" was approved for a gas station (7-Eleven convenience store with gas sales). The remaining parcels were approved for a 3,800 square-foot bank, 6,540 square foot retail use (phase 3), 9,000 square foot retail use (phase 4), a 3,600 square foot restaurant (Parcel "E"), and another 3,600 square foot restaurant (phase 6). Tract "G" is the common area, which accommodates the access drives, drainage and buffer wall and landscaping for the Grove Plaza master plan. Tract "G" allows for vehicular ingress/egress to the parcels within the master plan from Hypoluxo Road. The only point of ingress / egress from Tract "G" to Parcel "E" will be located along the east property line of Parcel "E" The car wash project does not propose any direct connections onto Hypoluxo Road. The car wash project will share and utilize Tract "G" with the other parcels. Tract "G" will not be affected as a result of the proposed development. However, direct access that was originally planned between Parcel "E" and Parcel "D" (parcel to the west of "E") will be eliminated and replaced with a landscape buffer There is minimal difference with regards to traffic impacts. Since 143 new daily trips are anticipated as a result of the proposed development, the Traffic Division of Palm Beach County determined that the project Memorandum No. PZ 02-126 Grove Plaza (Grove Plaza Carwash), MPMD 02-001 Page 2 meets the Traffic Performance Standards of Palm Beach County Each parcel is required to provide the minimum parking for their respective anticipated use. Any common area trees and shrubs that are dead or in poor shall be replaced upon recommendation of the City Forester / Environmentalist as a result of this request for master plan modification (see Exhibit "C" - Conditions of Approval). The landscape plan for the development of Parcel "E" is discussed in the corresponding Grove Plaza Car Wash site plan staff report (NWSP 02-007). RECOMMENDATION The Technical Review Committee (TRC) has reviewed this master plan modification request. Staff recommends approval, contingent upon the comments indicated in Exhibit "C" - Conditions of Approval. Any additional conditions recommended by the Board or City Commission shall be documented accordingly in the Conditions of Approval. I didn't review the "original" landscape plan but I assume that you wouldn't have made that comment without consulting it first.
