Developed City of Boynton Beach Fire Station #2 with a Public & Private Governmental/
Institutional (PPGI) land use classification and zoned Public Usage (PU). Developed single-
family homes (Leisureville) with a Moderate Density Residential (MoDR) land use
classification and zoned Single-family Residential (R-1AA);
Golf Road right-of-way, father south is an adult congregate living facility (Homewood
Residence) with a High Density Residential (HDR) land use classification and zoned Multi-
family Residential (R-3);
Developed single-family homes (Leisureville) with a Moderate Density Residential (MoDR)
land use classification and zoned Single-family Residential (R-1AA);
Congress Avenue right-of-way, farther west is developed residential (Whaler's Cove) with a
Low Density Residential (LDR) land use classification and zoned Planned Unit Development
(PUD).
Hematology Oncology Associates proposes to construct a one-story 42,824 square foot
medical office building on 3.917 acres. All site development will occur in one phase. A
medical office is a permitted use in the C-1 zoning district.
Site Characteristics: The subject property is a rectangular-shaped lot located on the northeast corner of
Congress Avenue and Golf Road. The parcel, also known as Alhambra Square North, is
located directly south of the Leisureville residential development and the City of Boynton
Beach Fire Station #2. On October 17,1989, the City Commission approved the terms and
conditions of a Stipulation and Settlement Agreement that directly related to Alhambra
Square North. In the Agreement, this property is restricted by four (4) conditions. First, the
building height may not to exceed two (2) stories. Second, the dumpsters are to be located
away from the adjacent residential neighborhoods. Third, the construction of the six (6)-foot

high buffer wall shall be coordinated with the governing association of the adjacent
residential property and the existing buffer hedge shall be removed and replaced with sod
and landscaping to the specifications of the governing association and at no cost to the
governing association. Lastly, the parking lot lighting shall be shaded as not to shine
directly into residential areas and parking lot lighting shall not be illuminated after 11 :00 p.m.
(see Exhibit "C" - Conditions of Approval). The existing site is currently undeveloped,
relatively fiat in contour, and vegetated by field grasses. The site is nestled in an area
dominated by residential uses. It is also located within the boundaries of the C-16 Basin of
South Florida Water Management District and the Lake Worth Drainage District.
Concurrency:
a. Traffic - A traffic impact study for this project was submitted and sent to the Palm Beach
County Traffic Division for their review and approval. The Palm Beach County Traffic
Division determined that the project meets the Traffic Performance Standards of
Palm Beach County.
b. Drainage - Conceptual drainage information was provided for the City's review. The City's
concurrency ordinance requires drainage certification at time of site plan approval.
The Engineering Division is recommending that the review of specific drainage
solutions be deferred until time of permit review, when more complete engineering
documents are required.
Driveways: The subject property fronts on two major roads, namely Congress Avenue and Golf Road.
Two (2) points of ingress / egress are proposed. One will be located along Congress
Avenue and the other will be located on Golf Road. According to the survey, a Bellsouth
Utility pole is currently located at the center of the proposed Golf Road entrance. Staff
recommends either relocating the Bellsouth pole or move the entrance to the east so that
there will be no conflict (see Exhibit "C" - Conditions of Approval). Both entrances will have
adequate pavement markings and appropriate signage for safety purposes. A landscaped
roundabout will be placed near the entrance proposed along Congress Avenue. More
explanation of the roundabout will be detailed in subsequent paragraphs.
Parking Facility: Parking required for a medical office use is based on the ratio of one (1) space per 200
square feet of the gross floor area. A total of 215 parking spaces will be required for the
project. The proposed site plan shows a total of 234 parking spaces or a surplus of 19
parking spaces. The parking lots will surround all four (4) building sides. Of the 234 parking
spaces, 31 spaces are designated for handicap use. The plan provides an excess of nine
(9) handicap parking spaces, which is very appropriate considering the proposed use of the
project. Most of the handicap spaces will be located in the parking areas located on the
west side of the building. However, all spaces will be situated in close proximity to the
building entrances in order to satisfy American with Disabilities Act (ADA) requirements. All
new standard parking spaces will be angled 90 degrees. The dimensions of the standard
parking spaces will be nine (9) feet in width by 18 feet in length, except for the handicap
spaces, which will be 12 feet in width (with 5 feet of striping) by 18 feet in length. The
backup distance for the parking spaces and drive aisles will be 27 feet in width. The
roundabout will be located in the parking lot west of the building. Patients may be dropped
off near the porte-cochere.
landscaping: The proposed pervious or "green" area of the lot will be 28,401 square feet or 16.6% of the
total site. The proposed landscape plan shows at least 115 trees, of which, 64 or 56% will
be native. The proposed plan also shows 2,675 shrubs, with 58% of them being native.

The west and south landscape buffer (along Woobright Road and Golf Road respectively)
will be at least seven (7) feet in width. The landscape plan proposes Sweet Mahogany,
Crape Myrtle, Ligustrum, Cabbage Palm, and Golden Shower trees within the west
landscape buffer. Also, a row of Redtip Cocoplum hedges and clusters of Fjrebush and
Boston Fern will be planted at the base of the trees within this landscape buffer. The
landscape islands will have Ligustrum trees and Schelling's Dwarf ground cover. The west
entrance will have two (2) Tibouchina granulosa "signature trees planted on each side (see
Exhibit "C" - Conditions of Approval).
The plant species proposed within the southern landscape buffer (adjacent to Golf Road)
will be similar to the west landscape buffer. The south landscape buffer will have nine (9)
Ligustrum and seven (7) Crape Myrtle trees. A row of Redtip Cocoplum hedges and
clusters of Firebush will be planted at the base of each tree. The south project entrance will
have two (2) Tibouchina granulosa signature trees and Firebush and Croton ground cover.
The landscaping around the building will consist of Silver Buttonwood and Ligustrum trees,
and Alexander Palm trees. Crown of Thorn, Florida Coontie, and sod will be planted along
the base of the building. According to the landscape plan, the back-flow preventer will be
screened with a row of Redtip Cocoplum hedges.
The north and east landscape buffers will be at least five (5) feet in width. Mature and
dense ficus hedges currently exist along the north and east landscape buffers. These
hedges will be removed and replaced with a six (6) foot high buffer wall, except along the
northwest property line where the subject property abuts the Fire Station property (see
Exhibit "C" - Conditions of Approval). Within the north and east landscape buffer, a row of
Redtip Cocoplum hedges is proposed along the inside of the wall. Closely spaced Dahoon
Holly trees are also proposed along the inside of the wall on the north and east landscape
buffers, which will function as an upper level canopy. These trees coupled with the
proposed privacy wall will effectively screen and buffer the proposed commercial use from
the adjacent residential neighborhoods.
Building / Site:
Building and site regulations will be fully met when staff comments are incorporated into the
permit drawings. The proposed one-story medical office building will be 18 feet in height.
However, the top of the parapet wall will stand 22 feet in height and the top of the standing
seam metal roof will reach as high as 26 feet - six (6) inches. The C-1 zoning district allows
for the building height not to exceed 30 feet. The proposed development will have an
"open" courtyard. The canopy will cover only the entranceway into this interior courtyard.
The open air courtyard acts as a tranquil oasis for clients within the space. The courtyard is
well landscaped, containing varying plants and a small fountain. Views would be provided
into this space through fioor to ceiling gray glass windows (not shown on elevations).
Community Design: The proposed architectural building style can be described as being "Southwestern",
modern, and different. According to the applicant, the design of the exterior (score lines,
reveals, and colors) was chosen to break up the mass of the building, by "emulating rock
formations that are found in nature". Few windows are proposed on the building exterior
due to the patients' preference for privacy and confidentiality. According to the applicant,
the majority of windows will be proposed on the interior walls overlooking the interior
courtyard. The proposed building colors range from light cream to red / brown. The colors
are proposed as follows: Benjamin Moore #2170-60 - Sunlit Coral, Benjamin Moore #2172-
40 - Raspberry Parfait, Benjamin Moore #2170-40 - Coral Spice, Benjamin Moore #AC-14
- Pecos Spice, and Benjamin Moore #2170-70 - Soft White.

As proposed, the main wall color will be painted light cream (Benjamin Moore Soft White -
#2170-60). All sides of the building will have the same pattern and design of accent colors.
The three accent colors will be red/brown, brown, and light cream. The proposed colors
are compatible with the colors used in other commercial projects in the immediate area.
However, as previously stated, the immediate area is dominated by residential land uses.
The proposed building style will neither resemble any other commercial or residential
buiidings in the immediate area or in the entire City. It should be noted, however, that the
existing residential developments immediately to the west of the subject property are heavily
buffered from Congress Avenue with heavy and dense landscaping and will be virtually
unseen from this proposed development. Although the architectural style of the proposed
building does not match the style of the adjacent buildings, the proposed design is unique
and will generally enhance the immediate area. However, the proposed color palette as
presented to staff {five (5) different pastel colors}, lends itself an appearance that is
incompatible with the surrounding natural and built environment and is considered contrary
to the City's Community Design regulations (Chapter 9, Land Development Regulations).
To mitigate this incompatible element inherent in the color palette, staff recommends using
one (1) color from the color palette for each large segment of wall. If five (5) different colors
are to be used, staff would also support utilizing less-interM - -' - Ilor
palette (see Exhibit "C" - Conditions of Approval). The fc 11,..., 16 <. ( be

the open entrance into the interior courtyard of the development. The canopy will extend
westward towards the parking lot and partially function as a porte-cochere. However, as the
canopy extends westward, the angle of the canopy roof peculiarly rises upward to provide
the clearance necessary for delivery or emergency vehicles.
Signage:
The elevations show that no wall signs are proposed. A freestanding monument sign is
proposed along the western property line. The monument sign detail illustrates that the
monument sign will be four (4) feet - six (6) inches in height at its tallest point. The address
will be located at the top of the sign. The area of the sign-face is in compliance with
Chapter 21 of the Land Development Regulations, no sign material or colors were submitted
with this application. Since this is not shown on the elevations, staff recommends that the
future sign colors shall be compatible with the existing signage in the immediate area (see
Exhibit "C" - Conditions of Approval). According to the applicant, at night, the sign face
(letters) will be illuminated with spotlights that will shine onto the monument sign.
RECOMMENDATION:
Staff recommends that this site plan request be approved subject to the comments included in Exhibit "C" -
Conditions of Approval. The Technical Review Committee (TRC) recommends that the deficiencies identified in
this exhibit be corrected on the set of plans submitted for building permit.

delineates the path of travel for the accessible route that is required

and terminate at the entrance door to the building. The symbol shall
represent the location of the path of travel, not the location of the
detectable warning or other pavement markings required to be installed
along the path. The location of the accessible path shall not compel the
user to travel in a drive/lane area that is located behind parked vehicles.
Identify on the plan the width of the accessible route. (Note: The
minimum width required by the Code is 44 inches). Add text that would
indicate that the symbol represents the accessible route and the route is
designed in compliance with regulations specified in the Fair Housing
Act. Please note that at time of permit review, the applicant shall provide
detailed documentation on the plans that will verify that the accessible
route is in compliance with the regulations specified in the Florida
Accessibility Code for Building Construction. This documentation shall
include, but not be limited to, providing finish grade elevations along the
path of travel.

20. The buffer wall must have stucco on both sides. Indicate by note that this
will be provided. Also, staff recommends that the style of the buffer wall
be enhanced with details such as cornices, columns, and multiple color
tones.

22, All above ground mechanical equipment such as exterior utility boxes,
meters, transformers, and back-flow preventers shall be visually screened
with appropriate landscaping / hedge material (Chapter 9, Section

24. Stipulation and Settlement Agreement: All dumpsters to be located away
from adiacent residential areas.

of the adjacent residential property and the existing buffer hedge shall be
removed and replaced with sod and landscaping to the specifications of
the governing association at no cost to the governing association.
26. Stipulation and Settlement Agreement: Parking lot lighting shall be
shaded so as to not shine directly into residential areas, and parking lot
lighting shall not be illuminated after 11:00 p,m. Staff recommends that
the lighting fixtures proposed along the north and east property lines
should have reflectors installed on them so that light is directed towards
the parking lot and building and away from the residential
neighborhoods.
27. The landscape plan tabular data incorrectly indicates that 240 parking
spaces are provided. The landscape plan must match the site plan and
indicate the correct amount (234 spaces).

Division) regarding the above referenced project. In his letter, he determines that the project meets
the traffic performance standards of Palm Beach County but makes a suggestion as to how the peak
AM traffic is to be evaluated.
I'm forwarding over Mr. Atefi's letter to you because your Division would be best suited to address his
suggestion.
By noon on Friday, July 12, 2002, please advise the Planning & Zoning Division on what procedure
the City wants to address Mr. Atefi's suggestion. Can this issue be a project condition of approval or
should we postpone the project from this month's Planning & Development Board agenda and

the Public Works Department for any waste disposal associated with this site

3, All utility easements shall be shown on the site and landscape plans so that we
may determine which trees may interfere with utilities, In general, palm trees will
be the only tree species allowed within utility easements. Canopy trees may be
planted outside of the easement so that the roots and branches will not impact
those utilities within the easement in the foreseeable future. The LDR, Chapter
7.5, Article 1, Section 18,1 give public utilities the authority to remove any trees
that interfere with utility services, wither in utility easements or public rights-of
way.

6. CODE, Section 26-34(E) requires that a capacity reservationfee be paidfor this
project either upon the request for the Department's signature on the Health

39. Staff believes the landscape circle at the entrance will cause confusion for
entering motorists and may, in fact, cause traffic to stack onto Congress Avenue
during peak times, Furthermore, a traffic circle at the entrance can cause
confusion for vehicles circulating on site and may cause accidents. It may also
limit truck movement along the front of the building (access to the dumpster). One
possible alternative would be to combine the two end parking Islands (on either
side of the landscape island) and the landscape circle into one large, rectangular
landscaped area, Traffic would be directed north and south to parking and to the
front door access,
In a meeting with Laurinda Logan on June 12,2002, PGAL discussed this issue
and explained that the traffic circle was designed to accommodate for emergency
vehicle turning radius requirements and easy access to the building, Upon further
discussion, 1. Logan agreed that the traffic circle could remain with the
incorporation of additional directional signage and striping. These changes have
been incorpoarated into the site plan, refer to Sheet AI.O.O,

with 0, Kelly and determined that the City does not require the owner of this

tree on both sides of the entrance (Chapter 7,5 Article 11, Section 5,N), Note that
signature trees do not contribute toward the total number of required perimeter
trees or parking area interior landscaping. (Chapter 7. 5, Article 11, Section 5. G.).
Provide one (1) additional signature tree, such as Yellow Elder, Tibouchiria
granulosa, or bougainvillea at each side of the project entrance. These signature
trees shall have a minimum of six (6) fiet of clear trunk to preserve the clear sight
area.
The required signature trees have been added to the landscape plan,
78. At least fifty (50) percent of the site landscape material must be of native species
and verified as such in the tabular data of the landscape plan (Chapter 7.5,
Article 11, Section 5.2.).
The plan has been revised to meet the 50% native tree requirement. This change is

79. All above ground mechanical equipment such as exterior utility boxes, meters,
transformers, and back-flow preventers shall be visually screened with

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P.M. on Wednesday Mav 29, 2002. When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data andlor corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may confiict with
other departmental impro\€ments.

5, When a TRC Member finds a code deficiency that is outside of hislher review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6, If a TRC member finds the plans acceptable, helshe shall forward a memorandum, within the time
frame stated above, to me, The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.

CODE REQUIREMENTS
City Ordinance Section 9-6, 3, /7-11 requires approved automatic fire
sprinkler systems throughout all buildings or structures regardless of the
type of construction that are in excess of 12,000 square feet per floor.
Design documents shall demonstrate compliance with LDR Chapter 6,
Section 16, which provides requirements for hydrants. Hydrants in
commercial applications shall be no more than 300 ft, apart and the
remotest part of any structure shall be no more than 200 ft. from a
hydrant. Connections shall be to mains no less than 6 inches in diameter.
In addition to domestic requirements at a residual pressure of not less
than 20 psi, a fire flow of at least 1500 gpm is required.
Design documents where underground water mains and hydrants are to
be provided, must demonstrate that they will be installed, completed, and
in service prior to construction work per the Florida Fire Prevention Code,
(2000) Section 29-2,3,2,
Emergency access shall be provided at the start of a project and be
maintained throughout construction per the Florida Fire Prevention Code,
Section 3-5, and NFPA 241, (1996) Safeguarding Construction, Alteration,
and Demolition Operations, Section 5-4.3.

building is located within. Where applicable, specify the base flood elevation. If
there is no base flood elevation, indicate that on the plans,

As required by Chapter 4, section 7 of the Land Development Regulations, submit
a floor plan drawing. The building plans are not being reviewed for compliance with
the applicable building codes. Therefore, add the words "Floor plan layout is
conceptual" below the drawing titled Floor Plan found on sheets ? . However,
add to the floor plan drawing a labeled symbol that identifies the location of the
handicap accessible entrance doors to the building and tenant spaces. The
location of the doors shall match the location of the accessible entrance doors that
are depicted on the site plan drawing.

11. At time of permit review, provide a completed and executed City of Boynton Beach
Unity of Title form. The form shall describe all lots, parcels or tracts combined as
one lot. A copy of the recorded deed with legal descriptions, of each property that
is being unified, is required to be submitted to process the form. The property
owner that is identified on each deed shall match.
12. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
13. At time of permit review, submit a copy of the recorded resolution that verifies the
abandonment of the allev, riaht-of-wav or easement.
14, Add to the submittal a partial elevation view drawing of the proposed perimeter
wall. Identify the type of the wall material and the type of material that supports the
wall, including the typical distance between supports, Also, provide a typical
section view drawing of the wall that includes the depth that the wall supports are

The above referenced Site Plans, forwarded on 5/17/02, were reviewed against the appropriate
requirements outlined in the City of Boynton Beach Code of Ordinances (available on-line at
www.ci.bovnton-beach.fl.us). Following are the comments with the appropriate Code and Land
Development Regulations (LDR) referenced.
PUBLIC WORKS
Code Requirements
1. City Ordinance (CODE, Chapter 10) requires that arrangements be made with the Public Works
Department for any waste disposal associated with this site plan. Contact the Public Works
Department (561-742-6200) regarding the storage and handling of refuse,

Code Requirements
1, Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application, These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation, Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
2. Show all existing utilities on Site Development plan (LDR, Chapter 4, Section 7.A.3).
3. The survey indicates a "possible FPL underground cable" running east to west in the lower one-third
of the lot. This would place the FPL line under the proposed building. Please verify existence and
whether there is an easement in connection with this utility.
4. A Lighting Plan including photometrics, pole wind loading, and pole details in conformance with the
LDR, Chapter 6, Article IV, Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II,

Section A will be required at the time of permitting, If possible please provide this information as part
of your TRC plan submittals - it is much easier to identify and correct any deficiencies now than while
you are waiting on a permit! The lighting design shall provide a minimum average light level of one
foot-candle. On the Lighting Plan, specify that the light pOles shall withstand a 110 MPH wind load
(LDR, Chapter 23, Article II, Section A,1.a). Add a note that the fixtures shall be operated by photo-
electrical control and are to remain on until 2:00 a,m. (LDR, Chapter 23, Article II, Section A,1.a)
Artificial lighting used to illuminate any property shall be directed away from all residential districts.
5. Replace or relocate large canopy trees adjacent to light fixtures to eliminate future shadowing on the
parking surface (LDR, Chapter 23, Article II, Section A.1.b).
6. New driveways will require permits from the FDOT and PBC. Where new driveways are constructed
sidewalk is to be continuous through the new driveways and shall be 6 inches thick. (LDR, Chapter
23, Article II, Section P)
7. Additional grades and spot elevation information is needed to evaluate the grades and need for
handicap ramps around the parking lot.
8. Inadequate grade information has been provided to evaluate flow patterns in the parking lot. Existing
and proposed grades need to be shown around the parking lot and details provided of the typical
section(s) of the aisles,
9. Maximum runoff distance over impervious surfaces, before diversion to percolation areas, is 50 feet
(LDR, Chapter 6, Article IV, Section 5,B.2.a),
10, Catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article IV, Section 5.A.2.f),
11, Provide confirmation from Palm Beach County Engineering that the stormwater outfall into their
Congress Ave. system is acceptable.
12. Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in. thick
within driveways (LDR, Chapter 23, Article II, Section Pl.
13. The LDR, Chapter 4, Section 7,C.1 requires the Site Plan and Landscape Plan to be at the same
scale.
14, Show sight triangles on the Site and Landscape plans. Reference FDOT Standard Index 546 for the
sight triangles along all collector and arterial roadways.
15, Add a note to the Landscape Plan that within the sight triangles there shall be an unobstructed cross-
visibility at a level between 2.5' and 6' above the pavement (LDR, Chapter 7.5, Article II, Section
5,H),
16. The perimeter buffer walls along the north and east sides of the property shall be set back two (2)
feet from the property line (LDR, Chapter 2, Section 4.L).
17. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.

The fire lane signage and markings shall conform to the LDR Chapter 23, Article II, Sections B. & M.
The 3-foot high "Fire Lane" words shall be placed along both lanes and staggered. Please note this
requirement is applicable to buildings with a gross area greater than 15,000 SF,
Indicate, by note, that the passenger loading zone(s) shall comply with Section 4,6.6 of the 1997
Florida Accessibility Code for Building Construction.
RecommendationslCorrections
1, Indicate to what standard the project is to be constructed; if the FDOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units,
2, Staff believes the landscape circle at the entrance will cause confusion for entering motorists and
may, in fact, cause traffic to stack onto Congress Avenue during peak times. Furthermore, a traffic
circle at the entrance can cause confusion for vehicles circulating on site and may cause accidents. It
may also limit truck movement along the front of the building (access to dumpster), One possible
alternative would be to combine the two end parking islands (on either side of the landscape island)
and the landscape circle into one large, rectangular landscaped area. Traffic would be directed north
and south to parking and to the front door access,
3. Provide written and graphic scales on all sheets.
4, Sheet 1 and Sheet A-1.1.4 conflicts with the survey, The ROW line is depicted behind the property
line along the south and west sides of the property. Please verify accuracy.
5. A sanitary sewer manhole shown in the southeast corner of the lot appears to be misplaced. Please
verify accuracy. Site lighting is shown adjacent to the building. Are these lights wall or pole
mounted? If pOle mounted please ensure they do not interfere with pedestrian or handicap access,
6. The traffic speeds along Congress Ave. and Golf Rd. (SW 23rd Ave,) are such that traffic may enter
the site at a speed faster than that considered "safe", Consider widening the ingress drive aisles to
fifteen (15) feet; the egress aisle width may be twelve (12) feet. This will provide a smoother vehicle
transition into the site.
7, It is recommended that storm sewer diameters, inlets types, etc. be specified on the drainage plan.
Indicate grate, rim and invert elevations for all structures. Indicate grade of storm sewer segments.
8. On Sheet L-1 the hedge on the northwest boundary of the property is identified as a Ficus hedge,
The survey identifies it as a cherry bush hedge. Please verify accuracy.
UTILITIES
Code Requirements
1. No utility plan was included with this submittal, therefore the Utilities Department considers this plan
incomplete as submitted, However, since this proposed development is located where utility support
is available, we are providing a cursory review of the plan as submitted,

2. All utility easements shall be shown on the site and landscape plans so that we may determine which
trees may interfere with utilities. In general, palm trees will be the only tree species allowed within
utility easements, Canopy trees may be planted outside of the easement so that roots and branches
will not impact those utilities within the easement in the foreseeable future. The LDR, Chapter 7,5,
Article I, Section 18.1 give public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way,
3. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12),
4, Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g,p.m. as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (see CODE, Section 26-16(a)).
5. CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either upon
the request for the Department's signature on the Health Department application forms or within 30
days of site plan approval, whichever occurs first. This fee will be determined based upon final meter
size, or expected demand,
6, Comprehensive Plan Policy 3,C,3.4, requires the conservation of potable water. City water may not,
therefore, be used for irrigation where other sources are readily available,
7. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a).
8. This office will not require surety for installation of the water and sewer utilities, on condition that the
system(s) be fully completed, and turned over to the City Utilities Department before the first
permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining
the Certificate of Occupancy.
9, The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition by
showing all hydrants.
10. Appropriate backflow preventers will be required on the domestic water service to the building, and
the fire sprinkler line, if there is one, in accordance with the CODE, Section 26-207.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P.M. on Wednesday Mav 29. 2002. When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data andlor corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3, Each comment shall reference the section of the code that is incorrectly depicted on the
documents,
4, Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improl.ements.

5. When a TRC Member finds a code deficiency that is outside of hislher review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible lOr the review specified.
6. If a TRC member finds the plans acceptabie, helshe shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process,
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
