Site Characteristics: The site is a vacant, rectangular-shaped lot, overgrown with grasses. The site is
cleared and contains a row of Australian pines along the north property line and
a Mahogany tree on the east property line.
Proposal:
The developer proposes to construct a one (1) story, 1,809 square foot office
building located on a 0.22-acre lot (see Exhibit "B" - Proposed Site Plan). The
proposed building height is 23 feet - 6 inches, which is below the 25-foot
maximum allowed in the C-2 zoning district.
Concurrency:
a. Traffic-
A traffic statement for this project was submitted and sent to the Palm
Beach County Traffic Division for their review and approval. Staff has not
received confirmation from Palm Beach County's Traffic Division
regarding standards compliance (see Exhibit "C" - Conditions of
Approval).
b. Drainage-
Conceptual drainage information was provided for the City's review. The
City's concurrency ordinance requires drainage certification at time of
site plan approval. The Engineering Division is recommending that the

review of specific drainage solutions be deferred until time of permit
review, when more complete engineering documents are required.
On-site traffic circulation will consist of one (1), new driveway entrance
measuring 24 feet wide providing ingress and egress from N.W. 7th Court. A
two-way drive aisle provides access to the parking area located to the north of
the building. This driveway is proposed to be located approximately 80 feet from
the intersection of N.W. 7th Court and Boynton Beach Boulevard.
The Land Development Regulations require a minimum of one parking space
per 300 square feet for an office use. Using this ratio, the required number of
parking spaces, based on 1,809 square feet of gross floor area of office space,
a minimum of six (6) spaces are required. However, the applicant proposes a
total of nine (9) spaces for the proposed use, including one (1) space
designated for handicap use along the northern portion of the site. All spaces,
except the handicap space will be dimensioned nine feet by eighteen feet (9' x
18').
The landscaping of the site will fully meet the code requirements when staff
comments are incorporated. The proposed pervious or "green" area is 3,628
square feet or 38% of the total site. The front (south) landscape buffer along
Boynton Beach Boulevard will be 30 feet in width and will contain one (1) dry
retention area. Within this buffer, Foxtail Palm, Carpentaria Palm, Pygmy Date
Palm, Perrigrina, Pink Ixora, and Yellow Lantana are proposed. The project
perimeter landscaping includes a 5-foot wide buffer along the northern (rear)
property line. This buffer includes a variety of trees (Sabal Palm, and
Mahogany) placed a minimum of 30- feet on center and a continuous hedge of
Red tip Cocoplum hedges. However, the applicant will provide the required six
(6) foot masonry wall along the northern property line of the site to separate the
office use from the adjacent single-family zoning district. Along the side (east)
perimeter buffer the landscape plan proposes Chalcas hedges and Sabal Palm
trees. An existing Mahogany tree will be preserved within this buffer. The
project entrance located on the western property line will be enhanced with
colorful plantings and will contain three (3) Tibouchina Granulosa trees, which is
greater than code requirements for signature trees. The development will be
provided with the required amount of perimeter and internal landscaping as
required in the Land Development Regulations, Chapter 7.5 Article II.
Building and site regulations will be fully met when staff comments are
incorporated into the permit drawngs.
Community Design: The proposed Monahan & Monahan building design is primarily a Spanish I
Mexican style, one-story structure with red concrete roof tile (Monier Cherokee
Red SMIS CIT IBACS 7128). The entire building, particularly the fa<;:ades facing
the rights-of-way, have been designed to enhance the overall appearance along
Boynton Beach Boulevard and N.W. 7th Court. The exterior walls of the
proposed structure will have a smooth stucco finish painted yellow in color
(Benjamin Moore 2020-50 Mellow Yellow). The surface of the lower portion of
the building will be painted brown (Benjamin Moore 2106-40 Cougar Brown)
supplemented with Mexican tile trivet (Mariposa Tile). The accent trims will be
white (Benjamin Moore 2121-60 White Diamond). Additional features such as
white decorative medallions, score lines and molded arches framing each
window are incorporated to enhance the appearance of the building. The

proposed front fa~ade will have a double door entry with a covered porch facing
Boynton Beach Boulevard. The building height of 23 feet - 6 inches, is below
the maximum requirement of 25 feet for the C-2 district. This proposed design
offers similarities with other buildings in the immediate area. For example, the
red concrete tile roof and architectural design are found in two (2) other
buildings located on the south side of Boynton Beach Boulevard, opposite the
subject site.
Signage:
One (1) wall sign measuring 14 square feet is proposed on the south elevation.
One (1), four foot (4'-0") high, six foot and four inches (6'-4") wide freestanding
monument sign is proposed along Boynton Beach Boulevard with the property
address on top. Both proposed signs will depict the Monahan & Monahan logo.
The monument sign will receive color and texture treatments similar to those of
the building. The proposed wall signs and the freestanding sign comply with
sign standards including maximum sign area and height as set forth in the Land
Development Regulations, Chapter 21. It should be noted that the sign detail on
the plan dated 07102/02 supersede the sign detail on the color rendering dated
05113102.
RECOMMENDATION:
Staff recommends that this site plan request be approved, subject to the comments included in Exhibit
"C" - Conditions of Approval. The Technical Review Committee (TRC) recommends that the
deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit.

An acceptable traffic impact statement is required. Please submit the document to the Planning & Zoning
Division.
The site plan tabular data is incorrect. The project's required side interior and side corner setbacks are 15
feet and 20 feet respectively.
The designated Future Land Use for the subject property is incorrectly identified in the tabular data of the
site plan. The correct Future Land Use designation is Local Retail Commercial (LRC).
The designated Future Land Use for the adjacent properties (east, west, & south) is Local Retail
Commercial (LRC). This should be indicated on the site plan (preferably under the zoning district
identification).
The designated Future Land Use for the adjacent property to the north is Low Density Residential (LDR).
This should be indicated on the site plan (preferably under the zoning district identification).
The placement of the proposed 8"' parking space and backup area encroaches into the utility easement.
This will require Engineering Division's approval.
The east elevation indicates that the greater portion of the wall will be painted "Cherokee Red". Modify
the drawing so that the color of this wall matches the color of the other three (3) walls.
Indicate by note that construction of the decorative masonry wall shall be completed prior to the issuance of
the certificate of occupancy for the building (Chapter 2, Section 4.L.).
Submit a color sample / swatch of all major exterior finishes (Chapter 4, Section 7.D.1.).
Include a color rendering of all elevations prior to the Technical Review Committee meeting (Chapter 4,
Section 7.D.2.).
Identify the height of the existing Mahogany tree and Chaleus hedge (on east property line).
The landscape plan shows that six (6) "TJ" are proposed along the north property line but the plant list does
not include them.
It appears as though some plant material is proposed outside the property line in the swale (western
property line). They cannot be counted towards meeting minimum code requirement and must be approved
by the Engineering Division.
Landscaping at project entrances shall contain a minimum of one (1) signature tree on both sides of the
entrance (Chapter 7.5, Article ll, Section S.N.). Note that signature trees do not contribute toward the total
number of required perimeter trees or parking area interior landscaping. The two (2) Tibouchina granulose
at the project entrance shall have a minimum of six (6) feet of clear trunk to preserve the clear sight area
(Chapter 7.5, Article ll, Section S.G.). Show site triangles on landscape plan.
At least fifty (50) percent of the site landscape material must be of native species and verified as such in the
tabular data of the landscape plan (Chapter 7.5, Article ll, Section S.P.).

The above referenced Site Plans, forwarded on May 15, 2002, were reviewed against the appropriate
requirements outlined in the City of Boynton Beach Code of Ordinances (available on-line at
www.ci.bovnton-beach.fl.us). Following are the comments with the appropriate Code and Land
Development Regulations (LDR) referenced.
PUBLIC WORKS
Code Requirements
1. City Ordinance (CODE, Chapter 10) requires that arrangements be made with the Public Works
Department for any waste disposal associated with this site plan. Contact the Public Works
Department (561-742-6200) regarding the storage and handling of refuse. Show the proposed
storage location for the roll-out cart(s).
ENGINEERING
Code Requirements
1. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.

3. Show the proposed site lighting on the Site and Landscape plans (LDR, Chapter 4, Section 7.B.4).
Lighting needs to be placed al or near the entryway and lighting levels shown on the photometric
plan.

4. The lighting design shall provide a minimum average light level of one foot-candle. The design
provided well exceeds that requirement. Consider lowering light wattage, etc. to reduce overall levels
to prevent bleeding onto adjacent properties. Artificial lighting used to illuminate any property shall
be directed away from all residential districts (LDR, Chapter 2, Section 4.N.7).
5. On the Lighting Plan, specify that the light poles shall withstand a 110 MPH wind load (LDR, Chapter
23, Article II, Section A.1.a). Add a note that the fixtures shall be operated by photo-electrical control
and will remain on until 2:00 a.m. (LDR, Chapter 23, Article II, Section A.1.a).
6. Replace or relocate large canopy trees adjacent to light fixtures to eliminate future shadowing on the
parking surface (LDR, Chapter 23, Article II, Section A.1.b). There is a direct conflict between the
north light and the proposed Mahogany.
7. The two (2) and three (3) foot sidewalks on the north and east sides of the building do not meet
accessibility standards.
8. Differentiate between the existing and proposed elevations given on the Paving, Grading and
Drainage plan (Sheet C-1) so that a complete assessment can be made of the proposed drainage
plan. Provide typical section(s) of the two retention areas in accordance with City Standard B-98002.
Define the retention pond(s) overflow point/elevation once required storage requirements have been
met (the point from the site to off-site). Staff recommends setting the overflow point at the midpoint
of the west pond on to NW 7th Ct.
9. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7.F.2.
10. Show sight triangles on the Site and Landscape plans. Add a note to the Landscape Plan that within
the sight triangles there shall be an unobstructed cross-visibility at a level between 2.5' and 6' above
the pavement (LDR, Chapter 7.5, Article II, Section 5.H.).
11. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows, "Do Not Enter" signage, etc.
Add double yellow lane separators at the NW 7th Ct. driveway and relocate the stop bar to line up
with the stop sign.
12. Handicap parking signing and striping is to be in compliance with City Standard B-98001. Make
corrections to the detail on Sheet SPA-01 accordingly.

1. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. at
stated in the LDR Chapter 6, Article IV, Section 16, or the requirement imposed by the insurance
underwriters, whichever is greater (see CODE, Section 26-16(a)). In addition, the LDR, Chapter 6,
Article IV, Section 16 requires that all points on the building be within 200 feet of an existing or
proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all
hydrants.

We have reviewed the subject plans and recommend that the request be forwarded for
Board review with the understanding that all remaining comments will be shown in
compliance on the working drawings submitted for permits.

1. Add to the building that is depicted on the drawing titled site plan a labeled symbol
that identifies the location of the handicap accessible entrance doors to the
building. Florida Accessibility Code for Building Construction, Section 4.1.2, 4.3.
2. On the floor plan drawing, add a labeled symbol that identifies the location of the
handicap accessible entrance doors to the building. The location of the doors shall
match the location of the accessible entrance doors that are depicted on the site
plan drawing. Florida Accessibility Code for Building Construction, Section 4.1.2,
4.3.
3. Identify within the site data the finish floor elevation (lowest floor elevation) that is
proposed for the building(s). Verify that the proposed elevation is in compliance
with regulations of the code by adding specifications to the site data that address
the following issues [Section 3107.1.2, Chapter 31 of the 2001 Florida Building
Code]:
a) The design professional-of-record for the project shall add the following text to
the site data. "The proposed finish floor elevation _' _ NGVD is above the
highest 100-year base flood elevation applicable to the building site, as
determined by the South Florida Water Management District's surface water
management construction development regulations."
b) From the FIRM map, identify in the site data the title of the flood zone that the
building is located within. Where applicable, specify the base flood elevation. If
there is no base flood elevation, indicate that on the plans.

c) Identify the floor elevation that the design professional has established for the
building within the footprint of the building that is shown on the drawings titled
site plan, floor plan and paving/ drainage (civil plans).
4. The building plans are not being reviewed for compliance with the applicable
building codes. Therefore, add the words "Floor plan layout is conceptual" below
the drawing titled Floor Plan found on sheet A-1.
5. Add to the site plan drawing all existing easements that are shown on the survey.
Also, add all proposed easements. The location, type and size of the easement(s)
shall be shown and identified on the site plan. Where applicable, amend the plans
so that structures do not encroach into an easement.
6. Place a note on the elevation view drawings indicating that the wall openings and
wall construction comply with Table 600 of the 2001 Florida Building Code.
7. On the site plan, indicate within the footprint of the building the number of stories
that are in the building including, where applicable, mezzanines. Also, add to the
site data the number of stories in the building including identifying mezzanines,
where applicable. Indicate the overall height of the building within the site data.
The overall height of the building shall not exceed the height limitations of the
Zoning Code.
8. On all floor plan drawings, indicate within the footprint of the building the number of
stories that are in the building including, where applicable, mezzanines.
9. Indicate on the floor plan drawing within the footprint of the building the primary
use of the structure/facility.
10. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
11. At time of permit review, submit a copy of the recorded resolution that verifies the
abandonment of the alley. daht-ot-wav or easement.
12. At time of permit review, submit for review an addressing plan for the project.
13. Add to all plan view drawings of the site a labeled symbol that represents the
location and perimeter of the limits of construction proposed with the subject
request.

CODE REQUIREMENTS
Design documents shall demonstrate compliance with LOR Chapter 6,
Section 16, which provides requirements for hydrants. Hydrants in
commercial applications shall be no more than 300 ft. apart and the
remotest part of any structure shall be no more than 200 ft. from a
hydrant. Connections shall be to mains no less than 6 inches in diameter.
In addition to domestic requirements at a residual pressure of not less
than 20 psi, a fire flow of at least 1500 gpm is required.
Design documents where underground water mains and hydrants are to
be provided, must demonstrate that they will be installed, completed, and
in service prior to construction work per the Florida Fire Prevention Code,
(2000) Section 29-2.3.2.

plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P,M, on Wednesdav June 5. 2002. When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental impro\€ments.

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review of the project.

Response to first review
Gentlemen:
This is our written response to your first review comments indicating how we have
addressed each item.
PUBLIC WORKS - General
1. Public works has been contacted and the storage location for the roll out
garbage can has been shown on the floor plan and site plan.
UTILITIES
2. We have located adjacent fire hydrants and have indicated their locations on
a new sheet SPA-03. We have also indicated the distances between the
hydrants (as well as the distance from the remotest part of the structure to the
hydrants. The distance between hydrants is 372' but the remotest part of the
proposed structure is within 200'. We would like to approval to utilize the
existing fire hydrants for our fire protection. If approved then we should have
adequate fire flow from these existing hydrants.
FIRE
3. Hydrant requirements - see 2 above.
4. Design Documents - see 2 above.
POLICE
ENGINEERING DIVISION
5. General note added to project data on sheet SPA-01 as requested.
6. The scale has been corrected on the survey.
7. The site lighting currently is shown on the site plan and the photo-metrics
plan. We have now indicated it also on the landscape plan and have added
an additional wall pack to provide site lighting at the building entrance.
8. The lighting design has been revised to lower light level and prevent bleeding
onto adjacent properties and away from residential areas.

9. We have added a note to the lighting plan indicating that the pole shall
withstand 110 mph wind loads and shall be operated by photoelectrical
control until 2 pm.
10. The large Mahogany tree was replaced with Sable Palms to reduce
shadowing at pole light.
11. The 2 foot sidewalk has been changed to a planting area and the 3 foot
sidewalk is not part of the accessible route as now indicated on the site plan.
12. We have indicated both existing and new grading and have keyed them as to
differentiate between new and existing.
13. We have added an engineer's certification on the drainage plan.
14. We have indicated the site triangle on both the site plan and landscape plan
and have noted the unobstructed cross-visibility note.
15. We have indicated all necessary traffic control devices and have moved the
stop bar to align with the stop sign and added double lane separators at N.W.
7th Court.
16. We have corrected the detail on sheet SPA-01 to comply with city standard.
17. We have indicated construction standard in project data on sheet SPA-01.
18. We have provided written and graphic scales on all sheets.
19. We have indicated at 35' site triangle.
20. We have removed the Type D curb along the north parking boundary but
have not revised the drainage.
21. header curb has been added.
22. The spelling of (rout) has been changed to route.
23. The water service size discrepancy has been resolved to show 518"
24. The detail has been revised so that it can be read.
25. The supplemental sign has been added.
26. The 9th and 13th notes on sheet L -1 has been revised to read "shall".
27. The proposed Mahogany trees on the east property buffer will be replaced
with Sable Palms (2:1) within utility easement.
28. The correct meter location is indicated on the irrigation plan (sheet L-2).
BUILDING DIVISION
29. A labeled symbol locating the handicap accessible entrance doors has bee
added on the site plan.
30. On the floor plan drawing a labeled symbol locating the handicap accessible
entrance doors has been added.
31. We have added flood information on sheet SPA-01 under project data.
32. A note has been added to sheet A-1 indicating that the floor plan is
conceptual.
33. We have indicated all existing easements to the site plan drawings. There
are no new easements. We have contacted FPL regarding the 1'-6" paving
encroachment into their easement and have enclosed the following letter of
approval allowing us to encroach.
34. A note has been added to the elevation drawings indicating that the wall
construction and openings shall comply with table 600.
35. On the site plan and in the site data we have indicated that the building is one
story in height and that the building height is 25'.
36. On all floor plan drawings a note has been added within the building footprint
that the building is one story in height.
37. On the floor plan drawing sheet A-1 we have added a note indicating that the
primary use of the building is for office use.

38. At the time of permit review we will submit signed and sealed drawings of the
proposed construction.
39. At the time of permit review we will submit a recorded resolution that verifies
the abandonment of the alley, right of way, or easement as required.
40. At the time of permit review we will submit for review an addressing plan for
the project and identify the limits of construction for the project.
PARKS AND RECREATION
41. We will submit at the permitting stage detailed landscape and irrigation plans
for review.
42. The existing Mahogany tree and Chalcas hedge are not within our property.
However, we are using these items as part of our requirements
43. Trees on plant list indicate 12' o.a. height, caliper was revised from 2 Y, - 3" to
3" cal.
44. The tree list has been revised and indicates that 50% of required trees and
shrubs are native.
45. City signature trees (Tibouchina) specs have been revised to 6-8 O.a. height
tree type (that is the largest size available).
PLANNING AND ZONING
46. We are attaching with this submission a revised traffic statement.
47. The site plan tabular has been changed to indicate the proper setbacks.
48. The Future land use has been changed to LRC.
49. Future land use on adjacent properties east west and south has been
changed to LRC.
50. Future land use to north has been changed to LDR.
51. We have revised the 8th parking space arrangement in order that we will
intrude into the easement a minimal amount and will request approval from
the Engineering department.
52. The color designation on the east elevation has been change to match with
wall colors.
53. A note has been added to the site plan that the construction of the decorative
masonry wall shall be completed prior to the issuance of the certificate of
occupancy.
54. Color samples have been included.
55. Previously submitted.
56. The height of the existing Mahogany tree (16' o.a.) and Chalcas hedge (30"
o.a.) is identified on the landscape plan.
57. The plant list was revised to include six (6) TJ Confederate Jasmine vines.
58. Plant material outside the western property line was eliminated.
59. Site triangles have been indicated. Tibouchina Granulosia, 7-8' o.a., is not
available at a height large enough to provide a 6' clear trunk.
60. 50% of site landscaping material as native.
61. A detail of the site light pole has been added to sheet SPA-02.
62. The base of the monumental sign is landscaped with flowering material.
