INTRODUCTION
This is a traffic impact analysis for the proposed retail development to be located on
the northwest quadrant of the intersection of Boynton Beach Boulevard and
Winchester Park Boulevard in Boynton Beach, Florida. The current proposed site
plan includes 21,600 square of commercial retail development. The location of the
site is illustrated in Figure 1.
Kimley-Hom and Associates, Inc. was retained to prepare a traffic impact analysis for
the project. This document presents the methodology used and the fmdings of the
traffic impact analysis. The analysis was conducted in accordance with the currently
adopted requirements of the Countywide Traffic Performance Standards (TPS) of
Palm Beach County. The analysis used current data available from Palm Beach
County. A buildout year of 2003 was analyzed for the proposed development.

PROJECT TRAFFIC
Traffic Generation
The daily traffic generation for the development was based on trip generation rates
published and accepted by Palm Beach County. The proposed development plan
consists of 21,600 square feet of retail land use and is expected to generate 1,410
new external daily trips. Peak hour characteristics were based on information
published in Institute of Transportation Engineers' report, Trip Generation, 6th
Edition. The project is expected to generate 35 a.m. peak hour trips and 126 p.m.
peak hour trips with the p.m. peak hour being the most adverse peak hour condition.
Table I presents the proposed project's trip generation. Pass-by capture was applied
based on the retail pass-by equation published and accepted by Palm Beach County.
Traffic Distribution
Traffic distribution was determined from a review of the roadway network and travel
time characteristics along with the various attractions. The distribution according to
the cardinal directions is:

Traffic Assignment
The peak hour external project trips were assigned to the surrounding roadways.
Figure 2 illustrates the project assignment.
Based on the net traffic generation, it was determined that the maximum radius of
development influence for Test 1 of the Traffic Performance Standards is two miles.
The Test 2 maximum radius of influence is one mile.

BACKGROUND TRAFFIC
Future background traffic includes two components in addition to existing traffic
volumes:
· Traffic from the unbuilt portions of committed developments
· Historical traffic growth
Projects listed in the Palm Beach County spreadsheet "Approved Development
Traffic in West Boynton/Delray Area," traffic from the proposed BJ's Wholesale
Club on Boynton Beach Boulevard, and traffic from the Wal*Mart Supercenter on
Old Boynton Road were also included in the analysis. A summary of traffic from
these projects is included in the Appendix. No other major projects will contribute
greater than ten percent (10%) of the level of service standard on any link
significantly impacted by the project during its buildout time frame.
Because the buildout of this project is expected to occur by the end of 2003, no
historic traffic growth was added to the 2003 counts.

A review was undertaken of the Five-Year Plans of Palm Beach County and FDOT
as well as those improvements committed by the developers of projects in the area.
No roadway improvements are planned within the limits of the study area.

PART ONE -INTERSECTION ANAL YSIS
Intersections on Project-Accessed Links
An analysis was undertaken for intersections nearest to each link directly accessed by
the project on Boynton Beach Boulevard and Winchester Park Boulevard. The
intersections were analyzed using the Critical Sum planning methodology as outlined
in the 1985 Highway Capacity Manual (HCM).
This analysis indicates that the critical sum at the intersections of Boynton Beach
Boulevard & Winchester Park Boulevard, Boynton Beach Boulevard & Lawrence
Road, and Old Boynton Road & Winchester Park Boulevard will not exceed the
threshold of 1,400 vehicles per hour with the existing lane configurations. The
critical sum analysis worksheets are included in the Appendix.
Intersections with Ten Percent Project Traffic on Approach
The Palm Beach County Traffic Performance Standards stipulate that an analysis
shall be undertaken for intersections where the project traffic comprises 10% or more
of the total traffic on at least one of the intersection approaches. No intersections
were found to fall within the category of this level of project impact and therefore no
additional intersections were analyzed.

PART TWO - LINK EVALUATION
Total Peak Hour
A two-way peak hour link performance standard evaluation was undertaken for each
link considering its total two-way peak hour traffic volume and the roadway laneage
in place in 2003. Project traffic and total traffic for the two-way peak hour
conditions are shown in Table 2. Boynton Beach Boulevard from Winchester Park
Boulevard to Congress Avenue is significantly impacted by the project.
The significantly impacted link will meet the two-way peak hour link level of service
standards through the end of 2003.

AND TURN LANE REQUIREMENTS
Two driveways are proposed to serve the site. The property will directly access
Boynton Beach Boulevard via a proposed right-in I right-out driveway, and
Winchester Park Boulevard via a proposed right-in I right-out driveway.
Driveway Classification
According to the Palm Beach County "Guide Parking Lot and Street Access Design
Criteria and Standards", it is necessary to classify project entrances as minor,
intermediate, or major according to the following criteria:
1. Minor - Provides for a maximum average daily traffic of 500.
2. Intermediate - Provides service for a maximum average daily traffic
from 501 to 2,000.
3. Major - Provides service for a maximum average daily traffic greater
than 2,000.
Using these criteria, the driveway on Winchester Park Boulevard would be classified
as minor. The driveway on Boynton Beach Boulevard would be classified as major.
Turn Lane Requirements
Palm Beach County requires a right -turn lane when inbound peak hour right -turning
traffic is 75 vehicles or more. Figure 3 presents the existing and proposed project
a.m. and p.m. peak hour total volumes assigned to the project's access locations.
Consideration of these volumes with respect to the Palm Beach County access design
standards results in the determination that a westbound right-turn lane is warranted
on Boynton Beach Boulevard at the site entrance. No additional turn lanes are
warranted.

CONCLUSION
The Boynton Beach Retail project is proposed to be located on the northwest
quadrant of the intersection of Boynton Beach Boulevard and Winchester Park
Boulevard in Boynton Beach, Florida. Based on the traffic impact analysis prepared
for the entire site, the proposed development meets the requirements of the
Countywide Traffic Performance Standards of Palm Beach County.
