Additional changes to the plans may require a second review. Add the letters, P.UD. after the name of the plat at the same font on both pages. Confirm that the name of the plat will be Murano Bay and not Merano Bay. Remove the County Engineer approval block. His signature is not required. In the title certification, replace the words, "that the current taxes have been paid;" With, that all taxes have been paid on said lands as required bv F.S. 197.192 as amended. In the location map, show Shore Drive connecting to U.S.1 per the Coquina Cove plat. Provide a seal circle for the City Clerk's attestations. Include a graphic scale next to the north arrow. Regarding the Dedications: The point of beginning shall be accurately tied to the nearest quarter section corner, section corner or government corner. The plat shall show a full and detailed boundary description of the land embraced in the plat. The plat must be so complete that the starting point can be determined and the boundaries run without reference to the map. In the first paragraph of the dedication, correct "section 2" to read section 22. Regarding the third paragraph: In line 10, change "East" to West to agree with sheet 2. In line 12, add the words "as shown on said plat of Coquina Cove" after the words "said section 2". In line 15, the callout is different from that shown on sheet two. Please clarify. In line 19, change the word "if' to "of'. In line 24, change the first word from "south" to "north" to agree with sheet 2. In line 25, the distance shown is not the same as shown on sheet 2. In the 6th paragraph, correct the spelling of "inconsistent". Page 2 of 3 of the Exhibit In the 9th paragraph, delete the words, "lake maintenance, and lake maintenance easements". The corporate consents and approvals shall require two corporate officers to sign for the corporation - the president or vice-president and the secretary or assistant secretary respectively by and with the authority of the board of directors. Delete surveyor's note 20 or replace it with the last note in the dedication. Delete surveyor's note 21. Add a line for the certifying attorney's Florida license number. In the 5th line of the city of Boynton Beach approvals, delete the word "/contract". Delete the County Engineer's approval block. County approval not required. SHEET TWO: Identify the dotted area at the southeast corner of tract "B" (utility easement?). Delete the approximately 14'X24' "notch" in the south side of lot 11 to reflect the approved site plan. Also, add the 5' LAE. across the back of the lot. CONSTRUCTION PLANS - Changes to each sheet shall be reflected on all other appropriate sheets. In the general notes, change the four references to the City of Miramar to the City Of Boynton Beach. In note 1, reference the SFWMD in lieu of the Broward Drainage District. Indicate a graphic scale on sheets PD1 and TM1. Correct the 12' drainage easements along the front of all lots to a 10' width to conform to the plat callouts. At the divided entrance, show that there is a minimum, 30 foot return radius for city vehicles and service trucks to "U" turn back out to U.S.1. Locate the stop and right turn only signage in line with the stop bar. Show one-way pavement arrows around the loop road and indicate "do not enter" post signs at the exit gate or some other signage to indicate no entry. Identify lot 11 on all sheets. Page 3 of 3 of the exhibit Identify the sign in the U.S.1 median and the one to be relocated. Show on the plans that vehicles requiring a 30-foot turning radius can ingress and egress the site. Replace the "33/64" with the degree symbol within all of the coordinate callouts. On sheet TM1, delete the reference to Broward County in note 1. Reflect the recreational parking striping and marking details on Pd 1 of 1. Provide a note that the buffer wall color will match that of the buildings. Provide a copy of the waiver regarding the vehicular back-up distance for units 1 and 20. Show the clear sight distance for exiting vehicles as stipulated in FOOT index 546. Please note that changes or revisions to these plans may generate additional comments. On November 19,2002 the City Commission adopted Ordinance No. 02-056 rezoning the property to IPUD. The letters "PUD" must appear in the plat title on all pages (Ch. 5, Art. V, Sec I.D.13.). 3. The project was approved as M",rano Bay. It is now spelled M!!rano Bay. Please clarify. 4. Palm Beach County approval is not required. Remove signature section on Page I of I. 5. Applicant wishes to utilize curb-side pickup for waste disposaL A note along with the location of the trash containers has been added to the site plan. 2. The applicant proposes to utilize a private one way inverted crown road driveway system. There will be no road right-of-ways proposed for this project at this time. 5. Applicant proposes a 20 foot one way driveway for the main circulation around the subject site. 6. Applicant has removed the two parking spaces shown where there is a two-way driveway. The remainder of the parking spaces back into a one way driveway which is 20 feet wide. Applicant is requesting approval of the current parking space configuration in order to provide more green area around the pool and cabana. 7. Merano Bay will contain 20 townhouse units at full buildout. One gate-controlled (card reader) access point containing a single ingress lane will be located at the project's entrance on Federal Highway (U.S. 1). The card reader will be located 40' east of the eastern edge of pavement (for the northbound lanes) on Federal Highway (U.S. 1). That is, there will be 40' of storage for vehicles entering Merano Bay. TRIP GENERATION The number of trips per day that are anticipated to be generated at full buildout of the proposed 20 townhouses was obtained by using the Institute of Transportation Engineers' Trip Generation Manual, Sixth Edition, rate for single-family dwelling units to comply with trips generation rates used by Palm Beach County. ITE Code 210 was used such that an average trip rate of 10.0 trips per unit for townhouse units would produce 200 trips per day (see TABLE 1). Current literature was investigated to ascertain design capacity volumes for the proposed equipment. An article entitled "Parking Control Guidelines for the Design of Parking Facility Portals" in the January 1989 issue of ITE Journal presents optimal design parameters for access-controlled driveways. Input parameters such as the average time the driver would take to traverse the gate control area and the design properties of the gate were used to arrive at capacities. A table (attached) of the study findings was extracted from the above-mentioned article and substantiates that a card entry gate control has a capacity of 300 vehicles per hour for residential use QUEUING THEORY A primary objective when designing portals is to ensure that the average capacity of the parking facility portals (gates) exceeds the anticipated or expected average flow (entering traffic volume). Queueing Theory was extracted from Traffic Flow Theory and Control by Donald R. Drew. Using a single channel on entry with Poisson-distributed arrivals and an exponentially distributed service rate, E(N), the expected number of arrivals is equal to qj(Q-q), where Q is the service rate of the entry gate, i.e., its capacity or departure rate, and q is the lane fiow or peak hourly volume it is anticipated will use the entry. From the previous paragraph (PORTAL DESIGN), Q is shown to equai 300 vehicles per hour. From the paragraph on TRIP GENERATION, it can be shown that q is equal to a maximum peak hour volume of 16 vehicles entering the project, if only a single entrance is proposed. Therefore, E(N) ~ qj(Q-q) ~ 16 j (300-16) ~ 0.05, say 1 This is the expected number of vehicles in the queue at one time for a single entrance. The site has a land use designation category of Commercial, a zoning district designation ofC-3 Community Commercial District and is currently vacant. The applicant is requesting to change the land use to H.D.R. High Density Residential and change the zoning classification to IPUD - Infill Planned Unit Development to allow for the construction of twenty townhomes, According to the Trip Generation Manual published by the Institute of Transportation Engineers, 6th Edition, the average daily trip for a townhouse is 6 trips/d.u./day. According to Table 10.8 - Fair Share Road Impact Fee Schedule, effective October 1, 2001. the average daily trip for a single family attached residence is 7 trips/d.uJday.
