PROJECT NO. 03-2026 Dear Mr. Phillips: This letter will serve as a Traffic Impact Statement for the above-referenced project in the City of Boynton Beach, Florida. The findings of this Statement indicate that the proposed project will generate less than 200 daily trips and less than 20 peak hour trips. In accordance with the City of Delray Beach and Article XV of the Palm Beach County Unified Land Development Code, the Traffic Performance Standard, a review of Test One of the directly accessed link (Boynton Beach Boulevard) is required. The Phillips Industrial Park site is planned to be located on a piece of property east of West Industrial Avenue and north of Boynton Beach Boulevard in the City of Boynton Beach, Florida. The project will be a light industrial/warehouse type use consisting of office area, manufacturing area and storage area totaling approximately 12,000 square feet. In order to estimate the potential daily trip generation activity from the proposed site, Palm Beach County provides trip generation rates for this particular land use as part of their Fair Share Road Impact Fee Schedule effective October 1, 2001 under the Light Industrial category. In accordance with the schedule, a development of this type is projected to generate a total daily trip rate of 6.97 trips per 1,000 square feet of building area. The A.M. peak is projected to generate 0.92 trips per thousand square feet while the P.M. peak hour is projected to generate 0.98 trips per thousand square feet. Further, the County criteria offers a reduction in the total trip generation based on a pass-by capture rate of 5 percent. Considering the aforementioned rates and the reduction of 5 percent due to pass-by capture, the project consisting of 12,000 square feet is therefore projected to generate a total of 79 daily trips, 10 A.M. peak hour trips and 11 P.M. peak hour trips Phillips Industrial Park June 18, 2003 Page 2 A review of the capacity potential along West Industrial Avenue was examined. The latest count data from the County's web site was used and is attached to the end of this document for the count station on Boynton Beach Boulevard west of 1-95 (Station 5203). Boynton Beach Boulevard at West Industrial Avenue is a six lane divided facility with a daily carrying capacity of 48,900 vehicles per day and a peak hour carrying capacity of 4,550 vehicles per hour. From the County's web site data indicates that West Industrial Avenue is presently carrying 45,692 vehicles per day and 3,548 vehicles per hour during the most active peak period, the P.M. peak hour. As such, this is below the carrying capacity of 48,900 vehicles per day and 4,550 vehicles per hour. It was estimated, from the developer, that the build out of the project would take one year. Background growth rates were examined at count station 5203 and negative growth trends were found. However, to examine a worse case scenario, a growth rate of two percent for one year was added to the County count data. This yielded a existing and background volume of 46,606 vehicles per day and 3,619 vehicles per hour during the P.M. peak hour. Again, these projected volumes are below the carrying capacities for this section of Boynton Beach Boulevard. Further, if all of the 79 daily trips and all of the 11 peak hour trips were assigned to this section of Boynton Beach Boulevard, acceptable operating levels of service would be maintained in that the actual numbers of recorded vehicles is still below the carrying capacity for a six lane divided roadway. In conclusion, this statement has demonstrated that the project will generate a total of 79 net new trips on a daily basis and 11 net new trips on a peak hour basis. The proposed development is in compliance with Test One of the Palm Beach County Traffic Performance Standard and the City of Boynton Beach, Florida in that projected volumes are below the roadway's carrying capacity. This Trip Generation Statement has been prepared on behalf of Phillips Equipment for submittal to the City of Boynton Beach to examine the potential trip making activity of the proposed development. Trip generation standards are based on the Institute of Transportation Engineers (ITE) Trip Generation Manual, 6th Edition. The manual provides for a number of land use categories and companion trip generation rates on a daily, AM and PM peak hour basis. Although the project is identified as Phillips "Industrial Park", it is not an industrial park as defined by the ITE Trip Generation standards. The industrial park category defines industrial parks as areas containing a number of industrial related facilities. They are characterized by a mix of manufacturing, service and warehouse facilities with a wide variation in the proportion of each type of use from one location to another. This is not the case in this particular development. In addition, we looked at the category entitled "Light Industrial" and this also did not fall under the characteristics of the proposed development in that the light industrial area provides such as uses printing plants, material testing labs or assembly of data processing equipment and power stations. The development as proposed is more appropriately classified as a warehouse designation under the ITE category where warehouses are primarily devoted to the storage of materials. They also may include ancillary office and maintenance areas which is the case in the development that you are proposing. l Phillips Equipment April 16, 2003 Page 2 The site plan as provided by your office provides for a development with a building footprint of 12,000 square feet on the northern portion of the property. In addition, outdoor parking and storage facilities are located on the south side of the property. The property, in its entirety, considering the outdoor storage facilities and parking areas and the building footprint of 12,000 square feet encompasses approximately 2.88 acres of gross area. Therefore, in order to generate trips to facilitate both the building area and the outdoor storage facilities, the trip generation rate on a per-acreage basis was used. Accordingly, Table 1 has been formulated in accordance with the ITE criteria. Developments of this type, according to Palm Beach County and the City of Boynton Beach are offered a reduction in their overall trip generation relative to pass-by capture traffic. Pass-by capture traffic is defined as traffic already on the roadway system passing by the adjacent development that may have opportunities to use the adjacent development, in this case, the Phillips Industrial Park. The Palm Beach County data indicates that a warehouse-type development is afforded a pass-by reduction of five percent. This reduction was applied in the calculations as found in Table 1. As noted on Table 1, the project is only projected to generate a total of 157 net daily trips, of which 28 would occur during the AM peak hour and 25 would occur during the PM peak hour. As we had discussed and as requested by the City of Boynton Beach, if the property was split, of course these numbers would be cut in half and assigned to the north portion of the property and the south portion of the property. Therefore, based on the Trip Generation Statement as formulated by the ITE Trip Generation Manual, it can be concluded that insignificant levels of traffic will be generated by the proposed Phillips Industrial Park. Therefore, we would request the City's concurrence in our findings that the project will not cause any significant levels of traffic on the adjacent roadway system. If the work has not been initiated on any Lump Sum item within the six month period, Tinter Associates, Inc. reserves the right to terminate this agreement as it relates to said item. HOURLY CHARGES Hourly work will be billed at Tinter Associates, Inc.'s current prevailing rates, with no increases or escalations for services performed outside of regular business hours. WORK NOT SPECIFIED Work not specified in the above proposal items will not be performed without prior knowledge and approval of Phillips Equipment. When merited, Tinter Associates, Inc. will provide Phillips Equipment with a Lump Sum Fee for additional services. Otherwise, additional services will be performed on an hourly basis at the rates listed above. ADDITIONAL EXPENSES Unless otherwise specified, the above service fees do not include traffic counts, fees to government agencies, travel, printing or reproduction, postage, nor do they include the cost for outside services by others. These fees are separate charges and will be invoiced to Phillips Equipment as direct charges. SALES TAX It is anticipated that the State Legislature may review sales tax exemptions in the very near future. One of those exemptions relates to the provision of professional services, such as traffic engineering. In the event that the legislature imposes sales tax on professional services, that sales tax will be added to any future invoices. Sales tax is NOT reflected in the above-quoted Lump Sum or Maximum Fees. When appropriate, Sales Tax will be added to Tinter Associates, Inc. invoices. Of course, this provision will not take effect until after the effective date of such legislation, if any. ASSIGNMENT It should be expressly understood that this proposal is for the use of Phillips Equipment and is not assignable or assumable by any third party. Furthermore, the fees quoted in this contract with Phillips Equipment are based on the payment terms cited below.
