Our responses are in italics: Departments Public Works General Comments: 1. City Ordinance (Code, Chapter 10) requires that arrangements be made with the public works department (561) 742-6200) for any waste disposal associated with this site plan. Agree 2. The site dumpster enclosure is to be constructed in accordance with City Standard A-8807, the LDR, Chapter 7.5, Article II, Section 5.J and Article III, Section 9.A.9a. The dumpster will be supplied by Public Works (561) 742-6200. Agree 3. The required gates for the dumpster shall contain long steel rods to drop into the pavement in order to secure the gates in the open and closed positions. No utility plan was included with this submittal, therefore this plan is considered incomplete as submitted. However, since this proposed development is located where utility support is available, we are providing a cursory review of the plan as submitted. See attached preliminary water & wastewater construction plan. 6. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as stated in the LDR Chapter 6, Article IV, section 16, or the requirement imposed by insurance underwriters whichever is greater (see Code Section 26-16(a)). In addition, the LDR Chapter 6, Article I*V, Section 16 requires that all points of the building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition by showing all hydrants See attached 7. Any water and sewer lines to be owned and operated by the City shall be included within utility easements. Please show all proposed easements on the engineering drawings, using a minimum width of twelve (12) feet. These easements shall be dedicated via separate instrument to the City as stated in Code Section 26-33(a). See attached preliminary water & wastewater construction plan. Palm Beach County Health Department permits may be required on the domestic water service to the building, and the fire sprinkler line if there is one, in accordance with CODE Section 26-207 Agree 9. CODE Section 26-34 (E) requires that a capacity reservation fee be paid for this project either upon the request for the Department's signature on the Health Department application forms or within 340 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand. Agree 10. Appropriate backflow preventers will be required on the domestic water service to the building, and the fire sprinkler line if there is one, in accordance with CODE section 26-207. See attached preliminary water & wastewater construction plan. Fire Comments: 11. City Ordinance Section 9-6,3.17.11 requires approved automatic fire sprinkler systems throughout the following. a) All building or structures regardless of the type of construction which are three (3) stories or more in height or all building or structures in excess of 30 feet in height as measured from finish ground floor grade to the underside of the topmost roof assembly. Add a general note to the site plan that all plans submitted for specific permits shall meet the City's Code requirements at time of application. These permits include, but are not limited to, the following: paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD)< Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM) and any others, shall be included with the permit request. Agree 13. Provide a sealed survey, not older than six (6) moths, giving the information required in the LDR Chapter 4, SectiOon 7.A and Chapter 23, Article I, Section 5.B2. The survey provided is older than six months and lacks adequate elevation information. See attached survey. 14. Show proposed site lighting on the site, civil and landscape plans (LDR, Chapter 4, Section 7.B.4). The lighting design shall provide a minimum average light level of one foot-candle. On the lighting plan, specify that the light poles shall withstand a 140 MPH wind load (Florida Building Code). Only two light poles are shown on the site plan. This does not seem sufficient to provide adequate lighting levels for the site. See attached preliminary site lighting plan. CUNNINGHAM & DURRANCE Consulting Engineers, Inc. A lighting plan including photo metrics, pole wind loading, and pole details in conformance with the LDR< Chapter 6, Article IV, Section 11, Chapter 23 Article I, Section 5.B.7 and Chapter 23, Article II, Section A will be required at the time of permitting. If possible please provided this information as part of your TRC plan submittals - it is much easier to identify and correct any7 deficiencies now that while your are waiting on a permit. See attached preliminary site lighting plan. 16. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate future shadowing on the parking surface (LDR, Chapter 23, Article II, Section AI.b). This cannot be evaluated since the location of proposed lighting is shown on the Landscape Plan. See attached preliminary site lighting plan. 17. Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb (*LDR, Chapter 7.5, Article II, Section 5.A and Chapter 22, Article I, Section E). Add type "D" curb around the landscaped area on the east end of the property. Types "D" curb may be eliminated along the east edge of the easternmost parking area if parking blocks are used to protect the landscaped buffer at that location. See revised site plan. 18. Additional grade information is needed on the drainage plan =for the adjacent properties. Unable to determine how historic flow patterns are affected by the proposed construction. Retaining wall may be needed along the south property line as the proposed elevations are signifi8dcalntly higher than the existing elevations. See updated paving & drainage plan. 19. Specify storm sewer diameters, inlet types etc on drainage plan. Indicate grate, rim and invert elevations for all structures. More information is needed regarding the proposed control structure (is a restrictor needed for flow control) and sections are needed for the riprap headwalls and swale area (S) north and south of the entry driveway. Maximum runoff distance over impervious surfaces, before diversion to percolation areas, is fifty (50) feet (LDR, Chapter 6, Article IV, Section 5.B.2.a) Request relief from this requirement as discussed at pre-submittal conference. 21. Provide an engineer's certification on the drainage plan as specified in the LDR, Chapter 4, Section 7.F.2. See attached certification letter. 22. Depict right triangles on the site and landscape plans (LDR, Chapter 7.5, Article II, Section 5.H. See updated site & landscape plan. 23. Add a note to the landscape plan that within the right triangles there shall be an unobstructed cross visibility at a level between 2.5 feet and 6 feet above the pavement (LDR, Chapter 7.5, Article II, Section 5.H.) See updated landscape plan. 24. On the site and civil plans, show and identify all necessary traffic control devices such as stop bars, stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc. Delineate and stripe the "Loading Area" (where applicable - LDR, Chapter 2, Section 11.J)~ include a pavement message in yellow indicating "No Parking - Loading Zone". See City Standard Drawings B-9xOOl and B-900l3 for striping details. See updated site plan. 25. Indicate to what standard(s) the project is to be constructed~ if the FDOT Standard Specifications for Road and Bridge Construction and Standard Index are to be used - 2000 Specifications are recommended since they contain both English and Metric units. It is recommended that the elevation(s) for the sidewalk/pedestrian walkways at the handicap stalls the south end(s) of the landscape island, and at the radius to the sidewalk on the West Industrial Avenue be allowed to remain level. This would eliminate the need to construct the depicted nine (9) accessible ramps. See updated site and Paving & Drainage plan. 27. Provide details for handicap parking in accordance with City Standard Drawing B-9800 1. Agree 28. Please provide additional information regarding the covered containment area on the east side of the building. What purpose does it serve? Will additional permitting be required for this work (such as DEP)? See Building plan. 29. The use of"Bio Barrier" is recommended to reduce the likelihood of root structures damaging asphalt. See updated landscape plan. 30. The Live Oaks may become too large in the future for the spaces provided (landscape islands in parking area). See updated landscape plan. Building Division 31. Add to the building that is depicted on the drawing titled site plan a labeled symbol that identifies the location of the handicap accessible entrance doors to the building. Florida Accessibility Code for Building Construction, Section 4.1.2,4.3. See Building plan. 32. On the floor plan drawing add a labeled symbol that identifies the location of the handicap accessible entrance doors to the building. Add a labeled symbol to the site plan drawing that identifies the locations of the handicap accessible parking spaces. The quantity of the spaces shall be consistent with regulations specified in the Florida Accessibility Code for Building Construction. The accessible parking spaces that serve a use shall be located on the shortest safely accessible route to travel from adjacent parking to an accessible entrance. The Florida Accessibility Code for Building Construction states that buildings with multiple accessible entrances shall have accessible parking dispersed and located closest to the accessible entrance. Florida Accessibility Code for Building Construction, Section 4.1.2(5),4.3,4.6. See Building plan. 34. Add a labeled symbol to the site plan drawing the represents and delineates the path of travel for the accessible route that is required between the accessible parking spaces and the accessible entrance doors to the building. The symbol required to be installed along the path shall start at the accessible parking spaces and terminate at the accessible entrance doors to the building. The symbol shall represent the location of the path of travel, not the location of the detectable warning or other pavement markings. The location of the accessible path shall not compel the user to travel in a drive/lane area that is located behind parked vehicles. Identify on the plan the width of the accessible route. (Note: The minimum width required by the code is forty-four (44) inches. Add text to the drawing that would indicate that the symbol represents the accessible route and the route is designed in compliance with Section 4.3 (Accessible Route) and 4.6 (Parking and Passenger Loading Zones) of the Florida Accessibility Code for Building Construction. Please note that at time of permit review, the applicant shall provide detailed documentation on the plans that will verify that the accessible route is in compliance with the regulations specified in the Florida Accessibility Code for Building Construction. This documentation shall include, but not be limited to, providing finish grade elevations along the path of travel. See updated site plan. 35. Identify within the site data the finish floor elevation (lowest floor elevation) that is proposed for the building. Verify that the proposed elevation is in compliance with regulations of the code by adding specifications to the site data that address the following issues (Sections 310.1.2, Chapter 31 of the 2001 Florida Building Code ): See updated site plan. See updated site plan. b) From the FIRM map, identify in the site data the title of the flood wne that the building is located within. Where applicable, specify the base flood elevation. If there is no base flood elevation, indicate that on the plans. See updated site plan. c) Identify the floor elevation that the design professional has established for the building within the footprint of the building that is shown on the drawings titled site plan, floor plan and paving/drainage (civil plans). See updated site plan. 36. On the drawing titled site plan, identify and label the symbol that represents the property line. See updated site plan. 37. The Building plans are not being reviewed for compliance with the applicable building codes. Therefore, add the words "Floor plan layout is conceptual" below the drawing titled Floor Plan found on sheets FP-l. However, add to floor plan drawing a labeled symbol that identifies the location of the handicap accessible entrance doors to the building. The location of the doors shall match the location of the accessible entrance doors that are depicted on the site plan drawing. See Building plan. 38. Dimension on the drawing the overall height of the building. The overall height of a building shall be measured from the finish grade to the highest point of the roof or parapet wall. The location, type and size of the easements shall be shown and identified on the site plan. Where applicable, amend the plans so that structures do not encroach into an easement. See updated site plan. 40. Place a note on the elevation view drawings indicating that the wall openings and wall construction comply with Table 600 of the 2001 Florida Building Code. See Building plan. 41. On the site plan, indicate within the footprint of the building the number of stories that are in the building including where applicable, mezzanines. Also, add to the site data the number of stories in the building including identifying mezzanines, where applicable. Indicate the overall height of the building within the site data. The overall height of the building shall not exceed the height limitations of the Zoning Code. See updated site plan. 42. On all floor plan drawings, indicate within the footprint of the building the number of stories that are in the building including, where applicable, mezzamnes. See Building plan. 43. Indicate on the site plan within the floor area of the new building the primary use of the structure/facility. See Building plan. 44. Add to the submittal a partial elevation view drawing of the proposed perimeter fence. Identify the type of the fence material and type of material that supports the fence, including the typical distance between supports. Also, provide a typical section view drawing of the fence that includes the depth that the fence supports are below finish grade and the height that the fence is above finish grade. The location and height of the fence shall comply with the fence regulations specified in the Zoning Code. See Building plan. 47. At the time of permit review an addressing plan for the project. To be determined, single user. 48. Add to all plan view drawings of the site a labeled symbol that represents the location and perimeter of the limits of construction proposed with the subject request. See updated site plan. ForestlEnvironmentalist 49. Existing Trees: The applicant should indicate if there is any existing scrub vegetation along the East portion of the property. This scrub vegetation must be preserved in place if it is on the property. See updated landscape plan. 50. Existing Vegetation: The property survey does not indicate any existing vegetation on the property. (See Previous Existing Trees comment above) See updated landscape plan.
