Dear Mike:
Please find attached five (5) copies ofthe site plan, which has been revised
in accordance with your comment letter dated 2/09/01. In addition, please
find the following responses to each comment.
1. The first two isles of parking west side of the Target store have been
revised as 6 and 7 spaces.
2. The 11 th and 12th isles from the west have also been revised.
We have revised the parking tabulation to increase parking to
accommodate the proposed expansion. In addition, there were six (6)
existing spaces between Target and Retail A which were not accounted
for. With the additional parking demand and the additional counted a
deficit of six (6) spaces remain. We therefore have added four (4) spaces
at the southwest comer and two in the rear of the Target building
You should have received via facsimile, a letter from Target regarding the
removal of the temporary storage containers in the rear of the building.

parking spaces will be removed prior to the certificate of occupancy of our
proposed expansion. As we are anticipating a construction start date of
April 24, 2001 and a certificate of occupancy of October 25,2001, we will
have the containers removed no later than October 25,2001.

I checked the parking during lunch, as you requested. There is room for the 4 spaces on the west side. The concrete slab
has a chain-link fence around it to the line that cuts through the "L" in SLAB on the plan (about 1 0' from the building). The
resulting cage is used for mulch storage. There are double doors from the building out to the slab at that point. It appears
that there will be about 5' between the slab and the first parking space. I do not know if this is a required fire exit. Parking
spaces are not striped (it has probably worn away) but there are 6 concrete bumper strips behind "Retail A" and cars are
parked there.

Dear Mr. Biby:
Please be informed that staff has completed its review of the above- referenced request and has deemed the
proposed changes "minor". This approval is conditioned upon the removal of all obstacles that block
parking spaces along the rear of the Target building, in accordance with the schedule indicated in the
attached letter from Mr. Maxwell. Also, those spaces to the rear of Retail "A" should be restriped due to
their current faded appearance.
You may now submit for building permits, where the proposed changes will be examined for compliance
will all applicable building (including life safety) and site regulations. Please note that the additional four
(4) parking spaces should be requested concurrent with the request for building improvements.
Please contact this office should you have any questions regarding this response.

This letter will serve as our response to your comments letter dated
December 27,2000 regarding the proposed Target Expansion referenced
above. Our responses will correspond in the order of your comments:
1, The two (2) parking spaces have been revised to show a dumpster in (
this area and the tabular data has been revised to reflect this revision.
2. The recycle container has been shown in the two spaces directly south
ofthe spaces referenced in response #1.
3. The two portable containers, bundled cardboard and crates, and one
semi-tractor trailer are temporary. We would propose that these items
will be removed as part of this expansion prior to obtaining a
certificate of occupancy for the expansion.
4. The seven spaces immediately south of "Retail A" are shown and are
reflected in the site tabular data.
5. The plan data has been revised to reflect the building area shown on
the footprint.

I have reviewed the revised plan submitted with the above-referenced application and have the following
comments, again relative to accuracy of the plan and data:
1) Two aisles of parking located in front of the Target Shopping Center building have been
incorrectly tabulated. Starting from the west, the first two aisles of parking (those angled
perpendicular to the front fac;;ade) show a total of 7 and 8 parking spaces, respectively. However,
there only exists 6 and 7 spaces, respectively, as represented on the plans. The markings need to
be revised if incorrectly tabulated, and the data reduced accordinglYi
2) Two more aisles of parking located in front of the Target Shopping Center building have been
incorrectly tabulated. Starting from the west, the 11 th and 12th aisles of parking (those angled
perpendicular to the front fac;;ade) show the first grouping starting from the south end near the
store, to be tabulated at 13 spaces each. However, there are only 12 spaces existing and marked
for this area of the parking lot. The markings need to be revised if incorrectly tabulated, and the
data reduced accordingly.
The comments above would represent a total of four parking spaces which should be subtracted from the
data including totals. I believe this change would leave the parking facility deficient by two spaces. Of
course, if any spaces are added to the site, they must conform to all parking lot standards.
Lastly, regarding the removal of obstructions to parking spaces in the rear of the building, prior to
determination of major/minor change, a letter from Target representatives must be provided that
indicates the date at which time the obstructions will be removed from the rear of the store thereby
making all parking spaces available. Please revise the plans accordingly and provide the necessary

I have reviewed the plans submitted with the above-referenced
application and have the following comments related to accuracy of the
plan and data:
1) The plan shows 2 parking spaces (one handicap accessible) at the
southeast corner of the "Restaurant" parcel. In reality, this area is
paved and is occupied by a dumpster and enclosure. The plan and
tabular data need to reflect the elimination of these two spaces:
2) Immediately opposite to the south of this dumpster enclosure is a
recycling container. This container is situated at an angle and
occupies two parking spaces. The plan indicates a dumpster at this
location but only shows it occupying one parking space. The plan
and data need to be revised

3) Although the spaces to the rear
of the store are angled, the total
spaces are accurately shown on
the plans; however, 18 spaces are

a request should be made to review their impact. If temporary, the
plans and timing for their removal should be determined and
proposed to staff. Presently, it is uncertain which spaces are to be
accessible and therefore contribute to the greater parking supply;
4) Seven spaces exist immediately south of "Retail A". These spaces
are not shown on the plan. It is unknown if they are included
within the tabular data. If part of this property and plan, the plan
and data (if not currently included) should be revised to accurately
represent them; and
5) The plan data for "Retail B" (11,772 square feet) conflicts with that
shown on the corresponding footprint for "Retail B" (11,786 square
feet) .
Please address the comments contained herein through the necessary
changes to the plan details and tabular data, and resubmit your request.
Please include 4 revised sets of plans. You may contact me if you have

Dear Mr. Rumpf:
Please accept this request for a Minor Building Modification to The Target Store.
The site is located at 1901 North Congress Avenue, Boynton Beach, Florida.
The Community Commercial (C-3) property lies at the S.W. comer ofN.W.
22nd Avenue and North Congress Avenue.
The subject commercial building is 110,000 S.F. The proposed expansion is
2,264 S.F., an addition of2% of the existing structure, bringing the total building
footprint to 112,264 s.f. This proposed 2,265 s.f. expansion will serve as Optical
and Pharmaceutical Departments within the existing Target Store.
Parking, when combined with the adjacent commercial parcels, meets the
requirement of769 parking spaces and exceeds handicapped parking spaces by
one handicap space.
The proposed expansion will not cause the development to be below the
development standards for the Community Commercial Zoning District (C-3) or
other applicable standards stated in the Land Development Regulations.
This expansion has no effect on adjacent or nearby property nor does the
expansion reduce required physical buffers, such as fences, trees or hedges.
Building modifications do not adversely affect the elevation design of the
structure or reduce the overall design of the structure below the standards stated
in the Community Design Plan.
Concurrency requirements of the Boynton Beach Comprehensive Plans are not
compromised by the proposed building expansion.

Building modification will not alter the site layout so that it does not resemble the
approved site plan.
The following comments pertain to the enclosed information:
A. Check No. 4813 for the Administrative Approval Fee of $1 00.00 (one
hundred dollars and no cents) has been made out to the "City of Boynton
Beach" and included herein.
B. One copy of this letter, explaining our request for the proposed Minor
Modification has been included in this package.
C. Four (4) copies of the Site Plan (signed and sealed).
D. Four (4) copies of the Proposed Building Expansion Elevation.
