Comments:

UTILITIES
Comments:
6. No utility plan was included with this submittal, therefore the Utilities
Department considers this plan incomplete as submitted. However, the /
proposed site plan is adjacent to a previously approved project (Victoria's
Closet) where domestic water will be available along Federal Highway once
it is constructed via that project. Sanitary sewer is not available at this time,
without significant off-site construction by the applicant. We are providing
only a cursory review of the site plan as submitted at this time. Additional
comments will be required after a utility plan has been submitted.
7. Any and all utility easements shall be shown on the site plan and landscape /
drawings (as well as the Utility Plan Sheet) so that we may determine which
trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utility easements. Canopy trees may be planted
outside of the easement so that roots and branches will not impact those
utilities within the easement in the foreseeable future. The LDR, Chapter
7.5, Article I, Section 18.1 gives public utilities the authority to remove any

trees that interfere with utility services, either in utility easements or public
rights-of-way.
8. Palm Beach County Health Department permits will be required for any ,,/
water and sewer systems constructed to serve this project (CODE, Section
26-12).
9. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. as stated in the LDR Chapter 6, Article IV, /
Section 16, or the requirement imposed by insurance underwriters,
whichever is greater (see CODE, Section 26-16(b)).
10. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature /'
on the Health Department application forms or within 30 days of site plan
approval, whichever occurs first. This fee will be determined based upon
final meter size, or expected demand.
11. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable //
water. City water may not, therefore, be used for irrigation where other
sources are readily available.
12. Water and sewer lines to be owned and operated by the City shall be /
included within utility easements. Please show all proposed easements on
the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a).
13. This office will not require surety for installation of the water and sewer /
utilities, on condition that the systems be fully completed, and given to the
City Utilities Department before the first permanent meter is set. Note that
setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
14. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each 1...//'
building will be within 200 feet of an existing or proposed fire hydrant.
Please demonstrate that the plan meets this condition, by showing all
hydrants.
15. PVC material not permitted on the City's water system. All lines shall be v/
DIP.
16. Appropriate backflow preventer will be required on the domestic water /'
service to the building, and the fire sprinkler line if there is one, in
accordance with the CODE, Section 26-207.
17. A building permit for this project shall not be issued until this Department ..,../ ,
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15.

18. The LDR, Chapter 3, Article IV, Section 3.0 requires Master Plans to show
all utilities on or adjacent to the tract. The plan must therefore show the ,/
point of service for water and sewer, and the proposed off-site utilities
construction needed in order to service this project.
19. The LDR, Chapter 3, Article IV, Section 3.P requires a statement be v/
included that utilities are available and will be provided by appropriate
agencies. This statement is lacking on the submitted plans.
FIRE
Comments:
20. The site plan and master plan design documents shall adhere to Chapter 9 of
the Code of Ordinances of the City of Boynton Beach entitled "Fire V'
Protection and Prevention." This ordinance adopts NFPA 1, Fire
Prevention Code, 2000 edition, and NFP A 101, Life Safety Code, 2000
edition. (these codes, as amended are identified as the Florida Fire
Prevention Code)
21. Design documents shall demonstrate compliance with LDR Chapter 6,
Section 16, which provides requirements for hydrants. Hydrants in /
commercial applications shall be no more than 300 feet apart and the
remotest part of any structure shall be no more than 200 feet from a hydrant.
Connections shall be to mains no less than six (6) inches in diameter. In
addition to domestic requirements at a residual pressure of not less than 20
psi, a fire flow of at least 1500 gpm is required.
22. Design documents where underground water mains and hydrants are to be V
provided, must demonstrate that they will be installed, completed, and in
service prior to construction work per the Florida Fire Prevention Code,
(2000) Section 29-2.3.2.
23. City Ordinance Section 9-6, 3. /7-11 requires approved automatic fire /
sprinkler systems throughout all buildings or structures regardless of the
type of construction which are three (3) stories or more in height or all
buildings or structures in excess of 30 feet in height as measured from finish
ground floor grade to the underside of the topmost roof assembly.

24. Add a general note to the site plan that all plans submitted for specific
permits shall meet the City's Code requirements at time of application.
These permits include, but arc not limited to, the following: paving,
drainage, curbing, site lighting, landscaping and irrigation. Permits required
from other permitting agenCIes such as Florida Department of
Transportation (FDOT), South Florida Water Management District
(SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department
(PBCHD), Palm Beach County Engineering Department (PBCED), Palm
Beach County Department of Environmental Resource Management
(PBCDERM) and any others, shall be included with the permit request.
25. Numerous errors and omissions have been noted on these proposed plans
and in this review comments report. Drawings need to be thoroughly
checked and coordinated by the consulting engineer. It is the responsibility
of the consulting engineer to familiarize himself with the City of Boynton
Beach Land Development Regulations prior to submission of plans. Quality
control is the responsibility of the consulting engineer - not the City of
Boynton Beach.
26. All comments requiring changes and/or corrections to the plans shall be
reflected on all appropriate sheets.
27. Show zoning and land use on site characteristics map (Survey) (LDR,
Chapter 4, Section 7.A.)
28. Show all existing utilities on site development plan (LDR, Chapter 4,
Section 7.A.3).
29. Provide a statement indicating the length of time the temporary facility will
be in operation.
30. Show proposed site lighting on the site and landscape plans (LDR, Chapter
4, Section 7.BA.) The lighting design shall provide a minimum average
light level of one foot-candle. On the lighting plan, specify that the light
poles shall withstand a 140 MPH wind load (LDR, Chapter 23, Article II,
Section A. La and Florida Building Code). Provide a note that the fixtures
shall be operated by photo-electrical control and to remain on until 2:00
a.m. (LDR, Chapter 23, Article II, Section A.1.a.) Include pole wind
loading, and pole details in conformance with the LDR, Chapter 6, Article
IV, Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article
II, Section A on the Lighting Plan. Glare which is readily perceptible at any
point at or beyond the property one of the property on which the use is
located is prohibited (LDR, Chapter 2, Section 4.N.7). Lighting shall be
directed away from any residential uses (LDR, Chapter 2, Section 4.N.7).

more attention to the building or grounds at night than in the day (LDR,

deficiencies now than while you are waiting on a permit.
31. It may be necessary to replace or relocate large canopy trees adjacent to light \/
fixtures to eliminate future shadowing on the parking surface (LDR,
Chapter 23, Article II, Section A.1.b).
32. Show sight triangles on the landscape plans (LDR, Chapter 7.5, Article II, /
Section 5.H.). Reference FDOT Standard Index 546 for the sight triangles
along all collector and arterial roadways.
33. Indicate, by note on the landscape plan, that within the sight triangles there v'

44. Add to the trailer that is depicted on the drawing titled site plan and floor
plan a labeled symbol that identifies the location of the handicap accessible
entrance doors to the trailer. Florida Accessibility Code for Building
Construction, Section 4.1.2, 4.3.
45. Add a labeled symbol to the site plan drawing that represents and delineates
the path of travel for the accessible route that is required between the
accessible parking spaces and the accessible entrance doors to the trailer.
The symbol, required to be installed along the path, shall start at the
accessible parking spaces and terminate at the accessible entrance doors to
the trailer. The symbol shall represent the location of the path of travel, not
the location of the detectable warning or other pavement markings. The
location of the accessible path shall not compel the user to travel in a
drive/lane area that is located behind parked vehicles. Identify on the plan
the width of the accessible route. (Note: The minimum width required by
the code is forty-four (44) inches). Add text to the drawing that would
indicate that the symbol represents the accessible route and the route is
designed in compliance with Section 4.3 (Accessible Route) and 4.6
(Parking and Passenger Loading Zones) of the Florida Accessibility Code
for Building Construction. Please note that at time of permit review, the
applicant shall provide detailed documentation on the plans that will verify
that the accessible route is in compliance with the regulations specified in
the Florida Accessibility Code for Building Construction. This
documentation shall include, but not be limited to, providing finish grade
elevations along the path of travel.
46. Identify within the site data the finish floor elevation (lowest floor elevation)
that is proposed for the trailer. Verify that the proposed elevation is in
compliance with regulations of the code by adding specifications to the site
data that address the following issues [Section 3107.1.2, Chapter 31 of the
2001 Florida Building Code]:
a) The design professional-of-record for the project shall add the
following text to the site data. "The proposed finish floor elevation

b) From the FIRM map, identify in the site data the title of the flood zone

Pursuant to the I st review comments received for the above referenced project, we offer the
following response:
Public Works - General
1. A dumpster location has been added to the plans.

UTILITIES
Comments:
6. No utility plan was included with this submittal, therefore the Utilities
Department considers this plan incomplete as submitted. However, the
proposed site plan is adjacent to a previously approved project (Victoria's
Closet) where domestic water will be available along Federal Highway once
it is constructed via that project. Sanitary sewer is not available at this time,
without significant off-site construction by the applicant. We are providing
only a cursory review of the site plan as submitted at this time. Additional
comments will be required after a utility plan has been submitted.
7. Any and all utility easements shall be shown on the site plan and landscape
drawings (as well as the Utility Plan Sheet) so that we may determine which
trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utility easements. Canopy trees may be planted
outside of the easement so that roots and branches will not impact those
utilities within the easement in the foreseeable future. The LDR, Chapter
7.5, Article I, Section 18.1 gives public utilities the authority to remove any I

plan a labeled symbol that identifies the location of the handicap accessible
entrance doors to the trailer. Florida Accessibility Code for Building
Construction, Section 4.1.2,4.3.

45. Add a labeled symbol to the site plan drawing that represents and delineates
the path of travel for the accessible route that is required between the
accessible parking spaces and the accessible entrance doors to the trailer.
The symbol, required to be installed along the path, shall start at the
accessible parking spaces and terminate at the accessible entrance doors to
the trailer. The symbol shall represent the location of the path of travel, not
the location of the detectable warning or other pavement markings. The
location of the accessible path shall not compel the user to travel in a
drive/lane area that is located behind parked vehicles. Identify on the plan
the width of the accessible route. (Note: The minimum width required by
the code is forty-four (44) inches). Add text to the drawing that would
indicate that the symbol represents the accessible route and the route is
designed in compliance with Section 4.3 (Accessible Route) and 4.6
(Parking and Passenger Loading Zones) of the Florida Accessibility Code
for Building Construction. Please note that at time of permit review, the
applicant shall provide detailed documentation on the plans that will verify
that the accessible route is in compliance with the regulations specified in
the Florida Accessibility Code for Building Construction. This
documentation shall include, but not be limited to, providing finish grade
elevations along the path of travel.

46. Identify within the site data the finish floor elevation (lowest floor elevation)
that is proposed for the trailer. Verify that the proposed elevation is in
compliance with regulations of the code by adding specifications to the site
data that address the following issues [Section 3107.1.2, Chapter 31 of the
2001 Florida Building Code]:
a) The design professional-of-record for the project shall add the
following text to the site data. "The proposed finish floor elevation

b) From the FIRM map, identify in the site data the title of the flood zone

On the elevations, label and identify the height, number of stories, and floors of each structure. Provide the
floor area including mezzanine and storage area either on the floor plan or site plan tabular data.
Submit a color sample 1 swatch of all major exterior finishes. All elevation drawings shall include the
manufacturer's name and color code. Staff recommends using a color schedule (Chapter 4, Section 7.D).
Also, the elevations should show any proposed wall signage, including the sign area, sign type, and letter
color(s).
Include a color rendering of all four (4) elevations prior to the Technical Review Committee meeting
(Chapter 4, Section 7.D.).
Submit a drainage plan showing elevations, flow arrows, and proposed drainage structures (Chapter 4,
Section 7.F.).
A traffic impact statement is required prior to the Technical Review Committee meeting (Chapter 4.
Section 8.F.).
A drainage statement is required prior to the Technical Review Committee meeting (Chapter 4, Section
7.F.2.).
The landscape plan is inadequate. Show the properties boundaries at the same scale as the site plan
(Chapter 4, Section 7.C.1.).
All trees are required to be at least 12 feet overall height at the time of installation (Chapter 7.5, Article II,
Section 5.C.2.).
A tree will be required for every 30 feet within the landscape buffer along U.S. 1 (Chapter 7.5, Article II,
Section 5.D.).
The landscape buffer along U.S. 1 (front landscape buffer) must contain a combination of colorful
groundcover plants and a minimum of two (2) colorful shrub species, which will function as a continuous
hedge (Chapter 7.5, Article II, Section 5.D.).
The quantity of plant material in the landscape plan's plant list does not match the graphic illustration. This
discrepancy between the two must be corrected.
Foxtail palm trees are not considered "shade trees".
Place a note on the landscape plan indicating that mulch other than Cypress shall be used and maintained
for landscape purposes (Chapter 7.5, Article II, Section 5.C.8.).
Landscaping at project entrances shall contain a minimum of two (2) colorful shrub species on both sides of
the entrance and a signature tree (Chapter 7.5, Article II, Section 5.N.). Note that signature trees do not
contribute toward the total number of required perimeter trees.
Fifty percent (50%) of site landscape materials must be native species. Place a note on the landscape plan
indicating this requirement (Chapter 7.5, Article II, Section 5.P). Also, on the landscape plan plant list,
indicate with a symbol (preferably an asterisk) the proposed native plantings. Staff recommends providing
plant material quantities within the following plant type categories (trees 1 shrubs 1 groundcover).
Provide a typical drawing that includes the height and color 1 material of all proposed freestanding outdoor
lighting poles. The design, style, and illumination level shall be compatible with the building design
(height) and shall consider safety, function, and aesthetic value (Chapter 9, Section 10.F.1.).
Place a note on the site plan that all above ground mechanical equipment such as exterior utility boxes,
meters, transformers, and back-flow preventers shall be visually screened (Chapter 9, Section 10.CA.).
Show the location of the AlC pads on the site plan.
Coordinate with the City Forester 1 Environmentalist regarding the installation of brick pavers and palm
trees within the U.S. 1 right-of-way.
Staff recommends removing the billboard.
Staff recommends installing trees in front of the building.

The above referenced Site Plans, forwarded on December 10, 2002, were reviewed by representatives
from Public Works, Engineering, Utilities against the requirements outlined in the City of Boynton Beach
Code of Ordinances. Following are our comments with the appropriate Code and land Development
Regulations (lDR) referenced.
PUBLIC WORKS - GENERAL

ENGINEERING
1. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), lake Worth Drainage District (lWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.

2. Numerous errors and omiSSions have been noted on these proposed plans and in this review
comments report. Drawings need to be thoroughly checked and coordinated by the consulting
engineer. It is the responsibility of the consulting engineer to familiarize himself with the City of
Boynton Beach Land Development Regulations prior to submission of plans. Quality control is the
responsibility of the consulting engineering - not the City of Boynton Beach.
3. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
4. Show zoning and land use on Site Characteristics Map (Survey) (LOR, Chapter 4, Section 7.A.)
5. Show all existing utilities on Site Development plan (LOR, Chapter 4, Section 7.A.3).
6. Provide a statement indicating the length of time the temporary facility will be in operation.
7. Show proposed site lighting on the Site and Landscape plans (LOR, Chapter 4, Section 7.B.4.) The
lighting design shall provide a minimum average light level of one foot-candle. On the Lighting Plan,
specify that the light poles shall withstand a 140 MPH wind load (LOR, Chapter 23, Article II, Section
A.1.a and Florida Building Code). Provide a note that the fixtures shall be operated by photo-
electrical control and to remain on until 2:00 a.m. (LOR, Chapter 23, Article II, Section A.1.a.) Include
pole wind loading, and pole details in conformance with the LOR, Chapter 6, Article IV, Section 11,
Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the Lighting Plan. Glare
which is readily perceptible at any point at or beyond the property one of the property on which the
use is located is prohibited (LOR, Chapter 2, Section 4.N.7). Lighting shall be directed away from
any residential uses (LOR, Chapter 2, Section 4.N.7). Lighting shall not be used as a form of
advertising in a manner that draws more attention to the building or grounds at night than in the day
(LOR, Chapter 9, Section 10.F.5). If possible please provide photometries as part of your TRC plan
submittals - it is much easier to identify and correct any deficiencies now than while you are waiting
on a permit!
8. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LOR, Chapter 23, Article II, Section A.1.b).
9. Show sight triangles on the Landscape plans (LOR, Chapter 7.5, Article II, Section 5.H.). Reference
FOOT Standard Index 546 for the sight triangles along all collector and arterial roadways.
10. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5' and 6' above the pavement (LOR, Chapter 7.5, Article II,
Section 5.H.).
11. Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb
(LOR, Chapter 7.5, Article II, Section 5.A. and Chapter 22, Article II, Section E.)
12. Provide a drainage plan as specified in the LOR, Chapter 4, Section 7.F. Additionally the drainage
system shall conform to City Standard Drawing B-91 007.
13. Provide an engineer's certification on the Drainage Plan as specified in LOR, Chapter 4, Section
7.F.2.

14. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting.
15. Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article
IV, Section 5.A.2.f).
16. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
See City Standard Drawings B-98001 and B-90013 for striping details.
17. The Parking Details provided on Sheet SP-1 do not conform to City Standard Drawing B-9800 1.
Please delete and replace with the correct city standards.
18. Provide typical sections of the paved areas, specifying the asphalt, base and sub-base thickness as
well as typical sections for sidewalk and curbing.
19. Indicate to what standard the project is to be constructed; if the FDOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units.
20. Provide written and graphic scales on all sheets.

incomplete as submitted. HOWEVER, the proposed Site Plan is adjacent to a previously approved
project (Victoria's Closet) where domestic water will be available along Federal Highway once it is
constructed via that project. Sanitary sewer is NOT available at this time, without significant off-
site construction by the applicant. We are providing only a cursory review of the Site Plan as
submitted at this time. Additional comments will be required after a utility plan has been submitted.
2. Any and all utility easements shall be shown on the site plan and landscape drawings (as well as the
Utility Plan Sheet) so that we may determine which trees may interfere with utilities. In general, palm
trees will be the only tree species allowed within utility easements. Canopy trees may be planted
outside of the easement so that roots and branches will not impact those utilities within the easement
in the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives public utilities the
authority to remove any trees that interfere with utility services, either in utility easements or public
rig hts-of -way.
3. Palm Beach County Health Department permits will be required for any water and sewer systems
constructed to serve this project (CODE, Section 26-12).
4. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as
stated in the LDR Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (see CODE, Section 26-16(b)).
5. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.

6. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not,
therefore, be used for irrigation where other sources are readily available.
7. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a).
8. This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
9. The LOR, Chapter 6, Article IV, Section 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition,
by showing all hydrants.
10. PVC material not permitted on the City's water system. All lines shall be DIP.
11. Appropriate backflow preventer will be required on the domestic water service to the building, and the
fire sprinkler line if there is one, in accordance with the CODE, Section 26-207.
12. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
13. The LOR, Chapter 3, Article IV, Section 3.0 requires Master Plans to show all utilities on or adjacent
to the tract. The plan must therefore show the point of service for water and sewer, and the
proposed off-site utilities construction needed in order to service this project.
14. The LOR, Chapter 3, Article IV, Section 3.P requires a statement be included that utilities are
available and will be provided by appropriate agencies. This statement is lacking on the submitted
plans.

1. Add to the trailer that is depicted on the drawing titled site plan and floor plan a
labeled symbol that identifies the location of the handicap accessible entrance
doors to the trailer. Florida Accessibility Code for Building Construction, Section
4.1.2, 4.3.
2. Add a labeled symbol to the site plan drawing that represents and delineates the
path of travel for the accessible route that is required between the accessible
parking spaces and the accessible entrance doors to the trailer. The symbol,
required to be installed along the path, shall start at the accessible parking spaces
and terminate at the accessible entrance doors to the trailer. The symbol shall
represent the location of the path of travel, not the location of the detectable
warning or other pavement markings. The location of the accessible path shall not
compel the user to travel in a drive/lane area that is located behind parked
vehicles. Identify on the plan the width of the accessible route. (Note: The
minimum width required by the code is forty-four (44) inches). Add text to the
drawing that would indicate that the symbol represents the accessible route and
the route is designed in compliance with Section 4.3 (Accessible Route) and 4.6
(Parking and Passenger Loading Zones) of the Florida Accessibility Code for
Building Construction. Please note that at time of permit review, the applicant shall
provide detailed documentation on the plans that will verify that the accessible
route is in compliance with the regulations specified in the Florida Accessibility
Code for Building Construction. This documentation shall include, but not be
limited to, providing finish grade elevations along the path of travel.

3. Identify within the site data the finish floor elevation (lowest floor elevation) that is
proposed for the trailer. Verify that the proposed elevation is in compliance with
regulations of the code by adding specifications to the site data that address the
following issues [Section 3107.1.2, Chapter 31 of the 2001 Florida Building Code]:
a) The design professional-of-record for the project shall add the following text to
the site data. "The proposed finish floor elevation _' _ NGVD is above the
highest 1 DO-year base flood elevation applicable to the building site, as
determined by the South Florida Water Management District's surface water
management construction development regulations."
b) From the FIRM map, identify in the site data the title of the flood zone that the
building is located within. Where applicable, specify the base flood elevation. If
there is no base flood elevation, indicate that on the plans.
c) Identify the floor elevation that the design professional has established for the
building within the footprint of the building that is shown on the drawings titled
site plan, floor plan and paving/ drainage (civil plans).
4. On the drawing titled site plan, identify and label the symbol that represents the
property line.
5. At time of permit review, provide a completed and executed City of Boynton Beach
Unity of Title form. The form shall describe all lots, parcels or tracts combined as
one lot. A copy of the recorded deed with legal descriptions, of each property that
is being unified, is required to be submitted to process the form. The property
owner that is identified on each deed shall match.
6. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
7. Add to all plan view drawings of the site a labeled symbol that represents the
location and perimeter of the limits of construction proposed with the subject
request.

CODE REQUIREMENTS
The site plan and master plan design documents shall adhere to Chapter
9 of the Code of Ordinances of the City of Boynton Beach entitled "Fire
Protection and Prevention." This ordinance adopts NFPA 1, Fire
Prevention Code, 2000 edition, and NFPA 101, Life Safety Code, 2000
edition. (these codes, as amended are identified as the Florida Fire
Prevention Code)
Design documents shall demonstrate compliance with LOR Chapter 6,
Section 16, which provides requirements for hydrants. Hydrants in
commercial applications shall be no more than 300 ft. apart and the
remotest part of any structure shall be no more than 200 ft. from a
hydrant. Connections shall be to mains no less than 6 inches in diameter.
In addition to domestic requirements at a residual pressure of not less
than 20 psi, a fire flow of at least 1500 gpm is required.
Design documents where underground water mains and hydrants are to
be provided, must demonstrate that they will be installed, completed, and
in service prior to construction work per the Florida Fire Prevention Code,
(2000) Section 29-2.3.2.
City Ordinance Section 9-6,3. /7-11 requires approved automatic fire
sprinkler systems throughout all buildings or structures regardless of the
type of construction which are 3 stories or more in height or all buildings or
structures in excess of 30 ft. in height as measured from finish ground
floor grade to the underside of the topmost roof assembly.

preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental imprO\ements.

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
