Dear Ms. Brinkman:
Kimley-Hom and Associates, Inc. is pleased to prepare a trip generation
equivalency letter for the above-mentioned site. The Shoppes of Boynton
is an existing shopping center located in the northeast comer of Gateway
Boulevard and Congress A venue in the City of Boynton Beach, Florida.
The site is bisected by Quantum Boulevard into north and south parcels.
The north side of the site currently contains an existing 2000 seat cinema
and a 4,185 square foot fast food restaurant. The south parcel on the site
includes 148,292 square feet of existing commercial retail uses. It is
proposed to redevelop the north parcel of the site by replacing the cinema
with a 43,000 square foot LA Fitness Center and a future expansion of
34,000 square feet of additional retail uses.
Using trip generation equations from Palm Beach County and the ITE Trip
Generation Report (6th Edition), a trip generation equivalency analysis
was undertaken for the proposed versus approved land uses. The attached
Table 1 shows the results of this analysis. The analysis shows that there is
a net reduction of 1 AM peak hour trip and no increase in the two-way
PM peak hour trips. Pursuant to Section 15.(1) C - Subsection 2(E)(2) of
Palm Beach County's Traffic Performance Standards, no further analysis
is needed as there is no increase in net peak hour trips associated with the
proposed change.

This analysis demonstrates that an additional traffic concurrency analysis
is unnecessary as all of the produced trips are within the limits of the
previously submitted and approved study. Any conclusions from a new
study would yield the same if not more favorable results.
This letter can be submitted to the appropriate agencies as evidence of
your traffic impact investigation for the proposed change in land uses.
