The Site is situated in Section 5, Township 46, Range 43- Pam Beach County. The Site is presently vacant and is slated for commercial development. Drainage Criteria: Runoff from the property will be collected by a series of on-site inlets and will be directed via culverts into on-site exfiltration trenches for water quality and water quantity treatment purposes. The site is located within an existing, permitted park with a common drainage system which discharges into the nearby L-28 Canal. Surface runoff from the site will be treated within the on-site exfiltration trenches and will be controlled by a weir. Overflow will discharge into the common water management system ditch on the east side of the site and will ultimately discharge into the L WDD L-28 Canal. . The Site is located within the C-15 drainage basin. Accordingly, there is a discharge limitation of70.0 csm (35.0 cubic feet per second per square mile) for a 25-year return frequency design event. This translates into an allowable discharge capacity of 0.37 cfs for the project during a 25-year, 3-day storm event. In order to comply with the criteria, runoff will be limited to an allowable discharge of not more than 0.37 cfs for the project during a 25-year return frequency, 3-day duration storm event, or as specified by current Palm Beach County Drainage Requirements for discharge into County roadways. The greater of one inch of runoff over the entire site, or 2.5 inches of runoff over the impervious area is required to be detained within the on-site treatment area. The parking areas within the Site are protected from a 5-year design storm event, and the building pads will be protected from a 1 OO-year storm event in accordance with criteria established by Boynton Beach, Palm Beach County, SFWMD, and FEMA. Required Permits: Drainage requirements for this project will be governed by the Boynton Beach Engineering Department and the Lake Worth Drainage District. Build-out is anticipated in 2004. TRIP GENERATION Trip generation was performed using the rates found in the Palm Beach County Impact Fee Ordinance, and the Institute of Transportation Engineers', Trip Generation. 6th Edition for the peak hour. Table 1 shows the trip generation rates used and Table 2 shows the trips generated by the proposed project. Table 3 shows the Pass-by and New trips for the proposed project. The total trips from the proposed project result in 221 new daily trips, 13 AM peak trips and 23 PM peak trips. Based on the total peak hour trips generated by the project, the radius of development influence is one half mile. TRIP DISTRIBUTION Trip Distribution was based on current travel patterns. The project AM and PM peak hour traffic is insignificant on all the roadways within the project impact area, therefore the project meets the LOS Standards. Refer to Tables 4 and 5 for peak hour project traffic volumes. T est Two There are no Test Two impacted roadways within the project impact area; therefore the project meets the Test Two Standards. Driveway Analysis The project's turning movements and daily driveway volumes are shown in Figure 3. The proposed project driveway on S.W. 30th Avenue provides full access to the site. Based on the projected peak hour turning movements, no turn lanes are recommended.
