Dear Mr. Busse:
In response to your request dated November 21, 2003 for the administrative review and approval of
the modifications proposed to the above-referenced approved site plan, depicting the following:
. Rotation ofthe orientation ofthe Phase III building to provide the west elevation as the front of
the building; and
· Modification ofthe parking layout around the Phase III building as a result ofthe rotation ofthe
building; and
. Inclusion of a dumpster location for the Phase III building; and
. Inclusion of a loading space area for the Phase III building.
Please be informed that the proposed changes on the revised plan date stamped 11/25/03 are "minor"
as defined within the Land Development Regulations, Chapter 4 - Site Plan Review. This project
may continue to be processed by the Building Division as a permit application, subject to the
following conditions:
1. The correction of the parking count depicted under the Site Data on Sheet C 1. A physical count of the
spaces on the page reveals 172 regular parking spaces and 8 HlC spaces for a total of 180, as opposed
to the 176 noted. The area where the dumpster was placed still reflects 4 parking spaces where it
would appear only 2 would now fit.
2. The dual utilization of parking spaces as loading spaces does not meet code. This must be corrected
on the plans. Since only 155 parking spaces are required for all 3 phases of this project, it would
appear as though all or most of those dual use parking spaces noted on the plans could be soley
dedicated for loading purposes. City Code requires a 12' x 35' space with unobstructed access for this
purpose.
3. The correction of the note on Sheet A4 Phase ill Signs to reflect the west as the front elevation.
4. Submittal for approval by the City Forester of a landscape plan for immediately around the Phase ill
building, in accordance with Condition of Approval (COA) #11 of the original Staples site plan. This
condition required incorporation oflandscape plants along all sides of the Phase ill building.
5. Utilization of building materials and colors as noted on these plans.

6. Tenant signs for Phase II are to match the Staples sign relative to sign type, font style and color, other
than nationally registered tenants.
7. Tenant signs on Phase ill are to be comparable to those on Phase II, and each tenant in Phase ill shall
have the same sign type, font style and color, other than nationally registered tenants.
8. Tenant signs on the monument sign shall be compatible with the Staples portion of the sign, other
than nationally registered tenants.
9. Indication of all existing and proposed utilities on the plans.
10. Indication of service points for sewer and water.
11. A building permit for this project shall not be issued until Utilities has approved the plans for water
and/or sewer improvements required to service this project.
12. All utility construction details shall be in accordance with the Utilities Department's ''Utilities
Engineering Design Handbook and Construction Standards" manual.
13. All engineering construction details shall be in accordance with the Engineering Department's
"Engineering Design Handbook and Construction Standards" manual.
14. Payment of a capacity reservation fee upon request for Utilities Department signature on the Health
Department application forms or within 30 days of this approval, whichever comes first. This fee will
be determined based upon final meter size, or expected demand.
15. Revise notes to indicate that the site dumpster shall be constructed in accordance with City Standard
Drawing G-4.
Be advised that the proposed change may require a modification to the building permit. Please

The above referenced Site Plans, received on December 2, 2003, was reviewed for Public Works,
Engineering, and Utilities against the requirements outlined in the City of Boynton Beach Code of
Ordinances. Following are our comments with the appropriate Code and Land Development Regulations
(LDR) referenced.
PUBLIC WORKS - GENERAL
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse.
2. Revise notes to indicate that the site dumpster enclosure shall be constructed in accordance with
City Standard Drawing G-4.
PUBLIC WORKS - TRAFFIC
3. Per the LDR, Chapter 2, Section 11.K loading areas and parking spaces may not be shared. Provide
a dedicated loading area.
ENGINEERING
4. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
5. Please note that changes or revIsions to these plans may generate additional comments.
Acceptance of these plans during the TRC process does not ensure that additional comments may
not be generated at permit review.
6. Show all existing utilities on Site Development plan (LDR, Chapter 4, Section 7.A.3).
7. All engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and the "Engineering Design Handbook and Construction Standards" and
will be reviewed at the time of construction permit application.

10. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
11. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
12. All utility construction details shall be in accordance with the Utilities Department's "Utilities
Engineering Design Handbook and Construction Standards" manual (including any updates);
they will be reviewed at the time of construction permit application.

application, the building will be required to achieve visual unity of character
and design through the relationship of building style, texture, color,
materials, and form with the Staples, Home Depot, and Home Expo buildings
Cha ter 9, Section 9.B. .
Signs shall be designed and treated as part of the architecture of a building X
and shall be reviewed at time of site plan review (Chapter 9, Section to.C.).
Staff recommends that the tenant signs (Phase Two) be matched with the
"Sta les" si Phase One in terms ofletterin font, color, and si e.
10. Staff recommends installing double or triple-trunked Pygmy Date palm trees X
within the lanters.
11. Staff recommends that a provision should be made during Phase ill of the X
project to incorporate groundcover plants along all sides of the 5,850 square
foot building.

Since no elevations of the Phase Three building were provided with this
submittal, staff recommends that the future exterior finish and color scheme
of the Phase Three building should be such that it is compatible with the
Staples building and / or the other buildings within the PCD. Greater
emphasis should be placed on matching the colors and exterior finish with the
Staples building rather than the other buildings of the PCD due to its close
roximi with the Phase Three buildin .
13. Staff strongly recommends that the overhead bay door proposed on the east
facade of the Staples building be painted either tan, cream, or brown rather
than bri t red in order to match the main buildin colors.
14. Staff recommends reducing the red tile area (background) to more closely
match the lettering area. As an alternative, staff would support reducing the
size of the "Sta les" si letters.
15. Staff recommends that the proposed monument sign be more compatible to
the Dunkin Donuts / Togo's / Tuscanini monument sign with special
emphasis on shape, material used, color, and design. Staff also recommends
that the letters of the tenant signs (of the proposed sign) be the same font and
color as that of the "Staples" portion of the sign and that the address be
laced on to of the si .

Dear Mr. Rumpf:
On behalf of our client Twin Rivers Capital, Interplan is requesting a minor modification
to the site plan (NWSP 02-018) due to Phase II and III of the approved site plan which
are now ready for submittal. Phase II was reviewed and approved as part of the
Staples site plan. However, the Phase II building will be revised per the following
changes:
· Tile accents have been added to the Phase II building to match the Staple's
building.
· Awnings have also been added.
The Phase III building is now ready for your review, and has been revised with the
following changes:

Phase III will consist of a 5,850 square foot building intended for retail/mercantile
use.
All utilities and stormwater for Phase III were previously approved under the
original site plan.
The building for Phase III has been rotated to the north per the City of Boynton
Beach's request at an October 22, 2003 meeting. The changes are listed as
follows:
o Parking configurations adjacent to the Phase III building have been
modified from the original site plan.
o The parking spaces along the north side of the building are now located
on the east side of the building.
o An additional two (2) parking spaces have been added to the west side
of the building.
o One (1) parking space along the south side of the building has been
removed.
o Spot elevations adjacent to the Phase III building have been modified
accordingly.
