Riverwalk Shopping Plaza l Dear Mr Johnson: Yvonne Ziel Traffic Consultants, Inc. was retained to prepare trip generation analysis for a proposed change at the above referenced project located along the southeast comer of Boynton Beach Boulevard and Federal Highway The project has an approval for 102,031 square feet (SF) of retail. The applicant is proposing to add 7,829 square feet of retail for a restaurant (permitted use). Please find enclosed Tables I through 4 which provide the trip generation rates used and the trips generated by the approved project. Tables 5 through 7 provide the trip generation calculations for the proposed project. Trip generation indicates that the proposed addition results in an increase of 92 daily trips, I AM and 7 PM peak trips. Since increase is below 200 daily trips, and the directly accessed links do not exceed the level of ser"ice standards (11,868 peak season volume with 32,500 capacity and 28,201 ADT with 32,500 capacity), a new traffic study is not required. Table I shows the existing (2000-200 I) average daily traffic (ADT) conditions on the impact area roadways and Table 2 provides the peak hour traffic conditions at the same locations. The ADT volumes were obtained from the Palm Beach County 2000-2001 Traffic Volumes Map, the peak hour volumes were detennined by factoring the ADT volumes by 0.093 ASSURED CONSTRUCTION Construction of a northbound left turn lane on Seacrest Boulevard at Woolbright Road is a required improvement by Lowe's of Boynton Beach. ~ Lake Ida R YVONNE ZIEL TRAFFIC CONSULTANTS. The growth rates for the roadway were detennined from these tables, and then applied to the respective links to detennine background traffic growth to 2003 Appendix A contains a table with the growth rate calculations. MAJOR PROJECTS The Palm Beach County (PBC) Engineering Departments major project map and list were consulted to locate those projects needed to be reviewed for consideration in projecting background traffic. The traffic from Lowe's project on Woolbright Road and First Southern Professional Bank was reviewed. The resulting background growth far exceeds the traffic from these projects. Since this is an urban infill area, and the background growth is greater than the committed development traffic, only background growth was applied. On those links with no background growth a 2% growth rate was applied. TRIP GENERATION Trip generation was perfonned using the rates found in the Palm Beach County Impact Fee Ordinance, and the Institute of Transportation Engineers', Trip Generation, 6th Edition. Table 3 shows the trip generation rates used and Table 4 the trips generated by the proposed project. Table 5 provides the Pass-by and New trips. TRIP DISTRIBUTION The trip distribution was based on infonnation provided by the owner/operator of the restaurant. Figure 2 shows the percent project trips and the project volumes on the impact area roadways. PERFORMANCE STANDARDS ANALYSIS Test One Table 6 shows the ADT capacity analysis with the project trips and background growth with the perfonnance standards analysis on those links with project impact greater than one percent of the LOS D capacity Table 7 shows the same infonnation for the peak hour. Figure 3 shows the above infonnation on a map. Woolbright Road, from 1-95 to Seacrest Boulevard, fails the Test One LOS standard. An Alternative Test One analysis was perfonned for this link. Alternate Test One The 2000 peak season, peak hour, peak direction volume was obtained from the Palm Beach County Traffic Division for the failed link. Tables 8, 9, 10, and II show the projected AM and PM peak direction and off-peak direction/peak season/peak hour volumes for the failed roadway link. All of the peak direction link LOS standards are met. The turning movement counts were obtained from the PBC Traffic Division and a new traffic count perfonned on December 6, 2000. Intersection analysis resulted in the following critical movements: INTERSECTION Woolbright Rd & 1-95 Woolbright Rd & Seacrest Blvd AM 1,041 1,194 PM 1,292 1,160 STATUS Under/Near Capacity UnderfUnder Capacity Since the above intersections meet the LOS standards, the project meets the Test One requirements. Appendix B contains the count data and capacity analysis worksheets. Test Two There are no Test Two impacted roadways within the project impact areas; therefore the project meets the Test Two Standards. Drivewav Analvsis The projects' has cross access through the Riverwalk Shopping Plaza site and adds minimal trips to the driveways.
