Dear Sir:
Here are the comments for the subject development listed under Exhibit "A" attached and made a part
of this letter. When the plat and plans have been revised, please submit three signed and sealed sets
of the construction plans, six copies of the plat and the signed and sealed mylar. Any additional
chanaes to the plans may require another review.
The following items shall be included with your re-submittal prior to placina your proiect before the City
Commission:
· An administrative fee of 2% of your engineer's certified estimate of the cost of the required
improvements, including P.C.P.'s as stipulated in Chapter 6 of the City's Land Development
Regulations. The fee covers the cost of reviews, processing and inspections of the
development.
· A recording fee of $ 45.00 payable to the Clerk of the Circuit Court to record the plat in Palm
Beach County.
· Restoration surety in the form of a cash bond, letter of credit, performance bond, or an escrow
agreement. The amount shall be 110% of the engineer's certified cost estimate to restore the
site to its original condition which includes such costs as road repair, seeding and mulching the
site, and damage to other public facilities (See Chapter 6, Article 6 of the L.D.R). Regardless of
the surety type, it must be reviewed and approved by the City Attorney, the Finance
Department and the City Commission. The plat will not be presented for Commission approval
until the surety is deemed satisfactory.
· The receipt of required agency approvals such as P.B.C Health Department, SFWMD and any
others necessary for your development.
· Any other items as the City Engineer may require.
· Receipt, review and approval of your Homeowner's documents by our City Attorney.

Please note the followina conditions and or requirements:
. No building permits shall be issued until the required recreational impact fee of
$ 15,420.00 is paid to the Parks Department (see Conditions of Approval #19). Please arrange
payment with Recreation & Parks Deputy Director John Wildner at 561-742-6626.
. No Certificates of Occupancy shall be issued until the Utility Department has inspected,
approved and accepted the water and wastewater systems.
. The Fire Department requires that emergency access shall be provided at the start of the
project and shall be maintained throughout construction per the Florida Fire Prevention Code,
Section 3-5 and NFPA 241 (1996).
. Satisfactory resolve of those Commission approved Conditions of Approval listed in Exhibit A.
Upon receipt and satisfactory review of all required documents, your project will be placed on the next
available Commission agenda. Please note that all documents/fees must be received three business
days in advance of the upcoming meeting to be eligible for the following meeting. The Commission
meets the first and third Tuesday of each month.

PLAT COMMENTS:
Sheet 1 of 2:
There are numerous areas on the first sheet where the words are "run on" with no spaces between them.
Adjust the wording so that all grammar is clear and understood.
Change all the references to the year 2003 to read 2004.
ReQardinQ the title:
Add the words "A PUD" after the word LARGO POINTE in the same font.
Tie the point of beginning to the nearest quarter section corner, section corner or government corner.
The plat shall show a full and detailed boundary description of the land embraced in the plat. The plat
must be so complete that the starting point can be determined and the boundaries run without reference
to the map. Identify the point of beginning in bold letters.
Reoardino the location map:
Add a north arrow for orientation.
ReQardinQ the dedications:
Beneath the word, "dedication" add the words STATE OF FLORIDA AND COUNTY OF PALM BEACH.
In note 1, Tract A encompasses landscaped areas to be maintained by the HOA. Either modify the note
that tract "A" is also a landscape easement for maintenance purposes, or identify the landscape tracts
separately for maintenance purposes.
In note 6, pluralize the word "easement".
Reverse the corporate signatures and witness lines to the right and left respectively. Also, add the
following verbiage after the words .."of said corporation: and severally acknowledQed to and before me
that they executed such instrument as such officers of said corporation...
Under the Acceptance of Dedications:
Provide the names of the two officers and their titles that will sign for the corporation in the acceptance
and the acknowledgement. Also, reverse the corporate and witnesses signature lines.
Under the MortQaoees Consent:
Is there a mortgage of record? The title certification states there is none. Please clarify.
If there is a mortgage, indicate the two officers signing for the corporation, the name of the mortgage
company, its incorporation, the book and page of the recorded mortgage, two witnesses for the officers
and modification of the acknowledgement accordingly.
Under the title certification:
Modify the certification to state that all taxes have been paid and delete the next word, "that", Clarify
whether there is any mortgage of record and add the attorney's license #.

Under the Survevor's Certificate:
Specify that the survey is accurate to within .01 foot.
Change the word "have" to ....has been reviewed...and add the words, as amended after the word
"statutes" .
Under City Of Boynton Beach approvals:

Janet Prainito.
Under the surveyor's notes:
Note 1: Pluralize the word "restriction", Also, make the word "triangle" in note 5 plural.
ReQardinQ the seal blocks:
Add the name of the mortgage company or delete the block. Also, replace the word, "reviewing" with
City Surveyor and Mapper.
Delete the L.A.E. across the lift station and parking space.
Sheet 2 of 2:
Locate the P.O. B., the PRMs and the PCBs,
Revise the dimensions of the "lift station easement" to include the parking space shown on C-1. Please
note that the maintenance of the required 6' lift station screen wall and the associated perimeter
landscapina will be the responsibility of the HOA and should be referenced in the HOA documents.
What is the purpose of the "15' exclusive parking easemenf on the west side of the site?
Identify Christian Villas as plat number two including tracts "B" and "D".
Include the proposed landscape plans with your resubmittal to determine what type of
trees and shrubs will be planted in utility easements.
Should the East 40.37' callout be 40.38'? (see lot 24 of the Christian Villas Plat 2).
Show all existing easements on sheet 2 with a note as to which ones will be abandoned with a book and
page line for the recording information.
H/C stall must be 12' wide with a 5' access path. Modify the plan accordingly.
Locate S.W. 24th Street on the south side of S.W, 19th Ave. and tie it to the centerline of the west
driveway of tract A.

CONSTRUCTION PLAN COMMENTS:
Indicate whether any work will be done within the canal east of the project.
Provide a cross-section through the swale area in accordance with City standard P-15.
Provide an engineer's certification that the civil plans mirror the commission approved site plan and that
the drainage plan conforms to the City's Land Development Regulations and SFWMD criteria. Also,
provide a sealed copy of the drainage calculations.
Correct the west invert dimension of the control structure. Also, should the south invert of CB#2 be
higher than the north invert of the control structure?
Specify PRB's on CB 2 and 4.
The civil plans are not sealed. Provide the engineer's seal on the corrected plans.
Specify a 6 inch thick sidewalk through both driveways.
Show a 6' high CBS screen wall on three sides of the lift station and reflect the required accent shrubs on
the landscape plans.
Provide a cross-section through the lift station parking space specifying a 6" thick concrete slab on top of
a 12" stabilized subgrade and an 8" Iimerock base.
Prior to issuance of the land development permit, provide approvals from all outside agencies such as
the LWDD, SFWMD and P.B.C. Health Dept.
In your response, acknowledge that you have read the commission's conditions of approval and will
conform/respond to the following items: C.O.A. # 1,4, 12, and 14.
On sheet C-3, show the $250.00 fine amount in the H/C fine plate.
In the control structure detail, show a welded plate atop the baffle, Indicate the notch invert and that the
outfall is to CB #1 , not the canal.
In the typical pavement section, specify two, % lifts of asphalt.
The HDPE between CB 3 & 4 shall be a minimum diameter of 15" per code.
When the plat and construction plans have been approved, a field inspection of the monuments will be
done. To facilitate this effort, the surveyor is requested to "lathe and flag" all monuments and P.C.P.s for
validation.

Please be advised that site plan approval for the above referenced project will expire on June 3.
2004.
The City Commission granted site plan approval on June 3. 2003 To date, no building permit has
been issued for this project. A building permit must be secured within one year of site plan approval in
order to maintain the vested status.
The Land Development Regulations Chapter 4, Section 5, provides for a one-year extension for site
plan approval if the application is submitted before the expiration date. Please call the Planning and

procedure.
