INTRODUCTION
This is a traffic impact analysis for the proposed Arby's restaurant to be located on
an outparcel of the approved Wal-Mart Supercenter site south of Old Boynton Road,
between Lawrence Road and Winchester Park Boulevard in Boynton Beach, Florida.
The proposed site plan for this outparcel consists of a 2,928 square foot fast-food
restaurant with drive-through window. This overall site includes a 236,762 square
foot Wal-Mart Supercenter, a 6,000 square foot Sonny's Real Pit Barbeque
restaurant, and a 10,438 square foot Golden Corral Restaurant. The Wal-Mart
Supercenter and outparcel restaurants are open but were not built out during the
collection of 2001 traffic data. Traffic from the entire site was used to determine the
radius of influence for the project and was also included as proposed development
in this analysis as required. The location of the site is illustrated in Figure 1.
Kimley-Hom and Associates, Inc. was retained to prepare a traffic impact analysis
for the project. This document presents the methodology used and the findings of the
traffic impact analysis. The analysis was conducted in accordance with the new
requirements of the Countywide Traffic Performance Standards (TPS) of Palm Beach
County. The analysis used current data available from Palm Beach County as well
as data collected by Kimley-Hom and Associates, Inc. A buildout year of 2004 was
analyzed for the proposed development.

Traffic Generation
The daily traffic generation for the development was based on trip generation rates
published and accepted by Palm Beach County. The proposed potential trip
generation for the entire site is presented in Table 1. Peak hour characteristics were
based on information published in Institute of Transportation Engineers' report, Trip
Generation, (6th Edition). The entire development including the proposed Arby's
project is expected to generate 224 a.m. peak hour trips and 740 p.m. peak hour trips
with the p.m. peak hour being the most adverse peak hour condition. It should be
noted that 168 a.m. peak hour trips and 702 p.m. peak hour trips are already
impacting the roadway network today. A small amount of internal capture was
assumed. Pass-by capture was applied based on pass-by rates published and accepted
by Palm Beach County.
Traffic Distribution
Traffic distribution was determined from a review of the roadway network and travel
time characteristics along with the various attractions. The distribution according to
the cardinal directions is:

Traffic Assignment
The distributed trips for the project in 2004 were assigned to the surrounding
roadways, in terms of a.m. and p.m. peak hour external trips. Figure 2 illustrates the
project assignment.
Since the existing land uses have not been in operation for more than five years, the
total site trips are subject to TPS standards. Based on this net traffic generation, it
was determined that the maximum radius of development influence for Test 1 of the
Traffic Performance Standards is three miles. The Test 2 maximum radius of
influence is two miles.

Historical growth

Projects found in the Palm Beach County spreadsheet "Approved Development
Traffic in West Boynton/Delray Area," traffic from the proposed BJ's Wholesale
Club on Boynton Beach Boulevard were also included in the analysis. A summary
of traffic from these projects is included in the Appendix. Traffic from the proposed
Lowes on Woolbright Road was also reviewed. Historical growth was found to be
sufficient to account for traffic from this project. No other major projects would
contribute greater than ten percent (10%) of the level of service standard on any link
significantly impacted by the project during its buildout time frame.
According to the requirements of the 2003 TPS, existing traffic volumes were grown
by factors determined by a review of historic traffic count data (1998 AADT to 2001
AADT) published by Palm Beach County. These growth rates were applied to
existing volumes (Year 200 I) to determine total background traffic volumes for
2004.

A review of the Five-Year Plans of Palm Beach County and FDOT, as well as those
improvements committed by the developers of projects in the area was made.
Lawrence Road between Old Boynton Road and Woolbright Road is currently
projected to be widened to five lanes in 2003.

PART ONE -INTERSECTION ANAL YSIS
Intersections on Project Accessed Links
An analysis was undertaken for intersections nearest to each link directly accessed
by the project on Old Boynton Road and Winchester Park Boulevard. The
intersections were analyzed using the Critical Sum planning methodology as outlined
in the 1985 Highway Capacity Manual (HCM).
The critical sum analysis shows that the intersections of Old Boynton Road &
Lawrence Road, Old Boynton Road & Winchester Park Boulevard, and Boynton
Beach Boulevard & Winchester Park Boulevard will not exceed the threshold of
1,400 vehicles per hour with the existing intersection geometries. The critical sum
analyses are included in the Appendix.
Intersections with Ten Percent Project Traffic on Approach
The new Palm Beach County Traffic Performance Standards stipulate that an analysis
shall be undertaken for intersections where the project traffic comprises 10% or more
of the total traffic on at least one of the intersection approaches. The intersections
of Old Boynton Road & Winchester Park Boulevard and Boynton Beach Boulevard
& Winchester Park Boulevard were found to fall within the category of this level of
project impact. The critical sum analysis shows that these intersections will not
exceed the threshold of 1,400 vehicles per hour with the existing intersection
geometries, The critical sum analyses are included in the Appendix,

Total Peak Hour
A two-way peak hour link performance standard evaluation was undertaken for each
link considering its total two-way peak hour traffic volume and the roadway laneage
to be in place in 2004. Project traffic and total traffic for both a.m. and p.m. peak
hours for two-way peak hour conditions are shown in Table 2. Several links were
significantly impacted by the project. All of the links significantly impacted by the
project will meet the two-way a.m. and p.m. peak hour link level of service standards
through 2004.

AND TURN LANE REQUIREMENTS
Driveway Classification
According to the Palm Beach County "Guide Parking Lot and Street Access Design
Criteria and Standards", it is necessary to classify project entrances as minor,
intermediate, or major according to the following criteria:
1. Minor - Provides for a maximum average daily traffic of 500.
2. Intermediate - Provides service for a maximum average daily traffic
from 501 to 2,000.
3. Major - Provides service for a maximum average daily traffic greater
than 2,000.
Using these criteria, the driveway on Old Boynton Road and the north driveway on
Winchester Park Boulevard would be classified as major. The south driveway on
Winchester Park Boulevard would be classified as minor.
Turn Lane Requirements
Figure 3 presents the proposed project a.m. and p.m. peak hour total volumes
assigned to the project's access driveways. Consideration of these volumes with
respect to the Palm Beach County access design standards results in the
determination that right-turn ingress lanes are required at the driveway on Old
Boynton Road and the north driveway on Winchester Park Boulevard. Left-turn
ingress lanes are required at the north driveway on Winchester Park Boulevard and
the driveway on Old Boynton Road. All required turn lanes have been constructed.
Egress left-turns will continue to be prohibited at the driveway on Old Boynton
Road.

CONCLUSION
The Boynton Beach Arby's is proposed to be located on the south side of Old
Boynton Road between Lawrence Road and Winchester Park Boulevard in Boynton
Beach, Florida. The proposed site plan envisions a fast food restaurant with drive-
through window land use, in addition to the existing Wal-Mart Supercenter and
outparcel restaurants. Based on the traffic impact analysis prepared for the entire
site, the proposed development meets the requirements of the new Countywide
Traffic Performance Standards of Palm Beach County.
