TRAFFIC PERFORMANCE STANDARDS REVIEW

The Palm Beach County Traffic Division has reviewed the traffic study for the proposed
expansion project entitled; Boynton Beach Library, pursuant to the Traffic Performance
Standards in Article 12 of the Palm Beach County Land Development Code, This project
is summarized as follows:

Based on our review, the Traffic Division has determined that the proposed expansion
project meets the Traffic Performance Standards of Palm Beach County, It is however
suggested for the City to look into the potential to increase storage on the following
exclusive left turn lanes:
. NBL at the intersection of Woolbright Road and Seacrest Boulevard,
. NBL at the intersection of Boynton Beach Boulevard and Seacrest Boulevard,
No building permits are to be issued by the City, after the build-out date, specified above,
The County traffic concurrency approval is subject to the Project Aggregation Rules set
forth in the Traffic Performance Standards Ordinance,

The Spaces shown in the lower future categories are just rough layouts, the first leaves our parking scheme
mostly the same and extends it through the green space east of the civic Center on the existing green space.
The second redesigns our proposal for this area and the area to the east of the library and south of the civic
center as well. It creates two parking areas that run through from Ocean to se 1st Ave.
Both of these schemes fall short of the required parking needed to accommodate the art center addition and use

up all of the green space between the Civic center and the apartments on the corner
Additionally, the Madsen center parking area can potentially be redesigned to accommodate between 12-18
additional spaces.
