Site Characteristic: The subject parcel is comprised of two (2) rectangular-shaped lots located on the
south side of Boynton Beach Boulevard. According to the survey, the site contains
a dense number of exotic plant materials, including Melaleuca and Brazilian Pepper
trees. It also contains a large Strangler Fig near the southwest corner of the
property and several unidentified palm trees. According to the survey, both
Northwest 1st Street and West Ocean Avenue terminate at the subject parcel. The
developer intends to connect to Northwest 1st Street but not to West Ocean
Avenue. The survey shows that the highest elevation is 14.8 feet above sea level,
located near the northwest corner of the site.
BACKGROUND
Proposal:
Mr. Dale Meaux of API Group, Incorporated, proposes to construct a 162 seat
church. The project would be built throughout three (3) phases. The first and
second phases deal with initial construction and expansion of the church itself,
while the third phase deals only with the indoor recreation courts. The applicant
has indicated to staff that construction of the third phase would be feasible
contingent upon an increase in church membership.
ANALYSIS
Concurrency:
Traffic: A traffic impact statement for this project was submitted and sent to the Palm
Beach County Traffic Division for their review and approval. The Palm Beach
County Traffic Division determined that the project meets the Traffic Performance
Standards of Palm Beach County for a 14,405 square foot church. However, the
phase III indoor recreation courts must also be included in the traffic impact
statement. No building permits can be issued until this requirement is satisfied
(see Exhibit "C" - Conditions of Approval).
Drainage: Conceptual drainage information was provided for the City's review. The
Engineering Division has found the conceptual information for the right-of-way and
the subject property to be adequate and is recommending that the review of
specific drainage solutions be deferred until time of permit review. All South Florida

Water Management District permits and other drainage related permits must be
submitted at time of building permit (see Exhibit "C" - Conditions of Approval). The
landscape plan (sheet L-1) shows that the dry retention areas would occur at the
rear (south end) of the property.
This project is exempt from the school concurrency requirements of Palm Beach
County.
The subject property fronts on Boynton Beach Boulevard. One (1) point of ingress
/ egress is proposed on Boynton Beach Boulevard and the other, on Northwest 1st
Avenue. The opening on Boynton Beach Boulevard would be 37 feet in width and
the second (on Northwest 1st Avenue) would be 20 feet - two (2) inches in width.
Both openings / entrances have been reviewed and approved by the Engineering
Division of Public Works. The location of the entrances was determined to be in the
optimal locations to allow for emergency and / or service vehicle ingress / egress.
Both entrances will have adequate pavement markings and appropriate signage for
safety purposes.
Parking required for a place of worship is based on either one (1) parking space per
100 square feet of gross floor area or one (1) space per four (4) seats in the
auditorium, whichever is more stringent. The more restrictive parking methodology
will be based upon the total number of seats and accessory uses. A total of 104
parking spaces will be required for the project (including office, meeting hall,
classroom, and indoor recreation areas). The proposed site plan provides a total of
105 parking spaces. The parking lot would surround the church building (Phase I
and II) on all four sides. These parking areas would either be angled or 90 degree
spaces. Of the 105 parking spaces, five (5) spaces are designated for handicap
use. All handicap spaces would be situated in close proximity to the building
entrances in order to satisfy American with Disabilities Act (ADA) requirements.
Also, it should be noted that 35 of the 105 spaces would be grass / stabilized sod
type of spaces, which is permitted by the Land Development Regulations. The
dimensions of all the 90 degree parking spaces would be nine (9) feet - six (6)
inches in width by 18 feet - six (6) inches in length. Some spaces however, would
be 16 feet - six (6) inches in length with a two (2)-foot overhang. The handicap
spaces would be dimensioned 12 feet in width (with 5 feet of striping) by 18 feet in
length. According to the site plan, the backup distance for the 90 degree parking
spaces and drive aisles would be 25 feet in width, except behind the angled
parking areas (l-way drive); 20 feet in width as required by code.
The proposed pervious or "green" area of the lot would be 51,822 square feet or
47.5% of the total site. The landscape plan tabular data (sheet L-1a) indicates that
84 trees and 1,354 shrubs are required and 87 trees and over 1,458 shrubs have
been provided. The north landscape buffer (adjacent to Boynton Bach Boulevard)
would be at least 10 feet in width at its narrowest point. The landscape plan
(sheet L-1) shows that this front landscape buffer would contain two (2) Pidgeon
Plum and four (4) Orange Geiger shade trees and six (6) Washingtonia palm trees.
It would also contain a continuous row of Redtip Cocoplum hedges and other
groundcover. Although not labeled, it appears that a dry retention area is also

proposed within this buffer. The west (side) landscape buffer (adjacent to Palm
Beach Leisureville) would be seven (7) feet in width. The landscape plan (sheet L-
1) proposes 12 Orange Geiger and six (6) Silver Buttonwood trees within this
buffer. The buffer would also include a continuous uninterrupted row of Redtip
Cocoplum hedges. The east (side) landscape buffer would be five (5) feet in width.
The angled sod parking spaces would not encroach into the required buffer. This
buffer would contain five (5) Silver Buttonwood, three (3) Orange Geiger, and six
(6) Gumbo Limbo shade trees with seven (7) Washingtonia palm trees. Similar to
the other buffers, it would contain a continuous Redtip Cocoplum hedge. The rear
(south) landscape buffer would be 25 feet in width. This buffer would contain sod,
a row of Gumbo Limbo shade trees and hedges to be installed at the base.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. The proposed one-story church building
would be 25 feet - six (6) inches in height, except for the spire and top of the
cross, which would be 52 feet - eight (8) inches in height. The maximum allowed
height in the R-1M zoning district is 30 feet. The church building would comply
with the height limitations but the steeple would not. However, the developer is
eligible and is requesting a height exception (HTEX 03-005) for the portions of the
building that exceeds this maximum height limitation. Therefore, approval of this
site plan is contingent upon the granting of the accompanying request for height
exception (see Exhibit "c" - Conditions of Approval). The floor plan (sheet SPA-4)
shows that the Phase I portion of the building footprint would be 6,164 square feet
and the Phase II portion would be 8,159 square feet in area for a total of 14,323
square feet. The elevation (sheet SPA-5) provides an illustration of the building
facades at the completion of Phase I but prior to Phase II. It shows that the north
fac;ade (facing Boynton Beach Boulevard) would have an entry door during this
interim time between phases.
Design: The elevation drawings (sheet SPA-3) show that the building would be designed
with a Spanish-Mediterranean / Armenian architectural style. The exterior finish
would be stucco and painted two tones of white, namely, Benjamin Moore "Brilliant
White" and Benjamin Moore "Navajo White". The "Navajo White" is slightly darker
in color and would be strategically painted along the building base because that is
where the accumulation of dirt tends to occur. The roof material would be Spanish
"S-tiles" (Duralite Villa) made by Monier. Building accents would include molding /
stucco bands around along the building base and windows.
Signage: No wall signage is proposed. One (1) monument sign is proposed along Boynton
Beach Boulevard. The sign would be setback at least 10 feet from the property
line. The elevations (sheet SPA-5) show that the sign would be five (5) feet - eight
(8) inches in height and eight (8) feet - four (4) inches in width. The top of the
sign would show the address. The detail shows that the letters would range from
six (6) inches to eight (8) inches and the style would be "Baskerville Oldface". No
letter colors were provided.

RECOMMENDATION:
The Technical Review Committee (TRC) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon all comments indicated in Exhibit "c" - Conditions of Approval.
The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit. Also, any additional conditions recommended
by the Board or City Commission shall be documented accordingly in the Conditions of Approval.

9. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph. Wind forces on every building or structure
shall be determined by the provisions of Chapter 6 of ASCE 7, and the
provisions of Section 1606 (Wind Loads) of the 2001 FBC. Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
Include li~ht poles on sheet SP A-2.
10. Every building and structure shall be of sufficient strength to support the
loads and forces encountered per the 2001 FBC, Section 1601.2.1 and Table
1604.1. Indicate the live load (pst) on the plans for the buildin~ design.

Title form. The form shall describe all lots, parcels or tracts combined as one

S, Staff recommends allowing two-way traffic around all sides of the project /
since sufficient room is available. This will provide for more efficient
circulation within the site, \vill reduce the impact on N.W. 1st Ave, and allow
most of the traffic to exit onto Boynton Beach Blvd. Local streets should not
be used as through streets through residential neighborhoods when
alternatives are available.
9. Revise parking stall dimensions to 9 Yz feet x IS Yz feet in accordance with /

II. Show the two foot parking space overhang for the 16Y2 feet parking spaces as /
a dotted line within the landscape areas (two foot may not encroach into any
required landscape buffers/easements). Also, widen the four-foot sidewalk
along the west and south to a minimum of six feet where parking is indicated
for the two-foot overhang (may not reduce usable sidewalk width for parking
overhang).
12. Add a white stop bar and double yellow lane separators at the Boynton Beach ./'
Blvd. exit.
13. At the Boynton Beach Blvd. entrance, show a "Right Turn Only" post- /
mounted sign and pavement arrow for egress traffic. Also, provide a "One-
Way" arrow sign in the median.

15. Current accessibility codes require the accessible paths to go through the /

21. All utility easements shall be shown on the site plan and landscape drawings /
(as well as the Utility Plan Sheet) so that we may determine which trees may
interfere with utilities. In general, palm trees will be the only tree species
allowed within utility easements. Canopy trees may be planted outside of the

easement so that roots and branches will not impact those utilities within the
easement in the foreseeable future. The LDR, Chapter 7.5, Article I, Section
18.1 gives public utilities the authority to remove any trees that interfere with
utility services, either in utility easements or public rights-of-way.
22. Palm Beach County Health Department permits will be required for the water v/
and sewer systems serving this project (CODE, Section 26-12).
23. Fire flow calculations will be required demonstrating the City Code /'
requirement of 1,500 g,p.m. as stated in the LDR, Chapter 6, Article IV,
Section 16, or the requirement imposed by insurance underwriters, whichever
is greater (CODE, Section 26-16(b)).
24. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid v'
for this project either upon the request for the Department's signature on the
Health Department application forms or within 30 days of site plan approval,
whichever occurs first. This fee will be determined based upon final meter
size, or expected demand.
25. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable V
water. City water may not, therefore, be used for irrigation where other
sources are readily available.
26. Water and sewer lines to be owned and operated by the City shall be included t/'
within utility easements. Please show all proposed easements on the
engineering drawings, using a minimum width of twelve (12) feet. The
easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a).
27. This office will not require surety for installation of the water and sewer ~
utilities, on conditions that the systems be fully completed, and given to the
City Utilities Department before the first permanent meter is set. Note that
setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
28. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each V
building will be within 200 feet of an existing or proposed fire hydrant.
Please demonstrate that the plan meets this condition, by showing all
hydrants, both existing and proposed. [Weare aware of an existing fire
hydrant just inside the property of the Memorial Chapel property, please
reflect this on this plan. There is also a 2-inch DIP in the utility easement
between Lots 8 and 19 of Block 56A, which terminates at this property.
There also is a 6-inch DIP water main located on N.W. lOth Court within
Leisureville.l

service this project, in accordance with the CODE, Section 26-15.
32. The LDR, Chapter 3, Article IV, Section 3(P) requires a statement be ~
included that utilities are available and will be provided by the other
appropriate agencies. This statement is lacking on the submitted plans.
33. Utility construction details as shown on Civil Engineering (CE) sheets C5 & /
C6 will not be reviewed for construction acceptability at this time. All utility
construction details shall be in accordance with the Utilities Department's
"Utilities Engineering Design Handbook and Construction Standards"
manual; they will be reviewed at the time of construction permit application.
34. Provide additional information/details regarding access to the proposed lift /
station.
35. Conflicts exist in the southeast corner of the parking lot (well and pump, ~/
dumpster enclosure, lift station, and landscaping.) Additionally, the Irrigation
Plans show a 3HP pump where Landscape Plan shows a Live Oak. Staff
recommends revising the plan to ease the congestion and address the
conflicts.
36. On all appropriate sheets, show the lift station screened from public view by a V
six (6) feet CBS wall.
37. The proposed lift station and on-site force main shall be private. So, please t/
indicate on the plans.
38. Increase the size of the force main to four (4) inches at the property line (the L/
portion belonging to the City of Boynton Beach).
39. Provide a "pig launcher" at the property line on the force main. 1/'

In response to the Third Plan Review Comments, dated August 8, 2003, we conclude
the following regarding the above-mentioned project:
Public Works - General
1) Prior to permit application, the Contractor will contact the Public Works
Department regarding the storage and handling of refuse.
2) The minimum dumpster pad size requirements have been met, See detail
Sheet SPA-1.
3) Note has been included regarding City Standard G-4 at Dumpster Detail, see
Sheet SPA-1
4) Long steel rods will be provided to hold gates open in both the closed and

Public Works - Traffic
5) The Contractor will apply for FDOT approval for all work being done in right-of-

7) Stop signs, directional arrows, and One-Way Do Not Enter signs have been
modified on the plan to accommodate the 2-way traffic pattern around ~ of

In response to the first Plan Review Comments, we conclude the following regarding the
above-mentioned project:
Public Works - General
1) Prior to permit application, the Contractor will contact the Public Works
Department regarding the storage and handling of refuse.
2) The minimum dumpster pad size requirements have been met, See detail
Sheet SPA-1.
3) Note has been included at Dumpster Detail, see Sheet SPA-1
4) Long steel rods will be provided to hold gates open in both the closed and
open positions, see detail Sheet SPA-1.
Public Works - Traffic
5) The Contractor will apply for FOOT approval for all work being done in right-of-
ways. Note Has been added to plans, see Sheet C-3.
6) Is it the City's responsibility to inform local residents of the pending
project?
7) Stop signs, directional arrows, and One-Way Do Not Enter signs have been
modified on the plan to accommodate the 2-way traffic pattern around % of
the building. A;; parking spaces have been modified in accordance with the
City's 'K' drawings, See Sheet SPA-1.
8) The plans have been modified to accommodate the 2-way traffic pattern
around % of the building. The East side is to remain 1-way, to reduce the
amount of cars that would exit onto N.W. 1st Avenue, See Sheet SPA-1.
9) Parking space sizes have been modified to 9-1/2 x 18-1/2 feet, or to 16-1/2
feet deep wi an overhang of 2'-0". See Sheet SPA-1.
10) Two of the five handicap spaces have been relocated nearer to the Phase 1
entrance on the north side of the building. Since the parking at the future
Indoor Recreation Area is sod, we are not locating handicapped spots here at
this time. When paved in the future, a handicapped parking spot may be
located here. See Sheet SPA-1.
11) The parking scheme has been modified as not to encroach on sidewalks or
landscape buffers where we have the 2' overhangs. See Sheet SPA-1.
12) We have added a white stop bar and double yellow lines at the Boynton
Beach Exit. See Sheet SPA-1.
13) We have provided a Right Turn Only Sign, pavement arrow, and a One Way
Arrow Sign at the median. See Sheet SPA-1.

We have reviewed the subject plans and recommend that the request be forwarded for Board review
with the understanding that all remaining comments will be shown in compliance on the working

1 Buildings, structures and parts thereof shall be designed to withstand the minimum wind loads of
140 mph. Wind forces on every building or structure shall be determined by the provisions of
Chapter 6 of ASCE 7, and the provisions of Section 1606 (Wind Loads) of the 2001 FBC.
Calculations that are signed and sealed by a design professional registered in the state of Florida
shall be submitted for review at the time of permit application. Include light poles on sheet SPA-2.
2 Every building and structure shall be of sufficient strength to support the loads and forces
encountered per the 2001 FBC, Section 1601.2.1 and Table 1604.1. Indicate the live load (psf) on
the plans for the building design.
3 Add to the building that is depicted on the drawing titled site plan and floor plan a labeled symbol
that identifies the location of the handicap accessible entrance doors to the building. 2001 FBC,
Sections 11-4.1 .2 and 11-4.3.
4 A unisex toilet room is required per the 2001 FBC, Plumbing, Section 403.7.
5 At time of permit review, provide a completed and executed CBB Unity of Title form. The form
shall describe all lots, parcels or tracts combined as one lot. A copy of the recorded deed with
legal descriptions, of each property that is being unified, is required to be submitted to process the
form. The property owner that is identified on each deed shall match.
6 At time of permit review, submit signed and sealed working drawings of the proposed
construction.
7 Add to all plan view drawings of the site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request.
8 According to the CBBCPP 3C3.4, the City shall continue to encourage the use of non-potable
water for landscape irrigation. An alternate water source other than city water shall be utilized for
the irrigation system.
9 A water-use permit for the irrigation system is required from the SFWMD. A copy of the permit
shall be submitted at the time of permit application, F.S. 373.216.

CODE REQUIREMENTS
~ The site plan and master plan design documents shall adhere to Chapter
9 of the Code of Ordinances of the City of Boynton Beach entitled "Fire
Protection and Prevention." This ordinance adopts NFPA 1, Fire
Prevention Code, 2000 edition, and NFPA 101, Life Safety Code, 2000
edition. (These codes, as amended are identified as the Florida Fire
Prevention Code)
~ Design documents where underground water mains and hydrants are to
be provided, must demonstrate that they will be installed, completed, and
in service prior to construction work per the Florida Fire Prevention Code,
(2000) Section 29-2.3.2.
~ Prior to Fire Department approval of a building permit, new construction
projects must provide the results of a hydrant flow test indicating a fire flow
not less than 1500 gpm @ 20 psi above domestic use. This applies to
new or existing hydrants within the required 200 ft. of the facility.
~ Emergency access shall be provided at the start of a project and be
maintained throughout construction per the Florida Fire Prevention Code,
Section 3-5, and NFPA 241, (1996) Safeguarding Construction, Alteration,
and Demolition Operations, Section 5-4.3.

Emergency access roadways must be firm and unyielding, having a
bearing value of not less than 40 (Le. LBR 40), compacted to 98% of the
maximum density as determined by AASHTO T180, in accordance with
the FOOT Standard Specifications for Road and Bridge Construction
(2000) Division II, Section 160, STABILIZING. A copy of the test results
shall be provided and accepted prior to above grade construction. Testing
frequency shall not be less than that specified in the FOOT Sampling,
Testing and Reporting Guide, or as required by the Fire Marshal. The
roadway shall be maintained free from ruts, depressions, and damage,
and at the required bearing value for the duration of it's intended use.
RECOMMENDATIONS
~ City Ordinance Section 9-6, 3. /7-11 requires approved automatic fire
sprinkler systems throughout all buildings or structures regardless of the
type of construction that are in excess of 12,000 square feet per floor, or
in excess of 30 ft. in height as measured from finish ground floor grade to
the underside of the topmost roof assembly. While Phase I construction
does not meet the criteria that require sprinklers, when Phase II is added it
will. You should consider this during initial design.

The above referenced Site Plans, forwarded on June 20, 2003, were reviewed by representatives from
Public Works, Engineering and Utilities against the requirements outlined in the City of Boynton Beach
Code of Ordinances. The Following are, our comments with the appropriate Code and Land
Development Regulations (LOR) referenced.
PUBLIC WORKS - GENERAL
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse.
2. A minimum dumpster pad is required measuring 10 ft. x 10 ft. (inside dimension including gates).
(LDR, Chapter 7.5, Article II, Section 5.J. and Article III, section 9.A.9.a.)
3. Indicate by note that the site dumpster enclosure shall be constructed in accordance with City
Standard Drawing G-4.
4. The required gates for the dumpster shall contain long steel rods to drop into the pavement in order
to secure the gates in the open and closed positions. Drilled holes (for concrete) or metal sleeves
(for asphalt) shall be provided for the locking rods.
PUBLIC WORKS - TRAFFIC
5. Provide a notice of concurrency (Traffic Performance Standards Review) from Palm Beach County
Traffic Engineering.
6. All work done within the Boynton Beach Blvd. right-of-way shall require FDOT approval and
permitting.
7. Staff believes it is critical that residents residing along NW 151 Ave. be advised, in writing, of the
proposed Church construction and its impact on traffic in their neighborhood.
8. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
See City Standard Drawings "K" Series for striping details.

9. Staff recommends allowing two-way traffic around all sides of the project since sufficient room is
available. This will provide for more efficient circulation within the site, will reduce the impact on N.W.
1st Ave, and allow most of the traffic to exit onto Boynton Beach Blvd. Local streets should not be
used as through streets through residential neighborhoods when alternatives are available.
10. Revise parking stall dimensions to 9 ~ ft. x 18 ~ ft. in accordance with current standards.
11. Disperse handicap parking spaces throughout the project to allow easy access to all
buildings/entrances.
12. Show the two foot parking space overhang for the 16~ ft. parking spaces as a dotted line within the
landscape areas (two foot may not encroach into any required landscape buffers/easements). Also,
widen the four-foot sidewalk along the west and south to a minimum of six feet where parking is
indicated for the two-foot overhang (may not reduce usable sidewalk width for parking overhang).
13. Add a white stop bar and double yellow lane separators at the Boynton Beach Blvd. exit.
14. At the Boynton Beach Blvd. entrance, show a "Right Turn Only" post-mounted sign and pavement
arrow for egress traffic. Also, provide a "One-Way" arrow sign in the median.
15. Provide a "Do Not Enter" post sign at the north end of the east, one way drive aisle.
16. Current accessibility codes require the accessible paths to go through the sidewalk and ramp up on
either side. Revise the plans to reflect this requirement.
17. Revise Legend C (Sheet SPA 1 of 4) to reflect use of the City Standard Drawings "K" Series for
striping.
18. City Standard Drawing "K" series shall be used for wheel stops, handicap parking, and striping
details. Revise details on Sheet SPA-1 accordingly.
19. In the "Wheel Stop Detail" locate the back of wheel stop two (2) ft. in from front of space.
20. Provide a typical detail with specifications for the proposed Stabilized Sod parking.
21. Upon construction of the proposed future recreation hall the currently proposed grass parking
adjacent to that facility will be required to be paved.
ENGINEERING
22. Numerous errors and omiSSions have been noted on these proposed plans and in this review
comments report. Drawings need to be thoroughly checked and coordinated by the consulting
engineer. It is the responsibility of the consulting engineer to familiarize himself with the City of
Boynton Beach Land Development Regulations prior to submission of plans. Quality control is the
responsibility of the consulting engineering - not the City of Boynton Beach.
23. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.

Acceptance of these plans during the TRC process does not ensure that additional comments may
not be generated by the Commission and at permit review.
25. Provide written and graphic scales on all sheets.
26. Specify use of the FDOT Standard Specifications for Road & Bridge Construction, and Standard
Index, 2000 Editions, as the construction standard.
27. Show zoning and land use on Site Characteristics Map (Survey) (LDR, Chapter 4, Section 7.A.)
28. Show all existing and proposed easements on the Site Development plan (LOR, Chapter 4, Section
7.A.3).
29. Show proposed site lighting on the Site and Landscape plans (LDR, Chapter 4, Section 7.B.4.)
Specify that the light poles shall withstand a 140 MPH wind load (LDR, Chapter 23, Article II, Section
A.1.a and Florida Building Code). Then provided plan specifies 120 mph. Provide a note that the
fixtures shall be operated by photo-electrical control and are to remain on until 2:00 a.m. (LDR,
Chapter 23, Article II, Section A.1.a.) Include pole wind loading, and pole details in conformance with
the LDR, Chapter 6, Article IV, Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23,
Article II, Section A on the Lighting Plan.
30. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LDR, Chapter 23, Article II, Section A.1.b).
31. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5' and 6' above the pavement (LDR, Chapter 7.5, Article II,
Section 5.H.).
32. The median on Boynton Beach Blvd. has existing irrigation and plant material belonging to the City of
Boynton Beach. Any damage to the irrigation system and/or plant material as a result of the
contractor's operations shall be repaired or replaced to the equivalent or better grade, as approved
by the City of Boynton Beach, and shall be the sole responsibility of the developer. Please
acknowledge this notice in your comments response and add a note to the plans with the above
stated information.

UTILITIES
53. All utility easements shall be shown on the site plan and landscape drawings (as well as the Utility
Plan Sheet) so that we may determine which trees may interfere with utilities. In general, palm trees
will be the only tree species allowed within utility easements. Canopy trees may be planted outside
of the easement so that roots and branches will not impact those utilities within the easement in the
foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives public utilities the authority to
remove any trees that interfere with utility services, either in utility easements or public rights-of-way.
54. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).

55. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (CODE, Section 26-16(b)).
56. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
57. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not,
therefore, be used for irrigation where other sources are readily available.
58. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of twelve (12) feet. The easements shall be dedicated via separate instrument to the City as
stated in the CODE, Section 26-33(a).
59. This office will not require surety for installation of the water and sewer utilities, on conditions that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
60. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition,
by showing all hydrants, both existing and proposed. [We are aware of an existing fire hydrant just
inside the property of the Memorial Chapel property, please reflect this on this plan. There is also a
2-inch DIP in the utility easement between Lots 8 and 19 of Block 56A, which terminates at this
property. There also is a 6-inch DIP water main located on N.W. 10th Court within Leisureville.]
61. PVC material not permitted on the City's water system. All lines shall be DIP.
62. Appropriate backflow preventer(s) will be required on the domestic water service to the building, and
the fire sprinkler line if there is one, in accordance with the CODE, Section 26-207.
63. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
64. The LDR, Chapter 3, Article IV, Section 3(P) requires a statement be included that utilities are
available and will be provided by the other appropriate agencies. This statement is lacking on the
submitted plans.
65. Utility construction details as shown on Civil Engineering (CE) sheets C5 & C6 will not be reviewed
for construction acceptability at this time. All utility construction details shall be in accordance with
the Utilities Department's "Utilities Engineering Design Handbook and Construction Standards"
manual; they will be reviewed at the time of construction permit application.
66. Provide additional information/details regarding access to the proposed lift station.

67. Conflicts exist in the southeast corner of the parking lot (well and pump, dumpster enclosure, lift
station, and landscaping.) Additionally, the Irrigation Plans show a 3HP pump where Landscape
Plan shows a Live Oak. Staff recommends revising the plan to ease the congestion and address the
conflicts.
68. On all appropriate sheets, show the lift station screened from public view by a six (6) ft. CBS wall.

UTILITIES
1. The proposed lift station and on-site force main shall be private. So, please indicate on the plans.
2. Increase the size of the force main to four (4) inches at the property line (the portion belonging to the
City of Boynton Beach).
3. Provide a "pig launcher" at the property line on the force main.
4. Provide a second water main tie-in (loop) to the water main on W. Ocean Dr.

The site area on the site plan (sheet SPA-I) and landscape plan (sheet L-Ia) must match the
survey (2.5 acres or 180,902 square feet). This will affect all other site data.
The total impervious and pervious area on the landscape plan tabular data should equal the total
lot size (180,902 square feet).
The lot coverage on the site plan (sheet SPA-I) is incorrect (23,475 square feet / 180,902 square
feet = 12.97% lot coverage).
On the site plan (sheet SPA-I) tabular data, the Future Land Use designation is not "Church" but
rather, "Moderate Density Residential (MoDR)".
The Palm Beach County Traffic Division reviewed and approved the traffic impact statement for
a 14,405 square foot church. This does not match the project's proposed church area. Please
clarify .
The size of the parking stalls and drive aisle is subject to the Engineering Division of Public
Works' review and approval.
On the site plan (sheet SPA-I) tabular data, indicate the required and provided parking per phase.
On the site plan (sheet SPA-I) tabular data, for the ease of determining the required parking,
please indicate the parking methodology for each use. For example, offices - 853 square feet @
1/200 square feet = 5 spaces.
On the floor plan (sheet SP A-4), identify each use and its respective building area.
Provide a sketch or elevation of the north building fa9ade after the completion of Phase I but prior
to the commencement of Phase II.
Provide paint swatches for the elevations (Chapter 4, Section 7.D.).
The removal/relocation of landscape material is subject to review and approval of the City
Forester / Environmentalist.
One (I) tree is required for every 30 linear feet (Chapter 7.5, Article II, Section S.D.). Trees
proposed along the west landscape buffer appear to be spaced greater than one (1) tree per 30
linear feet.
A signature tree (such as a Yellow Elder, Tibouchina Granulsola, or Bouganvillea) is required at
both sides of the project entrance / exit proposed at Northwest I sl Street. The signature trees must
have 6 feet of clear trunk if placed within the safe-sight triangle (Chapter 7.5, Article II, Section
5.N.). Alternative plant material may be substituted if the above referenced plant material is not
available or undesired. Any substitution of plant material (for the signature tree requirement) will
be subject to the City Landscaper / Environmentalist review and approval.
All trees are required to be at least 12 feet overall height and three (3) caliper inches at the time of
installation (Chapter 7.5, Article II, Section 5.C.2.).
All shrubs and hedges are required to be at minimum 24 inches in height, 24 inches in spread, and
planted with tip-to-tip spacing measured immediately after planting to adequately cover the
planted areas on the site (Chapter 7.5, Article II, Section 5.CA.).
Fifty percent (50%) of all site landscape materials must be native species (Chapter 7.5, Article II,
Section 5.P). On the landscape plan plant list (sheet LP-I), indicate by asterisk, the native species
to ensure that at least 50% of landscape material is native. Separate and indicate the proposed
plant material into the following categories: Shade Trees, Palm Trees, Shrubs I Hedges, and
Groundcover. Please tabulate the amount of native material in each plant category.
Place a note on the landscape plan that all above ground mechanical equipment such as exterior
utility boxes, meters, transformers, and back-flow preventers shall be visually screened (Chapter
9, Section 1O.CA.).
The dumpster enclosure shall resemble with respect to the color and materials, the design of the
principal buildings and shall be integrated with other site elements (Chapter 9, Section 10.E.3.).
On the site plan, place a note indicating this requirement. Provide a detail of the dumpster
enclosure
All signage is subject to review and approval of the Planning & Development Board and City
Commission. Will there be monument sign proposed for the project? If so, provide a detail of
the sign area, including the dimensions, exterior finish, and letter color(s) (Chapter 4, Section
7.D.).
All signage is subject to review and approval of the Planning & Development Board and City
Commission. The elevations shall indicate the location of the proposed wall signs, including their
dimensions, sign type, and letter colors.
The detail of the typical outdoor freestanding lighting fixture should include the overall height,
exterior finish and color(s). The design, style, and illumination level shall be compatible with the
building design (height) and shall consider safety, function, and aesthetic value (Chapter 9,
Section 10.F.l.).
A minimum average light level of one (1) foot candle shall be provided with no more than 10% of
the spot readings below one (I) foot candle and not below Y2 foot-candle. The structure shall be
able to withstand 140 wind loads (Chapter 23, Article II.A.l.a).
The width of the driveway openings is subject to the Engineering Division of Public Works'
review and approval. Driveway openings shall be at minimum 25 feet in width (for 2-way traffic)
and no more than 36 feet in width (Chapter 23, Article II.H.).
