In response to your request for the administrative review and approval of the modifications proposed to the
above-referenced, approved site plan, please be informed that the site improvements for the conversion of a
warehouse to a 196-seat church, proposed on the revised plans date stamped 01/15/04 are "minor", as defined
within the Land Development Regulations, Chapter 4- Site Plan Review. The following bulleted list itemizes
the approved site improvements:
· Installation of 196 seats and interior renovations;
· Fa~ade changes;
· Color changes (Benjamin Moore - Beach Glass #1564 and Benjamin Moore - Enlighten Mint #1590);
· New 29 parking spaces;

This project may continue to be processed by the Building Division as a permit application subject to the

5. Indicate within the site data the occupancy type of the building as defmed in
Chapter 3 of the 2001 FBC.
6. The height and area for buildings or structures of the different types of
construction shall be governed by the intended use or occupancy of the
building, and shall not exceed the limits set forth in Table 500 of the 2001
FBC.
7. Place a note on the elevation view drawings indicating that the wall openings
and wall construction comply with Table 600 of the 2001 FBC.
8. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph. Wind forces on every building or structure
shall be determined by the provisions of Chapter 6 of ASCE 7, and the
provisions of Section 1606 (Wind Loads) of the 2001 FBC. Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
9. Every building and structure shall be of sufficient strength to support the
loads and forces encountered per the 2001 FBC, Section 1601.2.1 and Table
1604.1. Indicate the live load (pst) on the plans for the building design.
10. Add to all plan view drawings of the site a labeled symbol that represents the
location and perimeter of the limits of construction proposed with the subject
request.
11. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
12. Add a labeled symbol to the site plan drawing that identifies the location of
the handicap accessible parking spaces. The quantity of the spaces shall be
consistent with the regulations specified in the 2001 FBC. The accessible
parking spaces that serve a use shall be located on the shortest safely
accessible route of travel from adjacent parking to an accessible entrance. The
2001 FBC states that buildings with multiple accessible entrances shall have
accessible parking spaces dispersed and located closest to the accessible
entrance. 2001 FBC, Sections 11-4.1.2(5),4.3, and 4.6.
13. The building plans are not being reviewed for compliance with the applicable
building codes. Therefore, add the words "Floor plan layout is conceptual"
below the drawing titled Floor Plan found on sheet 2.
14. Add a labeled symbol to the site plan drawing that represents and delineates
the path of travel for the accessible route that is required between the
accessible parking spaces and the accessible entrance doors to the building.
The installed symbol, required along the path, shall start at the accessible
parking spaces and terminate at the accessible entrance doors to the building.

The symbol shall represent the location of the path of travel, not the location
of the detectable warning or other pavement markings. The location of the
accessible path shall not compel the user to travel in a drive/lane area that is
located behind parked vehicles. Identify on the plan the width of the
accessible route. (Note: The minimum width required by the code is forty-
four (44) inches). Add text to the drawing that would indicate that the symbol
represents the accessible route and the route is designed in compliance with
Section 11-4.3 (Accessible Route) and 11-4.6 (parking and Passenger
Loading Zones) of the 2001 FBC. Please note that at time of permit review,
the applicant shall provide detailed documentation on the plans that will
verify that the accessible route is in compliance with the regulations specified
in the 2001 FBC. This documentation shall include, but not be limited to,
providing finish grade elevations along the path of travel.
15. Add to the drawing the calculations that were used to identify the minimum
number of required handicap accessible parking spaces. Also, state the code
section that is applicable to the computations.
16. Identify within the site data the finish floor elevation (lowest floor elevation)
that is proposed for the building.
a) From the FIRM map, identify in the site data the title of the flood zone
that the building is located within. Where applicable, specify the base
flood elevation. If there is no base flood elevation, indicate that on the
plans.
Identify the floor elevation that the design professional has established for
the building within the footprint of the building that is shown on the
drawings titled site plan, floor plan and paving! drainage (civil plans).
17. On the drawing titled site plan, identify and label the symbol that represents
the property line.
18. As required by the CBBCO, Part ill titled "Land Development Regulations",
submit a site plan that clearly depicts the setback dimensions from each
property line to the leading edge of the building. The leading edge of the
building begins at the closest point of the overhang or canopy to the property
line.
19. Considering that the occupancy classification of the existing building will be
changing, indicate on the floor plan drawing the floor load capacity of the
existing floors. Specify on the plan the existing and proposed occupancy
classification as defined in the 2001 FBC. Also, indicate the floor load
capacity that is required for the new occupancy classification. Changing the
occupancy classification of a building will require that the building comply
with Chapter 34 of the 2001 FBC. The change of occupancy requires that an
engineer certify that the floor loads will comply with specifications of the new
occupancy classification. Certification of the floor loads and compliance with
Chapter 34 of the 2001 FBC will be required at time of permit review.
20. A water-use permit for the irrif];ation system is required from the SFWMD. A

provided. The building numbers must be the same as noted on the
Commission-approved site plans.
d) The number of dwelling units in each building.

22. Sheet N-1: All reference d standards shall comply with Chapter 35 of the
2001 FBC, Building. There are numerous standards listed on this sheet that
are not referenced in the 2001 FBC. Review all standards on sheet N-1 for
compliance and revise accordingly. CBB Amendments to the 2001 FBC
Section 101.4.9.
23. The survey shall be reviewed for proper finish floor elevation and
surrounding grade elevations. The finish floor elevation is noted as 50.43',
and the surrounding elevations are similar. These elevations seem to be
extremely high for this area. Clarify.
24. Since this is a change of occupancy from storage to assembly, the building,
electrical, gas, mechanical, and plumbing systems shall be made to conform
to the intent of the technical codes as required by the Building Official. 2001
FBC Section 3401.2.2.1.
25. Design loads of the building shall comply with Chapter 16 of the 2001 FBC.
"N/A" is not an acceptable design criteria as noted on sheet N-1, notes #2, #3,
and #4.
26. Delete reference to the Standing Building Code under section "Wood

29. All new trees shown on the Landscape Legend must be listed in the
specifications as a minimum of 12 feet to 14 feet height, and Florida #1
(Grades and Standards) (Chapter 7.5, Article II Sec. 5.C. 2.).
. 30. The applicant should indicate a minimum of 50% native species on all
landscape materials throughout the site (Chapter 7.5, Article II Sec. 5.C.
3.N.),
31. The landscape design does not include the City signature trees (Tibochina
granulosa) at the ingress 1 egress locations of the site (Chapter 7.5, Article II

33. If the scope of the project demands removal of plant material then the new
plant material is subject to review and approval of the City Forester /
Environmentalist.
34. No new Ficus hedges are permitted. The new hedge material shall be a
minimum of 24 inches in height, 24 inches in spread and planted with tip-to-
tip spacing immediately after planting. This hedge shall be maintained at four
(4) feet.

Landscape Plan
I. All Palm trees shown on the Landscape Legend must be listed in the specifications as a
minimum of 12'-14' height, and Florida #1 (Grades and Standards) [Environmental

2. Cherry hedges are not native species and should not be included in the native species
calculations. Ficus species are prohibited from being planted in the City. [Environmental

Dear Rev. Jacques:
As a response to your written request dated January 16, 2003, please be advised that
the property located at 515 NE 3rd Street, Boynton Beach, Florida 33435and identified
under the property control number 08-43-45-21-18-000-0400, is currently zoned C-4,
General Commercial, according to the official zoning map for the City of Boynton Beach.
The building and site regulations for the C-4 zoning district require a minimum lot size of
5000 square feet, a minimum lot frontage of 50 feet and a minimum lot depth of 100
feet, a maximum structure height of 45 feet, not exceeding 4 stories.
Please be advised that the present use of the existing building is a warehouse. The
proposed use of the building as a church is permitted in the C-4 zoning district.
However, using this building for a church constitutes a change of occupancy, which
requires site and building improvements to comply with existing city regulations
(Building, landscaping, etc.). Due to the minimal information provided at the pre-
application on January 6, 2003, Staff can indicate some of the possible improvements
that could be required, but they are not limited to the following: approximately seven
(7) bathrooms (2 males, 4 females and 1 unisex) are required; the ventilation system
would need to be upgrade to support the new occupancy; parking space requirement is
based on one (1) space per 100 square feet of gross floor area, for a 4000 square feet
building, 40 parking spaces would be required calculated in accordance with Section
11.H.16 of the zoning regulations; and upgrading the site landscaping, etc.
Furthermore, please be aware that any changes to the site are subject to a minor site
plan modification to be submitted to the Planning and Zoning Division. Also, this letter is
not intended to determine all the required and necessary improvements to the site, as
we do not have exact information related to the property (i.e. survey and site plan).
