The above referenced project is nearing completion. Prior to the Building Division issuing the
Certificate of Occupancy, I would like to ensure that you do not have any outstanding or pending
conditions concerning this site that must be rectified (excluding issues that are covered entirely
with a City approved surety).
If any outstanding conditions are related to permits issued by the Building Division, please
provide this division a memorandum containing a description of the unresolved conditions. If
the unresolved conditions are not permit related, please notify the owner or the owner's agent to
ensure that the matters are rectified.
Please respond to me, within ten (10) days, in order that we may proceed in a timely manner to
issue the Certificate of Occupancy. No response is necessary if your department is satisfied with
the current state of the above referenced site. Thank you for your cooperation.

Dear Mr. Carlow:
Here are the comments for the subject development listed under Exhibit "A" attached
and made a part of this letter. Please revise the plat and plans as stipulated, and submit
three signed and sealed sets of the construction plans, six copies of the plat and the
signed and sealed mylar. Additional changes to the plans may require a second review.
The following items shall be included, reviewed and approved with your re-submittal
prior to submitting your project for City Commission approval:
· An administrative fee of 1.6% of your engineer's certified cost estimate to construct
the "required improvements" which was faxed to you previously.
· Restoration surety (either a cash bond or a letter of credit) for 110% of your
engineer's certified cost estimate to restore the site including seed and mulch, if not
developed. Please note that any letter of credit submitted shall require review and
approval by the City Attorney, the Finance Department and the City Commission.
The plat will not be presented for Commission approval until the letter is approved
bv all entities.
. A check payable to the Clerk of the Circuit Court for $45.00 to record the plat.
· Receipt of the SFWMD permit, P.B. Co. Health Department approvals of the water
and sewer systems, FOOT, and any other required agency approvals.
· Any other items required by the City Engineer.

. No building permits shall be issued until you have paid the city's recreational impact
fee of $15,420.00 to the Parks Director, Mr. John Wildner at 561-742-6226.
. No certificates of occupancy will be issued until the Utility Department has approved
and accepted the water and wastewater systems.
. Upon receipt and satisfactory review and approval of all required items, your project
will be placed on the next available Commission agenda. Please note that all
documents/fees must be received three business davs in advance of the upcominq
Commission meetinq to be eliqible for the followinq meetinq. The Commission
meets the first and third Tuesdays of the month.

EXHIBIT "A"
MURANO BAY PUD-REVIEW COMMENTS
PLAT COMMENTS:
SHEET ONE:
Change the size of the recording block on both pages to a 3"X 5" area.
Add the letters, P.UD. after the name of the plat at the same font on both pages.
Confirm that the name of the plat will be Murano Bay and not Merano Bay.
Remove the County Engineer approval block. His signature is not required.
In the title certification, replace the words, "that the current taxes have been paid;"
With, that all taxes have been paid on said lands as required bv F.S. 197.192 as
amended.
In the location map, show Shore Drive connecting to U.S.1 per the Coquina Cove plat.
Provide a seal circle for the City Clerk's attestations.
Include a graphic scale next to the north arrow.
Regarding the Dedications:
The point of beginning shall be accurately tied to the nearest quarter section corner,
section corner or government corner. The plat shall show a full and detailed boundary
description of the land embraced in the plat. The plat must be so complete that the
starting point can be determined and the boundaries run without reference to the map.
In the first paragraph of the dedication, correct "section 2" to read section 22.
Regarding the third paragraph:
In line 10, change "East" to West to agree with sheet 2.
In line 12, add the words "as shown on said plat of Coquina Cove" after the words "said
section 2".
In line 15, the callout is different from that shown on sheet two. Please clarify.
In line 19, change the word "if' to "of'.
In line 24, change the first word from "south" to "north" to agree with sheet 2.
In line 25, the distance shown is not the same as shown on sheet 2.
In the 6th paragraph, correct the spelling of "inconsistent".

In the 9th paragraph, delete the words, "lake maintenance, and lake maintenance
easements".
The corporate consents and approvals shall require two corporate officers to sign for
the corporation - the president or vice-president and the secretary or assistant secretary
respectively by and with the authority of the board of directors.
Delete surveyor's note 20 or replace it with the last note in the dedication.
Delete surveyor's note 21.
Add a line for the certifying attorney's Florida license number.
In the 5th line of the city of Boynton Beach approvals, delete the word "/contract".
Delete the County Engineer's approval block. County approval not required.
SHEET TWO:
Identify the dotted area at the southeast corner of tract "B" (utility easement?).
Delete the approximately 14'X24' "notch" in the south side of lot 11 to reflect the
approved site plan. Also, add the 5' LAE. across the back of the lot.
CONSTRUCTION PLANS - Changes to each sheet shall be reflected on all other
appropriate sheets.
In the general notes, change the four references to the City of Miramar to the City Of
Boynton Beach.
In note 1, reference the SFWMD in lieu of the Broward Drainage District.
Indicate a graphic scale on sheets PD1 and TM1.
Correct the 12' drainage easements along the front of all lots to a 10' width to conform
to the plat callouts.
At the divided entrance, show that there is a minimum, 30 foot return radius for city
vehicles and service trucks to "U" turn back out to U.S.1.
Locate the stop and right turn only signage in line with the stop bar.
Show one-way pavement arrows around the loop road and indicate "do not enter" post
signs at the exit gate or some other signage to indicate no entry.
Identify lot 11 on all sheets.
Page 3 of 3 of the exhibit
Identify the sign in the U.S.1 median and the one to be relocated.
Show on the plans that vehicles requiring a 30-foot turning radius can ingress and
egress the site.
Replace the "33/64" with the degree symbol within all of the coordinate callouts.
On sheet TM1, delete the reference to Broward County in note 1.
Reflect the recreational parking striping and marking details on Pd 1 of 1.
Provide a note that the buffer wall color will match that of the buildings.
Provide a copy of the waiver regarding the vehicular back-up distance for units 1 and
20.
Show the clear sight distance for exiting vehicles as stipulated in FOOT index 546.
Please note that changes or revisions to these plans may generate additional
comments.
OTHER COMMENTS
In your response, please acknowledqe the followinq requirements:
Before receiving any building permits, submit the recreational impact fee of $15,420.00
to the Parks Department Contact Mr. John Wildner, Parks Director at 561-742-6226.
The applicant shall satisfy the fire department's comments regarding fire safety and

I have reviewed the above referenced plat and have the following comments.
1. The plat is generally consistent with the site plan (NWSP 02-014) approved by the City Commission
on October IS, 2002.
2. On November 19,2002 the City Commission adopted Ordinance No. 02-056 rezoning the property to
IPUD. The letters "PUD" must appear in the plat title on all pages (Ch. 5, Art. V, Sec I.D.13.).
3. The project was approved as M",rano Bay. It is now spelled M!!rano Bay. Please clarify.
4. Palm Beach County approval is not required. Remove signature section on Page I of I.
5. Correct Title Certification language to include" on said lands as required by F.S. 197.192 as
amended". Insert language after the word "paid" in the fifth line.
6. The signature block in the upper right hand comer must be (3 x 5) inches (Ch. 5, Art. V, Sec.l. 7b).
Please revise accordingly.
7. The plat was not signed and sealed by the surveyor. Resubmit with signature and seal.

Pursuant to the I" review comments received for the above referenced project, we offer the following
response:
Public Works - General
1. Applicant wishes to utilize curb-side pickup for waste disposaL A note along with the
location of the trash containers has been added to the site plan.
2. N/A Trash will not be collected in a dumpster.
3. N/A Trash will not be collected in a dumpster.
Public Works - Traffic
4. The applicant proposes to utilize a private one way inverted crown road driveway system.
There will be no road right-of-ways proposed for this project at this time.
5. Applicant proposes a 20 foot one way driveway for the main circulation around the subject
site.
6. Applicant has removed the two parking spaces shown where there is a two-way driveway.
The remainder of the parking spaces back into a one way driveway which is 20 feet wide.
Applicant is requesting approval of the current parking space configuration in order to
provide more green area around the pool and cabana.
7. Attached please find a copy of the queuing analysis prepared by William F. Mulhearn, P.E.
which states that the required storage at the entrance is 25 feet during the P.M. peak hour.
Currently, the project has been designed for 40 feet of storage.
8. Location of perimeter wall and entry features have been relocated to meet FOOT site triangle
criteria. Site triangle has been shown on the site plan and landscaping plan, including view
from intersection of Federal Highway and Shores Drive.
9. Please refer to the site plan and fire radius plan attached for internal driveway movements.
Utilities
10. Please refer to the attached utilities plan.
II. Utility easements have been shown on site plan, drainage plan and landscape plan.
12. Point of service has been shown on the water distribution and sewage collection system plan.
13. A note has been added to the site plan stating that other support utilities are available and
will be provided by appropriate agencies.
14. Applicant will apply for Palm Beach County Health Department permits for water and sewer.
15. Hydrants have been provided within 200 feet of all points on each building. Fire flow
calculations will be provided if required prior to issuance of building permits.
16. Note has been added to the site plan indicating that a well will be provided for irrigation
water.
17. Utility easements have been provided and will be dedicated to the City via separate
instrument.
18. A "Hold-Harmless" agreement will be executed with the Utilities Department for
maintenance and repairs were paver blocks are placed within an utility easement.
19. A surety bond will be provided for the installation ofthe water and sewer utilities.
20. Capacity reservation fee will be paid prior to the Department's signature on the Health
Department application form or withing 30 days of site plan approvaL
21. Proposed residences will be serviced through a 5/8" water meter. There will be an in-line
backflow preventer adjacent to the meter.
Fire
22. Hydrants have been provided within 200 feet of all points on each building. Connections to
mains will be no less than 6" in diameter.
23. Note has been added to the water distribution system plan stating that water mains and
hydrants are to be installed and completed prior to construction work.
24. Security gates and emergency access notes have been added to the fire department plan.
25. Emergency access will be provided at the start of the project and maintained throughout
construction.

26. Note has been added to the site plan regarding permitting requirements.
27. Pursuant to the materials specified in the LDR, Chapter 2.5, Section I O.A for the PUD re-
zoning procedure, we offer the following:
a. Copy of the existing unity of title.

INTRODUCTION
This study was prepared to assess the adequacy of the proposed gate-controlled
entranceway to Merano Bay located in the southeast quadrant of the intersection of
Federal Highway (U.S. 1) and Shore Drive in the City of Boynton Beach, Florida. Merano
Bay will contain 20 townhouse units at full buildout.
One gate-controlled (card reader) access point containing a single ingress lane will be
located at the project's entrance on Federal Highway (U.S. 1).
The card reader will be located 40' east of the eastern edge of pavement (for the
northbound lanes) on Federal Highway (U.S. 1). That is, there will be 40' of storage for
vehicles entering Merano Bay.
TRIP GENERATION
The number of trips per day that are anticipated to be generated at full buildout of the
proposed 20 townhouses was obtained by using the Institute of Transportation Engineers'
Trip Generation Manual, Sixth Edition, rate for single-family dwelling units to comply with
trips generation rates used by Palm Beach County. ITE Code 210 was used such that
an average trip rate of 10.0 trips per unit for townhouse units would produce 200 trips per
day (see TABLE 1). The maximum number of vehicles entering the project will happen
during the P.M. peak hour when a demand for 16 vehicles occurs.

PORTAL DESIGN
The project's single entrances will be controlled by gates with a card reader. Current
literature was investigated to ascertain design capacity volumes for the proposed
equipment. An article entitled "Parking Control Guidelines for the Design of Parking
Facility Portals" in the January 1989 issue of ITE Journal presents optimal design
parameters for access-controlled driveways. Input parameters such as the average time
the driver would take to traverse the gate control area and the design properties of the
gate were used to arrive at capacities. A table (attached) of the study findings was
extracted from the above-mentioned article and substantiates that a card entry gate
control has a capacity of 300 vehicles per hour for residential use
QUEUING THEORY
A primary objective when designing portals is to ensure that the average capacity of the
parking facility portals (gates) exceeds the anticipated or expected average flow (entering
traffic volume). Queueing Theory was extracted from Traffic Flow Theory and Control by
Donald R. Drew.
Using a single channel on entry with Poisson-distributed arrivals and an exponentially
distributed service rate, E(N), the expected number of arrivals is equal to qj(Q-q), where Q
is the service rate of the entry gate, i.e., its capacity or departure rate, and q is the lane
fiow or peak hourly volume it is anticipated will use the entry.
From the previous paragraph (PORTAL DESIGN), Q is shown to equai 300 vehicles per
hour. From the paragraph on TRIP GENERATION, it can be shown that q is equal to a
maximum peak hour volume of 16 vehicles entering the project, if only a single entrance
is proposed.
Therefore, E(N) ~ qj(Q-q) ~ 16 j (300-16) ~ 0.05, say 1
This is the expected number of vehicles in the queue at one time for a single entrance.
A storage length of 25 feet is adequate to handle the highest average demand for the
project's peak hour.

CONCLUSION
The gate-controlled site access driveway proposed for Merano Bay will require 25 feet of
storage at the project entrance on Federal Highway (U.S. 1) for the 16 vehicles that are
anticipated to arrive (and enter) Merano Bay during the P.M. peak hour.

The subject property consists of approximately 1.75 acres generally located in the southwest comer
of Federal Highway and Shore Drive. The site has a land use designation category of Commercial,
a zoning district designation of C-3 Community Commercial District and is currently vacant
The applicant is requesting to change the land use to H.D.R. High Density Residential and change
the zoning classification to IPUD - Infill Planned Unit Development to allow for the construction
of twenty townhomes. The proposed surface water management system will consist of inlets,
culverts and swales which will direct the runoffto an on-site exfiltration trench system which will
handle water quality and quantity requirements pursuant to the South Florida Water Management
District criteria..
