no more than 15,350 square feet of general commercial retail (10,000 of which is on
the first floor of the office building), and an approximately 12,400 square foot
pharmacy with drive-in. The site is currently occupied by an approximately 8,000
square foot drive-in bank, which is to be demolished.

Kimley-Horn and Associates, Inc. was retained to prepare a traffic impact analysis
for the project. This document presents the methodology used and the findings of
these analyses.
The traffic impact analysis was conducted in accordance with the updated Traffic
Performance Standards of Palm Beach County. The analysis used current data
available from Palm Beach County. The buildout year for the proposed development
is 2002.

The location of the site is shown in Figure 1.
Planning Data
Access to the development will be provided through one right-in, right-out only
driveway on Woolbright Road and one right-in, right-out only driveway on Congress
Avenue. Cross access will be provided to the adjacent development to the south.

Traffic Generation
The daily traffic generation for the development was based on trip generation rates
published by Palm Beach County. Peak hour characteristics were based on
infonnation published in the Institute of Transportation Engineers' Trip Generation
Report (6th Edition). Table I presents the proposed potential trip generation for the
project site. Pass-by rates published by Palm Beach County were used in the
analysis. Internal capture of trips between complimentary uses was assumed to occur.
The trip generation potential of the existing bank on the site was removed from the
total trip generation to obtain the net new external trips. Only the net new external
trips are subject to compliance with the Countywide Traffic Performance Standards.
Traffic Distribution
From a review of the existing and approved development in Palm Beach County and
considering the arterial network with its travel time characteristics, the external traffic
distribution was calculated. These were summarized by general directions and are
depicted below:

Traffic Assignment
The distributed external trips for the project in 2002 were assigned to the roadways
within the radius of influence, both in terms of daily external trips and AM and PM
peak hour volumes. The project assignment is illustrated in Figure 2.
Based on the net impact of the project, it was determined that the maximum radius
of development influence for Test I of the traffic performance standards is two (2)
miles while the Test 2 radius of influence is one (I) mile.

BACKGROUND TRAFFIC
Background traffic is comprised of two components:
· Traffic from the unbuilt portions of approved major developments
· Historical growth
Traffic from the recently constructed Wal*Mart Supercenter, the proposed BJ's
Wholesale Club, and the proposed Sonny's Restaurant north of the site were also
included in the analysis. A summary of traffic from these projects is included in the
Appendix. No other major projects would contribute greater than ten percent (10%)
of the level of service standard on any link significantly impacted by the project
during its buildout time frame.
According to the requirements of the Traffic Performance Standards of Palm Beach
County, existing traffic volumes were grown by factors determined by a review of
growth data published by Palm Beach County.
The total background traffic was determined for each link within the radius of
development influence by applying an annual growth rate through the buildout year
and adding approved project traffic.

ASSURED CONSTRUCTION
The existing laneage for each link analyzed was identified. A review of the Five-
Year Plans of Palm Beach County and the Florida Department of Transportation, as
well as those improvements committed by the developers of projects in the area was
made to identify pertinent roadway improvements. No roadway improvements are
planned in the study area.

LINK EVALUA TION
Test 1
A link performance standard evaluation was undertaken for each link considering its
total traffic volume and the roadway laneage to be in place in 2002. Project traffic
and total traffic for 2002 are shown in Tables 2 and 3 for daily and average peak hour
conditions. As can be seen, all roadway links upon which the project has significant
impact meet the average daily and peak hour level of service standards through 2002.
Test 2
The Model Test 2 indicates a radius of influence of one mile from the site. No
roadway segments on the Test 2 failure list lie within the project's one mile of
development influence.

AND TURN LANE REQUIREMENTS
Driveway Classification
According to the Palm Beach County "Guide Parking Lot and Street Access Design
Criteria and Standards", it is necessary to classify project entrances as minor,
intermediate, or major according to the following criteria:
1. Minor - Provides for a maximum average daily traffic of 500.
2. Intermediate - Provides services for a maximum average daily traffic from
501 to 2000.
3. Major - Provides service for a maximum average daily traffic greater than
2,000.
Using these criteria, both driveways will be intermediate driveways.
Turn Lane Requirements
Figure 3 illustrates the proposed project's AM and PM peak hour volumes assigned
to the project driveways. Palm Beach County code requires a right-turn lane when
inbound peak hour right-turning traffic is 75 vehicles or more. Therefore, code
warrants an ingress right-turn lane driveway on Congress Avenue.
