Project size:
The project consists of an 8,200 square foot building housing fire personnel and
apparatus.
Site Characteristic: The subject parcel is comprised of a L -shaped piece of land with approximately 165
feet of frontage on Federal Highway and approximately 437 feet in depth, with the
small angled portion approximately 84 feet wide and approximately 110 feet deep.
The parcel is occupied by the former Hayes Clinic, which will be demolished as part
of this project. The survey shows that the highest elevation is 12.5 feet above sea
level, located near the southwest corner of the site.
BACKGROUND
Proposal:
The City proposes to construct a one-story, 8,200 square foot fire rescue station to
better serve the southeast section of the City. The project consists of approximately
4,500 square feet of operations, office and living space and nearly 3,700 square
feet of apparatus bays to house the trucks and equipment.
ANALYSIS
Concurrency:
Traffic: A traffic impact statement for this project will be required prior to issuance of a
building permit. No permit will be issued prior to determination that the project
meets the Traffic Performance Standards of Palm Beach County.
Drainage: Conceptual drainage information was provided for the City's review. The
Engineering Division has found the conceptual information for the subject property
to be adequate and is recommending that the review of specific drainage solutions
be deferred until time of permit review (see Exhibit "C" - Conditions of Approval).
School: This project is exempt from the school concurrency requirements of Palm Beach
County.
Driveways: The subject property fronts on Federal Highway, which functions solely as an exit
for the apparatus bays. Proposed on-site circulation consists of a driveway
entrance/exit for the general public and employees at the rear of the property, off
of the L-shaped portion of the property, which accesses SW 18th Avenue.
Parking Facility: Parking required for this type of facility is based on one (1) parking space per
bunkroom (9) and one (1) parking space per 300 square feet of office space (600),
for a total of 11 parking spaces. The plan as designed accommodates 21 parking
spaces, including 1 handicap space, an excess of ten (10) spaces.

Landscaping: The proposed pervious or "green" area of the lot would be 45,496 square feet
or approximately 55% of the total site. The landscape plan tabular data (Sheet
L2.1) indicates that 90 trees, 75 palms and 2,841 shrubs are being provided.
Typical trees being utilized in the planting scheme include Gumbo Limbo, Live Oak,
Tibouchina, Slash Pine and Pond Cypress along with Coconut, Washington, Sabal
and Solitaire palms. Shrub materials selected for the site include Indian Hawthorne,
Saw Palmetto, Parson's Juniper and Sea Grape. The selection of landscape material
is designed to compliment the "Old Florida" architecture of the building and far
exceeds the City's requirement for native species. As such, and to address the
Community Design Plan Appeal, the Architects have designed a lush, native Florida
landscape theme along Federal Highway and the front of the fire rescue station to
soften any impact from the orientation of the bay doors (see Sheet L1.2). Part of
this design involves the narrowing of the driveway/apron in an "hour glass" shape
to bring even more landscaping closer to the apparatus doors to minimize the view
of these doors to passing motorists
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. The proposed one-story fire rescue
building would have varying roof heights, with the typical roof height being 24 feet
and the highest of the peaked roofs at 34 feet in height. The maximum allowed
height in the C-3 zoning district is 45 feet. The floor plan (Sheet A2.1) shows a
typical fire rescue station layout with a lobby, living and work quarters and
apparatus bays. Sheet A3.1 provides an illustration of the building facades, with
wood lap siding, decorative trims and mouldings, standing seam metal roofing and
bahama shutters, providing a true "Old Florida" design theme to the structure.
Design: The elevation drawing (Sheet A3.1) shows that the building would be designed as a
very attractive fire station with the fa<;ade improvements discussed above. The
body of the building would be painted a cream color (BM Paints - "Royal Linen"
931). The trim / banding areas are all proposed to be painted a white (BM Paints -
"White Opulence" 879). The fascia is also proposed to be painted white (BM Paints
- "White Opulence" 879). The doors are indicated as a pale cream color (BM Paints
- "Feather Bed" 978). The standing seam metal roof is shown as a blue (BM Paints
- "Kynar Hawaiian Blue" 839).
Signage: The signage, according to Sheet L2.1, will be a monument sign approximately five
(5) feet tall by 8.4 feet in width, arched to follow the design of the other Fire
Rescue signs being constructed by the City. The sign will contain the same building
material look and paint colors as the station and feature the City logo as well as the
numerical address. The actual lettering will be 4" flat aluminum letters painted
"Petina Green". The numerical address will be located higher in a more prominent
location on the sign for ease of identification. The lettering on the building is
proposed to follow the same style and type lettering as the monument sign.

RECOMMENDATION:
The Technical Review Committee (TRC) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon all comments indicated in Exhibit "C" - Conditions of Approval and
contingent upon the approval of the Community Design Plan Appeal (CDPA 03-003) associated with this
project. The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit
be corrected on the set of plans submitted for building permit. Also, any additional conditions
recommended by the Board or City Commission shall be documented accordingly in the Conditions of
Approval.

7. Every exterior wall within 15 feet of a property line shall be equipped with
approved opening protectives unless specifically excepted per the 2001
FBC, Section 705.1.1.2. Show compliance at time of permit application.
8. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph. Wind forces on every building or
structure shall be determined by the provisions of ASCE 7, Chapter 6, and
the provisions of2001 FBC, Section 1606 (Wind Loads). Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
9. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
10. Add to the building that is depicted on the drawing titled site plan and floor
plan a labeled symbol that identifies the location of the handicap accessible
entrance doors to the building. 2001 FBC, Sections 11-4.1.2 and 11-4.3.
11. As required by the CBBCO, Part III titled "Land Development
Regulations", submit a site plan that clearly depicts the setback dimensions
from each property line to the leading edge of the building. The leading
edge of the building begins at the closest point of the overhang or canopy to
the property line. Indicate setbacks on Sheet C 1.1
12. CBBCPP 3.C.3.4 requires the conservation of potable water. City water may
not, therefore, be used for landscape irrigation where other sources are
readily available.
13. A water-use permit from SFWMD is required for an irrigation system that
utilizes water from a well or body of water as its source. A copy of the
permit shall be submitted at the time of permit application, F.S. 373.216.
14. If capital facility fees (water and sewer) are paid in advance to the City of
Boynton Beach Utilities Department, the following information shall be
provided at the time of building permit application:
a) The full name of the project as it appears on the

3. The parking calculations depicted in the Parking Requirements Table on Sheet C 1.1 indicate a
requirement for 5 parking spaces. The requirement is 1 parking space per 300 square feet of office
area and 1 parking space for each bunk.
With 7 general bunks and 2 officer bunks, and a calculation of 1 parking space per each bunk
(dormitory unit), a total of 9 parking spaces would be required. Then estimating approximately
600 square feet of office space at 1 parking space per 300 square feet, an additional 2 parking
spaces would be required for a total of 11.
Additionally, the Parking Requirements Table indicates a total of parking provided of 22 spaces
and 1 HIC space. The plans however depict 20 parking spaces, plus 1 HIC space and 1 loading
space. Please make these corrections and amend the numeral "5" in the parking aisle containing
the loading space to reflect the numeral "4".
4. Update Mayor And Commissioner names on the title sheet.
5. The "No Right Turn" sign at the exit of the rear parking spaces should be "No Left Turn".
6. Place a "Do Not Enter" sign at the backside of the "Stop" sign at Federal Highway to provide
adequate notification on both sides of the apparatus bay exit driveway.

The above referenced Site Plans, received on November 7, 2003, was reviewed for Public Works,
Engineering, and Utilities against the requirements outlined in the City of Boynton Beach Code of
Ordinances. Following are our comments with the appropriate Code and Land Development Regulations
(LDR) referenced.
PUBLIC WORKS - GENERAL ~
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse.
2. Roll-out trash containers shall be placed at the SE 18th Ave. driveway for pickup. Solid Waste will not
enter the Fire Station #4 facility to pickup as insufficient turn-around space has been provided.
3. Provide a detail for the Trash/Generator pad or modify the provided Dumpster Detail to accurately
reflect the proposed feature.
PUBLIC WORKS - TRAFFIC ~
4. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.
5. Delineate and stripe a 12 f1. x 35 f1. loading area (LDR, Chapter 2, Section 11.J); include a pavement
message in yellow indicating "No Parking - Loading Zone". See City Standard Drawings "K" Series

9. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
10. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
11. Please note that changes or revisions to these plans may generate additional comments.
Acceptance of these plans during the TRC process does not ensure that additional comments may
not be generated by the Commission and at permit review.
12. Provide written and graphic scales on all sheets.
13. Provide a signed, sealed survey, not older than six months in accordance with the LDR, Chapter 4,

14. Provide a 5 ft. sidewalk along Federal Highway.
15. Indicate by note and detail that the sidewalk shall be continuous through all driveways and shall be 6
in. thick within driveways (LDR, Chapter 23, Article II, Section P). This requirement is for both
driveways.
16. Reduce lighting levels to provide a minimum average light level of one foot-candle. The lighting
levels shown on the photometric plan are excessive
17. Show sight triangles on the Landscape plans using FDOT Standard Index 546 for US 1 (Federal
Hwy.) and 35 ft. sight triangles for the SE 18th Ave. driveway. (LDR, Chapter 7.5, Article II, Section
5.H).
18. The medians on Federal Highway have existing irrigation and plant material belonging to the City of
Boynton Beach. Any damage to the irrigation system and/or plant material as a result of the
contractor's operations shall be repaired or replaced to the equivalent or better grade, as approved
by the City of Boynton Beach, and shall be the sole responsibility of the developer. Please
acknowledge this notice in your comments response and add a note to the plans with the above
stated information.
19. Add a note that the City's Forestry & Grounds Division shall be notified a minimum of four (4) weeks
prior to the start of work within the Federal Highway right-of-way.
20. Careful attention needs to be given to placement of landscaping within and adjacent to sight triangles
to ensure clear visibility for the high profile vehicles using ingress and egress points.

21. Large canopy trees should be placed a minimum of 10ft. off property lines to allow for maintenance
at maturity and a minimum of 20 ft. off drive aisles to allow for vertical clearance for high profile
vehicles.
22. Use low volume irrigation in all irrigation areas.
23. Revise landscape in accordance with the attached recommendations/overlays provided by Public
Works/Forestry & Grounds Division.
24. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7.F.2.
25. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting.
26. Indicate grate, rim and invert elevations for all structures. Indicate length, material and grade of storm
sewer segments.
27. Correct the Typical Paving Sections to accurately reflect placement of asphalt lifts.

UTILITIES
29. All utility easements shall be shown on the site plan and landscape plans (as well as the Water and
Sewer Plans) so that we may determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within utility easements. Canopy
trees may be planted outside of the easement so that roots and branches will not impact those
utilities within the easement in the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1
gives public utilities the authority to remove any trees that interfere with utility services, either in utility
easements or public rights-of-way.

33. This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
34. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
35. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not,
therefore, be used for irrigation. Indicate location of well on the plans. Staff recommends placing the
well as far west as possible to avoid brackish water intrusion.
36. Justify that an 8-inch water main exists just south of the south property line; our utility atlas records
do not reflect this.

UTILITIES
Comments:
18. Show all utilities (existing and proposed) on the site plan and landscape
plans. Conflicts are noted between proposed water and sewer and proposed
landscaping.
19. Palm Beach County Health Department permits will be required for the water
and sewer systems serving this project (CODE, Section 26-12).
20. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. as stated in the LDR, Chapter 6, Article IV,
Section 16, or the requirement imposed by insurance underwriters, whichever
is greater (CODE, Section 26-16(b)).
21. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid
for this project either upon the request for the Department's signature on the
Health Department application forms or within 30 days of site plan approval,
whichever occurs first. This fee will be determined based upon final meter
size, or expected demand.
22. A building permit for this project shall not be issued until this Department has
approved the plans for the water and sewer improvements required to service
this project, in accordance with the CODE, Section 26-15.
23. Add a gate valve immediately downstream of the tee to the two (2) inch water
meter.

Comments:
29. Permits which may be required prior to issuance of any building permits
include, but are not limited to, the following: paving, drainage, curbing, site
lighting, landscaping and irrigation. Permits required from other permitting
agencies such as Florida Department of Transportation (FDOT), South
Florida Water Management District (SFWMD), Lake Worth Drainage
District (L WDD), Florida Department of Environmental Protection (FDEP),
Palm Beach County Health Department (PBCHD), Palm Beach County
Engineering Department (PBCED), Palm Beach County Department of
Environmental Resource Management (PBCDERM) and any others, shall be
included with the permit request.
30. Permits will be required from Palm Beach County for signalization and the
median cut.
31. Permits will be required from L WDD for the stormwater outfall into the
canal.
32. All comments requiring changes and/or corrections to the plans shall be
reflected on all appropriate sheets.
33. Please note that changes or revisions to these plans may generate additional
comments. Acceptance of these plans during the TRC process does not

40. Trees along the wall beside canal should be either palms or slash pines,
something that will not interfere with traffic flow, as it is a very narrow area.
Trees around the Utility storage tank should be varieties which do not drop a
lot of leaves or needles as these areas need to be kept debris free.
41. Along the north planting area there is a small strip of grass. Staff recommends
no grass in small areas as they are high maintenance and require higher water
use. This area should be a type of ground cover, possibly fern, provided the
shrubs are replaced also with fern.
42. The City's goal is to reduce the sod areas and have low volume irrigation
wherever possible. This dramatically reduces water usage. The sod in the
area near the exit of the storage tank could be replaced with a ground cover.
The only sodded areas should be the two large triangles along the parking lot
and Woolbright Rd.
43. Irrigation specifications will be provided by the Public WorkslForestry &
Grounds Division for incorporation into the plans.
44. Full drainage plans, including drainage calculations, in accordance with the
LDR, Chapter 6, Article IV, Section 5 will be required at the time of
permitting.
