A walking assessment of a site owned by John Therien occurred on March 21,
2002. The following is an environmental assessment on the undeveloped
property near the south side of Woolbright Ave. in Delray Beach. The site was
reviewed by the Biological team of Cotleur & Hearing, Inc. for the purposes of
providing an overview Environmental Assessment on the undeveloped piece of
property
The site is located on the west bank of the Intracoastal Waterway, and
specifically immediately south of the south edge of the Winn Dixie parking lot.
Specifically it is described as a tract of land in the southeast corner of Lot 2 of
Rousseau's subdivision, as recorded in plat book. page 14, public records of
Palm Beach County, Florida. The site is approximately 0.23 acres in size
Existing Conditions
A walking inventory confirmed the domination of the site by exotic species of
plants. The canopy and dominant plant found 011 this site is the exotic Australian
pine tree (Casuarlna equisetifo/ia). Beneath these trees the middle story
contains the exotic Brazilian Pepper (Sch/nus terebinfhifolius) The understory
contains the exotics, woman's tongue (A/b;z;a leobecl<), seedlings of Carrotwood
(Cupaniops;s anacardioides), Ragweed (Ambrosia arlemisiifo/ia). Life plant
(Kalanchoe ssp.), Madagascar periwinkle (Vinca minor), and the landscape grass
Floratam (Stenotaphrum secundatus). The only native plant encountered is
Poison Ivy (Toxicodendron radicans).
Immediately adjacent to the existing seawall is the exotic tree, the Seaside
Mahoe (Thespesie populinea), and along the seawall were several bushes of
flowering Oleander (Nerium oleander). There were no mangrove seedlings, nor
native vegetation in the vicinity of the seawall A single limb of a White Mangrove
(Laguncularia racemosa) arches over the site. 1 he mangrove is rooted on the
property to the south, and hangs over the site b~ approximately ten (10) feet.

It is at least twelve (12) feet above the level of the lot and should not pose any
problems with the development of the lot. If at any time it is deemed that this
limb poses an obstacle to site development or function. a permit must be sought
from the state Department of Protection DEP, and the City of Delray, prior to any
alteration.
Upland Areas
The entire site has been filled many years ago with clean fill and the seawall
appears to have been installed at the same time as the seawall for the
immediately adjacent shopping center There were not any listed plant species
found, nor would any be expected to be found as a result of the overwhelming
presence of the exotics.
Endangered/Threatened Species
A search for animals and specifically listed animals did not reveal any to be
present. There were no feathers, tracks, scat, nE!sts, nor dens discovered, nor
would any be reasonably expected to have been found. The highly degraded
nature of the site and the dense growth of exotics typically prevents use by most
animals.
Results
The entire site would be considered an upland that currently supports exotic plant
specie. There is no evidence that any listed, protected animal species utilize the
site.
