The subject property consists of approximately 1.97 acres generally located 2 blocks south of
Woolbright Road and 1 block east of Congress. The site has a land use designation category of
Medium Density Residential which allows for the construction of twenty townhouses.
According to the Trip Generation Manual published by the Institute of Transportation Engineers,
6th Edition, the average weekday daily trip for a townhouse is 5.86 trips/dwelling unit/ weekday.
Saturday average daily trip is 5.67 trips/dwelling unit/day. Sunday average daily trip is 4.84
trips/dwelling unit/day. Attached please find copies of data tabulations. The average for the
week is 5.68 trips/dwelling unit/day.
According to Table 10.8 - Fair Share Road Impact Fee Schedule, effective October 1, 2001, the
average daily trip for a single family attached residence is 7 Trips/dwelling unit/day. Therefore
the proposed trip generation for the proposed community is as follows:

least one other single-family owned unit within the same building structure. Both condominiums
and townhouses are included in this land use. Studies that did not identify whether the
condominium/townhouse was a low-rise or a high-rise were included in this category. .
Additional Data
The peak hour of the generator typically coincides with the peak hour of the adjacent street traffic.
The sites were surveyed from the mid-1970s to the mid-1990s throughout the United States and
Canada.
The number of vehicles and the number of residents have a high correlation with average
weekday vehicle trip ends. The use of these variables is limited, however, because the number of
vehicles and residents is often difficult to obtain or predict. The number of dwelling units is
generally used as the independent variable of choice because it is usually readily available, easy
to project, and has a high correlation with average weekday vehicle trip ends.

In response to your letter dated September 25, 2002, wherein you request confirmation of on your understanding of
discussion items and conclusions, I state the following:
1. Item #5 regarding school concurrency - Concurrency status/capacity is not determined or estimated by city staff. I
recommend that you contact David DeYoung of the School District, at 434-7343, for information on a "equivalency
determination" I understand is available at a small cost and provided in advance of the review that occurs at time of site
plan approval;
2. Item #6 regarding site plan application information - The drainage information needed at site plan stage includes
conceptual estimates and design; and
3. Item #8 regarding screen enclosures - This is correct, but be sure to include all setbacks on the drawings consistent

Discussion:
1. The preliminary site plan layout showing 20 townhouses can be done as a fee
simple development with common areas in a home-owner's association.
2. The existing 5' high wall at the rear of the property can remain (it will not have to be
increased to 6' high).
3. The site plan submittal is to include sight lighting, mail kiosk location & provision
for garbage collection (roll out from individual units is preferred).
4. Re-platting will be necessary, but this step could follow site plan approval.
5. Abandonment of the existing easement and creation of a new one can be handled
during the site plan approval process. A minimum 12' easement will be required
for the sanitary sewer line depending on the depth of the line more width may be
required.
6. A flow test will be required on the existing 6" water line. If the flow is too Iowan 8"
line will be required.
7. School Board concurrency will be required as part of the review process.
8. A second fire hydrant will be required on the site to meet the requirement of no
more than 200' from a hydrant to any part of a building.
9. Show project signage design at site plan approval stage. Signage must be a
minimum of 10' off the property line and the site triangle at driveways must be
maintained.
10. Patios and screened enclosures should be considered at time of site plan review.
If no roof is included, these areas can be in the setbacks up to within 8' of the
property line.
11. All storm water must be retained on the site.
12. A one-car garage and one parking space in the driveway are provided for each unit.
The driveway spot will need to be included in the lot plat of each unit not in the
common area. Guest parking is not required but can be provided as an amenity.
13. The site plan approval process generally takes 3 months.
14. The architects and their civil engineer will schedule a meeting with Laurinda prior
to the submission for site plan approval to go over new requirements.

Discussion:
1. The preliminary site plan layout showing 20 townhouse units in 3 clusters (6 units,
6units & 8 units) with the required R-3 setbacks is generally acceptable on this site
2. Re-platting will be necessary, but this step could follow site plan approval.
3. Gated entrance would be OK with all the required fire department/service vehicle
entry requirements met.
4. A $771/unit recreation impact fee will be required even if on site recreation
amenities are provided.
5. School Board concurrency will be required as part of the review process, however
the capacity should be OK at this location.
6. Site plan approval will require floor plans, elevations, site plan with drainage,
lighting and landscape.
7. Show project signage and entry wall/gate design at site plan approval stage.
Include column caps, cornices etc. for walls and gates.
8. Patios and screened enclosures should be considered at time of site plan review.
If no roof is included, these areas can be in the setbacks.
9. The site plan approval process generally takes 3 months.
Please submit any corrections to the above within five (5) days of receipt. If no
corrections are received, then the notes will be filed as being accurate.

rather recognizing its vested status in terms of zoning. We would recommend that R-3 zoning be
maintained and setbacks followed. We are interested in seeing your design. Did you say that the
existing HOA will take this portion in under its wing? Can you comply with R-3 setbacks?
