Dear Mr. Marsh:
In response to your request dated September 4, 2003 for the
administrative review and approval of the modifications proposed to
the above-referenced approved site plan, depicting the following :
. The construction of an addition to the existing two-story
clubhouse, including additional office and library space and
expanded covered drop-off area (as depicted on the attached
drawing) .
Please be informed that the proposed changes on the revised plan
date stamped 09/5/03 are "minor" as defined within the Land
Development Regulations, Chapter 4- Site Plan Review. This project
may continue to be processed by the Building Division as a permit
application, subject to the following conditions:
1. Removal from the plans of the parking space immediately south of
the dumpster enclosure, since it does not meet code and is parking
space number 23, which is not depicted in the site tabular data
anyway.
2. Amend the Site Plan Parking Tabular Data to reflect 7 required/7
provided for Office, 5 required/13 provided for Club and 1
required/2 provided for ADA for a total of 13 required/ 22
provided.
3. Amend the site plan to reflect the code-required dimensions for the
new parallel parking spaces, 9.5' in width, 25' in depth with an
aisle width of 24' .

4. The removal of any plant material with the building or parking
addition is subject to review and approval of the City Forester.
5. Submission of any permits required from other agencies relative to
the Coastal Construction Line or other related issues associated
with constructing on the barrier island, or documentation that such
permits are not required.
Be advised that the proposed changes may require a modification to

square feet of gross floor area.
(4) Outdoor athletic courts: One
(1) parking space per one thousand five hundred
(1,500) square feet of court area and adjoining paved
area.
(5) Golf courses: Eight (8)
parking spaces per hole.
(6) Miniature golf courses: One
(1) parking space per five hundred (500) square feet
of lot area occupied by the playing area.

Discussed:
1. MM presented overall expansion concept - adding +/- 6,000 sq.ft. to existing club - total
+/-19,000 sq. footage.
2. Zoning was confirmed to be R-3.
3. Parking requirements were discussed. E.J. confirmed that Club building requires - 5 spaces
+ 1/300 sq.ft. for office area per Section 11-11 Chapter 2.

After review it was agreed by all parties that existing parking met and exceeded requirements.
K.H. confirmed that existing parking layout can remain even though the back up area does
not meet the current 27' back up lane requirement. KH also confirmed that site drainage,
paving improvements can remain as is.
4. E.J. confirmed no designated loading area required.
5. E.J. stated that it would be preferable to keep the proposal to a "Minor Site Plan
Modification". To achieve this the proposal would have to be less than 5% square footage
expansion over existing building area. Anything over 5% requires full Board Review +/- three
(3) month review period. Minor Modifications require Administrative review only. To
achieve the 5% E.J. agreed to count all the building area on club property (both side of AlA)
this includes Club facilities and residential buildings.
