We offer the following comments on the above noted project:
GENERAL COMMENTS
2. All utility easements are shown on the rectified site plan and landscaping drawings; we
will determine which trees may interfere with existing utilities. In general, palm trees
will be the only tree species allowed within utility easements. Canopy trees may be
planted outside of the easement so that roots and branches will not impact those utilities
within the easement in the foreseeable future. LDR Sec. 7.5-18.1 give public utilities the
authority to remove any trees that interfere with utility services, either in utility
easements or public rights-of-way.
The Utilities Department does not approve of a CBS screen wall or continuous heavy
landscape visual screen barrier within its utility easement along the west property line of
this project. Palm tree cluster(s) staggered on either side of the existing water main may
be planted to satisfy the screening intent. However, the Utilities Department will field
locate the water main at the time of landscape planting to insure that no trees are installed
that would be detrimental to the existing water main. Low shrubbery is permissible
provided that the applicant executes a "Hold Harmless" agreement in the event the
Department is required to excavate any portion of the utility easement to repair and/or
replace any portion of the existing water main that would damage and/or destroy said
palm tree clustering or said low shrubbery.
10. Fire flow calculations will be required demonstrating the City Code requirement of 1,500
g.p.m. at stated in LDR Chap. 6, Art. IV, Sec. 16, or the requirement imposed by
insurance undetwriters, whichever is greater (see CODE Sec. 26-16(a)).

11. Water and sewer lines to be owned and operated by the City shall be included within
utility easements. Please show all proposed easements on the engineering drawings,
master site plan and landscape plan using a minimum width of 12 feet. The easements
shall be dedicated via separate instrument to the City as stated in CODE Sec. 26-33(a).

I have reviewed the above referenced Site Plans, forwarded to me on August 22, 2001, against
the Site Plan Review requirements outlined in the City of Boynton Beach Code of Ordinances.
Following are my comments with the appropriate Code and Land Development Regulations
(LDR) referenced.
Code Requirements
1. Provide a signed and sealed survey, not older than six (6) months, in accordance with the
provisions ofLDR, Chapter 4, Section 7.A.
2. Show all existing utilities on Site Development plan (LDR, Chapter 4, Section 7.A.3).
3. Provide drainage plans and design data for site drainage as specified in the LDR, Chapter 6,
Article IV, Section 5. Indicate, by note, that storm water will be contained on site (LDR,
Chapter 23, Article ILF.). Any work done within the right-of-way and/or to existing facilities
within the right-of-way will require review, approval and permitting by Palm Beach County
and the Florida Department of Transportation.
4. Provide a drainage plan in accordance with the provisions of LDR, Chapter 4, Section 7.F.
Provide permit modification data for Woolbright Plaza Surface Water Permit.
5. Provide data of underground soil conditions (LDR, Chapter 6, Article IV, Section 9).
6. Show location of proposed lighting on Site Plan and Landscape Plan (LDR, Chapter 4,
Section 7.BA). Provide a Lighting Plan including photometries, pole wind loading, and pole
details in conformance with the LDR, Chapter 6, Article IV, Section 11, Chapter 23, Article
I, Section 5.B. 7 and Chapter 23, Article II, Section A.

7. Sidewalks shall be four (4) feet wide along local streets, and five (5) feet wide along streets
of higher classification (LDR, Chapter 6, Article IV, Section 10.T., and Chapter 22, Article I,
Section 5).
8. Sidewalks adjacent to parking lots shall be continuous through driveways to mark pedestrian
paths and shall be 6 in. thick within driveways (LDR, Chapter 23, Article II, Section P).
9. Sidewalks shall meet or exceed State Handicap Code requirements and comply with the
Standard Building Code and amendments thereto (LDR, Chapter 23, Article II, Section K).
10. Add a note to the Landscape Plan that within the sight triangles there shall be an
unobstructed cross-visibility at a level between 2.5' and 6' above the pavement (LDR,
Chapter 7.5, Article II, Section 5.H.). Show sight triangles graphically on the Site Plan and
Landscaping Plan. Reference FDOT Standard Index 546 for the sight triangles along all
collector and arterial roadways.
11. Site and Landscape Plans shall be at the same scale (LDR, Chapter 4, Section 7.C.1). The
preferred scale is 1 "=30'.
12. Replace or relocate large canopy trees adjacent to light fixtures to eliminate future shadowing
on the parking surface (LDR, Chapter 23, Article II, Section A.1.b).
13. Provide Signing and Striping Plans in accordance with the LDR, Chapter 6, Article II,
Section 17 and Chapter 23, Article II, Section B, which identifies all necessary traffic control
devices such as stop bars, stop signs, double yellow lane separators striping, directional
arrows and "Do Not Enter" signage, etc. Provide, delineate and stripe a "Loading Area";
include a pavement message in yellow indicating "No Parking - Loading Zone". Also see
City Standard Drawings B-98001 and B-90013 for striping details.
The fire lane signage and markings shall conform to LDR Chapter 23, Article II, Sections B.
& M. The 3-foot high "Fire Lane" words shall be placed along both lanes and staggered.
14. At the entrance driveways show double, 4 inch yellow stripes separating the ingress and
egress lanes (LDR, Chapter 23, Article I, Section B).
15. The driveway width of35 ft. exceeds the maximum allowed by the LDR, Chapter 23, Article
II, Section H.1. A variance shall be required.

16. Indicate, by note, that the color and texture of the dumpster enclosures shall match the
building (LDR, Chapter 9, Section 10.E, and City of Boynton Beach Standard Drawing A-
88007). Show on the detail that drop pins and sleeved holes will be provided to secure
dumpster enclosure gates in the open and closed positions.
17. Provide details for curb, curb & gutter, and sidewalk conforming to the LDR, Chapter 23,
Article ILE.
18. Indicate, by note, that Phase 2 and 3 areas will be seed and mulched prior to issuance of a
Certificate of Occupancy for the Phase 1 building (LDR, Chapter 8, Article IV, Section E,
and LDR, Chapter 7.5, Article I, Section 19.C).
Recommendations/Corrections
1. Indicate the current version of the Manual on Uniform Traffic Control Devices in the Paving
and Drainage General Notes.
2. Proof of other agency permits shall be required prior to the issuance of other permits.
3. Show written and graphic scale on all sheets
4. Provide more information regarding the note "Proposed Right Turn Lane" on Woolbright
Road, Sheet 2, Preliminary Engineering Plan.
5. Indicate stall widths on plans.
6. Provide a detail of the Handicap Parking sign per City of Boynton Beach Standard B-90012.

1. Add to the buildings that are depicted on the drawing titled site plan a labeled symbol
that identifies the location of the handicap accessible entrance doors to each building.

2. On the floor plan drawings, add a labeled symbol that identifies the location of the
handicap accessible entrance doors to each building. The location of the doors shall
match the location of the accessible entrance doors that are depicted on the site plan
drawing. Florida Accessibility Code for Building Construction, Section 4.1.2, 4.3.
3. Add a labeled symbol to the site plan drawing that represents and delineates the path of
travel for the accessible route that is required between the accessible parking spaces
and the accessible entrance doors to each building. The symbol shall start at the
accessible parking spaces and terminate at the accessible entrance doors to the
building. The symbol shall represent the location of the path of travel, not the location of
the detectable warning or other pavement markings that are required to be installed
along the path. The location of the accessible path shall not compel the user to travel in
a drive/lane area that is located behind parked vehicles. Identify on the plan the width of
the accessible route. (Note: The minimum width required by the code is forty-four (44)
inches). Add text to the drawing that would indicate that the symbol represents the
accessible route and the route is designed in compliance with Section 4.3 (Accessible
Route) and 4.6 (Parking and Passenger Loading Zones) of the Florida Accessibility
Code for Building Construction. Please note that at time of permit review, the applicant
shall provide detailed documentation on the plans that will verify that the accessible
route is in compliance with the regulations specified in the Florida Accessibility Code for

Building Construction. This documentation shall include, but not be limited to, providing
finish grade elevations along the path of travel.
4. On the drawing titled site plan, identify and label the symbol that represents the property
line.
5. The building plans are not being reviewed for compliance with the applicable building
codes. Therefore, add the words "Floor plan layout is conceptual" below the drawing
titled Floor Plan found on sheets A-1 & A.1.1. However, add to the floor plan drawing a
labeled symbol that identifies the location of the handicap accessible entrance doors to
each building. The location of the doors shall match the location of the accessible
entrance doors that are depicted on the site plan drawing.
6. As required by Chapter 4, section 7 of the Land Development Regulations, submit
elevation view drawings of the building(s). Dimension on the drawing the overall height
of the building S . The overall height of a building shall be measured from finish grade to
the highest point of the roof or parapet wall. The overall height of the building s shall
not exceed the height limitations of the Zoning Code.
7. Add to the site plan drawing all existing easements that are shown on the survey. Also,
add all proposed easements. The location, type and size of the easement s shall be
shown and identified on the site plan. Where applicable, amend the plans so that
structures do not encroach into an easement.
8. Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 of the 1997 edition of the Standard Building Code.
9. Add to the site data the number of stories in the building including identifying
mezzanines, where applicable. Indicate within the site data the overall height of the
buildings. The overall height of the buildings shall not exceed the height limitations of the
Zoning Code.
10. On all floor plan drawings, indicate within the footprint of the building the number of
stories that are in the building including, where applicable, mezzanines.
11. At time of permit review, submit signed and sealed working drawings of the proposed
construction.
12. At time of permit review, submit a copy of the recorded resolution that verifies the
abandonment of the allev. riqht-of-wav or easement.
13. At time of permit review, submit for review an addressing plan for the project.
14. Add to all plan view drawings of the site a labeled symbol that represents the location
and perimeter of the limits of construction proposed with the subject request.

CODE REQUIREMENTS
1. The site plan and master plan design documents shall adhere to Chapter 9 of the
Code of Ordinances of the City of Boynton Beach entitled "Fire Protection and
Prevention." This ordinance adopts NFP AI, Fire Prevention Code, 1997 edition,
and NFPA 101, Life Safety Code, 1997 edition.
2. Design documents shall demonstrate compliance with LDR Chapter 6, Section 16,
which provides requirements for hydrants. Hydrants in commercial applications
shall be no more than 300 ft. apart and the remotest part of any structure shall be
no more than 200 ft. from a hydrant. Connections shall be to mains no less than 6
inches in diameter. In addition to domestic requirements at a residual pressure of
not less than 20 psi, a fire flow of at least 1500 gpm is required.
3. Design documents where underground water mains and hydrants are to be
provided, must demonstrate that they will be installed, completed, and in service
prior to construction work per NFP A 1, (1997) Section 41-2.3.2.
4. Pursuant to City Ordinance 9-3F, the Fire Marshal has developed an
Administrative Order dated May 9, 2001, that provides the minimum performance
for all security gates and emergency access. Another Administrative Order dated
May 15,2001 addresses Knox Box storage of information for responding
emergency personnel.
5. Design documents must demonstrate compliance with the requirements for fire
lanes that are provided in Section 9-21 of the City Ordinances. Signing and
marking are described in LDR Chapter 23 Section B2
6. Fire Lanes shall be provided at the start of a project and be maintained throughout
construction for access per NFP A 1, Section 41-2.1.
7. City Ordinance Section 9-6,3.17-11 requires approved automatic fire sprinkler
systems throughout the following:
a) Institutional or educational buildings, hospitals, nursing homes, homes for
the aged, convalescent centers, rehabilitation facilities, day care centers for
more than 12 clients under 1 year of age, adult congregate living facilities,
and all occupancies and uses of similar nature.
b) All wood or partial wood frame buildings or structures which are 2 stories
or more than 20 ft. in height as measured from finish ground floor grade to
the underside of the topmost roof assembly.
c) All buildings or structures regardless of the type of construction which are
3 stories or more in height or all buildings or structures in excess of 30 ft.
in height as measured from finish ground floor grade to the underside of
the topmost roof assembly.
d) All buildings or structures regardless of the type of construction that are in
excess of 12,000 square feet per floor.
e) All portions or sections of buildings or structures which are below grade
or which constitute the basement area of a building or structure regardless
of square footage of floor area or type of construction.

RE: 9-71 Boynton Beach Fire Code
It is now a requirement to install an approved keyed lock box to store safety data sheets, floor
plans, site plans, and building access keys for authorized use in the case of an emergency by
the Fire Rescue Department. The approved keyed lock box must be installed within ninety (90)
days of receipt of this written notice from the Fire Rescue Department. The specifications and
location of the required keyed lock box shall be as designated by the Fire Rescue Department.
The National Fire Protection Association (NFPA) Standard 704, Standard System for
Identification of the Fire Hazards of Materials, shall be incorporated with the application of the
keyed lock box to provide exterior warning symbols for emergency responders. Hazardous
materials identification placard(s) shall be installed in accordance with NFPA Standard 704.
Applications for an approved keyed lock box may be obtained by mail by calling 742-6600 or
fax your request to 364-7382.
The Fire Rescue Department may direct that the items specified above be revised or reinstalled
at any time. The City shall bear no expense for initial or subsequent work required of a user
under this section.

INFORMATION LETTER
Hazardous substances and hazardous waste which are present in the community may pose
acute and chronic health hazards to individuals who live and work in the City of Boynton Beach
if such individuals are exposed to these substances as a result of fires, spills, industrial
accidents or other types of releases or emissions. Emergency service personnel in the City
have a need to know of the use and dangers of hazardous materials in the community in order
to plan for the response to potential emergencies and exposure to such materials. Basic
information on the location, type and the health risks of hazardous materials being used or
stored in the City is not now sufficiently available to firefighters, health officials, planners, and
other emergency response personnel. Disclosure of such information is essential to these
persons in meeting their responsibilities for the health and welfare of the community.
Hazardous Material: means any substance or product for which the manufacturer or producer is
required to prepare a Material Safety Data Sheet (MSDS) for the substance or product pursuant
to the Superfund Amendments and Reauthorization Act (SARA) Title, III, October, 1986 and/or
Chapter 252, Florida Statutes the Florida Hazardous Materials Emergency Response and
Community Right-To-Know Act, July, 1988, provided that a substance may additionally be
deemed a hazardous material or hazardous waste upon a finding by the Fire Chief that the
substance, because of its quantity, concentration or physical or chemical characteristics, poses
a significant potential hazard to human health and safety or to the environment if released into
the community. Should the Fire Chief at any time determine that otherwise exempted materials
should be subject to disclosure, the Fire Chief may require the submission of a disclosure form.
Hazardous waste: means any material that is identified in the Code of Federal Regulations,
Title, 40, Sections 261.31-261.33.
DISCLOSURE FORM REQUIREMENTS AND EXEMPTIONS:
Filing of a Hazardous Material Disclosure Form.
1. Any person who uses or handles a hazardous material must semiannually,
during the months of January and July, submit a complete disclosure form to the
Boynton Beach Fire Rescue Department.

and distribution of these products are not exempt. However, pesticides,
herbicides, and ammonium nitrate fertilizers over the required disclosure
amounts are not exempt from disclosure.
c) Any person, while engaged in the transportation or storage of hazardous
; materials, within the provisions of Title 49 of the Code of Federal
Regulations, Subchapter c, as exists or as hereafter amended or
changed.
d) Infectious waste generated by hospitals, medical centers, clinics, and
other health care facilities.
7. Record keeping; exemption from public disclosure.
a) Upon receipt of a disclosure form, the Fire Rescue Department shall
maintain files of all disclosure forms received.
b) Under the provisions of 252.88(3), Florida Statutes, any and all
information, including but not limited to, site plans and specific location
information on hazardous materials furnished to the Fire Rescue
Department pursuant to this section shall be confidential and exempt from
the provisions of 119.07(1), Florida Statutes.
Enforcement. The Fire Chief or designee is authorized and empowered to enforce the
provisions of this Chapter. The enforcement may include the inspection of hazardous materials
in use, storage, or disposal, review of hazardous materials records, the sampling and testing of
haza~dous materials, and other activities directly related to the enforcement of this section. No
person shall obstruct or interfere with the Fire Chief or designee in the performance of these
duties.
Violations. In addition to the 'penalties and remedies provided in section 252.66, Florida
Statutes, any violations of the provisions of this section shall be punishable as provided for in
section 2-91 and 9-61 of the City of Boynton Beach Code of Ordinances.

2. Any person, who, during the calendar year, for the first time becomes a user or
handler of any hazardous material, must submit a completed disclo~ure form to
the Boynton Beach Fire Rescue Department within fifteen (15) days of becoming
a user or handler. Thereafter, any such user or handler shall comply with the
provisions of Subsection (b) (1) above.
3. The City of Boynton Beach Fire Rescue Department may, upon written notice,
require the submittal of a disclosure form of any user or handler. The user or
handler shall submit a completed disclosure form within fifteen (15) days.
4. Any person required to submit a disclosure form pursuant to this Section shall file
with the Boynton Beach Fire Rescue Department an updated disclosure form'
within fifteen (15) days of any of the following:
a) A change in business address.
b) A change in business ownership.
c) A change in business name.
d) Cessation of business operations.
e) The use or handling of a previously undisclosed hazardous material.
f) A significant change in the use, handling, or manufacturing of a hazardous
material for which disclosure has been previously made.
g) The hazardous characteristics of every hazardous material disclosed,
including, but not limited to, toxicity, flammability, reactivity, and corrosivity as
may be required by the Fire Rescue Department.
5. Upon request, all users must provide the following information:
a) To the Fire Rescue Department, any information determined by the
Department to be necessary to protect the public health, safety, or the
environment.
b) To any physician, where the physician determines that such information is
necessary to the medical treatment of his or her patient and to the extent
allowed by law.
6. Exemptions From Disclosure. The following materials or persons are exempt
from disclosure re'quirements:
a) Hazardous materials or substances contained in food, drug, cosmetic, or
tobacco products.
b) Hazardous materials contained solely in consumer products packaged for
use by and distributed to the general public unless the product is
repackaged or altered in any way; provided, however, the manufacture

RE: Security Gates and Emergency Access
To Whom It May Concern:
Boynton Beach Fire Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations. The proliferation of security gated
communities has resulted in many problems for responding emergency apparatus trying to gain
entry.
The minimum performance for all security gates shall be as follows:
1. All security/entrance gates must have an electronic key number pad.
2. The keypad will allow entrance by the simple act of pushing four (4) or five (5) buttons.
3. All gates must have a security entry code approved in advance by the Fire Marshal.
4. Gates may be operable by telephone from our dispatch office. A phone call from our
dispatchers will open the gate and a second call will be required to close the gate.
5. In case of power failure, the gate shall open automatically and remain open.
6. An exception will be where a 24-hour security guard is stationed at the gate.
7. A back-up device such as an authorized security box or key switch is required to operate the
gate in the event the number pad entry does not work.
8. A key box shall be installed for such areas or buildings when the Fire Marshal determines
that access is necessary for all life-saving or fire-fighting purposes. The type and location of
the key box shall be approved by the Fire Marshal and shall contain:
· Keys to locked points of egress, whether in common areas or on the interior or exterior
of such buildings;
· Keys to locked mechanical equipment rooms;
· Keys to locked electrical rooms;
. Keys to elevator controls.
9. No other code numbers, operating methods, or key systems will be kept on file by the Fire
Rescue Department.
10. In the event that our units are unable to gain rapid entry with the above methods, it will
require the use of rapid forcible entry methods to gain entry. The City of Boynton Beach
and/or the Fire Rescue Department shall not be responsible for, or incur any costs as a
result of gaining access to a specific area.
11. Information on where authorized key security boxes can be purchased is available from

We offer the following comments on the above noted project:
GENERAL COMMENTS
1) All utility easements shall be shown on the rectified site plan and landscaping drawings so that we
may determine which trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future.
LDR Sec. 7.5-18.1 give public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2) Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE Sec. 26-12).
3) Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m.
as stated in LDR Chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater (see CODE Sec. 26-16(a)).
4) CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this project either upon
the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
5) Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may
not, therefore, be used for irrigation where other sources are readily available.

SPECIFIC CONDITIONS
1. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, master site plan and
landscape plan using a minimum width of 12 feet. The easements shall be dedicated via separate
instrument to the City as stated in CODE Sec. 26-33(a).
2. This office will not require surety for installation of the water and sewer utilities, on conditions
that the systems be fully completed, and given to the City Utilities Department before the first
permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining
the Certificate of Occupancy.
3. Appropriate backflow preventers will be required on the domestic water service to the building,
and the fire sprinkler line ifthere is one, in accordance with CODE Sec. 26-207.
4. A building permit for this project shall not be issued until this Department has approved the plans
for the water and/or sewer improvements required to service this project, in accordance with
CODE Sec. 26-15.
5. Construction details as shown on Civil Engineering (CE) sheet 2 of 2 will not be reviewed for
construction acceptability at this time. All utility construction details shall be in accordance with
the Utilities Department's "Utilities Engineering Design Handbook and Construction
Standards" manual; they will be reviewed at the time of construction permit application.
6. Likewise, paving, drainage and site details as shown on CE sheets 1 & 2 of 2 will be reviewed for
constructability at the time of construction permit application.
OTHER COMMENTS
A. The proposed site configuration as shown on the Landscape Plan does not match the proposed
site configuration as shown on the Preliminary Site Plan and Preliminary Engineering Plan.
Resubmit a correct Landscape Plan.
B. Typical Parking Space Detail shown on Engineering Sheet 1 of 2 is unacceptable. Compact
spaces are not permitted. Minimum parking space is 9' x 18'. Access to any handicap parking
space (12' x 18') is via a 5-foot path (ramp). No vertical separation can be greater than 12 inch.
Line striping between parking stalls shall be 12 inches (out-to-out).

Since this project is phased, a both a site plan and master plan is required for the submittal. However, this
site plan may also serve as the master plan but it is only valid for one (1) year from the date of City
Commission approval and an additional fee is required. Indicate the timing for the phasing.
The drive-thru lane for the Walgreens pharmacy will require conditional use approval.
The maximum allowable height in the C-3 zoning district is 45 feet. Any structures or appurtenances
exceeding this limit will require approval of a variance (Chapter 2, Section 7.H.14). The proposed height
should be indicated in the tabular data of the site plan.
Remove the watermark "Preliminary" from the Walgreen floor plan.
The building area and proposed uses in the traffic impact analysis do not match the area (57,750 square feet
vs. 59,290 square feet) and uses on the site plan. Please clarify the differences between the two documents.
All plans must match. The site plan and civil plan do not match the irrigation or landscape plan.
On the site plan, the directional bearing "N89058'53"W" located along the southern property line does not
match the directional bearing on the survey. This discrepancy must be corrected.
On the site plan, the directional bearing "S890 18' 1 O"W" located along the northern property line does not
match the directional bearing on the survey. This discrepancy must be corrected.
On the site plan, the directional bearing "NOoo01 '07"E" located along the western property line does not

No compact parking spaces are permitted. All 900 parking stalls must be 9 feet by 18 feet as shown in the
parking typical.
The configuration of the one-story building (proposed W algreens) on the floor plan does not match the
landscape plan.
All rows of parking spaces must identify the correct number of parking spaces in that row. On the site
plan, two (2) rows of parking spaces within Phase II omit this label.
On the site plan, the row of parking spaces just north of the four story building contain eight (8) spaces but
only indicates seven (7) spaces.
The site plan needs to identify the most westerly 12-foot drainage easement area that runs north and south.
The site plan tabular data must itemize each proposed use / area in square feet and their respective parking
requirement calculations. Indicate the formula used to derive the parking requirement.
Provide cross access agreements between the subject property and the property to the south. Show the
existing driveway of the property to the south to ensure that this access is aligned correctly.
The site plan must show the location of fire hydrants.
In order to ingress / egress onto Congress A venue, this project must obtain authorization from all applicable
governing agencies, such as the Florida Department of Transportation, prior to the issuance of any building
permits.
Indicate the location of off-street loading areas (Chapter 2, Section 11.1.).
The site plan tabular data must indicate the proposed and required building setbacks.
Include a color rendering of all elevations prior to the Planning & Development Board meeting (Chapter 4,
Section 7.D.2.).
Submit a color sample / swatch of all major exterior finishes. Each sample and / or elevation shall include
the manufacturer's name and color code (Chapter 4, Section 7.D.l.).
The roots of the Ficus species can cause damage to public roadways or other public works. No new Ficus
hedges or trees are permitted (Chapter 7.5, Article II, Section C.2.).
All required trees in landscape buffers adjacent to public rights-of-way shall be at minimum 12 feet overall
height and 3 caliper inches when planted. This directly relates to the required Live Oak and West Indies
Mahogany trees proposed within the north, south, east, and west landscape buffers (Chapter 7.5, Article II,
Section 5.C.2.).
The landscape buffers adjacent to Woolbright Road and Congress Avenue rights-of-way shall contain two
layers of plant material. The first layer shall be a combination of colorful groundcover plants and a
minimum of two colorful shrub species planted in a continuous row. The next layer shall consist of a
continuous hedge or decorative site wall. The continuous hedge (2nd layer) shall be a minimum of 24
inches in height, 24 inches in spread and planted with tip-to-tip spacing immediately after planting. The
hedge shall be maintained at four (4) feet. If a decorative site wall is used, it shall be constructed not less
than three (3) feet in height (Chapter 7.5, Article II, Section 5.D.).
All trees proposed in perimeter landscape buffers shall be spaced one (1) tree per every 30 linear feet, not
(1) tree per every 40 linear feet as currently shown on the landscape plan. In addition, this requirement
must be indicated as such in the tabular data on the landscape plan (Chapter 7.5, Article II, Section 5.D. and
Chapter 7.5, Article II, Section 5.E.).
The pavement of the parking area may not extend to the property line. A landscape buffer of two and one-
half (2 Yz) feet is required between the parking area and the property line along the southern property line
(Chapter 7.5, Article II, Section 5.E.).
The hedge along the west and south landscape buffer shall be installed at 24" in height but neither
maintained no less than four (4) feet nor greater than six (6) feet in height. In addition, it should be
installed with 24 inches in spread and planted with tip to tip spacing immediately after planting to
adequately cover the planted areas. The focus of this landscape material will be to minimize the visibility of
the parking area from the adjacent properties and surrounding rights-of-way (Chapter 7.5, Article II,
Section 5.E.).
The maximum width of the north and east accessways is 32 feet. An administrative driveway width waiver
is required for both driveway openings. (Chapter 7.5, Article II, Section 5.F.).
Place a note on the landscape plan indicating that mulch other than Cypress shall be used and maintained
for landscape purposes (Chapter 7.5, Article II, Section 5.C.8.).
Provide two (2) additional signature trees, such as Yellow Elder, Tibouchina granulosa, or Bougainvillea at
both project entrances. Note that signature trees do not contribute toward the total number of required
perimeter trees or parking area interior landscaping. (Chapter 7.5, Article II, Section 5.G.).
The dumpster enclosure shall be screened with appropriate hedge material on three (3) sides. Provide
accent shrubs along the screen walls (Chapter 7.5, Article II, Section I.J).
Landscaping at project entrances shall contain a minimum of two (2) colorful shrub species on both sides of
the entrance and a signature tree (Chapter 7.5, Article II, Section 5.N.).
The base of the proposed monument sign shall be enhanced with colorful groundcover plants and a
minimum of two (2) colorful shrub species (Chapter 7.5, Article II, Section 5.0.).
Provide a detail of the proposed monument sign located in the northeast comer of the property. Include
exterior dimensions, sign area, materials, and colors. The monument sign must be at least ten (10) feet
from the property line and the sign face may not exceed 64 square feet in area (Chapter 21, Article IV,
Section 2.B.). In addition, clearly identify the site address at the top of the monument sign.
Since, no photometric plan was provided with this submittal, show the location of all outdoor freestanding
lighting fixtures on the site plan and landscape plan. On the site plan or separate sheet, provide a detail or
typical of all outdoor freestanding lighting fixtures. The detail must include the pole material, height, and
color. The design, style, and illumination level shall be compatible with the building design (height) and
shall consider safety, function, and aesthetic value (Chapter 9, Section 10.F.1.).
The dumpster enclosure shall resemble with respect to the color and materials, the design of the principal
buildings and shall be integrated with other site elements (Chapter 9, Section 10.E.3.).

All above ground mechanical equipment such as exterior utility boxes, meters, and transformers, shall be
visually screened (Chapter 9, Section 10.CA.).

Unloading and loading areas shall be screened form streets and public view by a buffer wall or continuous
vegatative buffer (Chapter 9, Section 1O.C.1.).
Sculptures, fountains, gardens, pools, and benches shall be encouraged within the site design (Chapter 9,
Section 1O.H.). Staff recommends creating a plaza between the two (2) buildings and relocating all
buildings closer to the public rights-of-way.
Signs shall be designed and treated as part of the architecture of a building and shall be reviewed at the
time of site plan review. On the elevations, indicate the color, type, height, and area of all wall signs
(Chapter 9, Section 10.1.1.).
The number of colors used for tenant signage for multiple tenant buildings shall be limited to two, in
addition to white and black. Colors of nationally registered copy of tenants within the building shall be
included in this limitation (Chapter 9, Section 10.1.3).
Non-word depictions on signs shall be limited to 20% of the area of the sign erected (Chapter 9, Section
10.1.4.).
Indicate the type of roofmg material of the 4-story building. Buildings or structures, which are perceived as
part of a present or future group of buildings, shall exhibit similar, unifying design elements. This entire
project can be considered a "group" of buildings (Chapter 9, Section 11.C.).
Rooftops will be treated as part of the building elevation. All rooftop equipment must be completely
screened from view at a minimum of 600 feet (Chapter 9, Section 11.E.).
The maximum wall sign area for the Walgreens store and the other unknown tenants shall be limited to 207
square feet combined for the north and east elevation (Chapter 21, Article IV, Section 2.C.).
Street sidewalks adjacent to parking lots shall be continuous through all driveways and shall be six (6)
inches thick within driveways (Chapter 23, Article 2.P.).
Separate vehicular and pedestrian circulation systems on a site are encouraged. Provide a pedestrian path /
linkage from the perimeter sidewalk to the building entrances.

The 45-foot utility / access easement symbols (arrows) do not completely designate the entire width of the easement area.
A buffer wall will be required along the west property line where the subject property abuts a residential district. Said buffer wall shall
be at least six (6) feet in height and painted on both sides. The buffer wall shall not abridge any easement rights or be constructed over
any existing utilities in any easement area and shall be setback two (2) feet from adjoining property lines (Chapter 2, Section 4.L.).
