David Daszkal Applicant: David Daszkal/ Daszkal Development, LLC Location: Parcel "E" of Grove Plaza Replat, southeast corner of Lawrence Road and Hypoluxo Road Land Use: Local Retail Commercial (LRC) Zoning: Community Commercial (C-3) Project size: Adjacent Uses: North: South: East: West: Proposal: Site Area: Building: Fabric Shelters: Covered porch: Lot Coverage: 0.867 acres /37,768 square feet 3,596 square feet 2,907 square feet 675 square feet 7,178 square feet (19%) (see Exhibit "A" - Location Map) Hypoluxo Road right-of-way; farther north is Santaluces High School with a Institutional land use classification (unincorporated Palm Beach County) and zoned Public Ownership (PO); Drainage Utility & Ingress/Egress Easement, farther south in developed residential development with a Medium Density Residential (MR-5) land use classification (unincorporated Palm Beach County) and zoned Agricultural Residential (AR); Vacant Parcel "F" of Grove Plaza Replat with a Local Retail Commercial (LRC) land use classification and zoned Community Commercial (C-3); Vacant Parcel "0" of Grove Plaza Replat with a Local Retail Commercial (LRC) land use classification and zoned Community Commercial (C-3). Daszkal Development, LLC proposes to construct a one-story, 3,596 square foot car wash facility with 3,582 square feet of covered porch and fabric shelter areas. This project is being reviewed concurrently with the master plan modification (MPMD 02-001). A carwash is a permitted use in the C-3 zoning district. Site Characteristics: The subject property (Parcel "E") is one (1) of six lots of the Grove Plaza master plan. Parcel "E" of the master plan was originally approved for a fast-food restaurant. The property is surrounded by a 15-foot wide landscape buffer to the north, Tract "G" (ingress / egress easement) to the east and south, and Parcel "0" to the west. Traffic - A traffic impact statement for this project was submitted and sent to the Palm Beach County Traffic Division for their review and approval. The Palm Beach County Traffic Division determined that the project meets the Traffic Performance Standards of Palm Beach County since the proposed use generates less than 200 new daily trips (in excess of that previously vested by partial development of the master plan). b. Drainage - Conceptual drainage information was provided for the City's review The City's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred until time of permit review, when more complete engineering documents are required. Driveways: Tract "G" is the common area which accommodates the access drives, drainage and buffer wall and landscaping for the Grove Plaza commercial/ retail development. Tract "G" allows for vehicular ingress/egress to the subject site from Hypoluxo Road. The only point of ingress / egress from Tract "G" to the subject property will be located along the east property line. This project does not propose any direct connection onto Hypoluxo Road. The project will share and utilize Tract "G" with the other parcels. Tract "G" will not be affected as a result of the proposed development. However, direct access that was originally planned between the subject property and Parcel "0" (parcel to the west) will be eliminated and replaced with a landscape buffer Parking Facility. The Land Development Regulations do not specifically indicate a required parking ratio for the car wash. According to Chapter 2, Section 11.H.5 no fewer than four (4)-parking spaces shall be provided for any nonresidential use. Therefore, the proposed use will require the minimum four (4) spaces for a commercial project. The project proposes nine (9) parking spaces, including one (1) handicap parking space. All parking spaces will be 90 degrees and dimensioned nine (9) feet in width by 18 feet in length, except for the handicap space, which will be 12 feet in width (with 5 feet of striping) by 18 feet in length. The backup distance of the parking lot is 27 feet in width. Parking will be proposed on the eastern half of the subject property The west property line, where the access drive to Parcel "0" was once proposed will be replaced with exit lanes of the car wash. As proposed, vehicles enter the site from Tract "G" from the east and are directed northward towards the tunnel entrance. As vehicles pass through the car wash, they exit the building from the south and are faced with two options. Patrons may either utilize the by-pass lane to exit the facility or proceed to one (1) of five (5) service lanes for extra detailing. Each service lane could accommodate approximately two (2) cars. Landscaping: A landscape buffer 15 feet in width is proposed along the north property line adjacent to Hypoluxo Road. Southern Red Cedar shade trees and Washingtonia palm trees are proposed within this buffer Also, the proposed landscape material along Hypoluxo Road will consist of Redtip Cocoplum hedges, Pentas, and Dune Sunflower The Dune Sunflower plants, however, will be planted on both sides of the row of Redtip Cocoplum and will be visible from both Hypoluxo Road and the interior of the site. The proposed car wash will be built along the west property line since the C-3 zoning district allows for a zero (0) side-building setback. The building proposed within the west landscape buffer will be 124 feet in length. The entire length of the west property line is 249 feet so therefore, the remaining 125 feet of landscape buffer will consist of Cabbage palm, Page 3 Grove Plaza Car Wash- Site Plan Review Staff Report Memorandum No. PZ 02-121 Washingtonia palm, and Southern Red Cedar trees. A row of Redtip Cocoplum hedges will be planted at the base of each tree. The southern landscape buffer adjacent to Tract "G" will be at least 15 feet in width and will contain a portion of the retention area. The dumpster enclosure, located within this landscape buffer towards the southwest corner of the site will have Redtip Cocoplum hedges planted on all three (3) sides. In addition, two (2) Cabbage palm trees are proposed to partially conceal the enclosure from the northern view Dune Sunflower is also proposed in front of the Redtip Cocoplum hedges. The east side landscape buffer will be similar to the others in that it will contain the same landscape material. The monument sign is proposed in the northeast corner of the property Scarlet Hibiscus hedges, Washingtonia palms, Dune Sunflower, and Pentas are proposed around the monument sign. All landscape buffers adjacent to roadways will have landscaping that will conceal the vehicular use area. The plan provides a total of 44 trees and 1,562 shrubs and satisfies the native plant material requirement. Building / Site: Building and site regulations will be fully met when staff comments are incorporated into the permit drawings. The building footprint of the main carwash building will be 3,397 square feet in area. This area consists of the car wash tunnel, lobby, equipment room, office, and vacuum room. This excludes the 675 square foot covered porch area and a 199 square foot service building. The covered porch area will be connected to the front of the building (which faces Hypoluxo Road) and will be the location where the vehicles enter the car wash building. The entrance to the covered porch that leads into the building will be at least 10 feet in height. Likewise, according to the applicant, the canopy area will have a 10-foot clearance. The maximum height allowed for new buildings in the C-3 zoning district is 45 feet or 4 stories. According to the east elevation, the peak of the cornice molding at top of the covered porch area will be 24 feet in height. A waiting patio is proposed near the rear of the building. Community Design: This project was reviewed in part, according to the standards as identified in the Grove Plaza Design Guidelines (1998). The design is compatible with the surrounding built environment and will generally enhance the overall commercial area. The principle building and trim colors are compatible with the colors of the Grove Plaza Design Guidelines (1998). The exterior of the middle wall area, which contains the greatest portion of the wall mass, will have painted light textured stucco finish in a tan color (Behr - Spinx 2A 19-4). The lower wall area will have an 8" by 16" broken face concrete block finish with dark brown color (Behr - Rio Grande 3B21-6). The lower and middle wall area will be accented with half- round decorative molding with a painted light textured finish in a cream color (Behr - Rice Cake 3B17-1). The top third of the building, painted cream like the main portion, will also have 8" by 8" brown colored accent stucco tiles. Above each window will be a polyethylene awning with a metal frame. The awning fabric will be "brown" with one (1) six-inch '1an" stripe. The frames will be white. The canopy, where vehicles will be detailed, will have a tabular steel frame space structure. This will support the polyethlyene canopy The canopy will be white and brown to match the building colors. Decorative metal outdoor lighting fixtures will be attached to the building. They will be painted red. Signage: A freestanding monument sign is proposed in the landscape buffer at the northeast corner Page 4 Grove Plaza Car Wash- Site Plan Review Staff Report Memorandum No. PZ 02-121 of the site. Although an exact dimension was not provided, it appears that the top of the monument sign will be approximately 7 feet - 4 inches in height. The Grove Plaza Design Guidelines (1998) regulates the size and color of monument signs. For example, the maximum allowable signage area (sign face) for a monument sign is 60 square feet. The monument sign may be single or double-face and shall be made of stucco/masonry construction colored either white or off-white. All elements, including the height, color, and material of the monument sign would need to comply with the Grove Plaza Design Guidelines (1998). Staff also recommends placing the site address at the top of the monument sign (see Exhibit "C" - Conditions of Approval). The "Motor City Car Wash" letters will be made of plastic and red in color The "Time to Shine" letter will be blue. Wall signs are proposed on three (3) building sides and collectively, cannot exceed the maximum allowable signage area (72 square feet / See Exhibit "c" - Conditions of Approval). The front fayade (north) will have a sign with red "Motor City and Car Wash" letters and blue "Time to Shine" letters. It will also contain an operating clock. The other two (2) signs omit the "Time to Shine" letters and operating clock. They are proposed on the east and west facades. No signs are proposed on the building's south fayade. All other site signage, such as the menu board and directional signs shall comply with the requirements as specified in Chapter 21 of the Land Development Regulations (see Exhibit "C" - Conditions of Approval). RECOMMENDATION: Staff recommends that this site plan request be approved subject to the comments included in Exhibit "c" - Conditions of Approval. According to the proposed building dimensions, the collective area of all walls signs cannot exceed 72 square feet (Chapter 21, Article IV, Section 2.C.). Provide dimensions for all three (3) wall signs (in tabular format) to confirm that all three (3) signs will comply with this requirement. Include the dimensions of the "bumper" / "clock" as a component of the wall signage area. 7 On the proposed bumper / clock, eliminate the "MC" watermark otherwise, it will be classified as a non-word depiction and would be limited to 20% of the sign erected (Chapter 9, Section 10.1.4 ). 8. May 2, 2002 STANDARD REVIEW COMMENTS NEW SITE PLAN - 1 ST REVIEW GROVE PLAZA CAR WASH FILE NO MPMD 02-001/ NWSP 02-007 RE. I have reviewed the above referenced Site Plans, forwarded to me on April 22, 2002, against the Site Plan Review requirements outlined in the City of Boynton Beach Code of Ordinances (available on-line at www.ci.bovnton-beach.f1.us). Following are my comments with the appropriate Code and Land Development Regulations (LOR) referenced. PUBLIC WORKS Code Requirements 1 Prior to permit application contact the Public Works Department (561-742-6200) regarding the storage and handling of refuse. 2. The required gates for the dumpster shall contain long steel rods to drop into the pavement in order to secure the gates in the open and closed positions. Drilled holes (for concrete) or metal sleeves (for asphalt) shall be provided for the locking rods. 3 Walls for the enclosure shall be provided on three sides and are to be a minimum of 6 ft high and shall be CBS construction with a finish matching that of the adjacent building(s). Accent shrubs shall be provided along the screen wall(s) (LDR, Chapter 7.5, Article II, Section 5.J, Section 5.J and Article III, Section 9.A.9.a, and Chapter 9, Section lO.C.3) ENGINEERING Code Requirements 1 Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's Code requirements at time of application. These permits include, but are not limited to, the following: paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other permitting agencies such as Florida Department of Transportation (FDOT). South Florida Water Management District (SFWMD), Lake Worth Drainage District (L WDD), F,vcida Department of Environmental Protecc.un (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM) and any others, shall be included with the permit request. 2. Show all existing utilities on Site Characteristics Map (Survey) and Site Development plan (LDR, Chapter 4, Section A.3). 3 A "Rider to Site Plan Application" shall be submitted with the permit application as specified in the LDR, Chapter 4, Section 7 G. 4 Provide all information, including existing and proposed elevations, on the Drainage Plan in accordance with the LDR, Chapter 4, Section 7.F 5 Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section 7.F.2. 6. A Lighting Plan including photometrics, pole wind loading, and pole details in conformance with the LDR, Chapter 6, Article IV, Section II, Chaptec 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A will be required at the time of permitting. If possible please provide this information as part of your TRC plan submittals it is much easier to identify and correct any deficiencies now than while you are waiting on a permit! 7 Depict sight triangles on the Site and Landscape Plans (LDR, Chapter 7.5, Article II, Section 5.H.) 8. Add a note to the Landscape Plan that within the sight triangles there shall be an unobstructed cross-visibility at a level between 2.5' and 6' above the pavement (LDR, Chapter 7.5, Article II, Section 5.H.). 9 A proposed 5 foot concrete sidewalk is shown on the Revised Master Site Plan on the west side of Parcel "E" but is not depicted on any other sheets of this submittal. Please indicate if this has been constructed or is to be constructed as part of the development of Parcel "E" Recommendations/Corrections I Indicate to what standard(s) the project is to be constructed; if the FDOT Standard Specifications for Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are recommended since they contain both English and Metric units. Additionally reference the current edition of the MUTCD 2. Show written and graphic scale on all sheets. 3 Staff recommends reconfiguring the entrance driveway to a separated, one-way in, one-way out layout. Move the entrance "lane" north to line up with the front parking area (through the two parking spaces). Narrow the proposed two-lane single driveway to a one-lane exit. The two parking spaces could be moved to in between the two new drives. It is felt that this configuration will improve internal flow 4 Show the sidewalk at the handicap parking at the same elevation as the accessible paths with I 12 ramps up in both directions (FL Accessibility Code 4.6.3). A detail should be provided reflecting this. 5 Revise Note #7, Sheet A-I, to specify the handicap symbol color as white per City Standard Drawings B- 98001 Indicate, by note, that all striping shall be placed in accordance with City Standard Drawings B-9800l 6. The stop sign at the east entrance is incorrectly labeled as #5, it should be labeled #9 7 Consider adding a height restrl~tlOn sign at the front entrance elevation anu adding a "no entry" type sign for the east elevation of the covered porch. 8. Provide typical section(s) for the drainage swale(s) and retention areas on the project. UTILITIES Code Requirements Water and sewer systems exist to service this component of the plaza. 2. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater (see CODE Sec. 26-16(a)). In addition, the LDR, Chapter 6, Article IV, Section 16 requires that all points of each building shall be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants. 3 Comprehensive Plan Policy 3.C.3 4 requires the conservation of potable water City water may not, therefore, be used for irrigation where other sources are readily available.
