The above referenced Site Plans, forwarded on March 6, 2003, were reviewed by representatives from
Public Works, Engineering and Utilities against the requirements outlined in the City of Boynton Beach
Code of Ordinances. Following are our comments with the appropriate Code and Land Development
Regulations (LDR) referenced.

PUBLIC WORKS - GENERAL
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse. The dumpster will be supplied by Public Works.
2. Relocate the Live Oak at the front corner of the dumpster enclosure. It will present a conflict with the
garbage truck during loading and unloading.

PUBLIC WORKS - TRAFFIC
3. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.
4. The shared driveway between Lots 5 and 6 shall be declared in permanent agreement(s) for both
properties. The agreement(s), at a minimum, shall define the ownership and maintenance
responsibilities of the driveway(s). Copy(s) of the "Shared Driveway" agreement(s) shall be provided
prior to issuance of any building permits.
5. Add a concrete median at the entry driveway to separate in-bound and out-bound traffic.
ENGINEERING
6. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.

8. Provide a signed and sealed survey, no older than 6 (six) months in accordance with the LDR,
Chapter 4, Section 7.A. Add a vicinity map to the survey.
9. Show zoning and land use on Site Characteristics Map (Survey) (LDR, Chapter 4, Section 7.A.)
10. Show all existing utilities on the Site Development plan (LDR, Chapter 4, Section 7.A.3).

11. A photometries plan will be required at the time of permitting.
12. Full drainage plans in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at
the time of permitting.
13. Paving, Drainage and Site details will be required and reviewed at the time of permitting. All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings.
14. Live Oak and Green Buttonwood along the north property line could impact the adjacent property.
Staff recommends relocating these trees to a minimum of ten (10) feet south of the property line and
ensure that these trees are consistently and properly pruned to minimize potential adverse impacts
due to the tight conditions.
UTILITIES
15. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).
16. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (see CODE, Section 26-16(b)). Plan sheet #WS-1 reflects one (1)
fire hydrant which is insufficient to deliver the required fire flow. Either add an additional fire hydrant
(appropriately spaced) or provide a sprinkler system within the building.
17. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
18. This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
19. Appropriate backflow preventer will be required on the domestic water service to the building, and the
fire sprinkler line if there is one, in accordance with the CODE, Section 26-207.
20. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.

separated the two (2) lots (that were previously shown as one parcel) and is now treating them as two
(2) separate lots and as two (2) separate projects. Therefore, Planning & Zoning is now treating this

CODE REQUIREMENTS
The site plan and master plan design documents shall adhere to Chapter 9 of the
Code of Ordinances of the City of Boynton Beach entitled "Fire Protection and
Prevention." This ordinance adopts NFPA 1, Fire Prevention Code, 2000 edition,
and NFPA 101, Life Safety Code, 2000 edition. (These codes, as amended are
identified as the Florida Fire Prevention Code)
Design documents shall demonstrate compliance with LOR Chapter 6, Section
16, which provides requirements for hydrants. In addition to domestic
requirements at a residual pressure of not less than 20 psi, a fire flow of at least
1500 gpm is required.
Design documents must demonstrate compliance with the requirements for fire
lanes that are provided in Section 9-21 of the City Ordinances. Signing and
marking are described in LOR Chapter 23 Section B2
City Ordinance Section 9-6,3. /7-11 requires approved automatic fire sprinkler
systems throughout all buildings or structures regardless of the type of
construction that are in excess of 12,000 square feet per floor.

We have reviewed the subject plans and recommend that the request be forwarded for Board review
with the understanding that all remaining comments will be shown in compliance on the working
drawings submitted for permits.
Buildina Division (Site Specific and Permit Comments) - Timothv K. Larae (561) 742-6352
1. Buildings, structures and parts thereof shall be designed to withstand the minimum wind loads of
140 mph. Wind forces on every building or structure shall be determined by the provisions of
Chapter 6 of ASCE 7, and the provisions of Section 1606 (Wind Loads) of the 2001 edition of
the Florida Building Code. Calculations that are signed and sealed by a design professional
registered in the state of Florida shall be submitted for review at the time of permit application.
2. Add a labeled symbol to the site plan drawing that represents and delineates the path of travel
for the accessible route that is required between the accessible parking spaces and the
accessible entrance doors to the tenant space. The symbol, required to be installed along the
path, shall start at the accessible parking spaces and terminate at the accessible entrance doors
to the tenant space. The symbol shall represent the location of the path of travel, not the location
of the detectable warning or other pavement markings. The location of the accessible path shall
not compel the user to travel in a drive/lane area that is located behind parked vehicles. Identify
on the plan the width of the accessible route. (Note: The minimum width required by the code is
forty-four (44) inches). Add text to the drawing that would indicate that the symbol represents the
accessible route and the route is designed in compliance with Section 11-4.3 (Accessible Route)
and 11-4.6 (Parking and Passenger Loading Zones) of the 2001 Florida Building Code. Please
note that at time of permit review, the applicant shall provide detailed documentation on the
plans that will verify that the accessible route is in compliance with the regulations specified in
the 2001 Florida Building Code. This documentation shall include, but not be limited to, providing
finish grade elevations along the path of travel.
3. At time of permit review, submit signed and sealed working drawings of the proposed
construction.
4. Vertical Accessibility to the second floor/mezzanine area shall be required per 2001 Florida
Building Code, Sections 11-4.1.2, 11-4.1.3(5) for New Construction and Section 11-4.1.6 for
Alterations.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P.M. on Friday. March 21. 2003. When preparing
your comments, please separate them into two categories; code deficiencies with code sections
referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee

The survey of Lot 5 should not be older than September 5, 2002 (Chapter 4, Section 7.A.).
The site plan (sheet SP-I) tabular data must indicate the required and proposed setbacks in order to ensure
compliance with the M -1 zoning district regulations. The required front setback is 15 feet, side setback is
zero (0) feet, and rear setback is 10 feet (Chapter 2, Section 8.A.6.).

Official Zoning District (Light Industrial- MI).
The proposed parking lot interior landscape islands must have at least five (5) feet interior dimension
(Chapter 7.5, Article II, Section 5.G.).
On the landscape plan (sheet LP-l), identify the location of all the Pygmy Date Palms.
Place a note on the landscape plan indicating that mulch other than Cypress shall be used and maintained
for landscape purposes (Chapter 7.5, Article II, Section 5.C.8.).

A signature tree (such as a Yellow Elder, Tibouchina GranulUSk, or Bouganvillea) is required at both sides
of each project entrance 1 exit. The signature trees must have 6 feet of clear trunk if placed within the safe-
sight triangle (Chapter 7.5, Article 2, Section 5.N.). Alternative plant material may be substituted if the
above referenced plant material is not available or undesired. Any substitution of plant material (for the
signature tree requirement) will be subject to the City Landscaper / Environmentalist review and approval.
Fifty percent (50%) of site landscape materials must be native species (Chapter 7.5, Article II, Section 5.P).
On the landscape plan plant list (sheet LP-l), indicate by asterisk, the native species to ensure that at least
50% of landscape material is native. Identify and tabulate the amount of native material in the plant list of
the landscape plan.
Unless the lighting fixtures are all wall mounted, provide a typical drawing that includes the height and
color 1 material of all proposed freestanding outdoor lighting poles. Show the freestanding outdoor lighting
poles on the site plan (sheet SP-l) and on the landscape plan (LP-l) if they are proposed. The design, style,
and illumination level shall be compatible with the building design (height) and shall consider safety,
function, and aesthetic value (Chapter 9, Section 1O.F.1.).
Place a note on the landscape plan that all above ground mechanical equipment such as exterior utility
boxes, meters, transformers, and back-flow preventers shall be visually screened (Chapter 9, Section
1O.CA.).
All project signage is subject to review and approval of the Community Development Agency. On the
elevations, indicate the cumulative area of all wall signage to ensure that it complies with Chapter 21,
Article 4, Section C.). In addition, indicate the letter colors and sign material.

140 mph. Wind forces on every building or structure shall be determined by the provisions of
Chapter 6 of ASCE 7, and the provisions of Section 1606 (Wind Loads) of the 2001 edition of
the Florida Building Code. Calculations that are signed and sealed by a design professional
registered in the state of Florida shall be submitted for review at the time of permit application.
4. Add to the building that is depicted on the drawing titled site plan and floor plan a labeled symbol
that identifies the location of the handicap accessible entrance doors to each tenant space.
Florida Accessibility Code for Building Construction, Section 4.1.2, 4.3.
5. Add a labeled symbol to the site plan drawing that represents and delineates the path of travel
for the accessible route that is required between the accessible parking spaces and the
accessible entrance doors to the tenant space. The symbol, required to be installed along the
path, shall start at the accessible parking spaces and terminate at the accessible entrance doors
to the building. The symbol shall represent the location of the path of travel, not the location of
the detectable warning or other pavement markings. The location of the accessible path shall
not compel the user to travel in a drive/lane area that is located behind parked vehicles. Identify
on the plan the width of the accessible route. (Note: The minimum width required by the code is
forty-four (44) inches). Add text to the drawing that would indicate that the symbol represents the
accessible route and the route is designed in compliance with Section 4.3 (Accessible Route)
and 4.6 (Parking and Passenger Loading Zones) of the Florida Accessibility Code for Building
Construction. Please note that at time of permit review, the applicant shall provide detailed
documentation on the plans that will verify that the accessible route is in compliance with the
regulations specified in the Florida Accessibility Code for Building Construction. This
documentation shall include, but not be limited to, providing finish grade elevations along the
path of travel.

6. Identify within the site data the finish floor elevation (lowest floor elevation) that is proposed for
the building. Verify that the proposed elevation is in compliance with regulations of the code by
adding specifications to the site data that address the following issues [Section 3107.1 .2,
Chapter 31 of the 2001 Florida Building Code]:
a) The design professional-of-record for the project shall add the following text to the site data.
"The proposed finish floor elevation _' _ NGVD is above the highest 100-year base
flood elevation applicable to the building site, as determined by the South Florida Water
Management District's surface water management construction development regulations."
7. On the drawing titled site plan, identify and label the symbol that represents the property line.
8. As required by Chapter 4, section 7 of the Land Development Regulations, submit a floor plan
drawing. The building plans are not being reviewed for compliance with the applicable building
codes. Therefore, add the words "Floor plan layout is conceptual" below the drawing titled Floor
Plan found on sheets A1-A2. However, add to the floor plan drawing a labeled symbol that
identifies the location of the handicap accessible entrance doors to each tenant space. The
location of the doors shall match the location of the accessible entrance doors that are depicted
on the site plan drawing.
9. On the site plan and floor plan, indicate the number of stories that are in the leach building
including, where applicable, mezzanines. Indicate the overall height of the/ each building.
10. Indicate on the floor plan drawing within the footprint of the building the primary use of the
building.
11. At time of permit review, provide a completed and executed City of Boynton Beach Unity of Title
form. The form shall describe all lots, parcels or tracts combined as one lot. A copy of the
recorded deed with legal descriptions, of each property that is being unified, is required to be
submitted to process the form. The property owner that is identified on each deed shall match.
12. At time of permit review, submit signed and sealed working drawings of the proposed
construction.
13. Add to the submittal a partial elevation view drawing of the proposed perimeter fence. Identify
the type of the fence material and the type of material that supports the fence, including the
typical distance between supports. Also, provide a typical section view drawing of the fence that
includes the depth that the fence supports are below finish grade and the height that the fence is
above finish grade. The location and height of the wall/fence shall comply with the fence
regulations specified in the Zoning Code.
14. Add to the drawing the calculations that were used to identify the minimum number of required
handicap accessible parking spaces. Also, state the code section that is applicable to the
computations.
15. Add to all plan view drawings of the site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request.
16. SP-1 - Indicate types of material to be stored in bins.
17. Submit floor plan for second floor office area. For Bay 8 indicate use of such area. Vertical
accessibility may be required per 2001 Florida Building Code.

The above referenced Site Plans, forwarded on March 6, 2003, were reviewed by representatives from
Public Works, Engineering, Utilities against the requirements outlined in the City of Boynton Beach Code
of Ordinances. Following are our comments with the appropriate Code and Land Development
Regulations (LDR) referenced.
PUBLIC WORKS - GENERAL
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse. The dumpster will be supplied by Public Works.
2. Rotate the dumpster enclosure to allow for a more "straight-in" approach for the garbage trucks. A
minimum turning radius of 60 ft. is required for the approach to the dumpster and a minimum backing
clearance of 60 ft. is required for the truck to leave (measured from the front edge of the dumpster
pad. (LDR, Chapter 2, Section 11.J.2.b).
3. Relocate the Live Oak at the front corner of the dumpster enclosure. It will present a conflict with the
garbage truck during loading and unloading.
PUBLIC WORKS - TRAFFIC
4. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.
5. The shared driveway between Lots 5 and 6 shall be declared in permanent agreement(s) for both
properties. The agreement(s), at a minimum, shall define the ownership and maintenance
responsibilities of the driveway(s). Copy(s) of the "Shared Driveway" agreement(s) shall be provided
prior to issuance of any building permits.
6. Revise parking stall dimensions to 9 Y:z ft. x 18 Y:z ft. for a standard stall and 12 ft. x 18 Y:z ft. for
handicap stalls. These dimensions reflect the new standards being adopted by the City of Boynton
Beach and will be in effect by the time this project is brought in for permitting. Reference City
Standard Drawing K-3.

7. Correct Typical Parking Detail to reflect a 12 inch separation between stripes rather than the 24
inches shown (City Standard Drawing K-3).
8. Verify that stall and back-up dimensions meet the new standards (City Standard Drawing K-1) being
adopted by the City of Boynton Beach (see above comment).
9. Show directional arrows to delineate two-way internal traffic flow.
10. Delineate and stripe the "Loading Area" ( LDR, Chapter 2, Section 11.J); include a pavement
message in yellow indicating "No Parking - Loading Zone". See City Standard Drawings B-98001
and B-90013 for striping details.
11. Lot 4 (the vehicle/storage yard) reflects 35-foot (perpendicular dimensioned) parking space with a 25-
foot access driveway. The parking stalls (as configured) would allow for a 28.88-foot vehicle/piece of
equipment. Show how this parking configuration would be utilized with only a 25-foot access
driveway.
12. A 12-foot sliding gate is shown between Lots 4 & 5 adjacent to the material storage bins, with no
driveway access shown, for back and forth access. If the intent is to use this gated access for
general vehicular use remove conflicting parking spaces and stripe/sign appropriately.
ENGINEERING
13. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
14. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
15. Provide written and graphic scales on all sheets.
16. Indicate to what standard the project is to be constructed; if the FDOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units.
17. Show zoning and land use on Site Characteristics Map (Survey) (LDR, Chapter 4, Section 7.A.)
18. Show all existing utilities and easements on Site Development plan (LDR, Chapter 4, Section 7.A.3).

19. Show proposed site lighting on the Site and Landscape plans (LDR, Chapter 4, Section 7.BA.) The
lighting design shall provide a minimum average light level of one foot-candle. On the Lighting Plan,
specify that the light poles shall withstand a 140 MPH wind load (LDR, Chapter 23, Article II, Section
A.1.a and Florida Building Code). Provide a note that the fixtures shall be operated by photo-
electrical control and to remain on until 2:00 a.m. (LDR, Chapter 23, Article II, Section A.1.a.) Include
pole wind loading, and pole details in conformance with the LDR, Chapter 6, Article IV, Section 11,
Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the Lighting Plan. Glare
which is readily perceptible at any point at or beyond the property on which the use is located is
prohibited (LDR, Chapter 2, Section 4.N.7). Lighting shall be directed away from any residential uses
(LDR, Chapter 2, Section 4.N.7). Lighting shall not be used as a form of advertising in a manner that
draws more attention to the building or grounds at night than in the day (LDR, Chapter 9, Section
10.F.5). If possible please provide photometries as part of your TRC plan submittals - it is much
easier to identify and correct any deficiencies now than while you are waiting on a permit!
20. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LDR, Chapter 23, Article II, Section A.1.b).
21. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II, Section 5.H.).
22. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5' and 6' above the pavement (LDR, Chapter 7.5, Article II,
Section 5.H.).
23. Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb
(LDR, Chapter 7.5, Article II, Section 5.A. and Chapter 22, Article II, Section E.) Add Type "D" curb
around the landscaped area(s) around the Asphalt Vehicle/Equip Storage yard or provide parking
blocks at the end of each parking space. Type "D" curb will also be required around the concrete
pavement on the east end of the north half of the property.
24. The landscape islands along the north property line require a minimum width of 6 (six) feet to provide
for a 5 (five) foot landscape width with 6 (six) inch curb on either side (LDR, Chapter 7.5, Article II,
section 5.G.
25. Full drainage plans in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at
the time of permitting.
26. Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article
IV, Section 5.A.2.f).
27. Show storm sewer (screened) on the Water & Sewer Plan and water and sewer lines (screened) on
the Paving, Grading & Drainage plan so possible conflicts can be evaluated.
28. Paving, Drainage and site details will be required and reviewed at the time of permitting. All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings.

UTILITIES
29. All utility easements shall be shown on the site and landscape plans (as well as the Water and Sewer
Plan Sheet) so that we may determine which trees may interfere with utilities. In general, palm trees
will be the only tree species allowed within utility easements. Canopy trees may be planted outside
of the easement so that roots and branches will not impact those utilities within the easement in the
foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives public utilities the authority to
remove any trees that interfere with utility services, either in utility easements or public rights-of-way.
It appears that all utilities are located under the concrete pavement serving as the access driveway to
the facility located on Lot 5, except for landscaping on the east lot line and along the entrance
driveway. In addition, the location of the water main as shown on sheet WS-1 does not reflect the
horizontal 10-foot clearance required from the storm drainage line as shown on sheet PGD-1. Verify
the required clearance.
30. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).
31. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (see CODE, Section 26-16(b)). Plan sheet #WS-1 reflects one (1)
fire hydrant which is insufficient to deliver the required fire flow. Either add an additional fire hydrant
(appropriately spaced) or provide a sprinkler system within the building.
32. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
33. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not,
therefore, be used for irrigation where other sources are readily available.
34. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a). (Refer to Note #22 above)
35. This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
36. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building be within 200 feet
of an existing or proposed fire hydrant. This includes fire-fighting service to the vehicle/equipment
yard on Lot 4. I find no fire hydrant(s) for this purpose. Please demonstrate that the plan meets this
condition, by showing all hydrants.

37. Appropriate backflow preventer will be required on the domestic water service to the building, and the
fire sprinkler line if there is one, in accordance with the CODE, Section 26-207.
38. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
39. The LDR, Chapter 3, Article IV, Section 3.0 requires Master Plans to show all utilities on or adjacent
to the tract. The plan must therefore show the point of service for water and sewer, and the
proposed off-site utilities construction needed in order to service this project.
40. The LDR, Chapter 3, Article IV, Section 3.P requires a statement be included that (all other) utilities
are available and will be provided by the appropriate agencies. This statement is lacking on the
submitted plans.
41. Add an additional c1eanout (C.O.) from the leg leaving the building at the 450 elbow; a c1eanout is
required every time that a lateral changes direction.

RECOMMENDATION
Add an additional hydrant at the east end of the property.
CODE REQUIREMENTS
The site plan and master plan design documents shall adhere to Chapter 9 of the
Code of Ordinances of the City of Boynton Beach entitled "Fire Protection and
Prevention." This ordinance adopts NFPA 1, Fire Prevention Code, 2000 edition,
and NFPA 101, Life Safety Code, 2000 edition. (These codes, as amended are
identified as the Florida Fire Prevention Code)
Design documents shall demonstrate compliance with LDR Chapter 6, Section
16, which provides requirements for hydrants. In addition to domestic
requirements at a residual pressure of not less than 20 psi, a fire flow of at least
1500 gpm is required.
Design documents where underground water mains and hydrants are to be
provided, must demonstrate that they will be installed, completed, and in service
prior to construction work per the Florida Fire Prevention Code, (2000) Section
29-2.3.2.
Emergency access shall be provided at the start of a project and be maintained
throughout construction per the Florida Fire Prevention Code, Section 3-5, and

NFPA 241, (1996) Safeguarding Construction, Alteration, and Demolition
Operations, Section 5-4.3. Emergency access roadways must be firm and
unyielding, having a bearing value of not less than 40 (i.e. LBR 40), compacted
to 98% of the maximum density as determined by AASHTO T180, in accordance
with the FOOT Standard Specifications for Road and Bridge Construction (2000)
Division II, Section 160, STABILIZING. A copy of the test results shall be
provided and accepted prior to above grade construction. Testing frequency
shall not be less than that specified in the FOOT Sampling, Testing and
Reporting Guide, or as required by the Fire Marshal. The roadway shall be
maintained free from ruts, depressions, and damage, and at the required bearing
value for the duration of it's intended use.
Pursuant to City Ordinance 9-3F, the Fire Marshal has developed an
Administrative Order dated May 9, 2001, that provides the minimum performance
for all security gates and emergency access. (attached)
Design documents must demonstrate compliance with the requirements for fire
lanes that are provided in Section 9-21 of the City Ordinances. Signing and
marking are described in LOR Chapter 23 Section B2
City Ordinance Section 9-6, 3. /7-11 requires approved automatic fire sprinkler
systems throughout all buildings or structures regardless of the type of
construction that are in excess of 12,000 square feet per floor.
