Traffic Planning and Design, Inc. (TPD) has been retained to perform a traffic impact analysis
for a new Chick-Fil-A restaurant to be located in one of the out-parcels to the BJ's Wholesale
Club shopping center, which is located in the southwest quadrant of the intersection of Boynton
Beach Boulevard and Winchester Park Road.
According to the letter issued by Palm Beach County Traffic Division, dated October 23,2000,
the BJ's Wholesale Club met the Traffic Performance Standards of Palm Beach County with the
following land uses:
. 114,232 Square Feet Retail
. 4,875 Square Feet Drive-In-Bank
. 12 fuel pump Gas Station
. 5,880 Square Feet Fast Food Restaurant
The BJ's Wholesale Club currently has four out-parcel, of which three are already built as
follows:
. 110,493 Square Feet Retail (BJ's Wholesale Club)
. 4,875 Square Feet Drive-In-Bank (Southtrust Bank)
. 12 fuel pump Gas Station
. 4,996 Square Feet High Turnover Sit-Down Restaurant (Applebee's)

The proposed 3,972 Square Feet Chick-Fil-A restaurant will occupy the last out-parcel to this
development. In order for the proposed Chick-Fil-A restaurant to be vested and exempt from
performing a new traffic impact analysis, the total net daily trip generation of the existing BJ's
Wholesale Club development plus the proposed Chick-Fil-A should be less than or equal to the
total net daily trip generation by the approved development. Therefore, a trip generation study
was performed to compare the trip generation under both scenarios.
Table 1 presents the trip generation calculations for the approved development, based on the
October 2000 letter, and Table 2 presents the trip generation calculations for the existing plus
proposed development. The daily trip generation rates and Pass-By trip rates were obtained from
Table 13.H.4-50 (Fair Share Road Impact Fee Schedule) of the Traffic Performance Standards
for Palm Beach County.

By comparing the results of Tables 1 and 2, it is evident that the net daily total trip generation
from the existing plus proposed development (7,437 daily trips) is less than that of the approved
development for the BJ's Wholesale Club (7,550 daily trips). As a result, the proposed Chick-
Fil-A is vested and should be exempt from preparing a new Traffic Impact Analysis for the entire
site.

The October 2000 letter stated that the approval was contingent upon the following conditions:
. Funding of traffic signal modification expenses at the intersection of Boynton Beach
Boulevard/Winchester Park Boulevard.
. Provision of an auxiliary lane along Boynton Beach Boulevard into the site at the western
access driveway.
. Provision of two northbound exit lanes at the project eastern access driveway. One
exclusive left-turn and one shared right/through lane.
After checking with the City of Boynton Beach, all of the above improvements have been
constructed and are currently in place, therefore, all conditions of approval have been met as of
this date.

A note has been added to the plan. Please refer to site plan

Relocate dumpster enclosure so that gates open to the north
(access through the bank parking lot). Revise orientation on all plans
accordingly. If this is not acceptable to both parties seeking a
shared dumpster the bank may leave theirs in its present location
and the applicant will have to provide a separate dumpster within its
property.
Proposed dumpster is relocated next to the bank's existing

The minimum interior dumpster pad required is 1 0 feet x 1 0 feet
(inside dimension including gates). (LDR, Chapter 7.5, Article II.
Section 5.J. and Article III. section 9.A.9.a.) The enclosure may be
wider to accommodate multiple dumpsters but must still be 1 0 feet
deep,
The dimension of the interior dumpster pad is more than the
minimum which is 1 O'Xl 0'.
The required gates for the dumpster shall contain long steel rods to
drop into the pavement in order to secure the gates in the open and
closed positions, Drilled holes (for concrete) or metal sleeves (for
asphalt) shall be provided for the locking rods.

Walls for the enclosure shall be provided on three sides and are to
be a minimum of 6 feet high and shall be CBS construction with a
finish matching that of the adjacent buildings(s). Accent shrubs shall

Sheet PA-5 has been added to illustrate the dumpster enclosure

Provide a minimum turning radius of 60 feet to approach the
dumpster. Provide a minimum backing clearance of 60 feet.

Delineate and stripe the "Loading Area" (where applicable -LDR,
Chapter 2 Section 11 .J); a sign may be placed on the building in
lieu of the pavement message in yellow indicating "No Parking -
Loading Zone". See City Standard Drawings "K" Series for striping

Provide 1 8 feet of clearance between the ingress driveway and the

Full drainage plans, including drainage calculations, in accordance
with the LDR, Chapter 6, Article IV, Section 5 will be required at the
time of permitting.
Grading and drainage plans, sheet C-3.0 is included in this
submittal. This site is included in the master drainage system for
BJ's Wholesale Club as an out-parcel (No.2), SFWMD permit No.
50-03228-5 issued January 10, 2001 .
Indicate by note that catch basin and manhole covers shall be
bicycle proof (LDR, Chapter 6, Article IV, Section 5.A.2.g).
The above mentioned note has been added to the plan. Please
refer to note No.2 on the grading plan, sheet C-3.0 and on detail
No.5, sheet C-5.0.
Paving, Drainage and site details will not be reviewed for
construction acceptability at this time. All engineering construction
details shall be in accordance with the applicable City of Boynton
Beach Standard Drawings and the "Engineering Design Handbook

No utility plan was included with this submittal, therefore this plan is
incomplete as submitted. However, the proposed project is an
existing site located within the Utilities' service area, and is located
where utility support is available. We are providing a cursory review of
the proposed site plans as submitted at this time. Additional

Plumbing site plan (utility plan), sheet no. PS- 1 .0 is included in this
submittal.
Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. as stated in the LDR, Chapter 6, Article

The CODE, Section 26-34(E) required that a capacity reservation fee

Comprehensive Plan Policy 3.C.3.4. requires the conservation of
potable water. As other sources are readily available City water shall
not be allowed for irrigation.
Irrigation system for this site will be by a private well, which is
shown on the plumbing site plan, sheet PS-1.0.
A building permit for this project shall not be issued until the
Department has approved the plans for the water and lor sewer
improvements required to service this project, in accordance with
the CODE, Section 25-15.

The LDR, Chapter 6, Article IV, Section 16 requires that all points on
each building be within 200 feet of an existing or proposed fire
hydrant. Please demonstrate that the plan meets this condition.

Appropriate backflow preventer(s) will be required on the domestic
water service to the building, and the fire sprinkler line if there is one,

Location of the handicap accessible entrance doors to the
building is shown on the site plan, sheet C-2.0 and on the
architectural floor plan PA - 1 .
Add a labeled symbol to the site plan drawing that represents and
delineates the path of travel for the accessible route that is required
between the accessible parking spaces and the accessible
entrance doors to the building. The installed symbol, required along
the path, shall start at the accessible parking spaces and terminate
at the accessible entrance doors to the building. The symbol shall
represent the location of the path of travel, not the location of the
detectable warning or other pavement markings the location of the
accessible path shall not compel the user to travel in a drive/lane
area that is located behind parked vehicles. Identify on the plan the
width of the accessible route. (Note: The minimum clear width of an
accessible route shall be 36 inches, except at curb ramps that are
part of a required means of egress shall not be less than 44
inches).Add text to the drawing that would indicate that the symbol
represents the accessible route and the route is designed in
compliance with 2001 FBC, Section 11-4.3.(Accessible Route) and
11-4.6 (Parking and Passenger Loading Zones). Please note that at
time of permit review, the applicant shall provide detailed
documentation on the plans that will verify that the accessible route
is in compliance with the regulations specified in the 2001 FBC. This
documentation shall include, but not be limited to, providing finish
grade elevations along the path of travel.
The handicap accessible path point including the text mentioned
above was added to the grading plan, sheet C-3.0.
Verify that the proposed elevation is in compliance with regulations
of the code by adding specifications to the site data that address
the following issues:
a) The design professional-of-record for the project shall add the
following text to the site data. "The proposed finish floor elevations
NGVD is above the highest 1 OO-year base flood
elevation applicable to the building site, as determined by the
SFWMD's surface water management construction development
regulations, "
b) From the FIRM map, identify in the site data the title of the flood
zone that the building is located within. Where applicable, specify
the base flood elevation. If there is no base flood elevation, indicate
that on the plans.

building elevations have been revised as per discussions between
Maxime and Truman Gee @ Interplan. See sheets P-2, PA-3, and
the colored renderings.
Staff recommends utilizing the same freestanding outdoor lighting
fixtures as in the Applebee's restaurant parking lot.

Additional landscaping in a denser planting schedule should be
installed along the west planting area to screen the drive-thru

The Site is located at the southwest Quadrant of Boynton Beach
Boulevard and Winchester Park Road, outparcel #2 of the BJ's Wholesale
Plaza in the City of Boynton Beach, Palm Beach County, Florida.
ROADWAY CONDITIONS
The site is not located at a signalized intersection; Boynton Beach
Boulevard is an urban road section - 3 east and 3 westbound lanes with a
center turn lane - adjacent to the subject site.
TRAFFIC COUNT INFORMATION
Boynton Beach Boulevard has a combined 29,500 annual ADT, according
to FDOT's "Florida Traffic Information 2000", from a counter located on
Boynton Beach Boulevard, east of Congress Avenue.
EXISTING FACILITIES
The site is currently vacant.
PROPOSED FACILITIES
The proposed site improvements include relocation and demolition of
some existing trees to accommodate construction of a new 3,972 square
foot Chick-fil-A fast food restaurant with a drive-thru window, plus new
pavement/parking areas and associated infrastructure improvements. 2
access driveways are proposed, one entrance only and one exit only.
Both driveways will be located at the south side of the property and will
connect directly to the existing BJ's Wholesale Plaza parking lot.

Existing and projected trip ends are determined through the ITE Trip
Generation (6th Edition), under Land Use 834, Fast Food Restaurant with
Drive-thru Window for the site, based on the respective floor are (gross

There are no proposed driveways (curb cuts) connecting to Boynton
Beach Boulevard. It is anticipated that most traffic will enter and exit the
site using the existing BJ's Wholesale Plaza driveway access connecting to
Boynton Beach Boulevard. Notwithstanding the projected increase in trip
ends, as noted in the table above, the proposed site improvements do
not create an adverse impact on the roadway; accordingly, no
modifications or improvements should be required.

SITE LOCATION
The Site is located at the southwest Quadrant of Boynton Beach
Boulevard and Winchester Park Road, outparcel #2 of the BJ's Wholesale
Plaza in the City of Boynton Beach, Palm Beach County, Florida.
ROADWAY CONDITIONS
The site is not located at a signalized intersection; Boynton Beach
Boulevard is an urban road section - 3 east and 3 westbound lanes with a
center turn lane - adjacent to the subject site.
TRAFFIC COUNT INFORMATION
Boynton Beach Boulevard has a combined 29,500 annual AOT, according
to FOOT's "Florida Traffic Information 2000", from a counter located on
Boynton Beach Boulevard, east of Congress Avenue.
EXISTING FACILITIES
The site is currently vacant.
PROPOSED FACILITIES
The proposed site improvements include relocation and demolition of
some existing trees to accommodate construction of a new 3,972 square
foot Chick-fil-A fast food restaurant with a drive-thru window, plus new
pavement/parking areas and associated infrastructure improvements. 2
access driveways are proposed, one entrance only and one exit only.
Both driveways will be located at the south side of the property and will
connect directly to the existing BJ's Wholesale Plaza parking lot.
TRIP COUNT CALCULATIONS
Existing and projected trip ends are determined through the ITE Trip
Generation (6th Edition), under Land Use 834, Fast Food Restaurant with
Drive-thru Window for the site, based on the respective floor are (gross
square feet) for the proposed restaurant facility. Proposed trips are
depicted on the attached Figures 1 and 2.

TRAFFIC IMPACT
This site is presently undeveloped, with no existing driveways or curb cuts.
There are no proposed driveways (curb cuts) connecting to Boynton
Beach Boulevard. It is anticipated that most traffic will enter and exit the
site using the existing BJ's Wholesale Plaza driveway access connecting to
Boynton Beach Boulevard. Notwithstanding the projected increase in trip
ends, as noted in the table above, the proposed site improvements do
not create an adverse impact on the roadway; accordingly, no
modifications or improvements should be required.
