JUSTIFICATION STATEMENT
Bethesda Memorial Hospital Parking Structure
Major Site Plan Modification
BackQround/ReQuest
The applicanVproperty owner Bethesda Memorial Hospital, Inc., is requesting approval
of a Major Site Plan Modification to the existing Hospital site plan. The overall subject
property is located at the southwest quadrant of Seacrest Boulevard and S.W. 23rd
Avenue (Golf Road). The entire site is 24.22 acres in size and specifically, the site plan
modification only pertains to approximately 3.2 acres of land area located on the north
portion of the overall site.
The entire site is zoned Public Use (PU) and possesses' a Land Use designation of
Public-Private GovernmenVlnstitutional (PPGI). On October 15, 2002, the City
Commission approved a Land Use Amendment (Ordinance No. 02-052) from Low
Density Residential (LOR) to Public and Private Governmental/Institutional (PPGI)
together with a rezoning (Ordinance No. 02-053) from Single Family Residential (R-1-
AA) to PU (Public Usage) for a 1.43 acre parcel located on the west perimeter of the
site.
The Hospital is proposing a new parking structure on an existing surface parking lot
located south of S.W. 23rd Avenue (Golf Road) and north of the existing hospital
building. Additionally, the hospital is proposing to realign the access road near the
emergency room, S.W. 26th Avenue. This road will be realigned because of the bend
and swells in the road, which will make it safer for drivers in the future. Furthermore,
once the road is realigned the parking along this road, which is mostly handicapped, will
be relocated to the other side of S.W. 26tti Avenue. Relocating this handicap parking
will elevate some of the built up congestion.
ParkinQ Structure
This parking structure will be approximately 38 feet high and will not exceed the City of
Boynton Beach's maximum 45 feet height requirement. This structure will include
ground level and three supported levels for a total of four tiers, which has been
illustrated on the architectural plans provided by Rich & Associates. The ground level
will be reserved for patients only. At this ground level, larger stalls (9'-6" x 18'-6") will be
provided for the patient's convenience, stalls. The upper remaining levels will be

designated employee parking only. The stalls on the upper levels will comply with the
City's parking stall standards of 9'-0" x 18'-0". The parking structure will contain a total
of 880 parking spaces. The following is a parking count summary chart of the different

PARKING COUNT SUMMARY
With regard to Traffic Impact, a Traffic Statement prepared by Kimley-Horn and
Associates, Inc. dated August 19, 2003 is included with this application. As indicated in
this statement the proposed parking structure and the additional parking spaces are not
anticipated to impact the traffic generation of the overall hospital site. Therefore, this
request complies with the Countywide Traffic Performance Standards.
This proposal is consistent with Chapter 23: Parking Lots: Article II. Required
Improvements of the City of Boynton Beach's Land Development Regulations as
follows:
Illumination: A Photometries Plan has been provided by Kimley-Horn and Associates,
Inc. to show the lighting requirements.
Traffic Control: The proposal is consistent with all the applicable standards in this
code.
Landscaping: A Landscape Plan has been provided by Kilday & Associates, Inc. to
show the existing and proposed landscaping around the proposed parking structure.
Irrigation: The proposal is consistent with Chapter 7.5 Article II. Landscape Code.
Curbs and car stops: The proposal is consistent with all the applicable standards in
this code.
Drainage: A drainage plan and a drainage statement has been provided by Kimley-
Horn and Associates, Inc. to explain the drainage design. This design is within the

Regulations.
Driveway: The proposal is consistent with all the applicable standards in this code.

The following statement has been prepared to address the issue of traffic generation
related to the parking garage that is proposed to be built on the Bethesda Memorial
Hospital campus in Boynton Beach, Florida. This parking structure will be located
on an existing surface parking lot that is located south of Golf Road and north of the
existing hospital building.
Although the parking structure will result in an increase in the number of parking
spaces on the overall hospital campus, these additional parking spaces do not
inherently generate traffic. Rather, they are being provided to accommodate existing
parking demand generated by the hospital in addition to demand generated by
currently pending and potential future expansions to the hospital facility. A previous
parking study performed in 1999 by Kimley-Hom and Associates, Inc. documented
that the existing parking capacity at the hospital was inadequate to efficiently
accommodate parking demand during peak periods at the hospital. These additional
parking spaces will accommodate some of this excess demand. No additional access
connections are proposed to be made to external roadways such as Golf Road or
Seacrest Boulevard.
Therefore, the proposed parking garage is not expected to impact the traffic
generation potential of the overall hospital site. Should you have any questions

Dear Mr. Kelley:
As you are aware, Bethesda Memorial Hospital is in the process of planning a new
multilevel parking structure to support the current and future parking demand
requirements at the hospital. Rich and Associates has been retained to provide
design and engineering services for this project. In planning for the proposed
parking structure Rich and Associates investigated zoning requirements that
pertain to the parking geometry required for this project. After reviewing those
zoning requirements for both the downtown (CRA) and the suburbs of Boynton
Beach we realized that there were two different parking standards. . The hospital is
in the area of the city covered by the standard parking requirements that calls for 9
f1. 6 inch wide parking stalls that are 18 ft. 6 inches long with a 25-foot wide drive
aisle for gO-degree two-way traffic. The parking geometry for the same traffic
condition in the downtown area would require only a 9 ft. wide parking stalls that
are 18 ft. long with a 24 foot wide drive aisle.
It is our desire as a representative of Bethesda Memorial Hospital to request an
administrative exception to the zoning ordinance to allow us to utilize a
compromise between the two different standards that are currently utilized in the
city of Boynton Beach. The attached diagrams illustrate our proposal for parking
geometry of the proposed parking structure.

Our rationale for this request is based on the fact that the upper levels of the
proposed parking structure will be primarily used by employees of the hospital
which is no different than a downtown employee. The traffic patterns of
employees would require a less generous parking space since there is less
movement of vehicles in this area during the course of the day. The ground level
of the proposed parking structure would be utilized for patient and visitor parking.
In this area we would propose striping a more generous space as defined by the
city code since traffic movement in this area would be more frequent and used by
a more elderly population than that of the employees. In this area we would
comply with the requirements of the code for the majority of the floor with some
spaces having a minor intrusion of the column at the front of the space.
As parking consultants with over 40 years of experience at hospitals across the
country we are confident that the parking geometry we have outlined on the
attached diagrams would provide an exceptional level of service for both the
employees and the patients / visitors who would be using the proposed parking
structure. We hope that you will grant the hospital the administrative exception to
the zoning code that we have outlined above.

drawing
within an Engineering Manual. I understand that under certain, justified
circumstances, the City Engineer can approve proposed designs that do
not
meet the standards. By copy of this message, I am notifying Mr. Kelley
of
your proposal which you should describe/justify to him in writing so
that
the matter can be resolved either prior to submittal or during TRC
review of
the site plan (whatever he prefers) .

pre-App. meeting on Aug. 27th. As part of that application, we will
need to

I just wanted to let you know that we will
a variance so that we can install, within the parking structure,
spaces that are 9' x 18', with a 24-foot wide drive aisle; as
to the Boynton Code requirement.
Of course, we have a question, as follows:
Is it possible for the variance application process to run concurrently
with
the major site plan application process? It appears that the Pre-App.
and
public hearings for the variance are the same dates as the site plan.
