UTILITIES
Comments:
1. All utility easements shall be shown on the rectified
site plan and landscaping drawings so that we may
determine which trees may interfere with utilities. In
general, palm trees will be the only trees species
allowed within utility easements. Canopy trees may
be planted outside of the easement so that roots and
branches will not impact those utilities within the
easement in the foreseeable future. LDR, Sections
7.5-18.1 give public utilities the authority to remove
any trees that interfere with utility services, either in
utility easements or public rights-of-way.
2. Water and sewer lines to be owned and operated by
the City shall be included within utility easements.
Please show all proposed easements on the
engineering drawings, using a minimum width of 12
feet. The easements shall be dedicated via separate
instrument to the City as stated in CODE Sec. 26-
33(a).
DEP ARTMENTS
3. Fire flow calculations will be required demonstrating
the City Code requirement of 1,500 g.p.m. at stated in
LDR Chap. 6, Art. IV, Sec. 16, or the requirement
imposed by the insurance underwriters, whichever is
greater (see CODE Sec. 26-16(a)).
4. CODE Sec. 26-34(E) requires that a capacity
reservation fee be paid for this project either upon the
request for the Department's signature on the Health
Department application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be
determined based upon final meter size, or expected
demand.
5. Comprehensive Plan Policy 3.C.3.4. reqUIres the
conservation of potable water. City water may not,
therefore, be used for irrigation where other sources
are readily available.
6. This office will not require surety for installation of
the water and sewer utilities, on conditions that the
systems be fully completed, and given to the City
Utilities Department before the first permanent meter
is set. Note that setting of a permanent water meter is
a prerequisite to obtaining the Certificate of
Occupancy.
7. Utility construction details as shown on the Civil
Engineering (CE) Drawing 3 of 5 will not be reviewed
for construction acceptability at this time. All
construction details shall be in accordance with the
Utilities Department's "Utilities Engineering Design
Handbook and Construction Standards" manual;
they will be reviewed at the time of construction
permit application.

ENGINEERING DIVISION
Comments:
11. On the Site Plan, add a general note that all plans
submitted for specific permits shall meet the City's
Code requirements at time of application. These
permits include, but are limited to, the following:
paving, drainage, curbing, site lighting, landscaping
and irrigation. Permits required from other permitting
agencies such as FDOT, SFWMD, LWDD, FDEP,
PBCHD, PBCED, PBCDERM and any others, shall
be included with the permit request.
12. Provide a typical surfacing section. Minimum
pavement depth is 1 Y2 inches of Type S-3 for all areas
in accordance with LDR, Chap. 6, Art. IV, Section
1O.P. Pavement is to be in accordance with all
applicable FDOT specifications (current edition).
13. Provide details of sidewalk construction. Minimum
standards are given in LDR, Chap. 5, Art. IV, Section
1O.T.
14. On the Site and Landscape Plans, identify the clear
sight triangular areas on both sides of the driveway(s)
and adjust the landscaping accordingly (LDR, Chap.
7.5, Art. II, Sec. 5.H.2.). Add a note to the Landscape
Plan that within the sight triangles, there shall be an
unobstructed cross-visibility as a level between 2.5'
and 6' above the pavement. Use FDOT Standard
Index 546 for the sight triangles along all collector and
arterial roadways.

15. Provide a drainage plan and an engineer's certification
as specified in LDR, Chap. 4, Sec. 7(F). Add the
following note that "the drainage system shall
conform to the Utility Department's 'Utilities
Engineering Design Handbook and Construction
Standards', and the city Standard Drawing B-91007."
Reflect on the Drainage Plan the proposed elevations
and drainage flow arrows.
16. Pollution retardant baffles shall be required for all
drainage structures that outfall to exfiltration trenches.
Drainage structures must be large enough to
accommodate the baffles and allow periodic silt
removal. Provide a sump for all inlets to reduce
contaminants and pollutants from entering any
exfiltration trenches.
17. On the Site and Civil plans, show all necessary traffic
control devices such as stop bars, stop signs, double
yellow lane separators striping, directional arrows and
"Do Not Enter" signage, etc. Delineate and stripe the
"Loading Area" (where applicable); include a
pavement message in yellow indicating "No Parking-
Loading Zone". The color of striping on concrete
parking areas shall be black, per City Standard
Drawings B-98001 and B-90013. Provide a separate
signing and striping sheet for clarity.
18. The use of alternative materials for striping
(ST A YMARK) is not allowed.
19. Removal of temporary markings shall be non-
destructive means (e.g.: water blasting).

20. Permanent pavement markings (thermoplastic) is to be
placed 30 days after the final course of pavement is
placed (cure period).
21. Delete Note 10, Sheet 4 of 5, Parking Details. Striping
for standard stalls shall be white.
22. The fire lane signage and markings shall conform to
LDR Chap. 23, Art. IT, Sec. B. & M. The 3-foot high
"Fire Lane" words shall be placed along both lanes
and staggered.
23. Provide a typical detail showing all post-mounted
signage (including HlC signage) installed and grouted
per City Standard Drawing B-98001.
24. Show on the Site and Civil plans the proposed site
lighting (LDR, Chap. 4, Sec. 7.B.4.). On the Lighting
Plan, specify that the light poles shall withstand a 110
MPH wind load. Add a note that the fixtures shall be
operated by photo-electrical control and to remain on
until 2:00 a.m. (LDR, Chap. 23, Art. ll). Add a note
that the lighting design shall provide a minimum
average of one foot-candle lumen at ground level.
Artificial lighting used to illuminate any property shall
be directed away from all residential districts.
Lighting shall not be used as a form of advertising
(LDR, Chap. 2, Sec. 4.N.7. & Chap. 9, Sec. 1O.F.5.).
25. Replace any large canopy trees adjacent to light
fixtures to eliminate future shadowing on the parking
surface.

26. All plans submitted shall be signed and sealed by the
appropriate design professional. Provide a recent, site
survey, signed and sealed by a professional Land
Surveyor, showing all the requirements of LDR,
ChapA Sec. 7.A.
27. No person shall begin to work in or upon any area of
public or private rights-of-way in the City without first
obtaining a permit (LDR, Chap. 22, Art. II, Sec. 7.).
28. Provide a minimum 5-foot high buffer (screening) in
accordance with the LDR, Chap. 6, Art. ill, Section 3.
29. No one shall engage m land clearing, filling or
removmg m the City without first obtaining the
necessary permit (LDR, Chap. 7.5, Art.!, Sec. 5.B.).
Applicant shall apply for an excavation and fill permit
in accordance with LDR, Chap. 8.
30. Use the term "shall" instead of "must" or "will" in the
General Specifications.
31. Exfiltration trenches are specified to be constructed in
accordance with FDOT specifications. Accordingly
#57 stone is to be specified, not % inch washed rock.

35. The paving and drainage details as shown on the CE
drawings 4 and 5 of 5 will be reviewed for

application. However it is recommended that any
reference to the "City of Delray Beach" be deleted.
36. On the "Inlets" detail - reVIse the "Foundation
Material" note, the intent is to remove unsuitable
material, replace with clean #57 stone or approved
backfill, and pour floor of inlet as shown.
37. "Inlets" detail - revise "Material" note, inlets should
be traffic bearing in accordance with applicable FDOT
specifications. Inlets may be pre-cast or cast-in-place.
38. "Inlets" detail - "Grates" note, provide additional
information on "Florida S.R.D. Specifications".
BUILDING DIVISION

39. Add to the buildings that are depicted on the drawing
titled site plan a labeled symbol that identifies the
location of the handicap accessible entrance doors to
each building. Florida Accessibility Code for

40. On the floor plan drawings, add a labeled symbol that
identifies the location of the handicap accessible
entrance doors to each building. The location of the
doors shall match the location of the accessible
entrance doors that are depicted on the site plan
drawing. Florida Accessibility Code for Building
Construction, Section 4.1.2,4.3.
41. Add a labeled symbol to the site plan drawing that
represents and delineates the path of travel for the
accessible route that is required between the accessible
parking spaces and the accessible entrance doors to
each building. The symbol shall start at the accessible
parking spaces and terminate at the accessible
entrance doors to the buildings. The symbol shall
represent the location of the path of travel, not the
location of the detectable warning or other pavement
markings that are required to be installed along the
path. The location of the accessible path shall not
compel the user to travel in a drive/lane area that is
located behind parked vehicles. Identify on the plan
the width of the accessible route. (Note: The
minimum width required by the code is forty-four (44)
inches). Add text to the drawing that would indicate
that the symbol represents the accessible route and the
route is designed in compliance with Section 4.3
(Accessible Route) and 4.6 (Parking and Passenger
Loading Zones) of the Florida Accessibility Code for
Building Construction. Please note that at time of
permit review, the applicant shall provide detailed
documentation on the plans that will verify that the
accessible route is in compliance with the regulations
specified in the Florida Accessibility Code for
Building Construction. This documentation shall
include, but not be limited to, providing finish grade
elevations along the path of travel.

42. Identify within the site data the finish floor elevation
(lowest floor elevation) that is proposed for the
buildings. Verify that the proposed elevation is in
compliance with regulations of the code by adding
specifications to the site data that address the
following issues [Section 3107.1.2, Chapter 31 of the
Boynton Beach amendments to the 1997 edition of the
Standard Building Code]:
a) The design professional-of-record for the project shall
add the following text to the site data. "The proposed
finish floor elevation _ _ NGVD is above the
highest 100-year base flood elevation applicable to the
building site, as determined by the South Florida
Water Management District's surface water
management construction development regulations."
b) From the FIRM map, identify in the site data the title
of the flood zone that the building is located within.
Where applicable, specify the base flood elevation. If
there is no base flood elevation, indicate that on the
plans.
c) Identify the floor elevation that the design professional
has established for the building within the footprint of
the building that is shown on the drawings titled site
plan, floor plan and paving! drainage (civil plans).
43. On the drawing titled site plan, identify and label the
symbol that represents the property line.
44. As required by Chapter 4, section 7 of the Land
Development Regulations, submit a current survey of the
subject property.

45. As required by Chapter 4, section 7 of the Land
Development Regulations, submit a floor plan drawing.
The building plans are not being reviewed for compliance
with the applicable building codes. Therefore, add the
words "Floor plan layout is conceptual" below the drawing
titled Floor Plan found on sheet(s) _. However, add to
the floor plan drawing a labeled symbol that identifies the
location of the handicap accessible entrance doors to each
building. The location of the doors shall match the location
of the accessible entrance doors that are depicted on the site
plan drawing.
46. On the site plan, indicate within the footprint of the
buildings the number of stories that are in the buildings.
Also, add to the site data the number of stories in each
building. Indicate the overall height of the buildings within
the site data. The overall height of the buildings shall not
exceed the height limitations of the Zoning Code.
47. On all floor plan drawings, indicate within the footprint of
the buildings the number of stories that are in the buildings.
48. Identify on the site plan drawing the actual distance that the
building is set back from the north, east, south and west
property lines. Please note that overhangs, covered
walkways, canopies, awnings or other appurtenances that
are attached to the building shall be considered when
identifying building setbacks. Therefore, identify the width
of the proposed overhangs, covered walkways, canopies,
awnings, and/or other roofed areas that extend out beyond
the main walls of the building. The building setbacks shall
comply with setback regulations specified in the Zoning
Code.

49. To verify that the proposed buildings are in compliance
with the applicable building setbacks, show and dimension
on the site plan the width of the building overhang. Also,
identify the size or width of the covered walkways,
awnings, canopies and/or other roofed areas that extend out
beyond the main walls of the buildings.
50. At time of permit review, provide a completed and
executed City unity of title form. The form shall describe
all lots, parcels or tracts combined as one lot. A copy of
the recorded deed with legal descriptions of each property
that is being unified is required to be submitted to process
the form. The property owner that is identified on each
deed shall match.
51. At the time of permit review, submit signed and sealed
working drawings of the proposed construction.
52. Add to the submittal a partial elevation view drawing of the
proposed perimeter fence. Identify the type of the fence
material and the type of material that supports the fence,
including the typical distance between support. Also,
provide section view drawing of the fence that includes the
depth that the fence support are below finish grade and the
height that the fence is above finish grade. The location and
height of the fence shall comply with the regulation
specified in the zoning code.
53. At time of permit review, submit for review an addressing
plan for the project.
54. Add to plan view drawings of the site a labeled symbol that
represents the location and perimeter of the limits of
construction proposed with the subject request.

55. Submit Detailed irrigation plans for required right-of-way
landscape improvement during the construction document
permitting stage, for review and approval by the parks
division staff. Include on the plan location of any existing

Comments:
56. Any roof top equipment shall be screened from view at a
distance of 600 feet. If such equipment is planned, indicate
its location and the height of the equipment above the roof
level. Provide elevations of the structure showing the roof
top equipment and the required screening (all reduced to a
small scale) and draw in on these elevations the lines-of-
sight connecting the highest point of the equipment with
the eye level from a distance of 600 hundred feet from the
building (LDR, Chapter 9, Section l1.E). If necessary,
provide architectural details of screening structures.
57. Add a note that the dumpster enclosure and buffer wall
color shall match the building to meet the design standards
as described in LDR, Chapter 9, Section lO.C.

58. In order to eliminate potential conflicts between trees and
utility lines show on the landscape plan all easements that
are existing or proposed with this development plan;
specifically the 25 foot easement along the front of the
property.
59. Provide a recent, not older than six months, survey of the
property meeting the requirements of LDR, Chapter 4,
Section 7.A. Specifically, provide a clause on the survey
stating that the property was abstracted for right-of-ways
and easements.
60. Provide a unity of title for review by staff, prior to
recording, for all lots and parcels comprising the site.
61. Dimension the minimum 30-foot on center spacing for the
trees along the east property line. Additional buffer trees
along north and east side of the site. (Ch. 7.5, Art n.)
62. Reflect the number of interior parking spaces as two and
the interior landscape trees as 1/500 or 1 tree.
63. Dimension the perimeter landscape strips. The east strip
needs to be 5 feet wide at all points.
64. Show a hedge along the north property line and reflect the
north and east hedge distance on the tabular summary.
65. On the landscape plan the main building encroaches into
the west setback. Change to match the site plan setback.

In accordance with your request of May 22, 2001, we have reviewed the above referenced site plan.
Following are our comments:

double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
Delineate and stripe the "Loading Area" (where applicable); include a pavement message in
yellow indicating "No Parking - Loading Zone". The color of striping on concrete parking areas
shall be black, per City Standard Drawings B-9800 1 and B-900 13. Provide a separate signing and
striping sheet for clarity.
The use of alternative materials for striping (ST A YMARK) is not allowed.
Removal of temporary markings shall be non-destructive means (e.g.: water blasting).
Permanent pavement markings (thermoplastic) is to be placed 30 days after the final course of
pavement is placed (cure period).
Delete Note 10, Sheet 4 of 5, Parking Details. Striping for standard stalls shall be white.
The fire lane signage and markings shall conform to LDR Chap. 23, Art. II, Sees. B. & M. The 3-
foot high "Fire Lane" words shall be placed along both lanes and staggered.
Provide a typical detail showing all post-mounted signage (including HIC signage) installed and
grouted per City Standard Drawing B-9800 1.
9) Show on the Site and Civil plans the proposed site lighting (LDR, Chap. 4, Sec. 7.B.4.). On the
Lighting Plan, specify that the light poles shall withstand a 110 MPH wind load. Add a note that
the fixtures shall be operated by photo-electrical control and to remain on until 2:00 a.m. (LDR,
Chap. 23, Art. II). Add a note that the lighting design shall provide a minimum average of one
foot-candle lumen at ground level. Artificial lighting used to illuminate any property shall be
directed away from all residential districts. Lighting shall not be used as a form of advertising
(LDR, Chap. 2, Sec. 4.N.7. & Chap. 9, Sec. 10.F.5.).
Replace any large canopy trees adjacent to light fixtures to eliminate future shadowing on the
parking surface.
10) All plans submitted shall be signed and sealed by the appropriate design professional. Provide a
recent, site survey, signed and sealed by a Professional Land Surveyor, showing all the

5. On the drawing titled site plan, identify and label the symbol that represents the property

6. As required by Chapter 4, section 7 of the Land Development Regulations, submit a current
survey of the subject property.

north, east, south and west property lines. Please note that overhangs, covered walkways,
canopies, awnings or other appurtenances that are attached to the building shall be
considered when identifying building setbacks. Therefore, identify the width of the
proposed overhangs, covered walkways, canopies, awnings, and/or other roofed areas that
extend out beyond the main walls of the building. The building setbacks shall comply with
setback regulations specified in the Zoning Code.

RE: Security Gates and Emergency Access
To Whom It May Concern:
Boynton Beach Fire Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations. The proliferation of security gated
communities has resulted in many problems for responding emergency apparatus trying to gain
entry.
The minimum performance for all security gates shall be as follows:
1. All security/entrance gates must have an electronic key number pad.
2. The keypad will allow entrance by the simple act of pushing four (4) or five (5) buttons,
3. All gates must have a security entry code approved in advance by the Fire Marshal.
4. Gates may be operable by telephone from our dispatch office, A phone call from our
dispatchers will open the gate and a second call will be required to close the gate.
5. In case of power failure, the gate shall open automatically and remain open,
6. An exception will be where a 24-hour security guard is stationed at the gate,
7. A back-up device such as an authorized security box or key switch is required to operate the
gate in the event the number pad entry does not work.
8. A key box shall be installed for such areas or buildings when the Fire Marshal determines
that access is necessary for all life-saving or fire-fighting purposes. The type and location of
the key box shall be approved by the Fire Marshal and shall contain:
. Keys to locked points of egress, whether in common areas or on the interior or exterior
of such buildings;
. Keys to locked mechanical equipment rooms;
. Keys to locked electrical rooms;
. Keys to elevator controls.
9, No other code numbers, operating methods, or key systems will be kept on file by the Fire
Rescue Department.
10. In the event that our units are unable to gain rapid entry with the above methods, it will
require the use of rapid forcible entry methods to gain entry. The City of Boynton Beach

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Elizabeth Cabrera and I no
later than 5:00 P.M. on. June 52001. When preparing your comments, please separate them into
two categories; code deficiencies with code sections referenced and recommendations that you
believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Elizabeth Cabrera and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review
of the project. First review comments will be transmitted to the applicant along with a list of Technical
Review Committee (TRC) members.

UTILITIES
Comments:
1. All utilities easements shall be shown on the rectified landscaping X
drawings so that we may determine which trees may interfere with
utilities. In general, palm trees will be the only tree species allowed
within utilities easements. Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities within
the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2. Fire flow calculations will be required demonstrating the city code X
requirement of 1500 g.p.m. as stated in LDR Chap. 6, Art. , Sec. 16, or
the requirement imposed by insurance underwriters, whichever is greater.
(See Sec. 26-26(a)). Submit these calculations with HRS permit
submittal.
3. Comp Plan policy 3C.3.4 requires the conservation of potable water. City X
water may, therefore, not be used for irrigation where other sources are
readily available.
4. The Utilities Department has concerns that a 4 foot high wall on the west X
side of the lift station will obstruct the Utilities Department drivers' view
when they exit the station, and pose a hazard to pedestrians, bicyclists, etc.
on the sidewalk.
FIRE
Comments:
5. Provide a 44-foot wide paver block access drive for emergency vehicles X
connecting the northwest comer of the parking lot to the paver block
promenade. This access shall be free of all landscaping. Install
removable bollards at the north and east ends of the paver block area.
6. The roadways, paver block promenade and parking areas must be X
designed to support 56,000 lbs. Increase the width of the paver block
promenade to a minimum of 16 feet and dimension accordingly.

7. Install fire lane signs on the bollards at both ends of the paver block X
promenade.
8. Install hydrant along the east side of the property near the entrance to the X
driveway to meet the 200 foot coverage requirement.

10. On site plan and paving and drainage plan clarify traffic flow into covered X
front entrance. One plan shows entering from north and other shows
entering from south. Adjust pavement markings and signs to match.

the vicinity of the covered entry. (Refer to note 11 above.)
12. Provide an Engineer's certification (letter to be sealed by Engineer) that X
drainage will conform with all rules, regulations, codes, etc. including
LDR Chapter 6, Article IV, Section 5. [LDR Chapter 4, Section 7.F.2.]
13. All plans submitted for specific permits shall meet the city's code X
requirements at time of application. These permits include, but are not
limited to the following: site lighting, pavmg, drainage, curbing,
landscaping, irrigation and traffic control devices. Permits required from
agencies such as FDOT, PBC, SFWMD, DERM, LWDD, DEP and any
other permitting agency should be included with your permit request.
14. Site plan shows 21 parking spaces and paving and drainage plan shows 20 X
parking spaces. Revise plans to match.
15. Correct all plans to show consistency in the dumpster area design. X
